CAGAYAN de Oro City-Public officials and ordinary residents in this seaport capital of 700,000 people have varied interpretation of the Freedom of Information (FOI) signed by President Rodrigo Duterte. Lawyer Leon Gan has expressed the apprehension on the implementing effectiveness of the FOI as far as the local government units (LGUs) are concerned.

“In the absence of the implementing policy, there is now a question on whether the Executive Order issued by the city executive could override the FOI,” Gan said. Gan, a member of the City Council here, cited the Executive Order signed by City Mayor Oscar Moreno, which prevents the city’s department heads to release information to the City Council or to any person of interest.
