SM Lanang Premier opens Kadayawan with month-long Durian Fest

THE Rotary International District 3870 will hold a whole-day seminar today at Grand Caprice Restaurant and Convention Center in Cagayan de Oro City covering three topics – The Rotary Foundation, Membership and Public Image, all for the purpose of sustaining Rotary’s mission of service to the community and the world.

Registration booths will open at 7:30 a.m. but the seminar itself will start at 9:00 a.m.

The District Seamless Seminar will be hosted by Rotary Club of Cagayan de Oro under President Dodie Lagrosas. The chairman of the event is PresidentElect Tonyboy Fernandez.

The club has invited the best speakers in Philippine Rotary to give updates, inspiration and motivation to achieve Rotary goals in serving humanity this Rotary year.

The Rotary Club of Cagayan de Oro, together with the Rotary Anns, successfully implemented the Balik Eskwela Project at the Philippine Sinter Corporation Clubhouse, Villa Ernesto Subdivision, Gusa last July 23, 2016. From August 5 to September 4, 2016, SM Lanang Premier hails the ‘King of Fruits’ with a festival to support to the city’s much-anticipated Kadayawan celebration.

The Kadayawan Durian Festival showcases the bountiful produce of key players in Davao’s durian industry. Already on its third year, it is the mall’s way of increasing patronage for the agricultural harvest of the local farmers. The many varieties of durian being grown in the region are also highlighted in the festival.

WITHOUT any delay, the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy on Monday acted on the city’s obligations to health workers.

During the regular session, the City Council enacted an appropriation ordinance for the payment of hazard, subsistence and laundry allowance of some newly-hired employees of the City Health Office and

salary differential of newlypromoted employees of the same office.

The committees on finance, budget and appropriations and on laws and rules chaired by Councilors Edna Dahino and Ian Mark Nacaya, respectively, endorsed the ordinance upon receiving Kikang Uy the endorsement from the Office of the City Mayor, Certificate of Availability of Funds (CAF), among others.

THE City Council committee on finance, budget and appropriations will meet anytime soon to look into the special report of Councilor Leon Gan regarding the findings of the Commission on Audit in its annual audit report for CY 2015.

During the 5th Regular Session of the City Council presided over by Vice Mayor Raineir Joaquin V. Uy, Councilor Leon D. Gan, Jr. reported that based on the COA audit report, several checks amounting to P79 million were released to pay various obligations including PhilHealth payment, without supporting documents.

Gan added that some checks were in the name of City Mayor Oscar S. Moreno as the payee.

To clarify the issue, Presiding Officer Protempore Councilor Zaldy O. Ocon said the city government had already submitted its reply to such observation last May 29, 2016.

Based on the reply,

Councilor Ocon said that while there were some lapses on the part of the city government, those were not made with malice neither with a purpose or intent to defraud. But due to voluminous daily transactions in the City Treasurer’s Office, there was some setback in the transmittal of documents, Ocon pointed out.

Councilor Ocon opined that a review or an investigation by the City Council is no longer necessary.

While subscribing to the idea of Councilor Ocon, majority floor leader Councilor Ian Mark Q. Nacaya pointed out that while COA is yet to clear the city government, it is but proper for the committee on finance to evaluate whether or not the response is in order. To further assert his opinion, Councilor Gan said that there is no bar or impediment for the City Council to conduct its own inquiry on this matter, stressing that COA has its own procedures. (JAO)

Mindanao DAILY Gaane looks into Oro health plans, programs THE City Council committee on health, sanitation and health insurance chaired by Councilor Maria Lourdes Gaane, yesterday convened with the different stakeholders of the health sector to hear their plans and programs for the city.

This is in view of the request of Councilor Gaane for them to present major programs and activities for the past three years and the major challenges that need to be addressed in the next three years.

According to Marisa Tagarda, OIC- CID, the program which is under the committee on health is the Responsible Parenting and Family Program (RPFP).

She said during the past three years, in 2014, the office was not allocated a budget but they were given funding from the Population Commission (POPCOM) to conduct orientations and seminars.

I am so hurt to notice that what has been known as the City of golden friendship, the pride of every resident, is utterly wracked by the dirty game of politics. I learned that the media has been used as launching pad of serious bickering between politicians and parties. The environment is thickly populated by intriguers, political mongering, none sense talkers, backbiters and lazy dogs. Some residents are confused who is in command of the city or mayor now What is happening to our city? What is happening to some of our politicians? And why are those intriguers or foolish talkers allowed to destroy the image and tranquility of our place? I don’t agree that a handful of stupid people be listened to, or allowed to rule our city.

Many Kagayanons in America have been alarmed by the ugly situation of the city. They too are disturbed.

anything that affects the city, let the court of law handle the matter. It does not matter who is mayor for as long as one is elected by the people.

Some city projects could not be implemented because the city council is divided and could not agree. Every move of the body is unnecessarily opposed and everything is stagnant. The aftermath is leadership is inexistent or failures. It is the people that suffer the brunt of bad politics.

Let us give peace a chance to dwell in our place and restore one more time our pride, the city of golden friendship, to exist. For a moment, I urge our people to be friendly with one another and forget politics until next season. Let us forgive and forget the horror of politics that is breeding dirty citizens and destroying our relationship. We must restore that image as the city of golden friendship.

They say, “The greatest risk is not taking one.”

Why is it when we grow up and become adults, we stop sticking our necks out and taking chances? Yet, at the end of our life, we’ll probably regret the things we did not do more than the things we did.

Remember all the new things in life you learned to do that were big risks the first time you did them?

Your first time to swim, your first time to ride a bicycle, your first time to drive a car. Some of the things we do all the time now seemed almost impossible before we did them the first time.

The great French leader, Napolean, said: “The word impossible is found only in the dictionary of fools and failures.” So ask yourself: “Is the word impossible in the dictionary of my life?”

Do you say “I can’t” more often than you say “I can?”

Sometimes “you have to go out on a limb if you want to get the best fruit!”

We have to learn to be comfortable with uncomfortable challenges, because we can’t discover new oceans unless we’ve got the courage to lose sight of the shore.

We need to believe that the best jobs haven’t been found yet, and the best work hasn’t been done yet. But we can’t have the life we want if we don’t change the life we have. A successful woman said: “A bad habit never goes away by itself; it’s always an undo-it-yourself project.”

Smart people sometimes change their minds—but fools never do.

So we have to leave our comfort zone if we want to reach a new kind of success.

Don’t allow yourself to be buried alive in your comfort zone, like many people do.

It’s OK to use your comfort zone to rest in, but not to live in. So after you’ve recharged your energy, leave your comfort zone to move on to your next challenge.

Remember, God never puts limits on your faith, so your faith should never put limits on Him. Faith is not afraid of failing; faith is afraid of not even trying. So why not ask Jesus Christ to give you His faith and power to step out and start changing your life today? If you ask Him to take charge, then He will help you fully live your life—before you leave it.

The government is working to provide more financing options for the micro, small and medium enterprises (MSMEs) in a bid to make them more competitive both in the local and global markets.

Department of Trade and Industry (DTI) Undersecretary Nora Terrado vowed the “full and faithful implementation” of the Magna Carta for MSMEs, specially the mandatory allocation of credit resources to target beneficiaries of the law.

“While we have the Magna Carta for MSMEs which provides for a mandatory lending of banks to MSMEs, lack of financing assistance is still a major problem,” she said during the recent general membership meeting of the Philippine Exporters Confederation Inc. (PHLEXPORT).

Terrado said the department also hoped to establish out-of-the-box concept of access to credit to make financing accessible to entrepreneurs.

She noted it will recommend for the infusion of more

capital to Small Business Corporation (SBCorp) so it can lend to and guarantee more MSMEs. “So far, SBCorp has trained 70 rural and thrift banks to apply the risk-based lending scheme for MSMEs so they are not dependent on collateral,” she added.

Terrado further said the country will also continue extending credits to exporters by government financing institutions, strengthen loan guarantee programs through institutions such as PhilExim and SBCorp. and explore new credit sources and crowd sourcing for the growing startup sector.

“By improving exporters’ access to finance, we expect to ensure market prospection, product development and market diversification,” she said.

Providing MSMEs easier access to innovative financing is among the strategies outlined in the Philippine Export Development Plan (PEDP) 2015 to 2017 to achieve merchandise and service export

growth.

These strategies also include the newest program involving building on and hastening implementation of the Startup Ecosystem Development Program (SEDP).

Terrado said SEDP aims to create a pipeline of new businesses that will thrive in the innovation economy -products and services that are “run by algorithms which enables SMEs to scale even further.”

Latest figures from the Philippine Statistics Authority showed that merchandise exports declined 3.8 percent in May 2016 compared to last year, the 14th straight month in a row of decline. On a cu-

mulative basis, merchandise exports posted a decline of 6.6 percent.

“The same lackluster performance pervades most other trade-oriented economies in Asia as demand for their products in major consumer markets continue to be negative or weak,” the trade official said.

“With every challenge or problem, there lies an opportunity which must be vigorously exploited to get ahead of the competition. We must do things differently and grab opportunities aggressively while we pursue the integrated global economy,” she added. (PHILEXPORT News and Features)

DAVAO CITY -- Mining companies found to have failed to comply with technical and social requirements will be closed at once, Environment Secretary Gina Lopez said.

Lopez was referring to the the 23 metallic mining companies in Mindanao that were undergoing an audit by the Department of Environment and Natural Resources.

“This is my personal commitment, all those that don’t pass the audit I won’t even waste one hour. Finish.

She said she can’t let people suffer from extractive mining operations that disregard the environment and social justice.

The official intends to use the P9-billion budget to make “an economic impact of P18 billion” through the agency’s re-greening initiatives and development of more eco-tourism sites.

She cited, for instance, the La Mesa Ecopark and La Mesa Watershed that generate P43 million.

“What if the NGP of which I have P9 billion is put into the areas in the country and in Mindanao in a way which like La Mesa, earns a lot of money. My partners will be the community. We’re gonna do the agro-forestry in between and what I want is reforestation program, the NGP of DENR, will be a major push for economic well-being of Mindanao,”
