Bukidnon govt helps 35 ex-pushers CAGAYAN de Oro City--The province of Bukidnon has released P875,000 for the livelihood program of 35 individuals who were erstwhile engaged in illegal drug activities, Governor Jose Maria Zubiri said Monday.

According to Zubiri, 12 of the 35 persons received a check worth Php 25,000 each Monday morning while the checks for the other 23 individuals are now being processed.

CAGAYAN de Oro City--The newly organized Bureau of Customs-Port of Cagayan de Oro’s Anti-Smuggling and AntiCorruption Team (BOC-CDO Team) has teamed up with the Philippine Drug Enforcement Agency’s (PDEA) in Northern Mindanao to beef up the Duterte administration’s war against illegal drugs.

The BOC-CDO team tied up with the PDEA to raise the country’s border security and thwart the possible entry of illegal drugs through the CDO port and its three sub-ports namely the Mindanao International Container Terminal (MICT), Ozamis and Iligan.

PDEA agents backed by drugsniffing dogs have earlier combed the Mindanao Container Port Terminal in Tagoloan, Misamis Oriental in search for illegal drugs.

Duterte to spend 10 days in Mindanao

DAVAO City--The country’s 16th President and first Mindanawon to lead the nation will spend 10 days in Mindanao when he returns this week from Malacanang.

“I’ll be spending about 10 days after tomorrow. I’m gonna fix the, firm (up) the structure sa Mindanao issue,” President Rodrigo Duterte said at the mass oath-taking of undersecretaries Monday afternoon in Malacanang, aired live on national television.

Since he took his oath as President on June 30, Duterte has been coming home for the weekends in this city where he served as mayor for 22 years.

“We will be going for the framework regarding the two factions,” he said, referring to the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) with whom government signed separate peace agreements.

Duterte was apparently referring to the convergence of the 2014 Comprehensive Agreement on the Bangsamoro (CAB) with the MILF and the 1996 Final Peace Agreement (FPA) with the MNLF, for the drafting of a more inclusive Bangsamoro law.

Under the Duterte peace roadmap, the 15-member all-Moro Bangsamoro Transition Commission (BTC) will be reconstituted to make the seven government nominees in the Commission “more inclusive.”

The PDEA in Region 10 had already sent last week to the BOC-CDO two of its K9 Teams, made of up the trained dogs and their handlers, and searched through seized shipments that arrived at the DEA. The mission of the BOCCDO Team, conceptualized by former Customs Deputy Commissioner for Intelligence Group (IG) Jessie Dellosa and implemented

by BOC District Collector Ruby Claudia Alameda, is in line with the Duterte administration’s declaration of war against the proliferation of illegal drugs in the country.

The BOC-CDO team said that they have already begun establishing closer coordination with the PDEA, through its Regional Director Adrianne Alvarino.

“We are very grateful to the PDEA who has been fully supportive of our antidrug campaign,” said BOCCDO Customs Intelligence and Investigation Service (CIIS) officer-in-charge Alvin Y. Enciso.

Under their joint antidrug campaign, personnel from both the BOC-CDO team and PDEA would inspect the imported goods that arrive at the Designated Examination Area (DEA), especially those that came from “high risk” countries or places known as sources/ manufacturers of these contraband goods.

In line with the directive given by Customs Commissioner Nicanor Faeldon, the BOC-CDO team would continuously hold random checks of containers to make sure that no imported illegal drugs or its precursor were able to enter the country.

“We are also working out an information sharing system with the intelligence and enforcement offices through the National Intelligence Coordinating Agency (NICA). Hopefully, this will help us pinpoint the location of shipments that might be carrying illegal drugs,” he added.

Aside from PDEA, Enciso said they are also planning to form alliances with other government agencies to further beef up the campaign against illegal drugs such as the Philippine Coast Guard (PCG), National Bureau of Investigation (NBI), Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP).

The South Cotabato Provincial Detention and Rehabilitation Center is overcrowded. The center located in Koronadal City was designed to host 400 inmates but to date, it has a population of 1,127 detainees, about 80 percent of them were jailed for involvement in illegal drug activities.

Earlier, a local court issued an order calling off additional inmates at the provincial jail.

Supt. Barney Condes, Koronadal City police director, is now worried where to place persons arrested in the intensified campaign against illegal drugs.

Condes is set to meet with South Cotabato police director Senior Supt.

Franklin Alvero to find ways where to place the detainees.

One of the options is to transfer individuals now detained at police station lock-up cell to the facilities of the Bureau of Jail Management and Penology.

South Cotabato has only two detention facilities - the provincial jail and the municipal jail in Tupi, South Cotabato.

South Cotabato OIC Provincial Jail Warden Juan Lanzaderas said currently the inmates have constructed makeshift beds made of bamboo to be used by inmates who could not be accommodated inside detention cells.

Dureza, however, emphasized that their communication lines with Misuari are open, and that in fact, Duterte phoned his friend Misuari the night before.

First day of 911 ‘generally successful,’ says DILG

Interior and Local Government Secretary Ismael Sueno on Tuesday said the first day of operation of the new national emergency hotline 911 was ‘generally successful’ despite the huge number of prank callers.

“Judging from the huge volume of calls received by 911 for the first 24 hours of operation, we can say that the public is now aware that help is within reach through 911. We definitely had a good start,” Sueno said.

The first 911 call received by the ‘national 911 center’ came in at 12:06 a.m. from Antipolo City requesting for an ambulance service.

On Monday, over 33,000 calls were received by the 911 operation center, which is almost a 1,000-percent increase from the 3,500 daily average of calls received by the previous 117 hotline center.

From a meager 15-seater call center emergency hotline operation, the 911 operation center has doubled its capacity to a 30-seat nationwide disaster hotline center.

The DILG Secretar y reiterated his earlier appeal to the public to stop testing 911 because in every attempt to dial the number without the real intention to seek emergency assistance, one or more lives are put to risk.

“Anyone who dials 911 will be accepted and registered in the 911 system, however, due to increased volume in calls, particularly prank calls, we were not able to respond accordingly to such emergencies because our system has been clogged,” he pointed out.

Meanwhile, DILG Undersecretary Jesus Hinlo, Jr. said the Department has already submitted a draft Executive Order to be reviewed by the DILG Secretary for the Office of the President.

In the draft EO, Hinlo suggested that a sanction should be imposed against prank callers as an attempt to discourage future hoax callers that will play with the emergency hotline.
