Mining firms face sanctions

MANILA -- Mining firms face sanctions if they are unable to pass government’s audit of their respective operations.

Mines and Geosciences Bureau (MGB) mine safety chief Rodolfo Velasco gave such certainty, citing suspension and fines as among sanctions that can be imposed on audit-failing mining firms.

“The sanctions will be on a case-to-case basis,” he

said.

He said the results of the audit will determine the sanctions the government will impose.

Department of Environment and Natural Resources (DENR) Memorandum Order 2016-01 set the nationwide audit covering all operating mines and mines under suspended and/or care and maintenance status.

The same memoruandum also set a moratorium on approval of new mining projects in the country.

According to DENR Secretary Gina Lopez, the audit aims determining adequacy and efficiency of as well as gaps in each mining operation’s environmental protection measures.

She said the audit also aims determining appropriate penalties for violating Philippine mining and environmental laws.

In line with Malacanang’s bid for responsible mining nationwide, Lopez issued Memorandum Order 201601 last month and required

the audit to be in accordance with applicable laws and regulations.

Among such laws are Republic Act No. 7942 (Philippine Mining Act of 1995), Executive Order 79 on reforms in the mining sector, and DENR Administrative Order 2015-07 mandating mining contractors to secure ISO 14001 certification, she noted.

Velasco said the nationwide audit already commenced this August.

“A total of 16 teams are

tasked with auditing 40 metallic mining companies in the country,” he said.

The audit’s target conclusion is by the end of this month, he noted.

Representatives from DENR’s central office, regional offices, MGB and Environmental Management Bureau as well as third party experts comprise the audit teams.

“Third party experts we identified are Department of Health, Department of Agriculture, Bureau of Fish-

eries and Aquatic Resources and social action centers of provinces,” said Velasco.

Memorandum Order 2016-01 called for the creation of an audit team in each region of the country.

Three forestry experts from DENR’s Forest Management Bureau (FMB) are involved in the auditing activity to assess the mining firms’ compliance with Philippine forestry laws and regulations.

CAGAYAN DE ORO CITY – The Department of Energy (DOE) gave a go-ahead for the city government to apprehend “resellers” of petroleum products.

City Hall officials led by city treasurer Glenn C. Banez summoned their DOE counterparts Wednesday and asked their assistance on how to curb the proliferation of bought in bulk from gas outlets and resold in bottle in street corners.

“PWDs are entitled to at least 20% discount and exemption from the valueadded tax (VAT). This includes fees and charges in hotels, restaurant, recreation centers, theaters, and among others,” explained Ledesma.

“It is important that the PWDs know their every right and privileges, and people must recognize and value

their existence,’’ he added.

Other activities were conducted for NDPR which includes Forum on the Rights, Privileges and Opportunities of PWDs, Regional Convention of the Rights of PWDs, Training on How to Handle the Behavior of Children with Special Needs, and Agusan del Norte Provincial Abilympics Competition.

The NDPR Week is an annual celebration of the national government every 3rd week of July. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on February 19, 1997, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on August 26, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. To have a good rapport and good relationship among the teachers and the pupils and the parents and the community, as a teacher, we must establish first the sense of respect.

As it is quite implied that we as teachers, if we yearn to be respected by our pupils, of course we must do the same towards them; it does not necessarily imply that we should of advance to them but we should always make it sure that what our pupils see in us, they will carry and uphold that image for the rest of their lives.

As a teacher, it is of best consideration that all of the pupils have different upbringings, which basically means they carry and possess different attitudes, attitudes towards each other. Often times because of these differences, conflicts in the classroom arise. Yes, we cannot avoid conflicts in the classroom most especially if we have young learners. Tendency here is that, when two of your pupils quarry, either they hit each other physically or bully the other, of course, parents of both will react; and probably, they will bring the matter to the teacher-adviser or to the school administrators.

Now, how do we counter these situations? First,

in the classroom level, we should not allow favouritism among pupils, as a teacher, we should always listen to both parties, and to whoever is right or wrong, we should not display the matter so that it will not create an another conflict between the two. Thus, always be neutral. Second, call the attention of both parents and further make them understand what happened and for an instance, give some compelling words. Never show that you favour pupil A over pupil B. With this, parents are assured that their child or children are given due attention and love. As it is not only the goal of the teachers, duly serving the Department to provide quality education to the learners, it is also our goal to produce wholesome learners through holistic education. If we teachers possess such attitude, then the parents and the community can be assured that their school children are in best hands.

As we teachers stand as the second parents of the pupils, we should stand and act as one thereto.

To this, we can best establish good relations among the parents and the community.

For its part, the city shall

assist Habitat in securing the necessary permits, clearances and license and together with NHA concur the architectural and engineering plans among others.

Cultivating honesty in the classroom

In all aspect and walks of life, honesty is and will always be the best policy. It is an attitude best proved and should be best followed and cultivated by the young ones in this new generation. In all sense, honesty is not only best showed and executed at home or in the classroom but to every endeavour of our human life. As a teacher, I always live up to bearing honesty in everything I do, that is why I always fervently uphold to cultivate honesty in the classroom, among my pupils, even to among the community where I and we live in.

Honesty defines how our pupils are being brought up by their parents at home. To date, honesty defies humanness and will always defy every form of action, be it big or small either it had great or small impact within and among the society we get to interact with. But, yes, as a teacher, how do I must cultivate honesty in the classroom?

Of course, first thing first is that I should be a good and a great example to my pupils. Second, I will always integrate the value of honesty in the core subjects not only in the Values subject. Like for example in an English class, initiate an activity that would foster honesty among the pupils, let them

do an oral recitation and let them recite a poem in front of the class the next day. Now, that day comes, ask them first if who among them did their homework to memorize a poem overnight.

It may sound a little bit of pressure for them but it’s totally worth it. Some may raise their hand for whoever religiously practiced and it and some won’t for whoever did not do it. Here, you can pinpoint who, aside from being a diligent pupil, is an honest one. Every single day, I will always remind them the value and to value honesty.

On the other hand, as conflict among pupils cannot be avoided, if there is any, confronting both of them and weighing who between

both parties tells the truth also implies honesty between them. As a teacher, we should always listen to both sides but we should never say or express who between is right or wrong for it might get a wrong impression from them. Just in, always stand neutral and always instil in their minds to value one another, further to value honesty.

For some, honesty may just be a simple conduct but it may effect a greater impact. As a teacher, as I stand to cultivate honesty among my pupils in the classroom, it is always my goal and prayer that aside from producing competitive pupils, I will produce honest ones.

Providing quality education to pupils the best way possible

As the Department of Education intensifies its main thrust of providing every learner quality education they ought and deserve, it is in the school level that teachers must best implement it and best give it to the pupils, our young school learners in the best way possible.

While it is true that the parents expect too much from the public schools, they too expect the best for their children through this free education, basically they are confident that teachers would de-

liver what is expected as the Department’s vision to protect and promote the right of every Filipino learner to quality education is of main significance, is of main importance.

Yes, it can be noted that the work as a teacher is not as easy as one, two and three. It entails passion, dedication and commitment not only to the job but to our pupils as well.

As teaching serves as my passion to keep me going, teaching and the pupils somehow has become great contributing factors into who and what I am now.

Thus, for I to be able to provide quality education

to the pupils the best way possible, I love, I definitely love teaching as a passion, as a commitment, not just only a profession.

Further, as teachers, for us to better serve our pupils, we must love them. We should love them and treat them as our own child, and everything we do every day in the classroom and in the school, we must put heart to it. There is a big difference when we do things with heart and commitment compared to just doing it as a requirement, as a work, as a labour in exchange of money, of salary.

In connection to this, we, in Salawaga Elementary

School always makes it sure that we are providing quality education to our pupils, that we are making them holistic individuals aiming for success, for betterment in life. And they can only succeed if at this early stage, this young age, they are trained and guided on what has life to offer.

MisOr gov’t elated with nationwide emergency hotline CAPITOL COMPOUND, Misamis Oriental--With the launching of the country’s emergency hotline, the provincial government of Misamis Oriental expressed its support to the latest development, which formally opened on August 1.

Public can call the emergency hotline numbers 911 replacing the Patrol 117, for the authorities to immediately respond to emergencies. However, Governor Yevgeny Vincente B. Emano noted calls to 911 will still be shouldered by the callers, and the number 8888 serves as the Citizen Complaint Hotline, where it is directly connected to the office of President Rodrigo Duterte.

The governor is also pleased that the service of the emergency hotline, led by the Presidential Action Center, is active 24 hours a day.

It is of great thrust that aside from providing the best and quality education possible, the schools and the school personnel will also further intensify and gear up for a holistic child development, of course to better ensure holistic education, better growth, academic success, and competitiveness among pupils.

The child as an individual. It can be notified that pupils, our young learners are being sent to school for them to learn new things, new insights, new experiences that would make them better individuals of the community. A female pupil is basically different from a male pupil. Thus, we should always value child psychology, their human behaviour and the like. As an individual, they have differing attributes in physical, mental, psychological, mostly in the social aspect. Thus, we should always expect and respect differing ideas and values and orientations and upbringings.

On gender development. Yes, our pupils may have gender issues over the other. As school is one of their first venues in exploring the world and expressing their thoughts, as teachers, we should always respect and accept who are they and who they will become. We should never judge and bully them for who they are and what they behave, instead we should foster gender development

to both the male and female learners. Gender should never be an issue.

Should it be, as a teacher, we must stand to what is right and not only what the other pupils think what is right. In school, we should instead develop and shape them into who they want to be, we must be an anchor and guide, not a hindrance.

Letting them play. As the famous saying goes, “All work no play makes Jack a dull boy”, while it does not apply to all but this notion seems to grounds what is common, what is dominant. Yes, we should let the pupils, the child play. They need it and it is a requirement for their holistic development. And as a child, to play is what we want. As a teacher, we must understand why they want it and why they will always long for it. Playing is fun and we should never take it away from them.

Still they are a child, the young ones who wants to play and play and play.

Definitely, as a teacher, the least we can do is to understand child development and child growth.

And for our part, give and provide them the best and holistic child development they can get, achieve and acquire in school. That is why Bayugbayogan Elementary School always seeks to make every child a learner and of course, we always seek success among our young learners.

Teaching in the 21st century

Education has always been an instrument for economic and development, for eradicating poverty, for survival and for the change. With the 21st century, education is quite challenging knowing that it should ensure and prepare students to be lifelong learners.

Today education is no longer limited to certain aspects. There are linkages of one subject to another. Education now uses data from the internet and computers different from the scenario years ago when the primar y source of knowledge and information were teachers and textbook.

Education at 21st century aims to expose students to different global i ssu e s and c onc e r ns .

Learning does not only takes place within the four corners of the classroom. It can happen anywhere and anytime with some element of student control over time, place, path, or pace. In the 21st century education student centered activities are given emphasis. Compared to the traditional way of teaching where the

teacher do the chalk and talk and students were just mere listeners and audience. Another thing is 21st century education focus on teaching topics that will enable the learners apply what they learn to real life.

“Given the challenges facing society, teachers are being required to take on new roles and must have the knowledge, confidence and resources needed to fulfil legitimate expectations of the community. Teachers must also learn throughout life and develop new skills if they are be effective in teaching others to learn to know, to do, to be and to live together.”

Given all these things that characterized 21st century education teachers should be subject matters expert, facilitator of learning and classroom manager. To meet up the challenges of a changing world teachers must possess skills, values and attitude needed for a 21st century educator.

Teachers must be lifelong learners itself to produce students who can be tag as lifelong learners.

In the advent of new technology nowadays, everything comes in instant and everything now comes in handy and of haste. It designs an impact to our daily lives and of course with the advent of social media and the multimedia, even our young ones, our school learners are being affected. Technically, what they see in computers and in the television, they can and they will apply it. Here then takes in bullying.

Schools should strive to create an environment where all children feel valued and all children can learn.

By bringing appropriate culture into the school, a number of different purposes are served. It can mean that a student learns about his heritage, his people and his community.

Me anw hi le, as a teacher, we should always monitor our pupils on their whereabouts in the classroom, most importantly their relationship between their other classmates. Yes, it is a must. PDIC files criminal charges vs. ex-officers, employees of RB Caba The Philippine Deposit Insurance Corporation (PDIC) filed with the Department of Justice (DOJ) a criminal complaint against three former officers and employees of the closed Rural Bank of Caba (La Union), Inc. (“RB Caba”) for qualified theft and for conducting business in an unsafe and unsound manner that resulted in estimated losses of about P1.69 million to the bank.

The complaint filed on June 6, 2016 is under preliminary investigation of the DOJ. RB Caba is a single-unit bank ordered closed by the

Monetary Board and placed under receivership of the PDIC on December 10, 2015.

The respondents Josefina D. Fangon, former Manager/ Consultant; Evelyn N. Alcantara, former Cashier; and Eileen G. Cabanban, former savings bookkeeper were charged for taking advantage of their positions in the bank with a common purpose of personally benefitting from the savings of several depositors of RB Caba.

Depositors of these accounts identified respondents Fangon and Alcantara as the ones who received their cash deposits from 2007 to 2015.

Examination of the depositors’ passbooks and the bank’s ledger as of bank closure showed discrepancies totaling P1,685,504.39. Meanwhile, as

savings bookkeeper, Cabanban was responsible for posting of day to day transactions on passbook and manual subsidiary ledgers to the bank system.

Filing of charges against officers of the closed RB Caba is in support of PDIC’s efforts to bring to justice parties that engage in acts that will put depositors and the Deposit Insurance Fund (DIF) at risk.

The PDIC continues to pursue legal actions against bank officials and personnel who engage in unsafe and unsound banking practices that pose grave threats to the stability of the country’s banking system. The PDIC is mandated to generate, preserve, maintain faith and confidence in the country’s banking system, and protect it from illegal schemes and machinations.

Keeping students awake and interested during English discussions

One of the challenges for the teacher during classroom discussions is on how to maintain the sense of interest among the students, specifically in the English subject. Well, we cannot deny the fact that some students love English and some may not but what is important is that, as a teacher, how do we counter and combat this kind of situation, this kind of approach when some of our students may not love the subject, or probably do not like the subject.

Now, if for example, during discussions on the subject, some students may inhibit disinterest, one strategy is to create activities that will boost their interest, like for example English tongue twisters and poems and guessing of English song titles. Probably this guessing of English song titles can be fun and it can be even more fun if you get to sing an English song together in class. As always said, learning is fun but to learn together with your classmates is more fun. By

integrating that strategy, our students will become more confident in conversing and communicating with their classmates.

As a teacher, we must always integrate strategies to keep our students awake and interested during discussions so as it is for their common good that they will learn new things and experiences from it. School is a good avenue to learn and of course to have fun.

With this, Lugait National High School will always uphold the Department’s mission and vision so as to provide the student the quality education they must have, so that they will be able to become better individuals in the society and that they will be successful in their chosen paths and careers and endeavours.

As a teacher, I always keep in my mind and heart the value of every learner, not only in teaching English as subject during discussions but to more of it, developing them as better members of the society.
