Bukidnon IPs hope skills training would lift them out of poverty

MARAMAG, Bukidnon-Members of Indigenous Peoples (IP) communities in this town are optimistic that their economic conditions would someday improve through the special skills training program (SSTP) spearheaded by the Technical Education and Skills Development Authority (TESDA).

Marivic Endera, 34, a member of the Manobo tribe and mother of six, expressed her gratitude to the government for giving her a chance to be part of TESDA’s National SSTP that was launched here Friday.

TESDA’s National SSTP seeks to empower IPs and c u ltu r a l c om mu n it i e s through the Technical and Vocational Education and Training (TVET). The program also focuses on former New People’s Army (NPA) rebels.

Top TESDA officers and local government officials led the launch at the school campus of the Mindanaw Tribal School in Barangay Panadtalan.

Endera, who resides meters away from the school, said she enrolled for dressmaking skills training.

Based on the training module, she will undergo 280 training hours or 35 training days. Upon completion and upon passing TESDA’s assessment, she will get National Certification (NC) II in dressmaking.

“I used to make or repair ordinary dresses of my neighbors manually. With the help of this training that I will engage in, I will

enhance my little knowledge and skills in dressmaking.

My target is to create tribal dresses, especially for my fellow IP neighbors. Once I get an NC II from TESDA upon completion of my dressmaking training, that will be my ticket to ask help or apply for a loan from other government agencies for me to get a brand new sewing machine,” Endera said in the vernacular in a chance interview after the launch.

In the meantime, she helps her husband, who is a chainsaw operator, make a living from her commission as part-time dealer of home products.

Datu Ingikon Maydskie Pandian, who replaced his late father Datu Mayda Magdalino Pandian as head of the Mindanaw Tribal School, said he and his fellow Manobos welcome TESDA’s program for IPs. Pandian said his fellow IPs who do not have a chance to go to school, will be given a chance to get a decent job or livelihood through TESDA. “About 20 men and women from our fellow IPs here are included in the list to avail of this SSTP. Most of the women are enlisted in dressmaking. But prior to this SSTP, around 200 of my fellow Manobo Tribe have already completed their TESDA skills training in masonry, carpentry, massage and cookery and are NC II holders,” Pandian said in the vernacular in an interview.

Coast Guard suspends Zamboanga-Basilan boat trips ZAMBOANGA CITY -The Philippine Coast Guard (PCG) has suspended all boat trips from this city to Basilan and vice versa due to inclement weather brought about by a Low-Pressure Area (LPA).

Lt. Commander Alvin Dagalea, Zamboanga Coast Guard commander, said the boat trips suspension took effect at 1:30 p.m. Saturday due to rough seas.

The Philippine Atmospheric, Geophysical and Astronomical Services Ad-

ministration (Pagasa) stated in its Weather Advisory No. 3 that “at 10 a.m. Saturday, the Low-Pressure Area (LPA) was estimated, based on all available data, at 380 km. east of Surigao City, Surigao del Norte.”

PAGASA advised the public and the disaster risk reduction and management offices to continue monitoring the weather as the LPA may develop into a tropical depression within the next 24 to 48 hours.

ARMM holds forum on Islamic heritage COTABATO CITY – In an effort to highlight the heritage of Moro people in the Autonomous Region in Muslim Mindanao (ARMM), the region’s Bureau of Cultural Heritage (BCH-ARMM) on Thursday conducted a forum on Islamic heritage as part of this year’s National Heritage Month celebration.

“Islamic heritage is very important because it influences Moro culture and

maintain its identity distinct from others,” Engr. Marites Maguindra, BCH-ARMM executive director, said on Friday.

Maguindra said the forum was very timely because it came during the fasting month of Ramadan.

“We want to help ensure the preservation of this heritage for the sake of future generations,” she said.

aira Abdurrahman Udasan, who was the forum’s guest speaker, the most important Islamic heritage is the glorious Qur’an, which is a blessing from God and a guide to all Muslims.

“In this sense, we have to rely on the Qur’an in recording the history of Islam.

DUMINGAG, Zamboanga del Sur -- Some 45 families consisting of 230 people have been ordered to evacuate to a safe area as the military launched an offensive against the New People’s Army (NPA) rebels in the outskirt of this town.

Chief Insp. Andrew Limos, the local police chief, on Saturday said the 45 families are from Barangay Saad, a remote village in this town, the center of the military offensive against the NPA rebels.

Limos said the families were told to evacuate to avoid being caught in the crossfire as the NPA rebels might mingled with the community in Barangay Saad.

Barangay Saad is located in the boundary

of this town with the municipality of Siayan, Zamboanga del Norte.

Limos said the 45-family-evacuees are temporarily sheltered at the covered court of Barangay Poblacion.

Limos said the municipal social welfare and development office has immediately provided food supplies and other needs to the af fected families.

He said the offensive was launched Friday after the NPA rebels threatened to burn the heavy equipment of a construction firm undertaking a government project in Barangay Saad.

The NPA rebels have demanded payment of protection money, which the construction firm turned down. (PNA)

Earth marks World Environment Day 2018 Mother Earth takes center stage for today’s global celebration of World Environment Day. World Environment Day is celebrated on the 5th of June every year, which falls on a Tuesday for 2018.

Although still not a public holiday, it is an environmental awareness day organized by the United Nations. It aims to raise awareness of the environment and issues affecting it.0 World Environment Day (WED) was established in 1972 but first held in 1974, and will be celebrating its 44th Anniversary in 2018.

143 countries take part in World Environment Day, focusing on environmental concerns ranging from pollution to global warming and sustainable food production to protection of wildlife.

A Platform for Action WED is the UN’s most important day for encouraging worldwide awareness and action for the protection

of our environment. Since it began in 1974, it has grown to become a global platform for public outreach that is widely celebrated in 143 countries.

Above all, World Environment Day is The People’s Day for doing something to take care of the Earth.

That “something” can be focused locally, nationally or globally; it can be a solo action or involve a crowd.

Everyone is free to choose.

Humans are both creatures and molders of their environment, which gives them physical sustenance and affords them the opportunity for intellectual, moral, social and spiritual growth.

In the long and tortuous evolution of the human race on this planet a stage has been reached when, through the rapid acceleration of science and technology, humans have acquired the power to transform their environment in countless ways and on an unprec-

edented scale.

The United Nations, aware that the protection and improvement of the human environment is a major issue, which affects the well-being of peoples and economic development throughout the world, designated 5 June as World Environment Day. The celebration of this day provides us with an opportunity to broaden the basis for an enlightened opinion and responsible conduct by individuals, enterprises and communities in preserving and enhancing the environment. A time for tough decisions

There never is a good time for tough decisions. There will always be an opposition or something else. You have to pick courage and do it.

Governance is about taking tough, even unpopular, decisions -- Jairam Ramesh WITH just a few winks left before SONA, the big question would be: had Malacanang walked the talk?

Still sporting his glib language, President Duterte takes the brunt of the challenges and intense criticisms as he continue on curbing corruption in government, fight illegal drugs, work for good governance, transparency and accountability in public service.

To date, it’s still unfinished business for President Duterte as he straddles through of ending the year with “do or die” thing.

This time, with a trillion budget to spend for his

‘build, build, build’ economic mantra, his resolve to make things happen is shining through, hopefully.

Ending corruption in government, reduce crime index, suppress criminality and put a stop on ISISinspired terrorism, among so many others, are spillover issues and concerns Duterte has to work on feverishly until the end of his six-year term.

That said, the smoke of corruption still hung heavily on several departments like DPWH, DepEd, Customs, BIR, DENR, and many others.

For instance, the SSS’ abusive and corrupt commissioners, Tourism family affair under resigned Secretary Wanda Tulfo-Teo and the Bureau of Custom’s in-house gang of thieves, to name a few, have been identified as purveyors of corruption hence the fight

in ending malfeasance is nothing but an exhaustive battle against the vultures in government service.

Indeed, Duterte’s clarion call addressed to all public officials, whether they were political opponents or friends, party mates, family or allies had landed in partly on deaf ears, nor it worked effectively as it were.

President Duterte’s brand of governance has gained upside progress though, like paving the way toward a stronger and more competitive Philippine economy.

The 10-point agenda of his administration, anchored basically on good and corrupt-free governance has gained a minimal foothold and somehow sustained to the max.

ments, labor force and social services.

The country has recorded an average GDP growth of 6.2 percent–the fastest average growth period in 40 years.

Congress approved the Bangsamoro Basic Law (BBL) and could be the biggest political achievement, yet nothing of sorts is definite yet. BBL was practically put inside a closet and padlocked for a quite a time. Its usefulness could only be up, and only time will tell.

Bees and buzzards

THINK a minute.

Bees and buzzards are very different in their eating habits. Buzzards fly and circle above looking for animals that are either hurt or dead. Then when they see one, they swoop down to tear and feast on it until it’s gone. But honeybees are the exact opposite.

Honeybees only look for the good sweet nectar, as they fly from flower to flower. Buzzards only produce fear, pain, and death in their feeding. But honeybees produce honeycombs full of honey, which gives health and enjoyment to others.

You see, buzzards and

bees always find what they’re looking for. Just like a wife can usually find what she’s looking for in her husband.

She’ll see what she chooses to see: the good or the bad.

So if we’ll focus on our husband’s faults and mistakes, we’ll find them. And the more fault we find in our husband, the less we’ll respect him. So then when our husband feels that we don’t respect him, maybe even see him as a loser and failure, guess who’s the last person he will want to be with? His wife! 'The BBL version passed by Congress is not going to answer the Moro problem' [Statement of the Suara Bangsamoro (Voice of the Bangsamoro) on the passage of the Bangsamoro Basic Law] This newly-passed BBL does not inspire hope in our hearts that we of the Bangsamoro will receive justice to set right all the injustices committed against our people. There can be no trust where justice is not an option. We cannot simply forget the price of lives and blood we have paid simply to exist as Moros in a land where we are seen as inconvenience and a problem.

We seek true autonomy not the sham we are being offered now with a mangled and watered-down ghost of the Bangsamoro Basic Law, which President Duterte initially did not want to certify as urgent, after all,

the House and Senate versions of this law that was passed at the 11th hour on third and final reading were so disparate.

Duterte’s last-minute turnaround to certify the BBL as an urgent measure does not inspire our trust.

Not especially when his BBL sweeps aside our claims for justice for the victims of the Marawi Siege and Martial Law, the recent massacre of the nine MILF combatants and myriad other human rights violations resulting from the continuing operations of the United Statesled “war on terror” within Bangsamoro territory. Refer to the Bangsamoro narrative and it is there, plain as day, just how much betrayal of trust we have had to bear.

We in Suara Bangsamoro are wary that this kind of BBL just glossed over the

justice we Moros deserve.

The oppression of the people of the Bangsamoro continues and this badlydone BBL is proof positive of that. Not recognizing the right to self-determination and to decide on our fate within Bangsamoro territory shows just how little trust and faith the government has in us.

The BBL version passed

by Congress is not going to answer the Moro problem.

This milquetoast that they’re passing off as BBL leaves the Bangsamoro with no control over the resources of the area they define as our autonomous area. Just like in the ARMM, this BBL appoints the new Bangsamoro political entity to facilitate the wholesale selling of our territories and natural resources to foreign corporations under the guise

of bringing growth and development to Bangsamoro areas.

For there to be peace, there must be justice. There must be goodwill, and the trust that grows from that.

You ask us to lay down our arms and work with you.

Then you must do the same with us. Any less than a BBL that grants us justice and the autonomy to determine our path within this nation is the insult added to the many injuries we have already had to bear.

COWD whistleblower reports back to work after being freed from jail

CAGAYAN DE ORO CITY – The management of the Cagayan de Oro Water District (COWD) welcomed back an erstwhile employee who was jailed for almost four years.

It was in June 11, 2014 when COWD architectural draftsman Emmanuel Mulawan Sr. was unceremoniously arrested based on a Cavite regional trial court (RTC)-issued warrant for rape.

For the succeeding three years, Mulawan was languishing in jail in Cavite while the trial was ongoing up to early this month when he was freed after the court decided to grant him bail.

War-weary Lagonglong residents camp out at capitol for third time

CAGAYAN DE ORO CITY – It’s strike three for the Kamansi residents of Lagonglong, Misamis Oriental.

Camansi is just a sitio in the province but it already rings a bell every time it is mentioned since it is the site of bloody encounters between soldiers and the New People’s Army (NPA).

Around 123 individuals from that sitio in barangay Banglay arrived at the Vicente de Lara park inside the Misamis Oriental capitol compound Sunday evening after evacuating for five days now from their homes.

Kamansi was once again the site of a bloody encounter between the military and the NPA a week ago where an alleged bombmaker of the rebels was killed and another wounded.

Reynaldo Ayuma, one of the residents in Kamansi, said their plight started when they were denied shel-

ter in their initial evacuation target, barangay Lumbo.

“We were there for three days in Lumbo but the residents and their barangay chairman told us to leave because they could not toler-

ate the foul odor anymore,” Ayuma said.

Ayuma pointed out that since the makeshift Lumbo evacuation doesn’t have any toilet, the evacuees were forced to practice open

defecation, thus the foul smell.

MANILA -- The Department of Finance (DOF) said Friday the Duterte administration’s ambitious infrastructure program dubbed the Build Build Build Program, will contribute greatly to narrowing inequality among regions.

In its Economic Bulletin on gross regional domestic product (GRDP) released Friday, the department showed that inequality was slightly tempered in 2017, with coefficient of variation (CV) -- the simplest gauge of inequality -- standing at 1.969 in 2017 from 1.970 in 2016.

“GRDP continued to show increasing inequality in 2016, but this has been tempered slightly in 2017 as the less affluent regions grew faster than the traditional growth centers,”

Meanwhile, outstanding loans of commercial banks grew faster at 19.9 percent in April from the 18.5-percent

BSP attributed the upbeat activity on bank lending to higher production loans, which comprised 88.5 percent of banks’ total loan portfolio. Loans for production activities grew in April 2018 by 19.6 percent to PHP6.6 trillion from PHP5.5 trillion in the same period last year.

MANILA -- The Social Security System (SSS) has apologized to some 106,950 members and pensioners who will not be getting their checks for salary loans, death, disability, retirement, sickness and maternity claims on time.

SSS media affairs head, Ma. Louisa Sebastian, on Friday attributed the delay to a printer malfunction, which halted the preparation of the much-awaited checks.

She, however, assured that repair of their check printer is underway.

“This is a highly-specialized, high-tech printer with security features, that uses special ink, so repairs will take a little time. But the manufacturer’s repair crew have been on it since last night,” she said.

Sebastian said they expect the checks to be printed and ready for delivery by June 8.

AboitizPower amps up Brigada Eskwela with first aid and fire safety training

In its bid to advance business and communities, AboitizPower subsidiary Therma South, Inc. (TSI) amped up its annual Brigada Eskwela with First Aid and Fire Safety awareness trainings for teachers, parents, and students of Inawayan Elementary School (IES) last 28 May 2018.

Nearly 90 TSI team members joined the nationwide activity initiated by the Department of Education to improve schools around the country.

TSI in partnership with Aboitiz Foundation, Inc. conducted several activities for IES including the construction of pathways, first aid training, fire safety and awareness training, installation of medicine kits and fire extinguishers, and distribution of fire safetyrelated coloring books.

“The pathway construction alone is already a big help to us. It gets really muddy here when it rains, it even came to the point that the kids would rather not go to school because of the mud. But TSI went beyond

just making pathways, they even gave us fire extinguishers and medicine kits and taught us how to use them properly,” said Inawayan Elementary School Principal Reziel Francisco.

For the 5th consecutive year, TSI has participated in this annual school maintenance drive by going beyond the usual painting works and campus clean up. In 2017, TSI volunteers constructed a perimeter fence around Sirawan National High School.

“We are looking at other countries. Russia is just an option. PNOC-EC expects to receive the first shipment by end of June,” Cusi said.

According to Cusi, PNOC-EC is looking at the different areas for the reserve’s storage and among the areas being considered are Subic, Phividec Complex and Quezon.

At present, oil companies are required to maintain a Minimum lnventory Requirement (MlR) of in-country stocks equivalent to 30 days of crude and products for refiners, 15 days of products for importers/bulk suppliers and seven days of liquefied petroleum gas (LPG) stocks for LPG players.

Meanwhile, aside from ensuring the country’s supply, the DOE will also

come out with a policy on unbundling petroleum product prices.

“We need to unbundle the prices. It has to happen,” the Energy Chief stressed, adding that this will provide the consumers more information about the petroleum products that they buy.

The DOE is currently conducting consultations with the stakeholders on the mechanism for unbundling.

International geopolitical developments, which include US sanctions on Iran, the drop in OPEC production levels and the political changes unfolding in Venezuela have resulted in the recent uptrend in oil prices for the past weeks.

With the volatility of oil prices, the DOE is encouraging consumers to be smart and judicious in the use of petroleum products, such as driving efficiently and managing trips properly to save on fuel costs, among others.

In the early morning of May 25, the cold weather did

not extinguish the excitement that filled the air as the climbers get ready for their most awaited adventure. A total of 150 participants have joined the trek; 75 of which are going into the summit via hardcore trail while the remaining 75 are via beginners trail.

The hardcore trail features 15 waterfalls upstream; Maranging falls as their jump-off point. Since their location is farther than that of the beginners, the group spent the night at Camp 1 and continued their way the day after.

Only 22 individuals had successfully reached the summit. Joseph Ian Bancale, Charlie and Mark Lawrence Gallarde of Damul Mountaineers were the first three climbers to arrive.

On the other hand, the jump off point for beginners is at the Tagbibinta falls wherein they have to experience an all assault trek going to camp 2.

They are given only a day to reach the summit and go back to the host resort.

Though the trail was intended for beginners, some climbers doubt it, “sure sila beginners ni? Hasta mang lisuda.”

Sixty four years old Federico Reyes, Jr., the oldest participant of the National climb, is a participant from Earth Island Outdoor of General Santos City.

“Sus! May lang gani wa ko nag hardcore. Lisod naman gani diri sa beginners unsa nalang didto sa hardcore?” said Tatay Federico, as he stopped to catch his breath. As soon as he regained little of his energy, he started to make his way up again. Unfortunately, even before reaching Camp 2, Tatay Federico decided to raise the white flag.

Nevertheless, he was still happy and thankful for the experience.

“Nalipay ko nga nakaapil ko from Gensan team. And we hope that more mountaineers will come next year for this kind of activity. This is really a good thing to refresh,” he ended.

The top 4 climbers for beginners category were all members of One Two Trekkers; Henry Seron, Eric Angeles, Miller Cascaro and Quirico Cajegas.

As all the climbers have gone down from the peak on May 26, they enjoyed another night of booze party, chill out with new friends, and be inspired with music. operations, said one of the programs of the administration of President Rodrigo Duterte, aside from free education, is to provide free technical and vocational skills training for IPs and former rebels.

Feliciano said completing the TESDA training is a short cut to a good future.

He said TESDA is an architect of blue collar jobs but for him, the agency is a creator of “gold collar” jobs.

Feliciano urged IPs to take advantage of the opportunities given by the government.

“What TESDA began should end in a bright future for you,” he said.

Feliciano said IPs are the program’s priority because they are usually targeted by the NPA for recruitment, citing records from the Armed Forces of the Philippines that show that at least 70 percent of former rebels in Bukidnon are members of IP communities.

Bukidnon’s provincial director of the National Commission on Indigenous Peoples (NCIP), Chona Labaon, said since the Indigenous Peoples’ Rights Act (IPRA) became a law, this is the first time that livelihood program for IPs has been given emphasis.

She said IPs have skills that need to be enhanced so they would become competitive.

Kotie R. Bax, TESDA Bukidnon provincial director, said the SSTP will begin this month of June.

She said earlier that the program will accommodate 15,000 skills development training slots for IPs nationwide.

In the province, Bax said the training will be held in 31 TESDA-accredited public and private schools that offer technical and vocational programs.

Abdulwahid Madum, TESDA Bukidnon information officer, explained that of the total national quota, the Northern Mindanao region has 1,400 slots, 340 of which have been allocated for Bukidnon.

Madum said recipients of the program will receive PHP100 daily training allowance, compared to only PHP60 per day for other TESDA programs.

Based on the presentation, TESDA has allotted PHP6 million for the SSTP in Bukidnon.

As the bodies of the New People’s Army (NPA) rebels were recovered, about 140 members of the Higaonon tribe consisting of 40 families evacuated and settled at the provincial capitol grounds here Monday morning.

Datu Renato Ayuman, the leader of the group, said that they came down to seek for food, relief and government assistance for the displaced Higaonon tribe.

The military and the NPA rebels engaged in a running gun battle in the mountain of Camansi , an outskirt village of Lagonglong, Misamis Oriental where armed skirmishes between the government troopers and the communist rebels takes place every now and then.

Ayuman said that they would not return to their village until the military leave the area for fear of their lives.

“If the military puts up a camp in our village, we would no longer return there,” Ayuman said.

The military has continued a clearing operation in the villages of Camansi, Banglay and in the borders of Balingasag and Lagonglong in a bid to flush out the NPA rebels in the area.
