Briefly Wage Order exemption DISTRESSED establishments and other sectors adversely affected by the economic power/energy and other crisis, may apply for exemption from the new Wage Order No. RX17 (WO-RX-17) implemented in Region 10.

Effective June 20, this year, WO-RX-17 grants a P20 increase in the minimum daily wage rate of workers in the region, as approved by the Regional Tripartite Wages and Productivity Board (RTWPB).

However, the situation of the establishments will be determined by RTWPB before exemptions can be granted, said Atty. Jonathan Caňete, regional director of the Department of Labor and Employment (DOLE) and chairperson of RTWPB -10.

Bangus production TUBOD, Lanao del Norte -- The Provincial Agriculture Office (PAO) has reported an increase in its bangus production since the start of mariculture program in 2010 in Lanao del Norte.

With only P132,799.94 in its first production year, now it recorded more than P500,000 in its annual gross income, the Provincial Resource and Management Council (PRMC) reported.

In 2010, the province started with only 10,000 bangus fingerlings in one fish cage, in 2011, it increased to 30,000 bangus fingerlings in three fish cages.

Gross income from bangus production in 2012 has reached its highest-level ever of P563,830.75.

ZamPen grows 12.4% in 2012

ZAMBOANGA Peninsula’s economy surpassed other regions by growing 12.4 percent in 2012 from 0.1 percent in 2011, making it the fastest-growing economy among the 17 regions in the country according to the National Statistical Coordination Board (NSCB).

“The impressive economic performance of the region

was brought about by the accelerated g row t hs of

the industry and services sectors,” the NSCB said.

The region consists of three provinces namely, Z a m b o a n g a d e l S u r, Zamboanga del Norte and Zambonaga Sibugay. Its component cities are Dapitan, Dipolog, Pagadian, Isabela, and Zamboanga City.

Davao region’s economy posts growth DWSD-12 recruiting DAVAO CITY—From 3.7 percent in 2011, the Gross Regional Domestic Product (GRDP) of the Davao region increased to 7.4 percent in 2012, Rosendo Aya-ay, acting head of the National Statistics Coordination Board (NSCB) in Region XI, announced during Thursday’s release of the 2012 Report on the Regional Economy of Davao Region.

Maria Lourdes Lim, director of the

National Economic and Development Authority (NEDA) in Region XI, said the region’s performance last year surpassed the target GRDP of 6.8 percent.

“We are happy that the Davao region posed a strong and better than expected economy in 2012,” she added.

“There is a possibility, because the first quarter is good,”

Balisacan said.

He said the government was committed to sustain the growth for the remaining quarters, with manufacturing and construction becoming key economic drivers.

Balisacan, however, said the agriculture sector might be a problem for the next quarters, as unemployment rate in the sector had risen.

OCCP certify DA urges M’nao farmers to hike productivity as organic GreenMinds’ peanut prods

THE Organic Certification Center of the Philippines (OCCP) has granted a social enterprise based in Cagayan de Oro organic certification for its peanut production in Mindanao.

GreenMinds Inc. said the certification granted to its peanut production and processing venture is expected to boost sales and opens up more opportunities for indigenous peoples (IP) in Mindanao who will go into organic peanut production.

“This is a breakthrough for us and our Higaonon partners.

Organic certif ication of our peanut production and processing catapults our social enterprise to a higher level of competitiveness,” said GreenMinds President Rey Gil Lomarda.

“It enables socia l enterprises of marginalized indigenous peoples to market organic products in the mainstream while they are protecting the environment and consumers,” Lomarda added.

THE Department of Agriculture (DA) has encouraged farmers in Mindanao to increase their productivity and consider planting other crops so they could improve their incomes.

Assistant Agriculture Secretary Salvador Salacup said farmers in the region should take advantage of the benefits offerd by the impending economic integration of the Association of Southeast Asian Nations (ASEAN).

“Free flow of goods is one of the principal means by which the aims of a single market and production base can be achieved. A single market for goods and services will also facilitate the development of production networks in the region and enhance ASEAN’s capacity to serve as a global production center or as part of the global supply chain,” said Salacup.

Salacup, who was the keynote speaker during the Mindanao Sustainable Agriculture and Cooperative Marketing Forum here, also said the farm sector’s

gain during the first quarter of the year should be sustained to prop up the country’s competitiveness.

He noted that the DA provides the policy directions for the agriculture and fisheries sector and has been involved in discussions with the trade department and other agencies concerning ASEAN-related matters.

Salacup said the department has also been actively supporting small farmers get required certifications and providing training to farmers.

He sa id t he DA promotes va lue-add i ng enterprises; provides postharvest facilities and related infrastructure; organizes and participates in local and international trade fairs, food and beverage exhibits and market matches and encounters; and puts up climate-change mitigating and adaptation measures.

“Filipino farmers can be competitive given the challenges the agriculture sector is now facing and meet the demand for the ASEAN economic cooperation,” said Salacup.

Harvest festival in Dinagat Island

DINAGAT—Har vest festivals are an effective means of disseminating usef u l farming information a nd techniques, not only to farmers but also to children, local government officials and policymakers.

And that is the good reason why Dr. Wilfredo Tiu and his staff at the R.E.Ecleo Sr. Poly technic College (REESPC) in Cagdianao, Dinagat Province, have been undertaking an annual harvest festival since four years ago.

This year, the harvest festival was held last July 15-16 at the Justiniana Edera Elementary School and at the sloping farm in the mountain of the same barangay that is being developed as a model farm. The harvest festival was also in tandem with the celebration of the Nutrition Month as well as the 10th anniversary of the REESPC. It was also a time for a reunion of the alumni of the first trainees of the school.

REESPC is an educational institution under TESDA that is well focused on agriculture and fisheries education.

And Dr. Tiu, who is the superintendent, said that he is very thankful to TESDA Director General Joel Villanueva for his full support to the agri-fisheries thrust of the school.

The sloping farm that is being transformed into something productive used to be a logged over area where native ferns and other weeds had taken over before the project was started. To make the farm suitable for crop production, terraces were made along the contours. That’s one way of showing to visitors how to prevent erosion. Hedges of napier which is used to feed goats and sheep are planted at the edges of the terraces.

Intercropping eyed to augment coco farmers’ income

M A L AY BA L AY CIT Y— President Benigno Aquino III claimed that the country has achieved strengthening of the agriculture sector, citing the introduction of intercropping as a strategy initiated in the coconut industry.

Aquino lamented the traditional way coconut was planted: farmers wait seven years for the coconut tree to bear fruit.

“We have the potential to vastly increase the income of this sector if we can foster a culture that truly encourages hard work and productivity.

The solution: intercropping,” he said during his 4th State of the Nation Address last week, after citing the reduction of rice importation as one of the key achievements of his administration in the agriculture sector.

Mangroves: Insurance against nature’s wrath (Part 1)

Relax in our fabulous, affordable wooden beach cottages with sweeping sea views and crystal clear water full of vibrant tropical fish. Enjoy a cold drink in your hand and a warm, salty breeze on your face as the sun sets over our endless white beach. Awake to the sound of rumbling waves….

AND tourists all over South and Southeast Asia did. But the rumbling of a 30-meter wave was not mentioned in the travel brochure. The wave, known as the 2004 Indian Ocean tsunami, turned out to be the deadliest natural disaster in recorded history, hitting Indonesia, Sri Lanka, India and Thailand the hardest.

When booking their holiday to these destinations, tourists would have been happy to tick an insurance option against this kind of disaster. As would be all 200 million people worldwide, living directly along coastlines, and, in particular, the millions of South and Southeast Asians affected by tsunamis.

Insurance on the cheap: ALL right, better safe than sorry: For the next trip to the beach, we shall take a tsunami insurance. But who will provide this?

The answer waits just around the corner of the beach: A couple of inconspicuous, torpedo-shaped seedlings in the sand. And these will insure us against a 30-meter wave?

Wading a bit further in the chest-deep, brackish, tea-colored water, we can see towering giants—25 meters tall and densely packed, with webs of entangled prop roots extending like skirts from each trunk. That is more like it. But what might these tall mangling structures be?

Mangling is the right catchword. Mangle is the Spanish origin for the word mangrow, today known as mangroves.

Mangroves narrowly refer to the plant family Rhizophoraceae and are, in words of one-syllable trees, up to medium height that grow along the seashore of the tropics and subtropics.

Sure, these trees provide enjoyable scenery, yet, how on earth can a few trees insure tourists and coast dwellers from a fierce tsunami?

The 2004 tidal wave did not only leave horrific human tragedy in its wake but also some lessons.

Lessons learned by the lucky inhabitants of three mangrove-sheltered villages of the Cuddalore District on India’s East shore. And even more so by their, not so lucky, neighbors.

The former experienced the cushion-effect of mangroves protecting their villages. Thirty trees per 100 square meters reduced the maximum flow of a insurance/PAGE 11

22 new ecotourism sites established

THE Department of E nv i r on me nt a n d Natura l Resources (DENR) has established 22 new ecotourism sites to provide sustainable livelihood for marginalized Filipino communities.

L e d by t he DE N R’s Protected Areas and Wildlife Bureau (PAWB), t he 22 ecotourism sites have been established in the provinces of Cagayan, Zambales, Masbate, Cebu, Siquijor, and Davao Oriental under the Integrated Coastal R e s ou rc e M a n a ge m e nt Project (ICRMP).

DENR has considered ecotourism as the perfect fit for rural communities where ecosystems are still in place, but where poverty is prevalent.

“Each of these 22 sites h a s t he i r ow n u n iqu e cha rac ter ist ic s ,” PAW B Director Dr. Theresa Mundita Lim said.

She cited that Palaui Island in Cagayan “has beautiful and sweeping landscapes and seascapes and still has 70 percent forest cover.”

Climate change agenda needs integration in gov’t planning A NEW study said that deepening reforms to fully integrate the climate change agenda in the government’s planning and budgeting will strengthen the Philippines’ resilience against the impacts of a warming world and make communities less vulnerable to sea level rise, degradation of marine ecosystems, and extreme weather events.

The report entitled “Getting a Grip on Climate Change in the Philippines” looks at the innovations as well as gaps in policy and financing of climate change programs since the country adopted the Climate Change Act four years ago.

The report – done at the request of, and in close collaboration with the Climate Change Commission (CCC) and the Department of Budget and Management (DBM) – provides detailed analysis and recommendations on

how the country could accelerate reforms for managing the growing climate change impacts and increasing greenhouse gas emissions while contributing to poverty reduction.

“Polic y ma kers have put in place comprehensive sets of policies, programs and institutions for dealing with climate change. This important report helps put greater focus into our work as we try to make our communities safer from and the people less vulnerable to sea level rise and extreme weather events like strong typhoons, floods and storm surges, among other impacts,” said Secretary Lucille L. Sering, Commissioner and Vice Chairperson of the CCC. In 2009, Congress passed the Climate Change Act creating the CCC to develop needs/PAGE 11

LaNorte holds tree-planting, cleanup BLTB project LINAMON, Lanao del Norte—The effects of climate change being felt worldwide, including in the Philippines, prompted the leadership of Lanao del Norte to protect its environment from further degradation brought about by man-made disasters or natural calamities.

Led by Gov. Khalid Dimaporo, the local government unit of Lanao del Norte recently held tree-planting activities and cleaning up the coastal areas.

Dimaporo was joined by LGU officials, members of the Philippine National Police in Lanao del Norte; troops from the Armed Forces of the Philippines, employees from Provincial Environment and Natural Resources, Department of Environment and Natural Resources (DENR).

They planted a total of 250 non-fruit bearing seedlings in the surrounding areas of Tinago Falls, one of the country’s best known waterfalls located in Barangay Robocon in this municipality.

The tree-planting activity was participated in by members of the Girls Scout of the Philippines, including the teachers of Robocon Elementary School.

They also cleaned up the coastal areas of Adam & Eve Beach Resort in Barangay Samburon.

BLTB stands for Bagyo, Lindol, Tsunami and Baha (storm, earthquake, long high sea wave and flood).

The launching was part of the track session on Climate Change and Disaster Mitigation during the weeklong National Science and Technology Week (NSTW) organized by the Department of Science and Technology (DOST).

The project aims to do away with the technical side of natural hazards and instead provide the public with clearer, more simplified explanations so they will have a stronger grasp of these calamities and be better prepared. (PIA)

Finally, the waiter brings your meal and you can’t believe your eyes.

On your plate is just a tiny piece of meat, enough for only two bites!

You complain to the waiter about how tiny your steak is, but he says: “Sir, that little piece of steak is from the finest cow money can buy.

You’ll never find a better bite of meat anywhere.”

Would you be satisfied?

Of course not!

Why? Because both quality and QUANTITY are important in life.

This is especially true with how much time we give to our children.

Many of us parents spend such little time actually talking and listening to our kids.

And we defend ourselves by saying: “Well, I have good quality time with them.

I make my short times with my kids count. I even buy them nice things.”

But our kids are starving for more time with us!

They need more than just a small bite of our time and a few leftovers after we’ve made time for our own fun and friends first.

Or maybe we stay at work late, night after night, for more money.

Yet we still don’t understand why our kids are rebelling against us, or why they’re having problems at school.

C R I M E & CRIMINALITY: Here are troubling headlines from a newspaper that claims it is the biggest in circulation nowadays: “Murder raps filed vs. 2 cops in rubout”; “De Lima to CIDG exec: Name NBI agent protecting drug lords”; “Killings tarnishing image of Apayao as a peaceful province”; “Man killed in Pasig”; “Man wounded in third San Juan shooting in a week”; and “Couple attacked on their way to church in Cebu”.

Clearly, crime and criminals are having a field day in the Philippines, and, it would seem, there is nothing that the Aquino government can do about it. And those headlines involved only the crimes that were reported to the authorities, and published in media. There have been many other crimes that were not reported to the authorities and have not been published by the press.

On top of those reports, consider the other news stories that have been hugging the headlines lately: corruption involving billions of pesos in diverted pork barrel funds of congressmen and senators; smuggling at the Bureau of Customs going on unabated on account of the intervention of top government officials; and, on July 26, 2013, a disbursing officer was hurt in an ambush in Zamboanga del Norte

eenage pregnancies is a universal concern, be it a third world country or a highly industrialized nation.

It is likewise no respecter of religion, status in life, educational attainment and even family ties.

In most instances, the pregnancy gets unnoticed during the first trimester and sometimes extending to the second trimester.

Unless, of course, if the parent/s, are kind of attuned to the changes in their daughter’s appearance, behaviour and bodily changes.

It is not uncommon for teen age pregnancies to go undetected.

I have encountered these cases wherein they are brought to the hospital for consultations, for something else.

The signs and symptoms related to pregnancy like nausea, vomiting ( commonly referred to as morning sickness), sore nipples and breast, unusual fatigue, aversion to certain foods or smell, mood swings, may not be felt by the teenager.

A missed menstrual period may be considered as normal, especially if one’s cycle is not regular.

There was even this particular patient who was rushed to the Emergency Room by an unsuspecting mother because her daughter is complaining of severe abdominal pain.

After a thorough physical examination, I then asked the patient point blank if she missed her period and if she has a Boyfriend.

At first she denied. But, having pregnancy as one of the clinical impressions, I requested for a Pregnancy Test, which turned out to be positive.

Prenatal care is critical during the first months of the pregnancy, as this is the time wherein medical problems are screened like the haemoglobin level ( to detect anemia ), blood pressure, hepatitis C, to name a few of the tests that may be requested for.

Premature births or low birth weights are not uncommon.

Not forgetting that, due to lack of emotional support either from the father of the baby or the family, the teenage mother to be, may suffer from depression.

Alcohol and drug abuse is not far off too.

And, it also goes without saying, that she may have to stop her schooling for the duration of the pregnancy and through the coming months in order to nurse her infant.

DepEd reiterates respect for rights of Muslim studes

Over 400k Filipinos received aid from VP Binay

respecting the religious rights of students including the right of female Muslim school children to use veil or headdress (hijab) inside the campus.

Based on DepEd Order No. 32 series of 2013, the Department reiterates its policy on the protection of religious rights of students which was contained in DECS (Department of Education Culture and Sports) Order No. 53, series of 2001, entitled “Strengthening the Protection of Religious Rights of Students.”

Based on the order, Muslim g irls sha l l be allowed to wear appropr i ate cl ot h i ng during Physical Education (PE) classes in accordance with their religious beliefs.

More ove r, Musl i m students shall not be required to participate in non-Muslim religious rites.

“These measures are part of our continuing thrust to make education universal, inclusive, and embracing of all faith,” said Secretary of Education

“Since Binay assumed office in 2010, the OVP was able to reach out to 459,543 indigent beneficiaries across the nation. Of this, 338,288 were survivors of various calamities that struck the country,” his report read.

His accomplishments have led the Commission on Audit (COA) to recognize the efforts of the Office of the Vice President (OVP) at helping the Filipino people.

A report published this year reviewing the OVP’s accomplishments for the year 2012 lauded its social ser v ices progra ms. The OVP’s accounting office also earned plaudits for two years running as one of the most outstanding accounting offices in the country.

XSCC, MUST lead Fun Run For-a-Cause on August 25

BWM MEDIA CENTER -- Xavier Sports and Country Club (XSCC), in coordination with Mindanao University of Science and Technology (MUST), will be organizing a fun run for-a-cause on August 25, 2013.

Along with a tag line, “Maayong Kaugmaon sa Tanan,” the fun run intends to promote unity, harmony and camaraderie among residents of Cagayan de Oro (CDO) City. It also aims to take a large number of city people to the streets to celebrate a new beginning for CDO as it starts to soar high in social, economic, and political aspects.

There are three race categories, namely, the 3K, 5K and 10K. Registration fee for 3K and 5K is P300 per participant.

The fee includes jersey, race bib and certificate.

In addition, a chance to win prizes in a raffle draw, free admission to a post-race program with entertainment and freebies generated by donations from partners would be given to registered runners. The 10K’s registration fee, on the other hand, is P500, which includes all that the 5K and 3K

packages have, with additional race bib-worn timing chip, an EcoBib easy-tear race bib. There would be a three-inch brass medal for the top 50 winners of 10K. Free swimming at Bivouac would also be given to the top 30 finishers of the 5K category.

Participating students are also given less P50 registration fee. For MUST students, additional P50 will be handled by the Supreme Student Council of the university.

The organizers are targeting 3,000 runners compose of students, active and young professionals, participants from running/marathon clubs and CDO residents. Organizers are also inviting family groups to participate.

The Department of Education, being one of the sponsors, also encouraged teachers and students to join the fun run.

The race would

start and finish at the grounds of MUST, near the university’s gym. All 3K runners will have their U-turn at Centrio, Corrales Junction. All 5K runners will make a turn at Marcos Bridge in Kauswagan and all 10K participants will have their U-turn at Bulua Terminal crossing.

The proceeds of the fun run will go to noble or charitable works or cause. Part of the proceeds will go to the Philippine National Red Cross for their operation, such as medical missions and blood-donation activities.

A Brown, a major

sponsor, also gives its support to the PNRC whenever the latter have future projects and medical missions.

“This is in line with our corporate social responsibility,” said Elroy Z. Uta, chairman of the committees for the event, during BWM’s

In terms of isla nd groups, Luzon (excluding Nationa Capital Region) and Mindanao registered robust grow th with 3.3-percent growth in 2011 to 6.3 percent in 2012 and 4.2 percent in 2011 to 8.2 percent in 2012, respectively.

T he economy of t he Visayas remained steady at 5.6 percent in 2011 and 2012.

Meanwhile, despite the power woes in the island, N o r t h e r n M i n d a n a o ’s regiona l gross domestic product accelerated last year, showing increased economic performance that contributed to the national economy in 2012.

The region’s economy registered a 7.4-percent growth in 2012, higher that its 5.8-percent growth the previous year. The regional e c o n o m i c g r ow t h w a s spurred in 2012 as industry

and services posted a higher grow th compared to the previous year.

The services sector of the region accounted for the biggest share of the region’s economy at a 41.8-percentage share. It grew at a faster pace in 2012 by 9 percent as compared to its growth in the previous year of 4.6 percent.

The industry sector, which accounted for 33.4 percent of the region’s economy, expanded by 9.2 percent in 2012 from 6.7 percent in 2011.

The study stated that incidence of chronic poverty or long-term poverty among agriculture households is 27.6 percent, higher than the 10.8 percent among nonagriculture households.

Data also showed that transient poverty or shortter m pover t y wa s a l so higher among agricultural households at 12.3 percent, whi le tra nsient pover t y among non-agricu ltura l households is at 7.8 percent.

“Poor households, the proportion of the chronically poor is greater for those in agriculture. Conversely, of all poor households the overwhelming proportion is in agriculture; the share is even higher for households who are chronically poor,” said Briones.

FSSI granted GreenMinds P1.5 million since 2010 to jump-start an agro-forestry project called “Punong-Puno ng Puno” (Full of Trees) with peanuts as the main cash crop.

The OCCP sea l, said Kiabo Baranggay Triba l Council (KBTCI) President Ismael Saguilongan, has positioned the Higaonons as producers of healthy, quality and organic products.

KBTCI and the Kiabo Women’s Tribal Council own the 10-hectare peanut plantation and they produce peanuts for GreenMinds.

GreenMinds produces 15,000 kilograms of peanuts from the farm. The OCCP seal is expected to increase the incomes of indigenous peoples by as much as 50 percent once t hey have been able to expand their production and market.

Lomarda noted that the demand for peanuts in the Philippines is current ly pegged at 480,000 kilograms.

While it has been getting inquiries from big peanut processors, GreenMinds said it intends to supply the local health-and-wellness organic market for now.

But he clarif ied t hat success of intercropping is not absolute – it depends on spacing as lower growth crops need sunlight.

Aquino said the government will help coconut farmers; but in exchange,

they will be required to sow different kinds of seeds in between the rows of coconut trees.

“Doing so will raise the frequency of crop harvests, and depending on what they plant, their income will also increase,” he added.

Aquino said if farmers grow only coconuts, they would earn about P20,000 a year per hectare.

But if coffee is added, income could reach about P172 ,4 0 0 a yea r. If t he farmers add bananas, they could earn P102,325 per year. If farmers add cacao, he added, farmers earn extra P89,000 per hectare per year.

“Isn’t that such a huge difference?” he added.

The Philippine Coconut Authority cited among its programs and projects in its website the initiative on farm diversif ication, which involves growing of “short season and high value crops in between spaces of coconut trees such as corn, peanut, banana, cacao, coffee, pineapple, among others.”

According to the Department of Agriculture website , to re sp ond to the growing demand for coco water abroad , t he government has embarked on a renewed effort to sustain the productivity and further increase the incomes of small coconut farmers and their families.

The PCA has started a nationwide coconut planting and replanting program.

As of July 31, 2012, some 14.6 million seed nuts were planted, accounting for 71 percent of last year’s total target.

The PCA a lso set to fertilize up to 25 million coconut trees in 2013 and to pursue the intercropping project dubbed as Kasaganaan sa Niyugan ay Kaunlaran ng Bayan (KAANIB).

According to the sit e , c o c onut pro duc t s and by-products remain as the countr y’s leading agricultural exports, totaling $1.96 billion in 2011, 20 per cent more than 2010’s $1.63 billion. The Philippines export 39 coconut products and by-products to at least 100 countries.

In 2011, the top export wa s coconut oi l wor t h $1.4 billion, followed by desiccated coconut ($287 million), and coco chemicals ($35 million).

His counterpart in the second district, Rep. Rufus Rodriguez, promised that his office with ex tend assista nce to law enforcement authorities so that no stone will be left “unturned in pursuing the solution to this incident and in bringing those responsible to justice in order for peace and order to once again reign in the city.”

Both lawmakers urged peaceloving Kagay-anons to extend assistance to the families of the victims and injured, especially the visitors who were victimized by the “cowardly and dastardly heinous bombing attack.”

“I also call on witnesses to please come out and help our authorities restore peace and order in our beloved city. I also call on good-hearted Kagayanons to extend assistance to the families of the victims and to the injured so that they can overcome the trauma they suffered at the hands of these cowards who used the cover of darkness to do their cowardly crime,” Uy said.

Most of the victims were medical representatives who attended three simultaneous medical conferences in the city.
