he Philippines’ franchising industry remains bullish that Filipinos overseas, retirees, and young entrepreneurs will fuel the growth of the sector for the next several years.

Association of Filipino Franchisers, Inc. (AFFI) chair Armando O. Bartolome, in a press conference Wednesday, said the organization receives optimism from overseas Filipino workers (OFWs), retirees, and young entrepreneurs who would like to penetrate the franchising business.

AGAYAN de Oro City - The City Council here has started the public hearings on the city’s proposed Revenue Code of 2015, City Councilor Prexy Elipe said on Tuesday.

Elipe said that the pro-

posed revenue code is aimed at amending the decade-old revenue code of this trading hub in Northern Mindanao.

In the light of the new economic developments, there are lots of things that should be amended in the

city’s 2003 Revenue Code Elipe, the chair of the city council’s committee on finance, said.

Elipe cited the operation of the “call centers” and other online business processing offices (BPOs)

whose taxes where not included in the city’s 2003 Revenue Code.

He said that the City Treasurer’s Office (CTO) has also recommended the increase of taxes on some commercial activities like

the quarrying and the extraction of sand and gravels.

According to Elipe, the 2003 Revenue Code collects only five percent tax for quarrying and the extraction of sand and gravels while the CTO wants a 10

percent tax or an additional 5 percent.

He said that the stakeholders and other business groups, including the academia and ordinary citizens are enjoined to be part of See code, page B3

BIR posts yoy increase in August ’14 collections

MANILA - Port congestion hurt collections of the Bureau of Internal Revenue (BIR) in August 2014 but revenues still grew by 8.01 percent year-on-year.

Data released by the BIR Tuesday showed that August 2014 collections reached Php127.56 billion, higher than year-ago’s Php 118.11 billion.

However, it is 10.5

percent short against the agency’s Php142.5 billion target for the month.

“The performance of the Bureau of Internal Revenue was affected by the low income tax payments received for the second quarter of taxable year 2014 which can be attributed to lower corporate income of large corporations, which could also be brought about by the port congestion experienced during the past months,”

BIR Commissioner Kim Henares said in a statement.

Revenues from BIR operations last August reached Php125.02 billion, 7.59 percent higher than year-ago’s Php 116.2 billion.

Also, collections from non-BIR operations went up after it reached Php 2.55 billion, 33.29 percent higher than year-ago’s Php 1.91 billion.

Both the Regional Offices and the Large Taxpayers Service (LTS) also

registered revenue increases during the month.

Collections by the Regional Offices reached P42.09 billion, 10.3 percent higher than the P38.16 billion in August 2013.

The LTS’ revenues rose by 6.26 percent to P82.93 billion against the Php 78.04 billion same period in 2013.

MADRID, Spain -- President Benigno Aquino III outlined the administration’s achievements in fields of economy, tourism, education and infrastructure when he met with the Filipino community at the Colegio Nuestra Señora de las Maravillas here on Sunday.

“All of the changes that we have been enjoying were results of restored trust and confidence of the people to the government and their selves brought about by fair system and good governance,” the President said.

Aquino cited the continuing robust economy of the Philippines, which resulted in the upgrade of credit ratings to investment grade status by three major credit rating agencies despite challenges brought about by Typhoon Yolanda, the Zamboanga siege, Bohol earthquake, among others.

Once called the “sick man of Asia,” the Philippines is now hailed as “Asia’s rising star and bright spot” as the economy grew by 6.4 percent in the second quarter of 2014 to beat neighbors Thailand and Indonesia and to be at par with Malaysia, Aquino said.

“In September, based on the Global Competitiveness Report of the World Economic Forum, we jumped to 32 spots, the highest since 2010,” the President told the Filipino community.

The Chief Executive likewise noted progress in the tourism sector that would make it possible to achieve 10 million tourist arrivals in the last two years of his term until 2016.

He said Filipinos should expect more flights to and the United States following the upgrade of the Philippines to Category 1 status by the US Federal Aviation Authority.

“Our invitation to the

entire world: We are not just open for business, it’s more fun in the Philippines,” President Aquino said.

He also cited the construction and improvements of major expressways in the country including the Tarlac-PangasinanL a Uni on E x pre ssw ay (TPLEX), the Subic-ClarkTarlac North Luzon Expressway and South Luzon Expressway. And by the end of 2014 and next year, TPLEX will be extended up to Urdaneta, Pangasinan and Rosario, La Union, respectively.

“This means ‘LEX’ (less) anxiety for the people,” the Chief Executive said.

He also mentioned other major infrastructure projects such as the Cavite LRT extension, upgrade of airports and seaports, construction and development of the Clark Green City in Central Luzon, which will be bigger than the Bonifacio Global City, and the bus rapid transit project in Cebu.

President Aquino likewise noted the construction of more classrooms for educational improvement and housing units for the military and police authorities.

The Pantawid Pamilyang Pilipino Program, he said, has so far assisted some 4.1 million indigent Filipinos back home.

The President also relayed the good news in Technical Education and Skills Development Authority’s improved placement rate, PhilHealth’s wider health plan coverage, as well as the Department of Science and Technology’s enhanced weather forecasting facilities.

Pinoys consider having less savings as commodity prices rise -- BSP survey

Rising commodity prices have made some consumers open to not having some extra funds for the rainy days in the third quarter of the year.

Based on the consumer expectation survey (CES) of the Bangko Sentral ng Pilipinas (BSP) for the third quarter of 2014, the number of households with outstanding savings fell to 26.9 percent from 30.3 percent in the previous quarter’s survey.

The drop was registered both in the low-income group or those whose monthly family income is less than Php10,000 and the middle-income group, which has a monthly income of Php10,000Php29,999.

Index for the savings outlook of the low-income group slightly moved down to 16.3 percent from quarter-ago’s 17.2 percent.

He added that venturing into small businesses like franchising is now easier here in the country with

the middle income group to 34.3 percent from quarterago’s 41.5 percent.

On the other hand, the index for the high-income group or those that have monthly family income of Php30,000 and above rose to 66.7 percent from 64.9 percent in the second quarter of the year.

Relatedly, as banks continue to widen their coverage in most parts of the country, bulk of the respondents or 66.7 percent said they put their savings in banks, while those who still keep it at home remain large at 23.3 percent.

The others put their savings in cooperatives, 5.7 percent; credit or loans and other associations, 2.8 percent; “paluwagan” (fund pooling), 1.3 percent; and others, 0.2 percent.

In terms of reasons for saving, most of the respondents said they are doing it to have funds for emergencies, retirement, health and hospitalization, education, and business capital and investment. “We have about 90 MWs in the pipeline.

These are wind, biomass and hydro-electric,” BDO Senior Vice President (SVP) Group Head of International Desks Edward Wenceslao said Wednesday on the sidelines of the Energy Smart Philippines Press Briefing at the Dusit Thani Hotel in Makati City.

However, Wenceslao stated that he does not have the figure for the number of companies, which have asked loans from BDO. He also mentioned that most of the projects were based in Luzon, one of which has been specifically located in Antique

province.

The projects were identified as more on biomass, while the loan was mostly utilized by rice millers.

Wenceslao said that the rice miller’s biomass projects, will also help lessen consumption demand, since they produce and utilize their own power. He added that the power surplus has an advantage of being passed of to the grid.

Wind renewable energy projects was also said to be included in the projects, he said.

Showing signs of optimism for the RE industry, a lot of companies are still passing applications for the loans. Only four or five weeks will be needed to assess if the project will be accepted for financing or not, he added.

Wenceslao said the applications will mostly be accepted, if they reach

the 30 percent profit criteria, adding BDO can finance about 70 percent of the total project cost.

It’s also willing to provide long-term financing.

Currently, BDO has financed a total of Php1.1 billion worth of energy efficiency projects. The companies which availed of their loans, were saving Php 2 million for the first year and had consistently increased to Php 3 million in the second year.

But, they are still hoping that more companies apply for the loan financing.

“We want more, not only on industrial side, but more on the commercial side,” Wenceslao said.

He also mentioned that BDO is encouraging the reduction of wattage requirements, through the use of LED products.

For his part, European Chamber of Com-

merce of the Philippines (ECCP) Vice President and General Manager Martial Beck has stated that the small kilowatthours (kWh) of power saved from the mass usage of LED products, can be combined into a greater figure.

Beck highlighted that tapping the Business Process Outsourcing (BPO) industry and Philippine Economic Zones Authority (PEZA) to use LED products could largely contribute to power conservation.

Further, for the industry challenges, Wenceslao stated that the problem lies on finding company heads who are willing to invest in energy efficient products.

DA-RFO lead two-day regional management committee meeting

UTUAN City - The regional office of agriculture here spearheaded a regional management committee meeting among its line bureaus and attached agencies, aimed at strengthening the collaboration between and among them, according to the information released by the said office recently.

The Department of Agriculture-Regional Field Office XIII headed by Acting Director Edna M. Ma-

beza, held the conference hosted by the Philippine Carabao Center (PCC) at Musuan, Bukidnon.

Among the important matters discussed during the said meeting were the submission of monthly reports to the congressmen of Caraga, creation of a composite team to monitor the prevalence of pests and diseases, updates and concerns of the agencies, conduct of Agriculture and Fishery Council (AFC)

and Agriculture Extension Workers (AEW’s) congresses on November 5 and 6, respectively.

The meeting also provided a venue to harmonize and collaborate undertakings such as registration of farmers and fisherfolks to avoid the duplication of interventions.

An expository tour of the PCC’s facilities was also conducted on the second day to give the members basic information on the

agency’s mandate and services.

The Regional Management Council (RMC) is a policy making body composed of executives of the DA-RFO, Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Soil and Water Management (BSWM), Philippine Fiber Industry Development Authority (PhilFIDA), National Meat Inspection Services (NMIS), Philippine Crop Insurance Corp.
