Briefly Unpaid casuals PAYMENTS for the 1, 20 0 unpaid casual and contract workers in Misamis Oriental would be taken from the province’s monthly Internal Revenue Allotment (IRA), a provincial official said on Friday. Provincial Administrator Edmundo Pacalan, Jr. said that the provincial board has already approved the payment for the province’s casual and contract workers amounting to P14 million. “We will pay the unpaid workers on a monthly basis eve r y t i m e t h e p r ov i n c e received its monthly IRA of P61 million,” Pacamalan added. He said that the province could not pay all the casual and contract workers on a “one-shot-deal” because of the liquidity problem left by former Gov. Oscar Moreno.

HE dream of a Mindanao railway system that will traverse the major growth centers on the island will most likely remain as it is: a dream.

coffin for the ambitious Mindanao railway project originally proposed by Cagayan de Oro City Rep. Rufus Rodriguez. Abaya said there is no budget for the railway project.
“The plan to construct a railway in Mindanao has not even reached my level,” he said. Abaya said goods specifically in Mindanao radiate from center to coast, while the railway is lateral. This makes a railway system somehow impractical when goods radiate this way, he added. With this, Abaya said, the Mindanao railway system is still railway/PAGE 11
