CAGAYAN DE ORO CITY -- The City Council committee on police, fire and public safety, on Monday expressed alarm over the prevalence of illegal gambling operations in Cagayan de Oro city.

During the City Council regular session presided over by Vice Mayor Raineir Joaquin V. Uy, Councilor Romeo V. Calizo said illegal gambling appears in many forms such as video karera, tulilong and poker, among others.

“But the one that is most complained by several sectors is the illegal swertres, which is being protected by no less than the people from the government,” the councilor reported.

According to councilor Calizo, based on his personal investigation, the reason why this form of gambling is well-patronized is that people can place their bet at a very minimal cost compared to other forms.

“Another reason is that betting can be done comfortably right in your place, that is, there is no need for you to go to an outlet because an “agent” of an organized illegal syndicate will do this for you. And if you’re lucky and win, then your price will likewise be handed to you right in your own home. Somehow, these are some of the comforts offered by swertres operators,” he said.

CAGAYAN DE ORO CITY – The city-owned JR Borja General Hospital may be the first medical facility in the country to provide remote consultations.

While certain charitable health organizations such as VSee conduct medical missions in remote areas through video conferencing or BPM companies providing telemedicine support, this will be the first time a medical facility pilots telemedicine in the country.

On the eve of the city hospital’s 53rd anniversary last Tuesday, JR Borja General Hospital debuted the project with a teleconferencing between Dr. Reagan Joseph Villanueva from Southern Philippines Medical Center in Davao City and a 29-year-old female schrizophenic at a holding room in the facility.

The exchange was witnessed by Mayor Oscar S. Moreno, city health officer Fe S. Bongcas, city social welfare officer Teodoro Sabuga-a and JR Borja General Hospital executive officer Ramon M. Nery.

Mr. Moreno said they are prioritizing psychiatric patients in the teleconsultation program so City Hall could get rid of vagrants roaming aimlessly in the urban thoroughfares of the city.

“These people come as far as Zamboanga and they

have been evicted by their own families. Our doors are open to them,” the mayor said. It can be recalled that in 2015, almost a hundred vagrants were rounded up in Cagayan de Oro City, shipped to Davao City and transferred custody to the mental facility there.

But another viable option would be teleconferencing, Mr. Moreno said.

Under this scheme, the psychiatrist (in this case Dr. Villanueva) would talk to the JR Borja mental ward nurses, recommend medicines and other interventions to the patient and ask for their periodic assessment of the patient.

Dr. Villanueva said there are only 700 practicing psychiatrists in the Philippines catering to almost a million schizophrenic patients.

“That is why this plan of the CDO LGU is commendable,” he said. Patients also interact with the psychiatrist using video conferencing so he could assess them directly and make additional recommendations to the hospital staff.

If the project becomes highly successful, Dr. Nery said JR Borja Hospital will introduce more remote tasks such as teledermatology or even teleradiology.

Momentarily, the city government is fasttracking the construction of a mental health facility so they could cater to more patients by the day.

This is definitely too harsh a language since there is soon a peace conference between the two countries. If we recall then Pres. Fidel Ramos went to Hongkong to meet with Chinese officials relative to the disputed seas. Of course our country won in the case as per judgement recently by the arbitration tribunal.

The problem is China is so stubborn to reject such decision and shows its muscle and strength declaring that it is not afraid with anyone even the United States of America. The communists even tagged the Philippines as the trouble maker in the region.

On the issue of possible invasion by China, of course there is no alternative left for the Filipinos but to defend our country no matter what, But I am against issuing provocative statement because if there is going to be war between our country and China, it is going to be bloody but sad to state it is going to be our blood. It is going to be a mismatch fight and I would say we must refrain before we meet the serious nightmare as probable aftermath

Think a minute…

A famous man said, “Words are the most powerful drug used by mankind.

Words are like nitroglycerine: they can blow up bridges—or heal hearts.”

It just depends on how you use them: as a weapon to hurt or a tool to help. Our tongue really does have the power of life and death.

Words have brought peace or war between nations; life and death to millions. Words can either make or break the reputations and careers of people. So an important secret to success is learning how to use our words well, to say the right thing at the right time in the right way.

Yet sometimes, the best statement we can make is our silence. It’s also a hard argument to beat. Occasionally, the only way to be heard is to be quiet.

Being attacked will surely make us strong and brave and willing to fight but who are we in the field of battle? Our military is not well equipped. We lack the expertise of war because we have not been exposed to it for so long. We cannot even win our war with the rebel how much more with China which is a great super power.

The communist China has missiles, submarines, fighter jets, nuclear bombs while we have nothing but “kwitis” and firecrackers which we explode during Christmas and new year. To make the story short I have doubts if we can last three days fighting with China.

For the moment, we should resort to diplomatic with China and avoid irritating a probable enemy that would only cause us irreparable damage and loss of lives and property. Let us not assume our right over the disputed islands that truly belong to us. We must study more our position and strengthen our military. I predicted many times before the Scarborough shoal is going to be a venue of a big between China and America. God forbids!

I have no doubt though that Duterte is winning in his battle against the use

of illegal drugs even if we produce more widows and orphans but fighting a giant is definitely a losing proposition. Of course, our treaty with the Americans is such that the latter will come to our side and fight with us should our country is attacked or invaded by a foreign country. But the thing is we need peace all the time just like any nation around the world. We do not have to go to war specially if we are aware we shall only be barbecued by the enemy.

Again on the war against drugs, the score as of today must be more than 2,000 Filipinos killed by now. I understand not all these killing were perpetuated by the police as vigilantes group and other criminals are utterly involved in a gang war. It is a case of dog eats dog now, people riding in tandem on motorcycle are having a feast of shooting people. What is even worse is many who surrendered were still visited by cops and shot right inside their homes before the horrified eyes of families and relatives.

Meet our outstanding teachers for 2016

Ma. Regaele A. Olarte has been teaching physics (Teacher I) at the Muntinlupa National High School for the last 11 years. What make her shine are her advocacies in and out of the classroom. In school, she champions inventiondriven instruction, which encourages creative thinking and problem-solving skills among her students. A budding inventor, she has designed classroom equipment using readily available materials. Working with DepEd, Ms. Olarte has authored K to 12 learner’s modules and teachers’ guides for Grades 9 and 10 nationwide. She has also served as a writer for national achievements tests in Physics. Outside school , she actively participates in outreach programs of her church and works with the DENR and the Earth Day Network Philippines as focal person for their carbon footprint mitigation campaign.

Winona Y. Diola is a Grade 5 science teacher at the De La Salle Zobel School in Ayala Alabang, Muntinlupa. In 2012, Ms. Diola spearheaded the adoption of Mobile Learning Devices as a learning tool in their school, mentoring other teachers in their use. As part of her class, she tasked her students to create landscape designs for the school garden and

Ms. Olarte and Ms. Diola are two of this year’s Metrobank Outstanding Teachers, composed of four (4) elementary, four (4) secondary and two (2) professors from the higher education level. They will be formally honored on September 5, 2016, the first week of National Teachers Month.

The awardees will receive gold medallions, trophies and cash prize amounting to P500,000 each.

Aniceto S obrep eña, president of Metrobank Foundation, said the annual award reflects the continuing commitment of the Metrobank group to improve

the quality of Philippine education by recognizing excellence in the teaching profession.

The other 2016 awardees are: Elementary Competition Rujealyn R. Cancino – English/Science Teacher (Master Teacher II) at Lingayen I Central School Ms. Cancino was recognized for creativity and innovation in engaging her students in the learning process. Ms. Cancino uses role-play to foster better understanding and application of science concepts in daily life. She has coached her students in the National Schools Press Conference and advises the school paper. She has written poems and stories in Pangasinense which are included in teacher’s guides in Pangasinan.

Ms. Obseñares is gifted with the ability to stimulate interest among students, integrating dance, literature and culture in lesson plans.

Organic certification subsidized Cagayan de Oro City – In its pursuit of boosting organic agriculture throughout the region, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) intensified its promotion on the provision of organic certification subsidy by the national government.

This was done before a crowd of about 30 farmers regionwide during the recently staged Technical Briefing on Organic and Good Agricultural Practices Certification (GAP), held in the city.

“Starting this year, the budgetary allotment will be coursed thru the region to assist farmers in the certification process,” revealed

by Samuel C. Natindim, focal person on organic agriculture (OA) of DARFO 10.

He explained that this is one of the measures of the agency in countering the high costs for organic certification among organic farming practitioners, as they would want to be certified as this translates in ensuring integrity of their produce, which largely forms part in enticing patrons.

The regulatory division of DA-RFO 10 recently spearheaded the conduct of a Technical Briefing on Organic and GAP Certification for farmers and processors regionwide, as securing such certifications provide assurance that a produce/product has complied with set standards; thereby ensuring quality and safe produce/product and paving greater market access.

Natindim added that individual and organized groups classified as micro, small and medium enterprise (MSME) engaged in food and input production and are compliant with relevant Philippine National Standards (PNS), can anytime signify their interest to apply for organic certification subsidy.

“Prior to the certification, DA-RFO 10 will first examine the documentary

requirements submitted by the applicant and from here, the agency will provide technical assistance to applicants by conducting a pre-assessment.

This will be undertaken by the regulatory and/or independent consultant to capably verify and evaluate the former’s level of compliance with relevant standards for OA,” he detailed.

Should an applicant be

deemed qualified, Natindim clarified that they will be inspected and certified by the organic certifying body (OCB) while also underscoring that DA-RF0 10 will process the payment of certification to either the Organic Certification Council of the Philippines (OCCP) or the Negros Island Organic Certification Services (NICERT), the only two accrediting bodies in the country that

certify organic farms.

“Certification cost covers application, certification, inspection and re-inspection fees and laboratory analysis, in which the amount to be subsidized will range from Php 50,000-70,000 for an individual applicant and Php 70,000-84,000 for a group, depending on the organic certifying body and the scope of certification being sought (crop/

animal production or processing),” he added.

Since organic certification subsidy is a tripartite effort between DA-RFO 10, the farmer and the OCB, the OA focal person further pointed out, that interested applicants should demonstrate their intent at the soonest time, and enjoy subsidies up to three organic certification cycles. # (JLOlson, DARFO 10)

4. How did Herbalife help you after the race?

After the race, I am in so much pain. My body needs to recover after I’ve lost so much energy. I took Herbalife 24 Rebuild Endurance as my body recovers. This worked for me in the past races, so I have kept this nutrition plan for Norseman.

5. Would you encourage other triathletes to take the same challenge?

Norseman Xtreme is not your typical Iron-distance race. It’s extreme and brutal. Maybe for experienced endurance athletes, who already have experienced several Iron-distance races under their belt (and are very used to racing in the cold). If you have raced a full Iron-distance, expect to finish anywhere between two to five hours + your PR. Definitely, it is not recommended for newbies, but with will, determination, proper preparation you can

also conquer the race. They need to have the proper nutrition their body needs for an endurance sports such as triathlon. It’s physical toughness that can only be provided by Herbalife products.

Remember to give the race the respect it so much deserves. My preparation for Norseman was truly demanding in terms of training, whether financially, physically and mentally. But all is good now, it was all worth it.

XU-GLI director among panelists at 2016 Int’l Conference on Urban Development

Xavier University’s Governance and Leadership Institute (GLI) director Dr. Dixon Q. Yasay served as a member of the panel at the recently-concluded 2016 International Conference on Urban Development organized by USAID through its Strengthening Urban Resilience for Growth with Equity (SURGE) Project in Pasay City.

Yasay’s talk on Promoting Innovation through Human Capital Development encouraged participants to put premium value on human resources as the “main drivers of sustainable growth and development of

the organization.”

The conference, according to SURGE Project acting chief David Grossman, was the country’s biggest international confab on urban development geared towards addressing the urbanization challenges of emerging secondary cities.

More than 1,200 experts, business leaders, changemakers in government, representatives from donor agencies, professional organizations, civil society groups, and students of urban development interacted with chief executive officers from different Philippine cities and representatives from international sister cities as well as thought

leaders from the United States of America, United Kingdom, India, Mexico, and the Netherlands.

USAID-SURGE, a fiveyear US$47-million project, aims to foster the development conditions for broadbased, inclusive, and resilient economic growth for a critical mass of cities and surrounding areas outside Metro Manila, Cebu, and Davao.

settled thru postal money orders sent via registered mail to 848 accounts of depositors with balances of PHP100,000 and below where filing of claims was waived by PDIC. As of July 22, 2016, PDIC has yet to receive deposit insurance claims for PHP1.7 million covering 85 accounts. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the said bank is on July 9, 2018. After said date, PDIC shall no longer accept any deposit insurance claim.

When filing deposit insurance claims at the PDIC

Public Assistance Center, depositors are advised to present an original evidence of deposit and two (2) valid photo-bearing IDs with signature. When filing claims through mail, the same set of documents, including a duly accomplished Claim Form, must be enclosed.

The Claim Form may be downloaded for free from the PDIC website, www. pdic.gov.ph.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an

additional requirement, with the Claim Form signed by the parent. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney. In the case of a minor depositor, the Special Power of Attorney must be executed by the parent. The format of the Special Power of Attorney may be downloaded from the PDIC website.

In addition, all depositors who have outstanding loans or payables to the bank have to coordinate with the duly authorized PDIC loans officer prior to the settlement of their deposit insurance claims.

The procedures and requirements for filing deposit insurance claims are likewise posted in the PDIC website.
