CAGAYAN DE ORO CITY -- Despite the limitations on vaccine supply, Cagayan de Oro City passed the 200,000 mark on vaccinations with about 65,748 completing their second dose and 138,350 receiving their first dose as of August 4. Mayor Oscar Moreno is thankful to the CDO vaccination team as well as the support of the Department of Health (DOH) and the private sector in attaining the city’s herd immunity. The city has recorded the biggest number of vaccinees, August 3, with 6,457 in just a day. On this day, 1,416 were vaccinated at SM Downtown, Robinsons (1,165), and Limketkai (1,142). There are 619 persons deprived of liberty who were also inoculated on the said day. GENERAL SANTOS CITY – Despite the ongoing threats of the pandemic, illegal drug trade continue to operate in many parts of the country. But the long arm of the law successfully arrested ‘bigtime drug pusher that operate in this city and other neighboring areas, the police reported yesterday. During an entrapment

operation, local and regional police operatives arrested a fugitive identified as Tony Mamintal, 39, and a resident of Sitio Posaka, Barangay Kapinpilan in Midsayap, North Cotabato province. Lt. Clarizel Perez, the spokesperson of the city police office told the media that the suspect has been the subject of surveillance in many months to confirm his wide operation until they discovered he was a ‘bigtime’ drug pusher.

Aside from the arrest of the suspect on Tuesday night (August 3), Perez said, the police has also recoverred from his possession a total of P680,000 worth of the illegal drug suspected as ‘shabu.’ Initial investigation disclosed that after the entrapment was set up, local police operatives and the Police Regional Office 12 (PRO12) operatives immediately went to the designated place of the buy-bust operation

bringing with them a bagful of ‘boodle money’ amounting to P200,000. Tribu Kadayawan, an online show featuring the 11 ethnolinguistic tribes of Davao will have its Day 1 on August 21, 3:00 p.m. followed by Sayaw Kadayawan (Dance) at 8:00 p.m. same date. An online Pahalipay concert will follow after Sayaw Kadayawan. Day 2 of Tribu Kadayawan will be on August 22 at 10:00 a.m. and will be followed by Indak-Indak sa Kadayawan at 5:00 p.m. Then Habi Kadayawan (fashion) 8:00 p.m. The online Pahalipay will cap the second day of the Kadayawan virtual celebration. DPWH starts work on foundation of Panguil Bay Bridge in MisOcc

DUTERTE IS USING COVID-19 VACCINES TO “DEPOPULATE” THE PH There is no truth to circulating social media posts that the COVID-19 vaccines are being used by the Duterte administration to “depopulate” the Philippines. For detractors or critics to spread lies and claims that the Duterte administration and other officials is involved in such a sinister plot is laughably ludicrous and reeks of nutty conspiracy theory. Our government has been working hard to achieve population protection through our national COVID-19 vaccination program so that we can protect everyone against the virus and minimize mortality by developing an immune response to it. Such an attempt to misinform the Filipino public and induce paranoia when factual scientific basis support the safety and efficacy of vaccines against COVID-19 is malicious and ill-natured, and should not be tolerated. We ask the public not to believe these posts and use sound judgment when encountering other similar false information.

PUBLIC Works and Highways Secretary Mark A. Villar announced that the on-going works for the Panguil Bay Bridge Project stays on track within the target completion of December 2023. Secretary Villar said that progress of works for the Northern Mindanao’s mega inter-island connection is now at 22 percent as major equipment intensifies preparation of the bridge foundation. In an inspection report to Secretary Villar, Undersecretary for Unified Project Management Office (UPMO) Operations Emil K. Sadain said that 15 bored piles out of 54 for Panguil Bay Bridge sub-structure were completed to date at a depth ranging 30 to 50 meters. Undersecretary Sadain together with Project Director Sharif Madsmo Hasim of UPMO Roads Management Cluster 2 conducted work performance assessment on Thursday, August 5, 2021 of the off-shore construction activities by Korean joint venture contractor Namkwang-Kukdong-Gumwang. Based on the extensive detailed engineering design, the 3.169 kilometer Panguil Bay Bridge will require 54

bored piles intended for the 32 piers, two (2) for abutments at Tangub City, Misamis Occidental and Tubod, Lanao Del Norte side, and two (2) for pylon of the main bridge. Bored piles 3 meter diameter are completed using reverse circulation drilling machines on barges to prepare the bore holes followed by the launching of 23 millimeter thick permanent steel casing using revolving crane barges and vibro pile hammers, and until final pouring with two (2) land and sea-based batching plants

each capable of supplying 120 cubic meter of readymixed concrete per hour. With an average of six (6) to seven (7) holes prepared per month, 74 percent or 40 of the 54 bored holes is targetted for completion towards end of December 2021 with the remaining 26 percent or 14 bored holes to be finished by February 2022. In order to ensure quality of works, the completed bored piles are subjected to checking using cross hole sonic logging test after 7 to 14 days of concrete place-

ment in order to assess the integrity of concrete in the cast-in-site pile and will also undergo pile loading test to determine the safety factor, Undersecretary Sadain reported. Considered as the biggest and boldest infrastructure project in Northern Mindanao, the P7.375 Billion project to connect Tangub City and Tubod across Panguil Bay in just seven (7) minutes is funded by a loan agreement between Government of the Philippines (GOP) and Korean Export-Import Bank (Korea Eximbank).

I think so almost every day. Every day, when I wake up in the morning. Yes, what a miracle, we are still alive although the negative news is pouring down on us like the unexpected hailstorm somewhere in the desert. Hurray, we are still alive! In the ears of many, those struggling with illness, death, business failure, natural disasters, and personal financial ruin have to fight, a not a very encouraging exclamation. Yes, I can feel it. How strong are we? How much anxiety, how much pressure can you and I bear? What did we not have to overcome? After low tight comes high tide. What the future might bring us? Human-powered wearables? Airports for drones and flying taxis?

Smart sutures that detect infections? Self-healing ‘living concrete’? Crowd-sourced antibiotics? Self-driving trucks? Floating farms? Every day, people around the world come up with new ways to make the future brighter. A list of some of the most exciting advances in future technology that will change our world. Somehow it scares me. And you my dear reader? Also this: The world population is expected to reach 8.5 billion people by 2030. India will overtake China as the most populated country on Earth. IT is the much abused term now-a-days especially come election time. Everything is done in the name of development and everyone especially the politicians are claiming to be doing that, yet, the day-to-day life of the people speaks that it is not so. The IMF-World Bank spoke of it before, toppling down the forest to give way to Chico River Dam in the Mountain Province despite the serious resistance from the Ifugaos led by Macliing Dulag but was not listened to but instead was shot to death. It was then the time of Marcos Dictatorship when so-called development

projects were just rammed down the throats of the populace and no amount of protest could stop such outpourings what had been described then as development aggressions. The name development was again invoked in putting-up the Bataan Nuclear Power Plant that cost the country more than two and half billion dollars, when the price should only be a billion or so. For interest alone, the Philippine Government is paying an amount yearly bigger than the annual budget of the health department for a mega project that has not at all produced even a single watt of electricity

Partido Reporma a ruling party? IT’S intriguing how Sen. Ping Lacson and Senate Pres. Tito Sotto arrived at a decision of latching at the moribund Partido Para sa Demokratikong Reporma, or Partido Reporma. Renato de Villa founded Partido Reporma in 1998 after he failed to get nominated as Presidential bet of LakasNUCD. He then ran but lost miserably in his bid along with Oscar Orbos his running mate. Since its inception, it only won a single seat in the Lower House - in 2004. After a series of electoral debacle, the party disappeared in thin air. De Villa’s indecisive “teka teka” is better remembered than his Partido Reporma which was buried in the catacombs of forgetfulness. Well, what do you know?

Andanar says future PH leaders to continue Duterte legacy By RUTH ABBEY GITA-CARLOS

MANILA – Presidential Communications Operations Office Secretary Martin Andanar on Wednesday expressed confidence that the successors of President Rodrigo Duterte will continue his legacy. Andanar made the remarks, as he praised Duterte for citing in his sixth and last State of the Nation Address (SONA) the accomplishments of the current administration in the past five years. He said the Duterte government will be remembered for maintaining peace and security, focusing on infrastructure development, championing good governance, pursuing an independent foreign policy, boosting the economy, and addressing the coronavirus disease 2019 (Covid-19) pandemic. “We want to ensure that the legacy of President Rodrigo Roa Duterte will be remembered by the people and will continue with future administrations,” he said in a press statement. Andanar bragged about the government’s “historic” achievements in ensuring peace and security in the country through several initiatives, including the issuance of Executive Order (EO) 70. EO 70, inked by Duterte

in December 2018, institutionalizes a whole-of-nation approach to attain inclusive and sustainable peace, and creates the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to oversee its implementation. Andanar, also acting as the Cabinet Officer for Regional Development and Security (CORDS) for Northern Mindanao, noted that in Region 10 (Northern Mindanao) alone, around 2,517 members of the communist terrorist groups (CTGs) have surrendered to authorities, 10 guerrilla fronts have been dismantled, 618 CTGs have been neutralized, and 77 villages have been freed from the influence of insurgents. He also praised the government’s efforts to improve the country’s infrastructure, noting that it has been spending around 5 to 6 percent relative to the country’s gross domestic product (GDP) from 2017 to 2020 on infrastructure “to usher in the ‘Golden Age of Infrastructure.’” The country’s current infrastructure spending is higher compared to the 1.6 percent of GDP from 2001 to 2010 and 3 percent of GDP from 2011 to 2016, Andanar said. In Northern Mindanao, Andanar said the govern-

ment has pursued “highimpact” infrastructure projects like Panguil Bay Bridge, Cagayan de Oro Coastal Road extension, Agus-Pulangi Hydroelectric power plant rehabilitation, Bukidnon Airport, Flood Risk Management Project for Cagayan de Oro River, and farm-to-market roads in support of Western Mindanao and Mindanao Logistics Infrastructure Network. “We continue to amplify government programs and projects through the CORDS 10 Podcast, giving regional offices the opportunity to elaborate the strides of the region to safely allow economic activities, while ensuring that the health of the people are likewise safeguarded,” Andanar said. Andanar added that the PCOO continues to highlight the best practices of local government units (LGUs) and showcase their agriculture and tourism sectors through the daily Network Briefing News. “This is part of our goal to encourage more Filipinos to move and invest in the countryside, especially now that we have started the Balik-Probinsya Program (BP2). Cebu Pacific gradually resumes international flights starting August Reinstates flights to Hong Kong, Nagoya, Osaka, and Taipei CEBU Pacific (CEB), the Philippines’ leading carrier, mounts flights to additional key Asian destinations in August as it rebuilds international operations. Beginning August 4, CEB will increase its flight frequencies to Singapore from twice to thrice weekly, with Manila to Singapore operating every Tuesday, Thursday, and Saturday. With their continuity plan, DepEd initially announced August 24,2020 as the opening of the class from the original date that is in June of every year. However, this target time has been postponed as per President Rudy Duterte’s directive after the recommendation of the Education Secretary Leonor Briones. One of the main reasons of the postponement is the printing of modules. According to the report launched on October 25,2020 by the World Bank nearly 60 percent of households in the Philippines do not have access to Internet. And since the access to technology remains a problem for most students in the country, the backbone of DepEd’s “Distance Learning” is the modular learning. No doubt the request to move the

opening of classes for another two months was approved. To assure the availability of the materials to all and make sure that no one will be left behind. With hard work, bravery and optimism the new arrangement for classes is indeed implemented. Even in the rural areas, those school which do not have electricity and internet yet are slowly coping up. However, for almost a year of the “Distance Learning” and after passing series of challenges, now how was it going? Yes, modules are available. Teachers and parents are hand in hand to help and facilitate the learning of the students. Yet questions are arising, are the outputs were the quality required? If the students are getting the answers from the internet not from their own. If the parents are doing the activities after losing patience in teaching the pupils. Shall the country just be satisfied? Without compromising the quality during the “Distance Learning”, what DepEd can do to keep it going?

A confirmed booking, clearly indicating the time of issuance of the same, shall be issued by the City Tourism Office together with a schedule of fees to be paid at the City Treasurer’s Office. The confirmed booking shall be held by the City Tourism Office for the tour operator or climber for only 24 hours. c. After payment of the required fees, an Activity Permit shall be issued by the City Tourism Office clearly indicating therein the names of the allowed climbers/trekkers/hikers/campers, allowed date, allowed activities, specific site/route/trail, the names of the guides and porters and the necessity to conduct a “pamuhat” whenever applicable specifically for Mt. Kiamo and Mt. Dulang-dulang and the climbers shall be inform ahead of the needed materials for the “pamuhat”. The necessary fees for the intended “pamuhat” shall be determined by the concerned IP Community which shall be relayed to the City Tourism Office.

SECTION 1. Title – This Ordinance shall be known as the “Mountaineering and Trekking Regulatory Ordinance of the City of Malaybalay”.

SECTION 9. Allowed fees – Only the allowed fees set herein may be collected, to wit: a. PERMIT FEES – Twenty Pesos (P20.00)/person per climb payable at the City Treasurer’s Office; b. ENTRANCE FEES – minimum of Twenty Pesos (P20.00)/person but not more than One Hundred Pesos (P100.00) payable at the designated site entrance; c. EXIT FEES – is Fifty Percent (50%) of the entrance fee when exiting to another route or barangay; d. GUIDE FEES – Seven Hundred Pesos (P700.00)/guide per day for Extreme Climbs and Three Hundred Fifty (P350.00)/guide per day for Moderate Climbs payable directly to the City Accredited guide; e. PORTER FEES – One Thousand Pesos (P1,000.00)/porter per day for the first fifteen (15) kilos and an additional One Hundred Pesos (P100.00) for every additional kilo for Extreme Climbs such as Mt. Dulang-dulang and Mt. Kiamo and Five Hundred Pesos (P500.00) for moderate climbs payable directly to the porter; and f. SECTION 2. Coverage – This Ordinance shall apply to all trekkers/mountaineers/campers, both local and foreign, guides and porters.

The entrance fees collected shall be for the account of the management of the tourism site or the owner or the association duly organized and recognized by the City.

SECTION 3. Scope – This Ordinance shall cover all known and unknown mountain ranges, mountains, ridges and the like which is open for the activities hereunder allowed within the territorial jurisdiction of the City.

The environmental fee accumulated and deposited in the Barangay Trust Fund Account shall be for the use of the concerned barangay for other Tourism Development Activities.

Allowed activities per established site/route shall be determined by City Tourism Office in close coordination with the concerned barangay and IP community, when applicable, the CENRO and other concerned office or agency.

To encourage climbers/trekkers/campers to leave no trash in the trail/route/site a Five Hundred Pesos (P500.00) deposit shall be collected at the Entry Point or at the concerned Barangay Office. The said deposit shall be returned in exchange of a full garbage bag after the climb, which could be filled with the climbers’ own trash or trash found in the trail/route/site.

SECTION 4. Definition of Terms – The following terms used in this ordinance shall mean as follows: a. Mountaineer - A person who takes part in mountain climbing sport, a person who climbs or hikes mountains. b. Trekker - A traveler who makes a long difficult journey hiking through mountain places. c. Climber – a person who hikes up rocky mountains and hills then pull themselves up to sleep at craggy sides of the mountain. d. Camper – a person who spends a vacation in a tent or camp for recreation especially in the wilderness e. Porter – a porter, also called a bearer, is a person who carries objects or cargo for others or bearing heavy burdens at altitude in inclement weather on multi-month mountaineering expedition f. Guide – is a specially trained and experienced professional mountaineer who is certified by local authorities or Mountain Guide Association. They are considered to be high level experts in mountaineering and are hired to lead individuals or small groups who require this advance expertise. g. Pamuhat – an offering of the Deities upon entering an unknown place especially in forested area. This is done when somebody asks permission to enter a forest or cave to gather fruits, cut trees known to be inhabited by spirits. Pamuhat /rituals involves offering of food, wine and tobacco. h. Traverse – Ideally refers to a climb following a horizontal trail across a mountain passing by its peak, but is used loosely to mean any climb using different trails up and down a mount. SECTION 5. Establishment of Approved Trails and Routes – Trails and routes to be used or established within the covered areas should be coordinated and approved by the City Tourism Office. a. The City Tourism through the Mountain Tourism Section will conduct a thorough assessment and exploration of a site to evaluate the possible viability, carrying capacity, security and safety, the topography, climate, elevation, roads, other infrastructure, land status, inhabitants and its natural environment, social and economic conditions; a.1. The City Tourism adheres the protocol of coordination and linkages with the Barangay Government, IP’s Domain, National Agencies, Government Bureaus, Protected Areas Management and Military, if and necessary. Conduct and/or attend to meetings, sessions dialogues, assemblies and consultations.

SECTION 6. Accreditation of Guides and Porters – Only City Tourism Office accredited guides and porters are allowed to assist climbers/trekkers/mountaineers/campers during officially permitted climbs/ day hikes/treks or traverses.

SECTION 10. Prohibited acts and activities – the following are considered prohibited acts, to wit: a. Climbing/trekking/hiking/camping within the areas covered under this ordinance without the necessary permit. b. Conducting a permit activity without the requisite guide or less than the required number of guides. c. Taking of the following items to the site/trail/route, to wit: c.1. alcoholic beverage; c.2. cigarettes; c.3. knife; c.4. writing pens; c.5. paint; c.6. lighter; c.7. firewood; For this purpose, barangay assigned officials are allowed to inspect climber/hikers/trekkers backpacks and effects to ensure that no prohibited items are taken to the climb/trek. d. Littering and leaving of trash at the route/peak/site/trail. e. Failure to log in the visitor’s logbook upon entry and exit to the site/route/trail. SECTION 11. Penalties – For violations of any prohibited acts stated herein the following penalties shall be impos 1st Offense – Three Thousand Pesos Fine for every erring climber 2nd Offense – Four Thousand Pesos Fine for every erring climber 3rd Offense – Five Thousand Pesos Fine for every erring climber who shall be banned to engage in any other outdoor activity within the covered areas in this Ordinance.

The penalty includes community service for those who cannot pay the above-mentioned imposition.

SECTION 12. Implementing Rules and Regulations (IRR) – The City Tourism Office shall formulate and issue the guidelines for the implementation of this ordinance and safety protocols for the climbers/ trekkers/mountaineers/campers. This will be in accordance with the PAMB (Protected Area Management Board) and the Barangay Ordinance, when applicable. There should be a MOA (Memorandum of Agreement) and or Tri-partite agreement between the City, the affected Indigenous Cultural Communities (when applicable), and the possible investors to indicate the responsibilities between the parties, when applicable. The City encourages that there should be coordination between the City IPMR for possible FPIC and coordination with NCIP wherever there are possible claimants to the areas. SECTION 13. SEPARABILITY CLAUSE. If any part or section of this Ordinance is declared unconstitutional for any reason whatsoever such declaration shall not in any way affect the other valid parts or sections of this Ordinance. SECTION 14. REPEALING CLAUSE. All ordinances, resolutions, executive orders, rules, regulations, and other administrative issuances, or the provisions thereof, which are contrary to or inconsistent herewith are hereby repealed or modified accordingly. SECTION 15. EFFECTIVITY. This ordinance shall take effect immediately following its publication in any newspaper of general circulation. Certainly, it has not been an easy task. There are so many instructions, considerations, criticism and limitations. From face-to-face classes to distance learning. This is unusual to students so as to the teachers. Only couple of months of preparation is clearly not enough but they made it happen. From providing the materials like printing the modules with insufficient funds, safety, quality check of broadcast content, technology access and again funds. These are the major things that they need to consider. In this fight as a nation against the circumstance there are seen lapses and shortcomings but resiliency, creativity, innovations, effectiveness and flexibility are so evident in the lives of the modern heroes. For instance, teachers become broadcasters to run television episodes for

distance learning.
