Duterte threatens breakup with UN

DAVAO City--President Rodrigo Duterte threatened to leave the United Nations (UN) amid its criticisms on the current administration’s campaign against illegal drugs that allegedly shot up the cases of extrajudicial killings. He told an early morning press conference at the Malacañang of the South at the Department of Public Works and Highways (DPWH) 11 in Panacan that he might just decide to part ways with the UN and invite China and African countries to form a new organization. “So the next time you issue it, I do not want to insult you. But maybe we’ll just have to decide to separate from the United Nations,” Duterte said. THE Malacanang clarified on Monday that the Philippines is not separating from the United Nations (UN), saying President Rodrigo Duterte was just basically reiterating the national sovereignty when he threatened to pull the country out of the UN.

“We are not decoupling. I said, it was a statement that he simply stating the fact that the Philippines is a sovereign nation,” Presidential Spokesman Ernesto Abella explained in a press briefing. In a press conference early Sunday in Davao City, President Duterte See clarifies, page A6

Reds to release 5 cops in Surigao

SURIGAO City--The New People’s Army will release this week five police officers held captive in the two Surigao provinces as a gesture of goodwill for the ongoing peace talks between the government and the National Democratic Front of the Philippines. “The release of the 5 POW is in response to the appeal of the 5 POW’s families with the facilitation of religious members of the different churches in the two provinces,” Jorge “Ka Oris” Madlos, NDFP spokesperson for Mindanao said in a statement sent to MindaNews on Sunday “Their release signifies the revolutionary movement’s serious intent in pursuing peace talks between the NDFP and the GPH and

SENATOR Alan Cayetano on Monday urged the media to be fair in reporting news related to extrajudicial killings, suggesting that the term may have been used ‘loosely.’ During his privilege speech during the Senate probe into extrajudicial killings, Cayetano, a staunch supporter of President Rodrigo Duterte, raised the possibility that the press could be discrediting the administration’s efforts to intensify its anti-narcotics campaign. “Are we using the term ‘extrajudicial killings’ loosely to discredit the PNP (Philippine National Police) and the Duterte administration? COTABATO City--North Cotabato Gov. Emmylou Mendoza on Monday lauded a couple farmer after they were awarded Enterpreneur of the Year because of advocating organic farming. Butuan’s 7th most wanted person falls in Agusan Sur BUTUAN City--The 7th most wanted person of Bayugan City, Agusan del Sur fell in a joint police operation implementing a tracking system of persons wanted by the law dubbed as “Manhunt Charlie” during the weekend. A report from Agusan del Sur Police Provincial Office reaching the regional headquarters here on Sunday identified the arrested suspect as Roxete Palis, 25, who faces robbery charges. Joint operatives of the Bayugan City police and the Agusan del Sur provincial police pounced on Palis at about 12:55 p.m. Saturday at Brgy. Maygatasan, Bayugan City. Police Regional Office 13 Director Chief Supt. Rolando B. Felix, said Palis was detained at the Bayugan City Police lock up cell. South Cotabato to construct drug treatment, rehab facility worth P1.9m

GENERAL Santos City--The provincial government of South Cotabato has allocated an initial PHP1.9 million for the establishment of a drug treatment and rehabilitation in the area. Board member Agustin Dema-ala, action officer of the Provincial Anti-Drug Abuse Council (PADAC), said Monday the move is part of the local government’s interventions for the nearly 8,000 drug users and pushers who have surfaced in parts of the province in the last two months. He said the funds will

be drawn from a proposed supplemental budget requested by the PADAC to the provincial government. “We need to fast track the establishment of this facility so we properly attend to these surfacing personalities, especially the drug users,” he said. Dema-ala said they are planning to utilize the available space within the Upper Valley Community Hospital in Surallah town for the construction of a “barrackstype” drug rehabilitation facility. One of the best aids in teaching the 21st century pupils nowadays is the use of multimedia. Multimedia strongly captures and sustains children’s enthusiasm and engagement in class. Integrating multimedia in the classroom, pupils can learn to accept and express ideas creatively. Film-viewing as one of the forms of it, encourages pupils and enhances classroom experiences. In Mantaboo E/S, one of the common problems that bring the pupils’ academic performance down is absenteeism. Absenteeism may lead pupils to academic failure and dropping out of school. Some

pupils in Mantaboo tend to assist their parents during harvest and selling of their crops which takes weeks or even months. And because of the urgent need of money, the grown-up pupils would apply to local farms and get paid in a daily basis. Others engage in early marriage. These are the primary causes why pupils are frequently absent, get behind in classes and eventually drop from school. Attendance is an important factor in school success. In order to minimize the absenteeism of the pupils, and to increase their interest as well, the Mantaboo teachers made actions and several interventions like film-viewing through the use of teacher’s laptop. there is no electricity in the area, the teachers make sure that their laptops are fully charged at home so that it can be used during class activities for the week. However, movies and other short clips/presentations are carefully selected by the teachers to attain its congruency to the lessons and competencies set by DepEd. Almost a year now, children in Mantaboo E/S have become motivated and excited to go to school every day because of filmviewing. Positive performances were shown by the pupils. The teachers passionately continue to do research and look for more effective strategies to minimize pupils’ absenteeism and encourage every child to go to school where fun and learning never stops.

Intensified NGCP safety campaign lessens electrocution cases, engages civilians ILIGAN CITY -- With an improved line safety campaign focusing on public engagement and a new media approach, National Grid Corp. of the Philippines (NGCP) is registering a decrease in electrocution incidents involving power transmission facilities across the country. THERE are many various modules for the K to 12 program starting in kindergarten up to the twelfth grade but mostly focusing on the two last grade levels because they are specialized. There are so many of them that entrepreneurs are cashing in on the implementation of Senior High in the Philippines which started just this year. Even other government agencies have joined in the trend. DOST has made modules for as young as first graders. In mathematics, first graders for example are being taught on how objects are classified. Now remember that these are merely supplementary materials and they are not the ones necessarily followed by DepEd. But parents can download these materials for free

from the DOST website where they can tutor their kids at home to enhance their learnings. For eighth graders, students are being introduced to parts and functions, ecosystems, heredity, structures and functions, biodiversity and evolution. And then there is a theme park business which has created an educational module for basic education students. One theme park firm features a technovocational track of the K to 12 program in the field of engineering (semiconductor, SMT, PCB assembly and electronics, mechanic and automotive, airconditioning, information technology (robotics), solar energy and renewable resources, weather forecasting (climate education) and disaster awareness and preparedness. The process here is for visiting students in their amusement rides to have hands-on experience.

While the campaign resulted in a decrease of electrocution incidents, NGCP noted the increase of transmission line and tower parts pilferage since 2014. In 2015 alone, 13 incidents of stolen parts from transmission lines, substations, and other related facilities were reported to NGCP. Five cases have been reported from January to May 2016. he is more interested in ODIC than the regular treatment center, which, he added, would only physically detoxify an addict but not really help address the person’s attitude. “Rehabilitation centers are only therapeutic community but the ODIC would address more on really changing the behavior of a reformed SAD victim,” Plaza said. “I’m not ashamed of (being a former drug addict) because I reformed and went on to become governor of this province. I don’t want to be judgmental and condemn everyone,” Plaza said. Setting up an ODIC was a “long cherished dream” that has been always restrained by the lack of local expertise until he crossed path a few years back with Chua. “He’s like manna from heaven” was how the gover-

nor described Chua after he finally agreed to work with him in vigorously pushing an alternative drug rehabilitation platform in the province. The ODIC will use the 12-step addiction recovery program developed by Narcotics Anonymous, which, Chua said, would be more effective in reforming---through different counseling methods---drug dependents. The method is being used in several developed countries, including the US and Australia. Chua, who hails from the interior town of San Luis, has been going around the province to talk to those who had surrendered and see if they are fit to be in the ODIC. Based on a study conducted by the center in San Francisco town, only six drug users there were at a “severe” risk” stage while 45 were at “moderate” risk.

Government planners ought to look at the drug menace not simply from the angle of criminality but from a perspective that the drug menace is a complex socio-economic, health or disease and felony problem that needs to be addressed holistically. Corresponding programs thus have to be developed in the direction, like training and creation of wholesome livelihood opportunities, family and community-based drug education and prevention and ‘feel good” projects and activities, among others. To win the war the government cannot do it alone. It must not alienate but secure the cooperation and support of the family, community, church, and other sectors of society. To have this, the government has always to consider and give due respect to the sanctity and dignity of human life which everybody values after all and remember that the ultimate aim of the struggle is to improve the quality of the Filipino life. Hence law enforcers need to uphold the law, due process and the rules of engagement at all times. Consequently, the fight against crime and criminality and gross corruption, if it is to have any effect at all, must look into what the top official did, or did not do, during his term. -oooBUT NO INTEREST IN SPIRITUAL REVIVAL OF FILIPINOS? For too long a time, Filipinos talked about the involvement of high government officials in crime and criminality, including corruption, only in bated breath and in whispered tones. Even when there is a clear evidence of the officials’ involvement in wrongdoing, no one would dare come out in the open, for fear of reprisal and vindictive attacks. This has given rise to boldness and audacity in the commission of graft and corruption in its many forms. Since no official gets punished for stealing government money, or allowing shabu laboratories to operate with impunity or criminals to commit even the most despicable of crimes, many are encouraged to go on with their nefarious activities as government officials. One way of stopping this is exposing them and, if the evidence warrants, prosecuting the guilty ones via a litigious and cumbersome court trial. Another way could be the mounting of a campaign to re-introduce spirituality among Filipinos, to lead them back to righteous living with full commitment to love God and their fellow Filipinos, but no one in the Duterte government seems interested in doing this! On days when Joshua was so sick he could not go to school, his grandmother told him: “Josh, just be thankful that you’re home and not in the hospital.” Recently Joshua had another heart surgery, but this time the strong medicine made him so sick he almost died. Joshua’s grandmother telephoned him in the hospital to very kindly and gently say: “Josh, I love you and I’m praying for you. Be thankful you’re not in a coma.” You know that grandmother is right? No matter how bad our problems are, they could always be much worse. When’s the last time you counted all the good things you have: whether it’s your family, friends, food to eat, clothes to wear, a roof over your head? Duterte said that the UN must observe proper protocol by sending its representative to personally talk to him before the international organization issued a statement hitting him for the rising cases of extrajudicial killings when he assumed post on June 30. “You observe protocol because if you do that directly you are addressing yourself to me. Remember that I am – I do not like to say it because I wanted to be called Mayor still – I am the President of the sovereign,” he told. Duterte, who is known for his scathing words, was apparently irked with UN special rapporteurs Agnes Callamard and Dainius Puras’ pronouncements, and said, “ you have fallen short of the protocol for respect and you want me to respect you? You must be s**t. Do not criticize immediately.” He told the American UN representatives “bastos ka (you are rude)” and went on to say they could even do anything about the killings happening within their country. “Tell this American, show your respect first. Because sabihin ko, why are you Americans killing the black people there, shooting them down, when they are already on the ground? Answer that question, even if it is one, two, or three, it’s still human rights violations,” he said. Unfazed with UN’s call to end extrajudicial killings, the President said he is willing to meet with these the UN representatives to disprove their accusations. “Okay, you guys, you law expert of the United Nations, come here, come here and face me and make the accusations and I will show you the statistics and I will hold your finger and teach you how to count,” he said. Duterte told the UN to also look at the efforts of the government in protecting its people and not only the increasing number of criminals who were reportedly killed after resisting arrest. But the President said even the authorities could sometimes be killed in pursuing their fight against illegal drugs. “The other day I lost two soldiers who where assisting the police. This time it is the police, a day after. We lose about two policemen a day in connection with the drug campaign,” he said. Duterte said that he assumes full responsibility for the police drug operations that resulted to bloody com-

I was born in this universe to suppress evil. I was not raised by my parents, I did not go to Roman Catholic schools and Ateneo and San Beda and talk how to protect the evil doers. I grew up and (was) taught by my parents to be on the side of fairness, to protect the good, and to take care of your country,” he said. He said that the drug menace is not just “epidemic but pandemic.” “So what am I supposed to do as a President?
