DTI directs investment to agri-based sectors and marginalized areas

CAGAYAN DE ORO CITY -- The Department of Trade and Industry wants to direct investments to geographical priorities such as Mindanao, among agribased sectors, where most of the people derived their income, and in areas where migration is highest and poverty has been persistent in support to the 10-point socioeconomic agenda of Pres. Rodrigo R. Duterte.

Trade Undersecretary for Regional Operations Zenaida Cuison-Maglaya, in her speech during the “Negosyo, Konsyumer at iba pa” (NKATBP), or the “One DTI Services” caravan in Cagayan de Oro cited the efforts of northern Mindanao in creating the logistical support and taking care of the economic environment in the region.

GINGOOG CITY -- With the advent of economic innovations of the Department of Trade and Industry (DTI), the city government of Gingoog is spurring local economic potential by coaching small and medium entrepreneurs who venture to various start-up investments in the city.

China, Japan firms interested to construct the Mindanao Railway System --NEDA

DAVAO CITY -- China and Japan construction corporations are interested to implement the 2,000-kilometer Mindanao Railway System which is proposed to start from Davao to the eastern part of Mindanao.

But more than Japan, Socioeconomic Planning Secretary and National Economic and Development Authority (NEDA) Director General Ernesto Pernia said China is more aggressive in doing the project that could start next year.

“Probably, both can do the project but I do not know how we get them together,” Pernia said. There are also reports that South Korea has also offered to do the project.

The administration of President Rodrigo R. Duterte wants to start the construction of the railway system under his term.

Pernia said the project will be done by segments starting from Davao to the eastern part of Mindanao toward Cagayan de Oro City. It will go beyond the six-year term of President Duterte.

The Mindanao Railway System is one of the major infrastructure development projects of the administration over the next six years.

Aside from the Mindanao railway, President Duterte plans to build the ManilaNueva Vizcaya, Manila-Sorsogon, and Manila-Batangas line. He wants the projects owned by the government

given the contentious procedures of the projects under the Public-Private Partnership (PPP) program.

As to funding for the project, Pernia said, “The money is not really a major consideration, because there are so many investors interested.” He mentioned partnership of local and foreign investors and the Official Development Assistance (ODA), a loan or a grant administered with the objective of promoting sustainable social and economic development and welfare of the country.

ODA resources must be contracted with governments of foreign countries with whom the Philippines has diplomatic, trade relations or bilateral agreements or which are members of the United Nations, their agencies and international or multilateral lending institutions.

NEDA-XI Regional Director Ma. Lourdes Lim said the feasibility study (FS) of the railway system will be completed within the month.

“It is almost complete and the FS is being done by a team where NEDA commissioned ten consultants to handle the work,” she said.

Once the FS is completed, she said it will be reviewed with further recommendations by the NEDA Board and to be submitted to the Inter-Agency Cabinet Cluster.

Lim said the system is to provide access for fast movement in transporting cargoes in the island of

Mindanao.

Under the initial proposal, Lim said the railway system would traverse towards the outer coastal areas of Mindanao but it was redesigned in consideration of the project cost.

Last Wednesday, Senator Richard Gordon filed a Senate bill aimed at creating the Mindanao Railway Corporation, an agency that would be authorized to establish and maintain an efficient railway system.

Gordon backed the establishment of a railway system in Mindanao to spur economic growth and development in the second largest island in the country.

“Mindanao is known as the Land of Promise, yet until the present, the State has failed to maximize the potential of the island to contribute to regional and national economic development. It is essential to facilitate transportation for both people and goods to spur economic growth and development in Mindanao,” he pointed out.

Gordon said the creation of the Mindanao Railway Corporation is a crucial step in the government’s efforts to fully harness the natural and human resources of Mindanao for the benefit of the island’s inhabitants and the Filipino people as a whole.

DTI unveils food innovation hub

In its effort to catapult local micro, small and medium enterprises (MSMEs) into the global market, the Department of Trade and Industry (DTI) through its Philippine Trade Training Center (PTTC), launched an innovation hub specifically catering to the processed food sector on August 10, 2016.

The Food Connection Innovation hub is in collaboration with the Department of Science and Technology, Food Innovation Center (DOST-FIC).

“With the growing opportunities in the food sector and the anticipation of the huge market demand for innovative food products in the ASEAN Economic Community (AEC) integration, we would like to provide areas of assistance for our entrepreneurs specifically those processed food MSMEs,” said PTTC Executive Director Nestor Palabyab during the soft launch of the Food Con-

The hub will specifically house facilities that will equip food entrepreneurs in meeting technical requirements of the export market such as the Hazard

Analysis and Critical Control Points (HACCP) and other safety and quality certifications. Food laboratory testing equipment such as metal detector, water activity meter and

pH meter, are all aimed to be available during the hub’s full operation.

Consultancy services on safe quality management, production, marketing and management will also be

offered to enterprises that will be assisted by the hub.

Other existing facilities at the PTTC such as seminar rooms, exhibit halls and meeting rooms will also be accessible.

Included in the latest Philippine Export Development Plan (PEDP), processed food sector is positioned to create demand in the growing market abroad especially with the rise of healthy food products, and Halal-certified products in non-Muslim regions.

The Fo o d C onne c tion Innovation Hub will be housed with ASEAN trade experts, export marketing trainers and experts, and other trade experts that will cater to the needs of the hub’s clients.

Through the food connection innovation hub, DTI-PTTC also expects to promote networking among key players and venture capitalists in the sector to establish collaboration and develop viable

business strategies.

According to Philippine Exports Confederation Inc (PHILEXPORT), there are about 500 processed food MSMEs that are currently registered as their members. These enterprises are expected to benefit in different trade assistance that the hub will provide to further their export products in penetrating the global market.

In 2014, Philippine Statistics Agency (PSA) reported that there are a total of 127,518 established MSMEs in the food and accommodation sector. These numbers are expected to grow as the Philippines prepares for the full integration of the ASEAN Economic Community.

Philippine Trade Training Center is the DTI’s training arm which promotes capacity building and mentoring among entrepreneurs especially those in the exporting industry.

cannot be expected in an IT world of perpetual change. Configuration errors and oversights have and will continue to occur. Similarly, end users will have lapses in judgement (e.g., clicking on an untrusted link).

This means re-do and recovery will continue to be a routine part of security professionals’ activities.

In the face of the cyber security manpower shortage, the industry has made some stop-gap efforts to deal with the issue.

Various organizations are developing machine learning and automation technologies that try to substitute human beings in analytical work.

There are also attempts to create artificial intelligence to discover and respond to security threats.

In addition, I expect

the industry to continue focusing development efforts on technologies that can let businesses deploy security with minimal manpower. Such technologies include cloud-based security platforms that can help resource-lean SMBs manage or increase visibility, as well as security solutions that can be managed remotely by mobile devices.

Commendable as these efforts are, they are no replacement for the flesh and blood of real IT personnel.

Intelligent cybersecurity technologies can only take the place of human decision making as an initial filter (take a look at what trading algorithms have done to the modern stock market)-at the end of the day both artificial intelligence and human operators need to work together. Without the human element, larger and larger swaths of the world will suffer from poorly implemented cyber security-security tasks will be suboptimally done, leading to greater vulnerabilities in cyber defences and inefficiently run security departments.

On the security technology provider front, we can expect to see more consolidation in the near term. A dearth of security practitioners will make it hard for small vendors to both

develop their technology and expand headcount, putting pressure on them to merge with larger solution providers.

To successfully groom cyber security talent, all stakeholders in the industry must come together – not just technology providers, but governments, regulators, educational institutions, services providers and end-users. There must be more concerted setting of the security education agenda, curriculum development and knowledge transfer, funding and internship programs. Fortinet has taken a lead in some of these areas, and would encourage other industry stakeholders to do the same.

For young aspiring cyber security professionals, it will be immensely helpful if you could reach out to the industry to signal your interest.

And if you aren’t sure you will make a good cyber sleuth? Just ask yourself a few questions.

were informed that its arrival is on schedule, barring weather-related problems along the way,” he told PNA. Te said the Consulate General in Manado earlier processed the repatriation of the fishermen after being notified of their release from detention by the Indonesian government.

He said the Consulate immediately verified the citizenship of the fishermen, who are mostly undocumented or did not carry passports and other official travel documents, as the Philippine Constitution mandates that it can only repatriate or bring home Filipino citizens.

The official said they facilitated the verification process by sending the birth certificates and other legal identification documents of the fishermen.

Based on the identification documents that they sent, he said nearly 90 percent of the repatriates are from this city and nearby Sarangani Province.

He said these are mainly crew members of fishing boats owned by companies based in the city that were caught illegally fishing in Indonesia’s territorial waters and were later charged with illegal entry and fishing violations.

Since January, DFA records showed that a total of 229 fishermen who were jailed in Indonesia have already returned home.

Some 136 fishermen were repatriated in February and 93 more in May through the efforts of the Consulate General in Manado and assistance from Loma and the Philippine Navy.

As of Monday, Te said around 300 fishermen from parts of Mindanao are still languishing in various jails in Indonesia.

“The DFA, through the Consulate General, has been working with the Indonesian government for the release of these fishermen,” he said.

He said they have been closely coordinating with fishing companies here to prevent incursions in Indonesia’s fishing grounds.

The official said they were able to get commitments from fishing companies and vessel owners for the proper monitoring of their fishing operations.

“From Aug. 1 to 19, there were no reported apprehensions by Indonesia so I think our efforts are gaining ground,” he added.(PNA)

In terms of market access, Maglaya said that the market for Philippine goods is expanding by virtue of our trade agreements across different countries and regions; while for the small entrepreneurs, they can expand their market access by mainstreaming their products in the local market.

Meanwhile, he also commended DTI for implementing its Shared Service Facility (SSF) program, which enabled small cooperatives, associations and even local government units to use modern equipment that meet market standards.

The challenge however is how to properly maintain these machines to maximize their operational capacity, she said as Maglaya shared the sixth M. The last M, she said, is models, which budding entrepreneurs can adapt and innovate.

COTABATO CITY -- Disaster officials and rescuers remained on alert in the Autonomous Region in Muslim Mindanao (ARMM) as the region continue to experience dark cloudy skies with occasional light to moderate rains with thunderstorms, officials said.

The military also remained on alert and closely monitoring the water level of Liguasan marshland as well as all tributaries connected to it in the provinces of North Cotabato, Maguindanao, Sultan Kudarat and South Cotabato.

Myrna Angot, director for Office of Civil Defense (OCD-ARMM), said all disaster workers across the region, especially in the island provinces of Basilan, Sulu and Tawi-Tawi (also known as BaSulTa) have been alerted.

Municipal and barangay disaster risk reduction and management councils have been monitoring since Friday the coast line villages of BaSulTa. Disaster officials believed the front liners in disaster works are well prepared and equipped with necessary knowledge since many of them underwent disaster training in July, the disaster month celebration.

The Office of Regional Gov. Mujiv Hataman also directed the Philippine National Police to prepare its manpower and resources for quick reactions amid three days of on and off rains in the region.

In Maguindanao, local government units of 18 towns around the Maguindanao marshland have placed its personnel on alert status for possible flash floods.

200 more jailed fishers in Indonesia repatriated GENERAL SANTOS CITY -- Around 200 fishermen from this city and other parts of Mindanao who were jailed in Indonesia due to illegal fishing and immigration violations have been repatriated by the Philippine Consulate General in Manado.

Daniel Te, head of the Department of Foreign Affairs (DFA) Regional Consular Office-12 here, said the fishermen are expected

to arrive here on Thursday, Aug. 25, from Bitung in North Sulawesi, Indonesia through a vessel owned

by Filipino businessman Voltaire Loma.

He said Loma, who is based in Bitung, volunteered to bring home the fishermen, most of whom have already completed their sentences.

PNP-12 under heightened alert after killing of 3 alleged ISIS sympathizers GENERAL SANTOS CITY -- The Police Regional Office (PRO)-12 has raised the security alert in some parts of the region in the wake of the killing on Saturday of three alleged sympathizers of the Islamic State of Iraq and Syria (ISIS) in an encounter in Maasim town in Sarangani Province.

Supt. Romeo Galgo Jr., PRO-12 public information officer, said Monday all police units in the region are currently under heightened alert as they move to avert possible retaliatory attacks from local armed

group Ansar Al-Khilafah Philippines.

The slain suspects have been tagged as members of the group, which had pledged support to the ISIS. He appealed to the public to be vigilant and immediately report to authorities any suspicious activity that they might encounter.

“We are currently under heightened alert and our intensified operations against the group are ongoing,” Galgo said.

The three suspects were killed in a clash with operatives from the police Special

Action Force at around 5 p.m. last Saturday at a portion of Sitio Upper Lebe, Barangay Daliao in Maasim.

They were identified as Abu Sabana of Barangay Daliao in Maasim; Jomar Harid of Colong Colong in Palimbang, Sultan Kudarat; and, Arthur Tagum of Lumatil in Maasim.

Recovered at the site were a carbine rifle, an M-79 grenade launcher, a rifle scope, a black flag bearing an ISIS logo and an empty shell of an M-203 rifle grenade.

Galgo said two of the slain suspects -- Harid and

Tagum -- were allegedly involved in the grenade attack near the municipal police station of Maasim last June 20 that killed a policeman and injured five others.

The police official said they have expanded their manhunt operations against the other members and leaders of the Ansar Al-Khilafah, especially its alleged founder Mohammad Jaafar S. Maguid alias “Tokboy.”

But he said police teams have been monitoring the movements of Maguid, who is facing murder and multiple murder charges over

a string of terror attacks in the area in past years.

He said the group is highly mobile and had been constantly moving from one place to another in portions of Sarangani and Sultan Kudarat provinces.

In late April, two suspected members of the group were killed in an encounter in an outskirt village in Palimbang, Sultan Kudarat.

“Rest assured that there will be no let-up in our operations until we effectively dismantle this group,” Galgo added.(PNA)
