CAGAYAN de Oro Vice Mayor Caesar Ian Acenas made good his vow to dialogue with Oro Solid Waste Management Board co-chair Fr. Roberto Yap, the president of Xavier University.

Acenas did a one-hour closed door meeting with Yap Tuesday afternoon (August 12) at the Jesuit priest’s office located inside the university’s main campus at the heart of Cagayan de Oro. Earlier, Acenas promised to an audience called for by the university’s Research and Social Outreach (RSO) office last August 4 that he is willing to discuss the city’s budgetary concerns with the university.

In that forum, he did not specify about the brewing garbage problem in the city and his deadlock with the Oro Solid Waste Management Board.

People’s Bank of China (PBoC) devalued the yuan by nearly two percent in line with market reforms targeted to support the world’s second largest economy.

Bank of the Philippine Island (BPI) lead economist Emilio Neri Jr. said the local currency’s drop is still low against other currencies in the region.

Despite the weakening of the local unit, Neri explained that its depreciation remains

‘Rufus’ and the local political lineup Judging from the events that unfolded in the national politics, Rep. Rufus Rodriguez, of Cagayan De Oro City, might throw himself in the mayoral contest in Cagayan De Oro in the 2016 elections.

When I was a student at the Ateneo, I admired Roco from afar. Aside from being an outstanding student (from the other good school, San Beda), Roco was an outstanding debater. I often attended the debates he participated in and admired the way he pinned down his opponents with his brilliant cross-examination.

I read up on him as he pursued a brilliant career as a legislator. He had a long list of bills – later enacted

Rufus to leave the national political limelight.

In other words, while Rufus has the inclination to run for the local political post, his responsibility as the national CDP President prevents him from doing so.

Nevertheless, if worse come to worse, Rufus would field a complete political slate under the CDP political party. Considering that the CDP is not known, Rufus would certainly coalesce with the establish national political party. The political color of the CDP, (whether as an opposition or pro administration), would determine the national party that it would coalesce.

Granting without admitting that the CDP would field a local line-up in 2016, who are the probable candidates? We presumed, it would be: Mayor – Rufus

Rodriguez, Vice Mayor: Candy Darimbang. The Congressional candidates in the first and second district would depend on whether the CDP would coalesce with a local candidate or not.

For the United Nationalist Alliance (UNA): Mayor – Dongkoy Emano, Vice Mayor – Prexy Elipe. Congress: 1st District – Benjo Benaldo? 2nd District: Ramon Tabor.

On gender equality and women’s rights, Roco had his brilliant inputs in: 1.

Women in Nation Building Law 2 . Nursing Act 3.

Anti-Sexual Harassment Law 4. Anti-Rape Law 5.

Child and Family Courts Act. Because of these and other pro-women activities, Roco was conferred the title of “Honorary Woman” by women’s groups.

On education, he authored bills which gave more flesh to the Magna Carta for Public School Teachers. Much earlier, while working as a staff of Ninoy Aquino, Roco helped draft the Study Now, Pay Later law.

As a former banker, I became keenly interested in Roco’s efforts to reform the banking system. Roco was principal author of senate bills which led to the enactment of the New Central Bank Act, and others which promoted the liberalization

of the banking industry and the strengthening of rural banks.

On a personal note, the people of Muntinlupa owe Roco one big favor.

I recall that 20 years ago, we were in the proverbial “last two minutes” of our efforts to have Muntinlupa upgraded from a municipality to a highly urbanized city.

The cityhood bill for Muntinlupa had just hurdled Congress. Thanks to the determined efforts of Congressmen Ciriaco Alfelor, Ceferino Paredes and Jim Lopez. But we still needed approval of a senate version of the bill.

With only two weeks before the sine die adjournment of Congress, it was an uphill battle. We still had no senate sponsor.

The first name that came to mind was Raul Roco who was a recent visitor of Muntinlupa. So we approached him.

Roco greeted us smiling.

“I know what you are here for, gentleman. I already filed the bill converting Muntinlupa into a city!”

The rest is history. President Fidel V. Ramos signed the Muntinlupa Cityhood Law on March 1, 1995.

Roco – together with Alfelor, Paredes and Lopezwas later conferred the status of “Adopted Son of Muntinlupa” by a grateful Sangguniang Panglungsod.

‘Not illegal,’ says kin on quarry at the foot of Maharlika bridge

HE NEPHEW of the owner of the quarry at the foot of Maharlika bridge has denied that his uncle’s operations are illegal.

The source, who agreed to talk on condition of anonymity, said that the quarry operator’s application to dispose the quarried materials at the foot of Maharlika bridge in Cagayan de Oro City has already been approved by the Mines and Geosciences Bureau (MGB).

He added that the documents obtained by this paper as of August 5 that the application to dispose of quarry operations is still pending––and is already outdated.

“We are not dredging sand there, we are dredging at the mouth of the river near Macajalar Bay. To stockpile the dredged materials does not compromise the engineering integrity of the Maharlika bridge structure. Besides, dumptrucks immediately scoop out the sand. They are not stockpiled there forever,” the source insisted.

Earlier, the Department of Public Works and Highways (DPWH) issued a cease and desist order last April 22 against the quarry operator to “have the stockpile near Maharlika bridge be removed immediately.”

Fortun’s work report highlights transparency, good governance

BUTUAN City -- Agusan del Norte First District Rep. Lawrence Lemuel Fortun said transparency, accountability and good governance have always characterized his work as lawmaker in his accomplishment report to his constituents on his 44th birthday celebration at the Almont Resort Hotel and Convention Center here on Sunday.

Speaking before more than 3,000 people composed of local prominent political leaders, officials of this city’s 86 barangays, officials and village leaders of Las Nieves town in Agusan del Norte, as well as supporters, Fortun stressed that since he first entered government service as Butuan City councilor until his present position as congressman, he has been an advocate of clean and honest governance, worked for and supported policy reforms for agricultural, infrastructure and envi-

ronmental development.

Fortun said that as a neophyte congressman, he was one of the proponents of House Resolution No. 00216 “Directing the Commission on Appropriations to immediately investigate in aid of legislation the flaws and shortcomings of the Priority Development Assistance Fund (PDAF) and its vulnerability to misuse and abuse,” and was one of 40 new congressmen who signed a manifesto to abolish the PDAF because of the misuse and abuse in its utilization.

According to Fortun, even during the campaign for the 2013 elections, he openly expressed doubts on the disbursement of PDAF allocations and sought for reforms through transparency and accountability.

The solon said that owing to current policy changes and reforms, allocations for soft infrastructure programs have become more transparent through the use of line items.

program, Fortun said P180 million worth of classroom buildings were constructed in Barangays Tagabaca, Salvacion, Don Francisco, Bilay, Maibu, Maguinda, Florida, Mandamo, Tinucoran and Poblacion here. He said some 1,200 scholars of the Department of Education are being supported under his Education Program.

Aside from providing assistance to 5,000 TESDA (Technical Education and Skills Development Authority) trainees, Fortun said they were provided transportation allowance while training and free tools after graduation to enable them to immediately apply their knowledge and earn income.

Malampaya-like natural gas in WPS enough to energize PH

THE natural gas resources beneath the West Philippine Sea are so vast the cleaner fuel could energize the Luzon, Visayas and Mindanao grids for at least 20 years, the Liquefied Petroleum Gas Marketers’ Association (LPG-MA) on Sunday said.

“This is one of the compelling reasons why we have to secure our 200-mile Exclusive Economic Zone and its contiguous area, including the seabed of the continental shelf up to 350 miles from the national coastal baseline. We have to defend the zone against China and other foreign threats,” said House Deputy Minority Leader and LPG-MA Rep. Arnel Ty. “In fact, we should invest

in new warships, including frigates, missile gunboats and fast attack crafts, for deployment to the zone. We should build a strong naval base in northwest Palawan,” said Ty, who speaks for the minority bloc in the House energy committee.

The country’s territory in the West Philippine Sea is believed to have a number of Malampaya-like natural gas fields, the lawmaker said.

“We only need to harness three more Malampaya-like fields to power up the whole country. And we’ve already discovered one of the three.

It is just a question of exploring some more to ascertain where best to drill and draw out the greatest amount of gas,” Ty explained.

A MAGNITUDE 4.2 earthquake shook Bohol in Central Visayas region on Tuesday morning, according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

In its bulletin, Phivolcs said the quake occurred at 4:19 a.m. and the epicenter was traced at two kilometers northeast of Cortes in Bohol.

BFAR bans harvesting, eating of shellfish in Davor town, other areas THE Bureau of Fisheries and Aquatic Resources (BFAR) has banned the harvesting, selling and eating of shellfishes collected in Balita Bay in Davao Oriental, IrongIrong Bay and Cambatutay Bay in Western Samar, and the coastal waters of Dauis in Bohol and in Milagros in Masbate.

According to the latest bulletin from BFAR, shellfishes collected from these areas were still found to be positive of paralytic shellfish poison that is beyond the regulatory limit.

BFAR said all types of

shellfish, including “alamang” harvested from the identified areas, are not safe for human consumption.

However, fish, squids and crabs are safe to eat provided they are fresh and washed thoroughly, and internal organs such as gills and intestines are removed before cooking, it said.

On the other hand, BFAR said the following areas continue to be free from toxic red tides: coastal waters of Cavite, Las Pinas, Paranaque, Navotas, Bulacan and Bataan (Mariv-

Leadership models in education are subject to the same faddism that is apparent in other areas of education.

The more complex society gets, the more sophisticated leadership must become.

Thus, assert that school administrators are expected to cope with a rapidly changing world of work to be effective at their schools. For this reason, they require abilities such as being team-oriented, strong communicators, team players, problem solvers, change-makers and transformational leaders. Transformational leadership helps school principals’ to frame their attitudes to move their schools forward.

Transformational leadership has three basic functions. First, transformational leaders sincerely serve the needs of others, empower

them and inspire followers to achieve great success. Secondly, they charismatically lead, set a vision, instill trust, confidence and pride in working with them. Finally, with the intellectual stimulation they offer followers of the same caliber as the leader. Instead of empowering selected individuals, the school becomes empowered as a collective unit.

Furthermore, the most successful managers in the future should be transformational leaders comprised of strengths, weaknesses and also characteristic behaviors.

If leadership is accepted as a process of interaction between leaders and subordinates where a leader attempts to influence the others’ behaviors to accomplish organizational goals, then, leaders must foster strong community support

It was Yasay who bridged the meeting between Acenas and Yap. Yap was particularly critical of Acenas and councillors in the majority bloc after they allegedly did not approve the budget to continually close the open dumpsite at upper Carmen and construct a sanitary landfill in its stead.

According to city solid waste management coordinator Elvisa Mabilin, the first phase of the project was over and the city government was stuck to continue it due to the budget deadlock.

Mabilin emphasized the need to construct a sanitary landfill because the city government is being pressured by the Environmental Management Bureau (EMB) to close the Carmen open dumpsite because it violates the law.

Last July, Yap wrote a letter to Acenas urging him to act on the garbage problem.

Critics of the administration accused Mayor Oscar Moreno of circumventing Republic Act (RA) 9003 by appointing a private person to lead the local Solid Waste Management Board.

According to law, the mayor should automatically be the chair of the board.

But the Moreno administration was able to get around that by still retaining the mayor as the chair and at the same time appointing Yap as cochair.

According to Elipe, her secretary only received one polo shirt. “Even if the polo shirt costs Php 1000 there is still a balance of Php 4,000.

Besides, not all city hall employees received the polo shirt,” she said.

She said that the clothing allowance was for 2014. Now, the year 2015 is almost over, but the city hall workers have yet to receive the full amount of the clothing allowance for the year 2014, Elipe said.

Some city councilors said that last year the Philippine Government Electronic Procurement System (PHILGEPS) indicated a bidding of the uniform for City Hall workers worth Php 13,224,400.

After the bidding, there should have been a scheduled delivery of the products or services. Contractors face penalty when they failed to deliver the products or services on time, the city councilor said.

City Councilors Teodulo Lao, Zaldy Ocon and Candy Darimbang supported EmanoElipe’s call for an investigation in order to identify the responsible persons or office that contracted the uniforms.

To recall, former City Mayor Dongkoy Emano pays the clothing allowances of City Hall employees in “cash” every end of the year.

City Hall sources said that most of the uniforms are still being fashioned in Manila, although some workers in some city government offices are already enjoying the newly tailored uniforms.

Ty cited the tremendous economic as well as environmental benefits of developing the country’s indigenous natural gas resources: Huge foreign exchange savings because the country would be spending less dollars to import coal and oil.

• Since natural gas trades at a discount, electricity would be cheaper for all consumers, thus freeing up business and household incomes for other forms of spending; • Billions of pesos in new government royalties; Energy security and economic stability for the country, without having to be troubled by potential power shortages; and • The country’s air quality would improve in a big way due to reduced carbon dioxide discharges.

“We need a cleaner source of power. We have to rely

more on natural gas, and less on coal and oil to produce the bulk of our electricity,” Ty noted.

At present, some 34.40 percent of the country’s dependable power generating capacity is produced from coal; 19.07 percent from hydro resources; 17.66 percent from natural gas; 17.30 percent from oil (diesel and fuel oil); 10.28 percent from geothermal; and 1.29 percent from biomass, biodiesel, solar and wind, according to the Department of Energy.

“Among fossil fuels, natural gas contains the least carbon dioxide and burns more efficiently,” Ty pointed out.

Excessive carbon dioxide emissions in the atmosphere have led to global warming and brutal climate changes, such as severe rainfall and harsh drought.

“In the case of Malampaya, the field’s natural gas displaces around 1.35 million kilograms of carbon dioxide per hour that otherwise would be polluting our air,” Ty said.

Discovered in 1991, the Malampaya offshore gas field in northwest Palawan began commercial production in 2002. The field’s gas is conveyed via a 504-kilometer, 24-inch pipeline to Batangas City, where the fuel drives three power plants with a combined 2,700 megawatts (MW) in full generating capacity.

Malampaya has proven reserves of about 3.2 trillion cubic feet of natural gas, which is expected to last until 2024 to 2030, depending on how aggressively the fuel is harvested.

As of March 2015, the Philippine government has received over P208 billion in royalties from Malampaya.

K to 12 Basic Education program is applied to system of education in the Philippines for a purpose to fixate the problems on education and to fundamentally reform the basic education curriculum.

Moreover, it is made so that learners can have a true mastery of basic competencies and a more deliberate path to the world of work and entrepreneurship, or learners would be better prepared for higher learning.

Part of this 12-year cycle K to 12 is Senior High School program. It is a specialized upper-secondary education composed of core curriculum and tracks.

Implemented under President Benigno Aquino’s administration, K+12 Basic Education Program is a newly-emerged system in the Philippines. It is to improve country’s educational system and produce high-quality graduates.

This program is muchneeded change for the country’s educational system for it will produce better-trained human resources who could be

In K to 12, students will be able to get sufficient instructional time to do subject-related tasks which makes them more prepared and well- trained on a subject area. The period that would cover this new educational system is longer than the older one. For this reason, there would be enough time to go beyond specifics on every subjects taken and thus, giving students a more

K to 12: The Trending Education (TLE - Electrical)

The Philippine Government is setting education as a tool to heighten the quality of education, and eventually the quality of Filipino human resources.

Other than that, it is considered as a key to boost socio-economic status of the families. Thus, it is much proper to also upgrade the quality of education, reason K to 12 program is established.

Under K to 12’s Senior High School program, the upper-secondary level for

high school, there is Technical-Vocational Livelihood track. It will play a central role in enhancing capabilities and further preparing students for tertiary education, middleskills development, employment and entrepreneurship through specialization that best fit the qualities and interests of students.

Such that is the Electrical Installation and Maintenance under Industrial Arts. In here, learners will be equipped with understanding of basic concepts and underlying theories in electrical instal-

lation and maintenance such as proper usage and maintenance of tools, equipment and paraphernalia, performing mensuration and calculation, and practicing Occupation Health Safety (OHS) procedures.

At the end of training for Electrical Installation and Maintenance, graduates will be provided with National Certificate, helpful to their future employment.

This is K to 12 – a system producing high quality Filipino graduates and future human resources.

The current trend of Education under K to 12

K+12 Basic Education Program is a system of Education now implemented in the country.

It is the result of the study that a 12-year education cycle is an adequate period for learning under basic education and through it, Philippines can be more competitive, providing wide opportunities and more success for Filipinos that would help towards nationbuilding.

The implementation of K to 12 program has introduced new trends in Education. These trends are comprehensive and new for Philippine education system.

Such that is the implementation of Senior High School program that trained individuals through specializations or tracks. Included in these tracks are Academic, Sports, Arts and Design, and Technical-Vocational

Livelihood Tracks. These tracks are few of the matters that make K to 12 an advantage.

Sports track is the basic education culmination of K to 12 Physical Education and gives focus on topics such as Safety and First Aid, Human Movement, Fundamentals of Coaching, Sports Officiating and Activity Management, and Fitness, Sports and Recreation Leadership, among others.

Academic track, is a specialization designed for students who intend to pursue more academic knowledge. Academic track has three strands which are Business, Accountancy, Management (BAM); Humanities, Education, Social Sciences (HESS); and Science, Technology, Engineering, Mathematics (STEM).

The Arts track, on the other hand, is a specialization for those students who appreciate and excel

more in Arts field. Under this track are courses like Arts and Design Appreciation and Production, Performing Arts, Physical and Personal Development in the Arts, Developing Filipino Identity in the Arts, Media Arts and Visual Arts, Literary Arts, Dance, Music, Theater, and several others.

Tech-Voc Livelihood track is another specialization which gives focus on courses that could be useful in improving livelihood methods. This track offers lessons on Agri-fishery, Home Economics, Information and Communication Technology and Industrial Arts.

In these tracks, a student could opt for a track that best fits his personality and level of thinking.

The DepEd believe that through this idea, they will be able to improve and develop the natural skills of a student on whatever he excels at and interested to.
