Reds free abducted policemen DAVAO City––As the resumption of peace talks between the GRP and the National Democratic Front (NDF) comes to a close in Oslo on a high note, the New People’s Army (NPA) released the abducted Gov. Generoso chief of police and another police officer on Friday afternoon.

This was a reaffirmation of showing goodwill to the resumption of peace talks in Oslo, Norway.

Released were Gov. Generoso Chief of Police Arnold Ongachen and Police Officer 2 Michael Grande of the Banaybanay Municipal Police. Both police officers were in separate custody of the units under the NPA ComVal Davao Gulf SubRegional Command.

Both police officers were fetched by Senator Manny Pacquiao, who presented them to President Rodrigo Duterte during the 10th Eastern Mindanao Command Anniversary at the Naval Station in Camp Panacan at past 5 p.m.

Lawmaker seeks to regulate motorcycles-for-hire

A MEASURE has been filed seeking to grant local government units (LGUs) the power to regulate the operations of motorcyclesfor-hire in their areas of jurisdiction.

House Bill 1215, authored by Rep. Pedro Acharon, Jr. (1st District, South Cotabato) aims to regulate the business operation of motorcycles-for-hire and protect both the operator and the riding public.

Fulfilling his promise of regional development in Mindanao, President Rodrigo Duterte through the Department of Social Welfare and Development (DSWD) and Department of Education (DepEd) will build 251 schools--75 in the Caraga region, 69 in the Davao region, 50 in Socsargen, 39 in Northern Mindanao and Zamboanga Peninsula with 18.

The DSWD will fund the projects while the DepEd will provide a total of 583 teachers.

“It is common knowledge that in many areas of the country, the only mode of transportation is the motorcycle-for-hire.

Although commonly accepted as a means of public transport in many areas, motorcycles-for-hire are not registered thus their business operations are illegal and are not covered by any kind of insurance,” Acharon said.

Acharon said the proliferation of motorcycles-forhire as a means to trans-

port passengers or goods is currently still unsafe for the riding public as passengers cannot claim any benefit or reimbursement for medical expenses in case of accidents.

“Regulating the business operation of motorcyclesfor-hire will give operators the authority to register their motor vehicle as public transport and will be obliged to be governed by the law on common carriers,” Acharon said.

Under the bill to be

known as the “MotorcyclesFor-Hire Act of 2016,” the municipality or city shall receive, process and evaluate all applications for the grant of franchise to operate motorcycles-for-hire within their territorial jurisdiction.

Acharon said all applications, which meet the requirements needed for the granting of a franchise, should be endorsed to the Sangguniang Bayan or Sangguniang Panglungsod for issuance of franchise and a “for hire” license plate.

Motorcycles-for-hire are prohibited to operate, except to cross, along the national highway or on any road which allows a maximum speed greater than 40 kilometers per hour.

The Local Government Unit (LGU) with jurisdiction over the roads may limit and fix the routes.

A maximum fine of P5,000 shall be meted the owner who fails to register the motorcycle-for-hire and impoundment of the motorcycle until registered.

116 housing units distributed to govt troops

CAMP Alagar, Cagayan de Oro City--Government troops of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) in Northern Mindanao were awarded housing units Tuesday.

spokesperson in Northern Mindanao, said that 116 housing units in Barangay Alae, Manolo Fortich, Bukidnon were drawn in a raffle among 1,388 benefactors from the AFP and PNP in the region.

Each unit has a floor area of 20 square meters in a 40-square meter lot area, he said.

According to Sereñas, the awarding of the housing units was the third batch in line with the Letter of Instruction (LOI 50/2012) known as the Implementation and Awarding of P-Noy Housing Project Phase 2.

Farmers get P2.3-m worth of assistance GENERAL Santos City-The provincial government of South Cotabato has released around PHP2.3 million worth of assistance in the last three months to farmers who were affected by the continuing rat infestation in the area.

Justina Navarrete, chief of the South Cotabato Office of the Provincial Agriculturist (OPAG), said Friday they specifically provided rice assistance and rodenticides to farmers in seven municipalities that were hit by the infestation.

She said the provincial government had allotted P2 million for rice assistance and P300,000 for the purchase of rodenticides, specifically zinc phosphide and racumin.

The funds were drawn from the budget of the Provincial Disaster Risk Reduction and Management Office, she said.

As of Thursday, she said a total of 613 farmers have availed of the rice assistance, which was released through a food-for-work scheme.

She said they tapped farmers to assist in the rat eradication drive in their areas and were given rice as incentive.

Under the scheme, which was implemented through the municipal agriculture offices, farmers were given a kilo of rice for every 10 rat tails that they collected, she said.

“As of today, the collected rat tails in the affected areas already reached 350,000, so I think the scheme is working,” Navarrete said.

She said the collected rat tails are equivalent to 700 sacks of rice.

A report released by OPAG showed that farmers in Tantangan town posted that most number of collected rat tails with 137,026, followed by Surallah with 89,155, Lake Sebu with 68,056, T’boli with 42,045, Banga with 9,582, and Norala and Sto Nino with with 2,000 each.

In terms of rice assistance, some 274 bags of rice were released to 287 farmers in Tantangan; 178 bags to 128 farmers in Surallah, 135 bags to 101 farmers in Lake Sebu; 84 bags to 42 farmers in T’boli; 19 bags to 41 farmers in Banga; four bags to eight farmers in Norala; and, four bags to six farmers in Sto. Nino.

Navarrete said the implementation of the scheme is still ongoing in the affected municipalities.

She urged farmers to continue collecting rat tails and submit them to their respective municipal agriculture offices so that they can avail of the rice assistance. philippine news agency

‘Nurturing soils, nurturing life’ First of two-part series

CAGAYAN de Oro City-With sweat trickling down his brows, a worker pours fermented human urine into a compost heap of animal manure, biochar, sawdust, river sand and other organic materials from kitchen biodegradable wastes to create the “designer compost” that WAND Foundation has expertly wielded to coaxed magic back into the lives of the victims of Yolanda (Haiyan) in Ormoc, Leyte as well as breath life back into fallow soils in some areas in Mindanao.

“The biochar improves carbon-nitrogen ratio and improves soil in general; the sawdust improves the carbon ratio as well as traps urine, which improves the overall N-P-K level of the compost.

And we add lacto-bacilli to degrade the manure faster,” explained Dr. Elmer Sayre, in-house adviser to the internationally-acclaimed Water, Agroforestry, Nutrition and Development (WAND) Foundation, based in Libertad, Misamis Oriental.

Through UCG, Romo is equipping whoever is willing to listen and learn how to “fight” giant agricultural companies, like Monsanto, by elevating [urban] agriculture as the noblest profession.

“UCG is the cheapest and healthiest way of food production as it utilizes bio-wastes as sources of fertilizers in growing crops,” he said.

Life depends on soils Common to these three organic agricultural leaders is their homage to the soil, which they recognized as “the foundation of organic farming.” This is the reason why they go the extra distance in creating their own version of the “perfect soil” to grow food.

It is also their way of connecting to the earth as they all believe that life depends on the soils. Why? Because soils play a key role in supplying us, human beings, with our most basic needs, especially food. “Thus, special attention must be paid to soils,” Sayre said.

A world without water?

AS the world marked again the UN’s World Water Day last March 2016, global residents are still struggling to access fresh water.

Water scarcity has long been a problem. But climate change, a growing global population and economic growth are putting the natural resource under even more stress. A world without water? Sounding impossible and crazy, while in some parts of the world, especially in Asia, the monsoon rain keeps the large area land-under.

One example of many: since the late 1950’s, the Aral lake in Uzbekistan, once the world’s fourth largest, has been rapidly shrinking. Water that had flowed into the lake was diverted to provide irrigation for Uzbekistan’s ‘white gold’, cotton plantations spread across the arid region, while hydro power facilities and reservoirs across Central Asia have also taken their toll.

It is one of the major environmental disasters of the last half century with animal and plant life in the region dying out as a result. But it is not the only place where water has been disappearing. Bolivia’s second-largest lake, Poopó has all but vanished, with severe consequences for both wildlife and people.

“The magnitude will be proportional to its vulnerability,” said Connor. “Developed countries are much less vulnerable because they have the storage capacity – dams and reservoirs.” But in the developing world, water scarcity is having the greatest impact. There are already more than 1.8 billion people, who only have access to water that is not safe for human consumption, according to the WWDR. And even in areas where there is an abundance of water, like in Sub-Saharan Africa, economic factors mean that people are not getting enough access to the natural resource.

“The water resource is there, but it doesn’t get to the fields, the factories and the cities because the infrastructure and institutions are lacking there,” said Connor, adding that crops there are rain-fed because water cannot be used for irrigation. “When there is a drought, like in Ethiopia, they have serious problems that lead to food crises.”

the world is becoming an increasing problem. And it’s only going to get worse, said Richard Connor, editor-inchief of the United Nation’s World Water Development Report 2016 (WWDR), released last month.

“Water has a lre ady been relatively scarce,” he explained in German Television. “It’s just that populations are growing and economies are developing, so demand for water keeps increasing, but the quantity of water that is available does not.”

More than 70 percent of the fresh water that is taken from natural resources is used in agriculture, for food crops like wheat and rice, but also for plants like cotton. Energy production accounts for 15 percent of water usage and another 5 percent is for household usage.

But with the population expected to grow – the WWDR predicts that by 2050 there will be 9.3 billion people, 33 percent more than in 2011 – the world’s water resources are likely to come under increasing pressure. Regions like Central Asia, the Arab world, parts of China, India and the western United States, already suffer from a physical shortage of water. But storage and infrastructure enable countries to collect water and keep it ready in

HERE IS SOMETHING BETTER: Something strange happened with my Facebook account in the early morning hours of Saturday, August 27, 2016: it suddenly became inaccessible, as if my account is non-existent. I tried reaccessing it in my MacAir laptop, in my IPhone 6 Plus and Iphone 5 phone, but all I got were messages saying “Ooops something went wrong, we couldn’t load the page, we are trying to fix it as soon as we can”.

What did I do which sent my Facebook acting weirdly? Well, I posted in my timeline a challenge that somehow “rebuked” posts about Facebook netizens’s past pictures which appears to have become another social networking fad. Apparently, Facebook, or whoever maybe behind it, either did not like my “rebuke”, or got “burned” by my message,

which shows what Facebook is really all about.

My message? I said: “Challenge accepted? And what was the challenge all about in the first place? Was it just to brag about photos of times long forgotten? Here is my own challenge: please post your pictures showing you praising, worshipping, thanking, and singing songs to Jesus, accepting Him as God and Savior. Here is one picture of mine doing just that…”

-oooW HAT T H E R EA L CHALLENGE IS FOR BELIEVERS: The objective of my challenge was, of course, to create a bandwagon in Facebook and perhaps in other social networking sites where people, instead of posting inanities or things that do not really matter in their lives, would be posting pictures and messages upholding their faith in Jesus as God and Savior.

I was sure many Facebook netizens would be accepting this challenge of mine, because I am sure that, like me, many others are believers of Jesus as God and Savior. I was sure likewise that the time has come for believers, in a world of godlessness, to be upholding their faith in Jesus, and thereby accept the benefits of doing that---a

life more blessed financially, materially, intellectually, and spiritually, as well as a life assured of eternal bliss.

So, the challenge is hurled. ‘Matrix’ linking De Lima to drug personalities out Monday, August 29, 2016

AVAO City--President Rodrigo R. Duterte released early Thursday a “matrix” which indicated the links of Sen. Leila de Lima to drug personalities inside the New Bilibid Prison (NBP).

The media obtained a copy of the “matrix” outside the President’s home at Dona Luisa Village here after he held a press conference and visit to Magsaysay Park where he ate durian with soldiers of the 69th Infantry Battalion during the wee hours of the morning.

The document shows the alleged relationship of De Lima, who was former chair of Commission on Human Rights and secretary of Justice, to drug personalities, namely: alleged boyfriend

Ronnie P. Dayan, Raul Sison, Rep. Amado T. Espino, Raffy Baraan, former Justice Undersecretary Toti Baraan, and Gen. Franklin Bucayo.

It was not disclosed how the President got the information in the matrix.

De Lima’s alleged boyfriend Dayan was her driver since her stint at the CHR who is later known as “Boss De Lima” or the “case fixer” of some well-known politicians in Urbiztondo, Pangasinan.

vealed that Dayan’s properties such as house and lot, a Montero and a Kia Sedan were allegedly titled to a certain Ms. Cardenosa, who is working for the local government unit of Urbiztondo.

It indicated that Dayan had allegedly been receiving monthly payola from retired Gen. Bucayo, the former director of the Police Regional Office (PRO) 1, through a certain SPO1 Palisoc.

Senator Leila De Lima on Thursday laughed off allegations of involvement in the illegal drug operations in the New Bilibid Prisons (NBP), describing the so-called drug matrix as worthless.

“As I have often said, I will not dignify any further this so-called drug matrix which, any ordinary lawyer knows too well, properly belongs to the garbage can,” De Lima told reporters in an interview.

De Lima said she was amused by how President Rodrigo Duterte, who released the matrix, is bent on linking her to the illegal drug trade in the NBP. She called the accusations “a joke,” adding that even a 12-year-old could draw such a matrix.

“Was it a joke? Like most of his jokes before, this latest one he will surely regret. But yes, please amuse me at how his men have desperately tried to link me with the

Priest contradicts Duterte on UN aid the UN has the capacity to help and structure for humanitarian response.

CATHOLIC priest on Wednesday said President Rodrigo “Digong” Duterte is not well informed when he said that the United Nations has “done nothing” for the Philippines.

Fr. Edwin Gariguez, Caritas Philippines executive secretary, said from 2013 to present alone, the UN contributed a lot in providing emergency and rehabilitation assistance to victims of super typhoon Yolanda.

Generous assistance “Maybe there’s a need to inform him about all these,” he added.

He said at the time, the typhoon had “paralyzed” the operations of most of the affected local government units and the international community responded with

generous assistance.

“We should take this as a great debt of gratitude because we in the humanitarian work witnessed that,” he said.

“Because of the magnitude of the damage, I don’t know how the country will respond in terms of giving relief aid without them,” said Gariguez.

Duterte earlier threatened to withdraw the country’s membership in the UN after it called for an end to the spate of drug-related killings in the country.

‘Myopic’

The tough-talking President also criticized the UN for supposedly not doing enough to address hunger and terrorism, particularly in Syria and Iraq, that continue to claim lives of innocent civilians.

“You have done nothing.

Where were you here the last time? Never. Except to criticize. When have you done a good deed to my country?” Duterte said in a press conference in Davao City on Sunday.

The priest urged Duterte to “look at the wider spectrum” instead of a “myopic” view on issues, adding the UN has the capacity to help and structure for humanitarian response.

“We can’t afford to be excluded,” Gariguez said.

‘TO TEACH IS TO TOUCH LIVES FOREVER’

School year 2011 - 2012, when I received my appointment and assigned to teach in Grade one at Gango Elementary School.

That was my first assignment as a classroom teacher after I resigned in one of the Private Institution in the Division of Ozamiz City. Not to compare the pupils from the private school and public school, there were really a big different with it comes to learning. Some pupils enrolled in Grade one after they finished their nursery or Kindergarten 1. Other children send to school at the age of 5 years old to study Kindergarten 1 and after they finished their Kindergarten 1 the parents will enrol them to Grade One. Good to those children who were completed their Nursery, Kindergarten 1 and 11. They can easily read the words, phrases and short sentences because they already knew the letter sounds of the alphabet. As a teacher I take it as a challenge.

I think of an innovation where

in I can motivate the children to study hard. I called a meeting two weeks after the classes started.

I told the parents that we will help hand in hand for the good of their children. I applied what I had experienced in the Private Institution 18 years ago. I will give a “Classroom Recognition”, two weeks after their quarter exam.

Pupils will receive certificates and ribbons to recognize their effort in studying their lessons. Parents were so happy because it was the first time that they experienced classroom recognition. Mrs. Rosa Lantaca, our retired Division Superintendent, was happy when she heard about my innovation.

Her grandson John Paul Lantaca Buray was one of pupils before.

Ma’am Rosa witnessed how I initiated my classroom recognition. It only happened in my class.

School year 2011 – 2012 was end. I observed that the result was effective so I gave a proposal to my Principal to have a classroom recognition from pre-school up to grade 6 every grading period.

This was after Mr. Federico B. Araniego Jr. an English Supervisor interviewed me during the SBM evaluation if we had organized classroom recognition in our school.

Our principal answered him that it was only me who organized it.

According to Sir Federico and I caught, “Mrs. Helen A. Abejuela, may your tribe grow”. That was a challenged to all the teachers in Gango Elementary School. It was one way of motivating the children to study more and the parents to follow up their children. The quarterly Classroom Recognition was done together with a Family Day or fellowship with the parents.

It was only observed in my class before. Now, every classroom is doing it every after grading period from First Quarter to Third Quarter and for the Fourth Quarter is the School Recognition Program. The parents were very happy observing their children who enjoyed so much with the recognition followed by games.

It was first Friday of June, school year 2013 – 2014. I went to

the office of our principal and asked permission to distribute school supplies to the least fortunate children of Gango Elementary School, including the 4 sections in Grades 1, Grade 2, Grade 3 and Grade 4. I almost cried when I shared to my principal about my experienced dealing the Grades 1 during school year 2011 – 2012 and 2012 - 2013 wherein pupils cried because of no pencils, papers and complete notebooks except to those parents who can afford to buy a complete school supplies for their children. I said it’s far from my experienced before when I worked in one of the Private Institution in the Division of Ozamiz City 18 years ago as Grade 1 teacher. My Grade One pupils in Private School do not use anymore short pencils in their class while my Grade One pupils in Gango Elementary School still use even if it is too small as long as it is still useful. I shared that it flashes back my experienced before when I went to school with nothing in my net bag. My teacher also gave me a pencil and paper and I admired her so much and dreamed that someday I will also

An educational alternative to Pokemon Go

FOLLOWING the tremendous success of Pokemon Go, a Belgian company has invented an ingenious but educational similar game. The online game lets players search for books instead of cartoon monsters, attracting tens of thousands of players in weeks.

Just like Pokemon Go, players also use Android phones.

And it’s the players who are allowed to place books inside the game at real-time places.

They can also post pictures and hints about where they have hidden a book so that

others can hunt them down.

Once someone has finished reading a book or a short story perhaps, they release it back into the game so that other bookworms can hunt too.

Though it was only set up a few weeks ago, more than 40,000 people have been tracked as playing. Books are as varied as reading kits for toddlers to Stephen King horrors, placed around Belgian towns and countrysides where people drive around and search for them in the real-time world.

It’s like hunting Easter eggs actually although they are educational. That’s what we need in this world, innovative minds such as that Belgian startup.

Modern homo sapiens who is supposed to know better as sentient beings treat soils as dirt instead of as an endowment to sustain and nurture life.

Humans have degraded soils and alter their life-giving properties in the name of mass food production.

And blame is laid squarely at the foot of today’s dominant agricultural system that teaches farmers to focus on the chemical components instead of on soils’ biological components, all in the name of agricultural productivity.

And this “agricultural productivity” to feed the world’s ever-growing population is responsible for most of the world’s soil degradation.

Thus, to infuse life back into soils in order for soils to sustain life, organic farmers like Sayre, Cervantes and Rom treat with respect the ground beneath their feet, adding organic materials to it to “feed” and maintain the health of the biology of the soil because organic farmers know that it is the biological components of soils that aid plant growth and minimizes pressure from pests, weeds and diseases.

“Organic wastes are sources of naturally-processed minerals and nutrients readily absorbable by plants. Thus, it is important to add organic materials [to soils] because it feeds the micro-organisms responsible for breaking down biomass into simple forms readily absorbed by plant root systems,” Romo explained in an email.

He added: “Organic materials also create an enabling environment for gas (CO2-O2) exchanges to occur freely in the root zone at the same time loosens the soil so that ‘feeder roots’ can freely move around, thus fast apical and lateral growth of plants are expected. They also strengthen both functions of the root system: anchorage and absorption.”

Richard Stehouwer of the Department of Crop and Soil Science of the Penn State University’s College of Agricultural Sciences said that healthy organic soil is populated by millions of organisms, including different types of bacteria, fungi, yeasts and earthworms.

And these are the biological components of soils that organic matters “feed”.

According to the International Federations of Organic Agriculture Movements (IFOAM)—Organics International, “biological activity is a primary indicator of soil quality and health.

High-quality, fertile soils are living systems with an overall capacity to act as the foundation of a regenerative ecological system. The more that soil biological activity is encouraged, the greater

the potential it has for being productive.”

In short, “organic matters improve soil’s structure and overall fertility... If the soil is healthy so are the plants growing on it, and then animals feeding on plants become healthier too, then man utilizing farm productivity both plants and animals will then be healthy too,” Sayre said.

Cagayan river rose up in the middle of the night last December 16, 2011, flooding riverbanks, residential areas, and throwing people asleep into the open sea.

Cagayan River is a major inland body of water in Mindanao with headwaters coming from the Kalatungan and Kitanglad mountain ranges found in the central part of the province of Bukidnon.

Department of Environment and Natural Resources (DENR) Director Ruth M. Tawantawan for Northern Mindanao said the November 24 to 26 conference at Limketkai Luxe Hotel will focus mainly on the Cagayan riverbasin but will inject inputs from international experts on the latest technology and research in river basin governance and management of watersheds and coastal areas.

“We will build consensus that will address gaps in policy and programs implementation of the river basin management and expand avenues for greater cooperation in finding sustainable solutions for development and environmental stewardship,” Tawantawan said.

Tawantawan was quick to point out though that DENR will just act as secretariat in the convention because it is organized mainly by the non-government entity International River Foundation.

Originally founded in Brisbane in 2003, the International River Foundation has since moved its headquarters in the Philippines, assisting governments around the world in river basin management from the Danube River in Europe to the Mekong River in Southeast Asia and St. Johns River in the United States and many others.

Other issues to be discussed in the November summit this year will be resilience building in river management, integrating ecological services in policy and planning, biodiversity and ecosystem services and Philippine good practices in river management.

Citing the complexity of IT infrastructure, compliance requirements and the overall desire to protect business assets, it said companies are highly motivated to grow their security intelligence.

For a third of businesses, the improvement of security expertise is one of the top three drivers for additional investment in IT security.

The growing demand is not easy to meet due to a shortage of specialists and increasingly complex requirements.

The report quotes Kaspersky Lab’s security experts as saying that the need for security managers is even more substantial. On top of deep technical knowledge, managers’duties include communication with top management and overseeing the overall strategy – qualities that are especially important, and in fact, more appropriate, for large companies.

The report adds a final touch to the bigger picture of talent shortage with education challenges.

Higher education institutions recognise the need to revise their programmes, and at the same time acknowledge the challenge of embedding security-oriented thinking into a wide variety of IT courses.

Overall, 68.5 percent of companies expect an increase in the number of full-time security experts, with 18.9 percent expecting a significant increase in headcount.

Higher education is an important part of fulfilling such a demand, but this is also a call for a change within the security industry itself.

Another solution is to adapt R&D efforts towards the effective sharing of intelligence with corporate customers in the form of threat data feeds, security training and services.
