Cagayanons, pols interpret FOI on varied perspectives

CAGAYAN de Oro City-Public officials and ordinary residents in this seaport capital of 700,000 people have varied interpretation of the Freedom of Information (FOI) signed by President Rodrigo Duterte.

Lawyer Leon Gan has expressed the apprehension on the implementing effectiveness of the FOI as far as the local government units (LGUs) are concerned.

“In the absence of the implementing policy, there is now a question on whether the Executive Order issued by the city executive could override the FOI,” Gan said.

Gan, a member of the City Council here, cited the Executive Order signed by City Mayor Oscar Moreno, which prevents the city’s department heads to release information to the City Council or to any person of interest.

The two entered the 4ID camp at around 8:15 a.m. on July 29 on board a white Toyota Vios taxicab with temporary plate number “YP 6770” and body signage “RS TAXI” operated by a certain SN Macaalin.

The MP personnel asked for Valmoria’s driver’s license but found out that it was already expired.

The MP then asked the two to proceed at the MP Company Information Desk that is about 50 meters away from the main gate.

While they are about to park in front of a terminal shed beside the Information Desk, a 24-year-old lady saw the driver throwing something at the back of

the terminal.

The girl immediately called the attention of the Laure about the thrown objects and they found two sachets of suspected shabu and a brown pocket wallet.

Laure immediately arrested Valmoria and Gudilusao and were later on turned over to the Criminal Investigation and Detection Group, Region 10 (CIDG10), which also stationed inside the Camp Evangelista.

The suspects claimed that they bought the shabu from a certain Arnel (not his real name), who is now the subject for manhunt operation.

personnel and informed the public about the role of the Armed Forces of the Philippines as far as support to law enforcement operations of the Philippine National Police (PNP) is concerned.

Provincial journos welcome EO on FOI Monday, August 1, 2016

COTABATO City––The issuance of Executive Order (EO) on Freedom of Information (FOI) gave some hopes to Filipino people that the Duterte government is open to public scrutiny, a random survey among journalists here showed.

“The FOI will empower anyone and any taxpaying Filipinos the opportunity to know how the government spend public funds,” journalist Roel Osano of DXOM-AM Radyo Bida today said.

Osano said as provincial journalists like him, getting information from regional government agencies was quiet difficult but with the FOI now in effect and with the Duterte administration’s determination to put a stop to corruption, the right to information of the public was given importance.

While every Filipino has the right to know how his or her taxes are spent by the government, without the FOI law, every Juan dela Cruz is deprived of necessary information, according to Valentina Sumulong, a radio journalist in Isulan, Sultan Kudarat.

She said at first she thought of the then Presidential candidate Rody Duterte’s campaign promise of clean government was a mere political gimmick like previous presidential hopefuls in the past.

However, Mark Jamillo, another radio journalist in South Cotabato believed an implementing rules and regulations of the FOI should come out soon to determine what to do if the request for information from a particular office is not granted within 15 days as provided for by EO on FOI. “I am working for radio so 15 days for the government to respond to requests may be too long, radio is urgent,” he said, citing for instance a request for statement of assets and liabilities and net worth of a particular local official.

“For investigative report, it can wait but for radio, 15 days may be too long,” he added.

Jamillo said the IRR would give journalists an idea when he or she would have the information needed for his or her report.

convinced the FOI will do more good to the Filipino people since journalists in the Philippines have been clamoring for it for more than 20 years.

“They must have valid reasons why journalists demand for it despite Philippines being one countries in Asia with freest press,” Ferrer said.

How to humanize people THERE were two anecdotes recently that remind me the way how to humanize people. The first anecdote is the struggle of an Indonesian-foreign worker in America, after being trapped in a human trafficking. She is Imatul Maisaroh, from a remote village, Gondanglegi, Malang, East Java, Indonesia. She has been speculating her life in America.

trying to escape from the trap of human trafficking after years and finally she succeeded. It was a really huge energy she spent not only physically but also mentally. However, at the end, she is now the hero and was recently given a chance speaking in front of the privileged senators in a Democrat Party convention, as reported by VOA (Voice of America). She is one of the survivors in human trafficking practice.

The second anecdote

and history. They really are terrific in business.

Because of their lifestyles, they rise anywhere around the world. Population wise, the Chinese is number one the reason why its government has, once upon a time, embarked on the reduction of childbirth.

What surprised me a lot is their habit of drinking tea from morning till they go to bed. I have a lot of Chinese friends and they all offered me a cup of tea whenever I see them. I read in the news one time that tea is good for the heart.

This must be the reason why the Chinese are slim.

In my part, I don’t like so much the taste and always I prefer coffee or chocolate for breakfast.

In the early days of friendship between the two countries, the Chinese covers the people of Taiwan, Formosa and mainland China. Communism then

was practically unheard to us. We were so familiar of the practices of a democratic form of government which honor freedom of religion. We always stand straight to our belief in the Almighty God or such thing as religious intolerance.

Churches of all sorts have sprouted in our midst and we respect them after all they worship the same God as we do. In our society, a person can believe trees or animals as their God and nobody would bother them.

Certainly, Christian doctrine and communism are millions of miles away but this difference does not, in anyway, disturb much less affect good relationship. They never collided even for a moment and if they ever do, it should be for other reasons. Friendship tainted with business concerns continues and ending is nowhere in in the horizon.

Being lost in thought

VERY often - sometimes too often! - the thought is back! If we wake up in the morning (or even many times in the middle of the night), the thought is back. Sometimes, the thought will not let us sleep.

The “act of thinking”. the “reflection”, the “opinion” or the “serious consideration”, no matter, how we describe it - our memory and conscience is always with us as a permanent companion.

We brood over unsettled problem. Sometimes we bear unfair treatments, arrogance, ignorance, incompetent know-it-allbetters, and unbearable oddballs, who inexorable love to make our life a hell while living themselves a disorderly life.

We would not like to be distracted, but we’re toying with some good ideas how we could throw overboard

all that “human garbage”.

What will come next is a matter of conjecture.

Of course, I’ve got my ideas, but I’m not a mind reader. Too many trains of thought make us thoughtless and absent-minded especially in difficult and important daily life situations.

Does waiting and/or sleeping solve our problems? Or is it just again in time? Our life’s central idea should not be, that while waiting, time solves all our problems. Thoughts should intensify, condense and deepen plans follow by actions.

It’s good and helpful to carry thoughts in us all the time. Incomprehensible, or better unfinished and un-matured thoughts, no matter whether positive or negative, should be slept on, before tiredness outstrips us with supersonic speed.

Sometimes we feel that our thoughts and ideas can’t be fulfilled with life. Where the heart is willing, it will find a thousand ways; but where the heart is weak, it will find a thousands excuses. If doubts begin to take roots, we should rouse from pink-tinted idealism or wear down and annihilate nightmares and erase and wipe out such thoughts and ideas.

If our thoughts are good and have the chance to be fulfilled in action, especially if “the other side” is prepared and willing to step on to such a bridge of life, we might get a support and words of encouragement.

And, if not? No action?

Maybe it is God’s will to keep and protect us from a careless, rash, disadvantageous and uneasy action.

From the two anecdotes above, there is a reminder for all the leaders in a country and a director or manager in a company. For the leaders in any country, they should learn from the story of Imatul Maisaroh, the victim of human trafficking. She is from a remote village with the poor family, working abroad to earn a living. From this lesson learned, any leader in any country should pay attention to their people working in other countries.

They should guarantee the workers by signing an MoU with the country where their people are working, for the citizens’ safety.

For a company, the treatment towards the staff from the lowest level to the top one should be human.

Treating the subordinates humanly is more important than only giving a high pay. It is more important to humanize people than making them a machine without any consideration of their dignity.

Both the two anecdotes can be a good lesson learned.

All the leaders in any country should protect their citizens. The leaders should take care of their people anywhere any time and that is how to humanize other people. The company with the leader taking care of their staff humanly can increase the productivity.

People can work hard and be more productive when they work happily.

MORE than 300 Philippine councilors, battle-tired after the last May election, practically went unwinding and relaxing themselves in premier hotel by the sea in Davao City while earning educational units as they took part in a seminar under a ladderized curriculum offered by their own national training organization.

Councilors from different parts of the country took part in three-day lecturediscussion of Philippine Councilors League Legislative Academy (PCL-LA) at the posh Waterfront Insular Hotel in Davao City which ended Saturday (July 30).

Each day, the seminar began at 9 a.m. and ended 4 p.m. so they could have time to unwind in the hotel’s beach, swimming pool and facilities or go outside to shop and enjoy in the city’s malls and R & R facilities.

“We’re are still in the period of first 100 honeymoon days, and during this time new councilors are being oriented on their functions and tasks while old councilors who were reelected have already adjusted in their respective local government systems,” said PCLLA Chairman Atty. Oliver Owen Garcia of Valencia City, Bukidnon.

The training-seminar was entitled Lecture-Discussion with focus on the power of the local sanggunian, the roles of parliamentary procedure, important decided

cases in local governance, and quasi-judicial functions of the local legislative body.

The seminar gives councilors and other public officials like mayors, vice mayors, barangay officials and those in the higher ups corresponding units for baccalaureate, masters and doctorate studies.

Atty. “Some of our graduates have already presented their policy papers and thesis to local and international conferences. These papers are now the basis for governance reforms. Sometimes, Congress requested their papers for benchmarking during committee hearings,” he added.

Garcia also bared that besides these PCL-LA has recently launched a foreign study program for councilors and other elected officials for which the first batch went to Thailand and the second batch to Singapore.

Philsaga prevails in poll

ROSARIO, Agusan del Sur—After a heated trading of barbs at the height of the election period, the moderate labor union of Philsaga Mining Corporation prevailed over the newlyformed militant Kilusang Mayo Uno in the hotly contested election for the rank and file company workers.

Philsaga Employees Labor Union (PSELU) garnered 964 votes as against 587 votes for Philsaga Mining Workers Union (PIMWU) which is under the militant labor front National Federation of Labor Unions-Kilusang Mayo Uno. With their victory, PSELU will continue to serve for another five years to represent the labor front

in an effort to foster harmonious relationship with Philsaga to uplift their living conditions and promote healthy and safe working environment.

There were 1,785 registered union workers who casted their votes on Friday at the covered court of the administration building.
