Briefly Unpaid casuals PAYMENTS for the 1, 20 0 unpaid casual and contract workers in Misamis Oriental would be taken from the province’s monthly Internal Revenue Allotment (IRA), a provincial official said on Friday.

Provincial Administrator Edmundo Pacalan, Jr. said that the provincial board has already approved the payment for the province’s casual and contract workers amounting to P14 million.

“We will pay the unpaid workers on a monthly basis eve r y t i m e t h e p r ov i n c e received its monthly IRA of P61 million,” Pacamalan added.

He said that the province could not pay all the casual and contract workers on a “one-shot-deal” because of the liquidity problem left by former Gov. Oscar Moreno.

Abaya said goods specifically in Mindanao radiate from center to coast, while the railway is lateral. This makes a railway system somehow impractical when goods radiate this way, he added.

Dubbed NegosYoungTE, he said they initially designed an entrepreneurship boot camp that mainly intends to enhance the interests of young leaders from this city and Sarangani Province on business and trade.

He said the boot camp covers a series of workshop sessions that will encourage participants to come up w it h various innovative approaches and creativity t o e n h a n c e l o n g- t e r m investments.

Magtulis explained that the boot camp is primarily designed for micro, small and would-be entrepreneurs.

He said they are initially focusing on training the youth to push them to have a “heart” in doing business and eventually provide them with the capacity to go into entrepreneurship.

“We want to encourage more young people to engage in various business ventures and create employment for themselves,” Magtulis said.

He said that going into

entrepreneurship could be a better option for college graduates instead of seeking employment.

For the training program, Magtulis said the participants will mainly comprise college students who are already into small business like local food products and accessories.

The workshop includes i nterac t ive sessions on business planning as well as other key entrepreneurial aspects such as marketing, organization, finance, social desirability and controls, he said.

“The participants are expected to come up with a business plan (during the boot camp),” he said.

Jessica Ma h, chief executive officer of financial management site inDinero, will have a social media i nterac t ion w it h t he participants via Twitter.

InDinero had created a software that helps small businesses better track and manage their finances.

Ma h, who studied Computer Science at the University of California Berkeley, has been running her own businesses since she was 13.

ASEAN vows unity on West PHL Sea SOUTHEAST Asian nations have vowed unity in pressing China to accept a binding code of conduct (COC) for handling disputes in the West Philippine Sea, the Thai foreign ministry said.

Competing claims to the sea have for decades stirred tension in the region and the waterway, which is believed to sit atop vast deposits of oil and natural gas, has long been seen as one of Asia’s potential military flashpoints.

Foreign ministers from the 10-member Association of Southeast Asian Nations agreed “to speak in one voice” while seek ing an “early conclusion of a code of conduct,” a foreign ministry spokesman said, without giving a timeframe.

The ministers, who held a two-day informal meeting in Thailand’s Hua Hin resort town, will meet Chinese officials to commemorate their 10th anniversary of a

“strategic partnership” on August 28 to 30 in Beijing, where the COC is expected to be raised.

The COC issue, which tests the generally good diplomatic ties between China and ASEAN, is not expected to be resolved quickly.

“ASEAN will have to speak with one voice and be unified. This does not mean speaking against anyone...

ASEAN is united so it’s easy to discuss and talk with it,” the spokesman added.

“The code of conduct should have the objective of enhancing confidence between ASEAN and China... and preventing any untoward incidents from taking place in the South China Sea.”

ASEAN has been trying for more than a decade to secure agreement from China on a legally binding code of conduct.

Ch i na cla i ms nea rly all of the sea, even waters approaching the coasts of neighboring countries. It has resisted agreeing to the code, wary of giving any concessions that may weaken its claim.

A regional security forum in June saw ASEAN bridge internal divisions over the code.

YANGON—Forty-year-old Aye Aye Khaing has been employed in the garments sector for almost two decades now — one of the many industry workers across the region on a hand-to-mouth existence who are feeling jittery over the planned economic integration of the Association of Southeast Asian Nations.

Khaing, who earns at least $90 a month, or barely P130 a day, is not aware of the details of the Asean Economic Community that is supposed to be implemented by 2015, but feels insecure just the same.

In the Philippines, garments is one of the nine industries that will receive government support under the Manufacturing Industry Roadmap that aims to help local sectors boost their competitiveness ahead of the ASEAN economic integration in 2015.

According to Philippine Exporters Confederation Inc. Sergio Ortiz-Luis Jr., the Philippines has had high comparative advantage in the labor and capitalintensive garments sector which is expected to post roughly $1 billion in exports this year, up from $800 million posted in 2012.

But Ortiz-Luis admitted that the garments industry has yet to fully recover, noting that at its height, exports were at $1.6 billion annually.

ASEAN trade liberalization has sparked fears that the local markets of the 10 member-states will be exposed to cheaper fabrics from neighboring countries where wages are lower and workers are plentiful.

Integration for the ASEAN market, with an estimated consumer base of 600 million people, not only means duty-free importation from any membercountry but tougher competition as well.

Not only workers like Khaing are feeling worried but industry leaders as well, including Federation of Chambers of Commerce and Industry of Myanmar Vice President Maung Maung Lay who said that local manufacturers are “not prepared” for the integration.

“We are totally not that ready. We are lightweight compared to the heavyweights in the region,” Lay said in an interview.

“This is making us a bit jittery. We are not ready for the big event. There is fear that we can be overwhelmed,” he added.

Cambodian manufacturers who have yet to recover from the slump in 2009 feel the same, said Garment Manufacturers Association Secretary-General Ken Loo in a paper presented during an ASEAN meeting in October last year.

SMEs’ capacity for ASEAN 2015 ENHANCING f inancial assistance to small and medium enterprises (SMEs) will maximize the capacity and ability of SMEs in the preparation of ASEAN integration in 2015.

Rafaelita Aldaba, Vice President of the Philippine Institute of Development Studies (PIDS) said during the roundtable discussion of Burning SME Issues and Solutions Interaction of the University of the Philippines (UP) that major constraint faced by SMEs in ASEAN region is obtaining finances.

In fact, in a local survey, Aldaba mentioned that obtaining finances ranked fourth as major constraints for SMEs along with increasing competition, rising business cost, instability of consumer demand, and finding qualified labor. ”No matter what survey we conduct, no matter what year, this always arrives. This issue on obtaining finances, it always arrives.

And in fact, this year we also conducted another round of survey. It still a major issue in our SMEs,” she said.

The survey showed that most of SMEs financial sources for starting up their businesses are from personal savings and loans from friends and relatives rather than from commercial and personal loans from financial institutions.

Likewise for SMEs business operation, sources of fund come from personal savings,

retained earnings and trade credit owing to suppliers.

Aldaba noted that lack of finances among SMEs is due to reluctance of private banks to lend money to SMEs and not because of insufficient supply of funds. ”Banks, their main concern is SMEs bankability rather than viability,” she said adding that limited credits available from private banks range only from P100,000 to P5 million.

Aldaba said looking at the international benchmark banking sector provides 30 percent of the total capital raised by SMEs but in the local setting it is accounted for 12 to 20 percent of the total capital raised.

However, aside from banks, government can provide financial assistance to SMEs. “Virtually all developing countries, they provide subsidies; they provide assistance by improving access to finance,” she said.

Aldaba cited Indonesia which has a credit for people’s business providing 500 million rupiah per borrower as maximum of 16 percent per annum. Malaysia has programs for business start ups and improvement on product and process while Singapore invest to SMEs a matching dollar for every dollar that investors puts up with maximum investment of 300,000 Singapore dollars.

SEARCA leads program for ASEAN food security THE Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) based on Los Baños, Laguna, is taking the lead for a collaborative umbrella program on food security research for the Southeast Asian region.

SSEARCA Director Gil Saguiguit Jr. said that in general, the proposed Umbrella Program on Food Security for Southeast Asia may be guided by the following principles: inclusiveness and participation, collaboration, sustainability, supply and value-added chains, ecosystems approach (i.e., landscape/watershed approach), partnership with private sector, link to policy, climate change risks, and vulnerability management.

“What we are seeking is a framework that will assure food security for Southeast Asia, taking into account factors like climate change, active participation of stakeholders and population increase, among others,” he added.

To jumpstart the initiative, SEARCA conducted on July 25 to 26 a workshop that aimed to develop a unified and integrated agenda for collaborative research, capacity development and knowledge management on food security leads/PAGE 10

Climate change pushes poor women to prostitution THE effects of climate change have driven women in communities in coastal areas in poor countries like the Philippines into dangerous work, and sometimes even the f lesh trade, a United Nations official said.

Suneeta Mu k herjee, count r y representative of the United Nations Food Population Fund (UNFPA), said women in the Philippines are the most vulnerable to the effects of climate change in the country.

“Climate change could reduce income from farming and fishing, possibly driving some women into sex work and thereby increase HIV infection,” she said.

In the Philippines, sma ll brothels usually pop up near the coastal areas where many women perform sexual services for transient seafarers. Often, these prostitutes are ferried to bigger ships by their pimps.

Based on the UNFPA report, there are 92 million Filipinos in the country as of 2009 and that number is expected to

balloon to more than 146 million in the next 40 years.

Of the 92 million Filipinos, about 60 percent are living in coastal areas and depend on the seas for livelihood, said former Environment secretary Dr. Angel Alcala.

But as the sea’s resources are depleted due to overpopulation and overfishing, fishermen start losing their livelihood and women are forced to share the traditional role of the man in providing for the family.

Alacala, who also heads the Angelo King Center for Research and Environmental Management in Siliman University, said some women often pick out shellfish by the coastlines, which exposed to storm surges.

Women who can no longer endure this

work often go out to find other jobs, while some are tempted to go into prostitution, Alcala added.

In an interview with the Inter Press News Agency, Marita Rodriguez of the Centre for Empowerment and Resource Development, Inc. said women are taking the brunt of climate change.

“Aside from their household chores and participation in fishing activity, they have to find additional sources of income like working as domestic helpers in aff luent families,” she said.

The UNFPA noted that the temperature in the earth’s surface has risen 0.74 degrees Celsius in the past 100 years. The 10 warmest years globally since 1880 have also been recorded in the last 13 years.

“It will take a long, long time for something like that to happen,” Sikat Solar Challenge Foundation Inc. (SSCFI) President Henry Co told reporters at the sidelines of Sikat II’s launch in Pasay City last week.

Before the first viable solar car becomes available in the domestic market, he said there are still many automotive technologies that are closer to commercial reality, such as the hybrids, the hydrogen-powered and the fuel-cell electric cars. This, however, does not stop the Philippines from developing its very own solar-powered automobiles, the executive said.

Co cited the local solarpowered cars—the Sinag, Sikat 1 and Sikat II—which were all designed and built by engineering students from De La Salle University (DLSU) in Manila under the guidance of their teachers.

The DLSU is the first academic institution in the country to accept the challenge of the World Solar Challenge (WSC)—a biennial race in Australia that highlights the development of advanced automotive technology and promote alternatives to conventional vehicle engines.

Since joining the WSC in 2007, the DLSU has already built its third solar car to represent the country in the 2013 WSC from October 6 to 13 in Australia. The threewheeled Sikat II is the latest racing car edition that is smaller, more aerodynamic and sports an improved battery management system, with a much better performance than its predecessors Sinag and Sikat 1.

“The solar car is only a testament of what the Filipino youths can do with the help of their teachers and the industry practitioners,” DLSU President and Chancellor Bro. Ricky Laguda said. “The solar car is just a symbol of that creativity and that innovation of our pursuit for a sustainable community and a healthy environment.”

While the country, through the DLSU, is now focused on building a solar car to participate in the WSC race, Co said the reality is that it showcases the peoples’ awareness about solar energy.

“This is more than just trying to build the car and what would we could get out of trying to participate in the race. It is about pioneering up the imagination of our young minds about the exciting field of alternative energy technology.

It’s about raising the awareness of every Filipino in this country of the need to protect our environment and find renewable sources of energy,” he stressed.

“It is also about letting the rest of the world know that the Philippines is not just about bananas, overseas workers and coconut water; that we also have people who could contribute to the quest for sustainable energy,” he added.

Although Co was uncertain as to when a solar vehicle will finally become commercially available, he said, however, that this is possible given the affordability of solar cells in the market and the implementation of the Solars/PAGE 10

in the future,” the UNFPA report said.

The UNFPA suggested five measures to mitigate climate change and overpopulation: (1) bring a better understanding of population dynamics, gender and reproductive health to climate change and environmental discussions at all levels; (2) fully fund family planning services and contraceptive supplies within the framework of reproductive health and rights, and assure that low income is no barrier to access; (3) prioritize research and date collection to improve the understanding of gender and population dynamics in climate change mitigation and adaptation; (4) improve sex-disaggregation of date related to migration f lows that are inf luenced by environmental factors and prepare now for increases in population movements resulting from climate change; and (5) integrate gender considerations into global efforts to mitigate and adapt to climate change.

This call was made by Director Tawantawan during the meeting of the Regional Anti-illegal Logging Task Force composed of DENR, DILG 10, military and police held here recently.

“The active participation of the LGUs will further boost our campaign against illegal logging and illegal mining in the region,” she said.

The members of t he Task Force have requested the regional DILG to issue a memora ndu m u rg i ng the LGUs to support the campaign against illegal logging, and mining.

Tawantawan said that

World Bank finds PHL budget on climate change wanting

Rescue boat made of plastic bottles SAN FERNANDO CITY—A group of government employees from this city has created a life-saving device made of recycled plastic bottles that can float in seas, rivers and in flooded areas.

The device, a boat that is two meters long and 1.5 meters wide, was designed by architecture students of the Saint Louis College here through the supervision of their professor Architect Bobby Baradi.

City Councilor Alfred Ortega, chair of the provincial disaster risk reduction and management council, said that the boat is made up of around 1,000 plastic bottles tightly joined by nylon cord and reinforced by still bars to make it durable.

THE countr y’s budget on climate change adaptation and mitigation fell below international standards despite a dramatic increase in recent years, a World Bank study showed.

The study, “Getting a Grip on Climate Change in the Philippines,” noted the total appropriation this year was 0.3 percent of gross domestic product (GDP)—below the recommended 2 percent.

Despite this low figure, World Bank’s sector leader for environment in East Asia and the Pacific Christophe Crepin said spending has “dramatically” increased in the past years.

“Climate appropriations increased on average by 26 percent annually in 2008 to 2012, outpacing the growth of the national budget” of 6 percent, he said.

The World Bank did not provide absolute numbers, but comparative ballpark figure is the government’s programmed deficit of P238 billion this year is 2 percent of GDP. T he older couple sa id how much f un t hey were having together, and that their physical passion was hotter than ever!

Besides that, they said they were doing all the things they had wanted to for years.

They were traveling together visiting their kids and grandchildren.

This older couple took walks and talked together every day.

They were each other’s best and closest friend.

They say love and friendship in marriage should be like wine…it only gets better with age.

I know couples whose love has grown sweeter and more satisfying as their friendship has grown deeper and closer.

But just as it takes work and care to build a fire, and then to keep it burning, so also a “friendship on fire” takes time, patience, and work.

Sadly, there are many good parents who are often irritated and angry with each other.

They might have friendships with other people, but they have a hard time getting along with each other.

They frequently argue and fight, so they just don’t enjoy close companionship and peace in their life together.

But when your marriage is built on trust, respect, and open communication, then you can have a very close and satisfying friendship.

Neither the husband nor the wife needs to feel jealous or suspicious of the other.

Best friends understand each other’s strengths and weaknesses, but they still love and accept the whole person, the good with the bad.

So they’re patient with their best friend’s faults.

ast week, I discussed in capsule form inf lammation of the pancreas leading to pancreatitis, particularly as related to alcohol intake.

I forgot to mention that it became the topic of choice as, a week before that, a friend of mine related to me his neighbour having been admitted comatose and eventually never waking up from the deep slumber, with only a history of having indulged in a drinking binge hours before it happened.

And guess what? The patient was only 25 years of age.

No previous history of any illnesses or hospital admissions.

The question in the minds of the family that begs to be answered, was, what could have caused the death of the patient?

Was it pancreatitis or something else.

I had no answer to them, for, if they had agreed to an autopsy, we would have found the answer.

It is said that the dead teaches the living.

It is only upon the study of the patient’s body after his/her demise that we can truly find the answers as to what happened.

There are certain conditions that will require an autopsy in order to come out with a diagnosis that is beyond question. And, there are also deaths that we may not be able to totally explain.

Effectiveness of divine healing

here’s no doubt that a lot of people urgently need some healing, if not in the area of physical health, then in their emotional, mental and spiritual health.

Many have gone through traumatic experiences and are left scarred, if not irreversibly damaged.

We need to see this situation that is getting widespread, getting more open than hidden, from the point of view of our faith.

We cannot and should not just see it by our lonesome, relying only on our feelings and estimations.

We need to see it from the point of view of God. That is where we can always find some healing that can come to us in many and mysterious forms. But it always comes, because God is a father, an omnipotent father full of love and compassion, who can never be indifferent to our predicaments.

In fact, he reads our mind and heart better than we do, knows exactly what we need before we can even articulate it, and takes the initiative to come to our help and rescue even before we can ask.

Thus, in the gospel we always see how Christ, just by seeing the needs, big or small, and the problems and miseries of the people, always came to the rescue.

His heart cannot remain unmoved by this sight.

This is the case for example of the widow whose only son died, the crowd who was with Christ for three days to listen to him. Even the Samaritan woman who happened to coincide with him in the well received a gentle treatment that converted her.

But all this also depends on whether we have faith,

a living and functional faith.

Even when our faith is still weak, our Lord comes to supplement. Just show it, no matter how weak, and God will do the rest.

This is a point worth noting, because many of our problems today, and the continuing and harrowing drama they create, are due to our lack of faith. Typical of this mentality is the common thought, often unspoken but from time to time verbalized, that miracles don’t happen anymore these days.

So instead of faith, there is scepticism, as if God’s power is limited to the days of the gospel. It’s the same scepticism that was expressed by the townspeople of Christ himself who could not believe that their fellow cimagala/PAGE 8

Influence the Heart

o you think we need transformation today? When we can see both children and adults addicted to internet games or social media.

I am guilty with it whether it’s Facebook or Youtube. I’m an adult with responsibilities and yet unconsciously I was enslaved to it.

I got this realization when my previous laptop was destroyed.

For several months I couldn’t go online at home and yes often times I would want to go out and go to an internet cafe but when I’m too tired from work I would just stay home and do my write ups in pen and paper.

It was hard at first but with my laptop gone that time my hunger for social media was tamed.

I realized that I was just spending too much time liking pictures and updating status when I could have read good books or done something else that could have made me more productive.

I thanked God for that blessing in disguise because I gained self discipline in engaging myself with the social media.

Up to what extent will we let the internet influence us? Shall we wait for real damage to occur so that we can realize how much is “too much”.

Why is it that many kids and teens today would rather skip class and play internet games or even adults will stay up to the wee hours of the night just to play these games? Isn’t

How far will we let these internet games and social media disciple us? I’m personally communicating with clients through Facebook and Youtube is very helpful for training videos but because of that recent realization, self control is a must in this area.

Generally for us adults we can control ourselves with regards to our usage of the internet but how about our youngsters, perhaps our parents today have a greater responsibility in guiding their children especially with the use of the internet or else you might be shocked one day that your child is already addicted with pornography.

It’s a worst case scenario but it’s very possible.

Through Youtube we can access anything from the latest music to the different “How to do videos”.

Therefore like it or not this social media has an impact in our personal lives, whether through

music, gaming or just socializing.

How good or bad that impact is depends on how much we allow such to influence us and most especially to our children today.

Do we need change?

Yes we do need change, but real change only happens when the heart is changed.

How is this possible?

We influence the heart and parents you have the bigger role to fill in because you can be the greatest influence your child can have.

Mrs. Aileen F. Dabon , TCS principal asked the director of any comment for improvement about the school. “ I will not give harsh comment on my first visit because every first visit / impression is lasting. But so far the school is so clean and in speck and span. I am impressed ,” he added.

To have a good and clear capture of the beautiful faces of the teachers, a pose with the Regional Director by grade level was done. Then teachers with all smiles met the director in person.

The Philippines is now looking at ways to attract more investments, address missing gaps as well as create linkages in allied or support industries, among others.

“This (Litter for Life) project will empower the capability of barangay folks in disaster management using recyclable materials as life saving equipment,” Councilor Ortega said.

The project’s first beneficiary is the flood prone village of Cabaroan here.

Ann Hazel Flores, officer-incharge of the City Tourism and Information Office, said the project was started in June this year with research works, trainings and will be turned over formally to the beneficiary on August 30.

Empty bottles of soft drinks, mineral water, and fruit juices were collected by “Litter for Life” members, in coordination with students and teachers from several schools in the city such as La Union National High School, Lingsat Elementary School, Sevilla Elementary School, San Agustin Elementary School, Pagudpud Elementary School, Catbangen Elementary School, Canaoay Elementary School, San Fernando South Central Integrated School, San Fernando North Central and Ilocanos Elementary School.

Socioeconomic Planning Secretary Arsenio Balisacan said climate change programs will be integrated into the national development plan and budgeting of specific agencies.

“With a very limited budget, the challenge is to get to focus on programs that directly show results to advance climate change agenda. More intense discussions between agencies are on-going to intensify collaboration and synergy in combating climate change,” Balisacan noted.

“Two percent is a very reasonable goal but the prioritization of the budget is dependent on priority needs of the country and we are working on these needs,” he said.

On the part of the Department of Budget and Management (DBM), Assistant Secretary Luz Cantor noted at the same briefing, “There would be an increase in climate appropriations for next year.”

She, however, declined to give a number as the proposed 2014 budget is still under review.

Also at the same briefing, Climate Change Commission (CCC) Secretary Mary Anne Lucille Sering emphasized the need to intensify capacities of local governments in using climate change funds properly.

“What we need to do is downscale programs to the local level. LGUs (local government units) have the budget, but they don’t know what to do with it,” she said. “The government is now focusing on capacity building of LGUs for climate change programs,” Sering added.

The World Bank said global warming will likely increase temperature by 4° Celsius by 2060 and will impact marine life, agriculture, and coastal cities.

The Philippines has been tagged as the third country most vulnerable to weather-related disturbances, with 16 provinces and 18 major river basins exposed to climate change risks.

Among the Mindanao infrastructure projects that are being fast-tracked include the P10-million Davao Sasa Port, which he noted is operating beyond capacity now needs modernization and expansion.

He said the feasibility study for the privatization of the project is set for completion this August.

“The improvement of transport and logistic infrastructure in Mindanao is a significant and an exciting task that is a priority for the department,” the DoTC chief also said.

Rodriguez has said the P51-million feasibility study for the project had been completed four years ago and he has been pushing for its inclusion to the Aquino administration’s public-private partnership (PPP) program.

The study covers a 124-kilometer railway system that would link two vital gateways in Mindanao, the Mindanao Container Terminal and the Laguindingan International Airport, via a line from Jasaan, Misamis Oriental, to Linamon, Davao del Norte.

But Mindanao leaders have noted that the island already lacks road network, and the fastest way to transport products and people would be by rail.

Davao del Norte Governor Rodolfo P. del Rosario, a staunch proponent of the Mindanao railway system, said there has been talk of its possibility since 20 years ago.

H oweve r, D e l Ro s ar i o acknowledged that it is going to take a long time to make the railway a reality.

“But when it becomes a necessity -- and I think it is becoming a necessity -- then it will come,” he said.

The governor also said the construction of a railway would improve connectivity in the Davao Region. He also cited the advantage of improving the Bukidnon-Talaingod Road in Davao del Norte.

The Davao Regional Development Council is also pushing for a railway system that would connect the cities of Davao, Iligan, General Santos, Butuan and Cagayan de Oro. The railway was one of the projects recommended during the Regional Development Investment Program here on May 29.

“I cannot imagine that this is happening right under our nose for more than 10 years already, and yet the authorities have done nothing to resolve the issue.” Daba said.

In an interview with the fishermen, Rico Salazar of Opol, said that right at sea their fish catch are being hauled, against their will, by fishermen from barangay Bonbon and at times slashopen and destroy their nets.

“We cannot just sit and watch these people take advantage of our catch.” Salazar said in the dialect.

He admitted that at first they tried to talk to the fishermen, “but our appeal fell on deft ears and they continue to deprive us of our catch that we resorted to throw stones at them hoping they will keep their distance and not mind our nets.”

Salazar is one of those who operate the ‘panuga’ or fishermen that act as advance party to the open sea and submerge their lamps to attract school of fish. He then contacts the trawler of his location and the big fishing boat then drops the net for the harvest.

Bofofa, on the other hand, admitted their action, but was quick to say that what they are doing is actually to ‘confiscate’ what was rightfully theirs because allegedly the big fishing boats from Opol are fishing inside the 15 kilometer municipal waters. “ They (Opol fishermen) are encroaching in our fishing ground and with wide and fine net, our supposed catch is gone with a single big fishing boat that comes by. And no matter how we warned the fishermen that they are encroaching in municipal waters, still they drop their nets without reservation and scoops the fishes,” said Bimbo Mabalacad, Bofofa president.

Mabalacad said that they have sought the help of Marina and BFAR but up until now the authorities have not acted on their complaint.

He said they will address that by pursuing the home stay arrangements, adding that one example is the Talaandig community in Songco, Lantapan, Bukidnon, which could offer a unique staying experience to visitors.

This is not the first time the Bukidnon chamber has offered to host the MinBizCon. Last year, the group signified intent to host the 2014 conference.

But local government and chamber officials said last year their dream of hosting the conference to help boost business and tourism in Bukidnon will have to wait until local hotels upgrade their facilities and services.

Next year’s MinBizCon will be jointly hosted by the business chambers of General Santos City and Sarangani province.

Is there really a chance that Chairman Nur Misuari of the Moro National Liberation Front (MNLF) will ever agree to sit down and talk with the leaders of the Moro Islamic Liberation Front (MILF), an organization which was merely a part of the MNLF years ago before it broke away and ultimately became MNLF’s present-day rival for power in Mindanao?

I am asking this question because Gadzali Jaafar, the vice chairman of

the MILF, said on Friday, August 16, 2013, in an interview with Joe Taruc and Milky Rigonan of radio station DZRH at the program “Damdaming Bayan”, that the MILF is willing to sit down with Misuari, and settle their groups’ differences towards a united Bangsamoro.

Misuari was reported to have declared Mindanao’s independence from the Philippines last week, obviously in protest over the forthcoming peace agreement between the Aquino government and the MILF. Misuari and the MNLF are of the view that the peace agreement being worked out by the Aquino government and the MILF violates the peace accord which Misuari and the MNLF signed with the Ramos government several years back.

-ooo PEACE IN MINDANAO WITH OTHER GROUPS LEFT OUT? There is no confirmation yet from Misuari himself whether he really declared Mindanao’s independence from the Republic, but I guess the Aquino government and the MILF had this coming on themselves.

I mean, did President Aquino and his peace advisers, and the leadership of the MILF, really thought that real peace could be achieved in Mindanao with just the MILF negotiating for Muslim Filipinos?

Really, that kind of a perception was too simplistic, or too presumptuous, and even too condescending on the present status of the MNLF as an organization representing Muslims in Mindanao. It even represented the evident contempt that the Aquino government has against other groups in Mindanao which have led the fight for either greater autonomy or outright independence. Indeed, one reaps what he sows.

We need humility and simplicity for this faith to grow in us and remove us from our self-inflicted predicament. It’s this humility and simplicity that will also make us persevere in our faith in God’s most compassionate omnipotence even when we don’t seem to get what we are asking for.

Let’s remember that God always sees the whole picture and that we often miss out many things in our perception of things, even with our best efforts. We have to always remain believing in God’s compassion.

In this regard, together with humility and simplicity, for our faith to prosper we also would need fortitude or toughness, as expressed in patience or in disregarding certain things that definitely are not working for our own good.

Borja Exhibit Culminates in XU

A photo exhibit in honor of former City Mayor Justiniano R. Borja was culminated at Xavier University-Ateneo de Cagayan (XU) on August 14, 2013. This exhibit only started more than a year ago, on July 6, 2012 and was displayed in various schools in the city and in City Tourism hall for quite a time.

“This exhibit started last year to commemorate the birth centenary of Mayor Justiniano R. Borja, the first elected city mayor of Cagayan de Oro and considered the father of modern Cagayan de Oro,” Ms. Nanette Roa, curator of the City Museum said.

She is also a member of Cagayan de Oro Historical and Cultural Commission.

The exhibit displayed pictures of Mayor Borja which also contained chronicles of his public life and with briefs of his private life.

Some of these photos are supplied by the mayor ’s family lead by Hon. Justice Romulo V. Borja, Mayor Borja’s only son.

This photo exhibit is also aligned with the mandate of the Commission

defined under ordinance no. 3554 of 1993, when this commission was created. It is to preserve and promote local history since this is not taught in schools.

Roa also disclosed that the Commission is using these exhibits as teaching tools so that the new and young generation will know and will not forget the fathers of the city to whom one of them is Mayor Borja.

This exhibit was displayed inside XU because of its attachment to Jesuits. Roa recalled that during the time when Mayor Borja was still the city chief executive, Jesuit priests had helped him a lot in shaping and formulating policies especially in the planning and development of the city.

The display was opened not just to the students of the university but also to the general public. Present also in the culmination program were Father Roberto C . Ya p , S J , P r e s i d e n t of XU and Ms. Irene Grace A. Guitarte, Vice President of Mission and Ministry.
