CAGAYAN de Oro City- Communist rebels has lauded anew the Duterte administration for the release of their top Mindanao leader citing its sincerity to revive peaceful negotiations that will end the decades long armed revolution against the Philippine government.

‘Ka Paris’ flies to Manila to join NDF peace panel

MISAMIS Oriental--One of the consultants of the National Democratic Front (NDF) from Misamis Oriental who was released Wednesday flew to Manila Thursday noon.

The Cagayan De Oro-based Philippine Ecumenical Peace Platform (PEPP), said that Alfredo Mapano, a.k.a. “Paris,” 62, was escorted by Fr. Christopher Ablon, the PEPP Coordinator for Mindanao.

Mapano was released from the Misamis Oriental provincial jail facilities

Wednesday afternoon after the regional court here waived the payment of the Php 100,000 bail with the permission of the Supreme Court.

Mapano , the former Secretary General of the Communist North Central Mindanao Revolutionary Party Committee (NMRC), was arrested on August 20, 2009 while visiting his family in Cagayan De Oro City for 11 criminal offenses.

‘Tabloid for the masses’ launched

DAVAO City--A national tabloid dubbed as “Gikan sa Masa, Para sa Masa” was formally launched Thursdayat the Ateneo de Davao University (ADDU) in time with the commemoration of the 50th day into office of the administration of President Rodrigo Duterte.

Presidential Communications Office (PCO) Secretary Martin Andanar led the launching of the tabloid that carried its first headline: “Duterte Wagi sa Giyera Kontra Droga.”

“This will be a bi-monthly tabloid,” Andanar said, adding that it will be published by the PCO and aimed to reach the far-flung villages in the country.

De Lima to Duterte: ‘I am not an enemy’

Embattled Senator Leila de Lima on Thursday appealed to President Rodrigo Duterte to stop the personal attacks against her, saying she is not an enemy.

An emotional De Lima faced the media in a press conference Thursday morning, admitting that she had thought many times whether to keep her silence or state her sentiments following the President’s tirades.

Last Wednesday, President Duterte called De Lima an “immoral woman,” alleging that the senator’s driver “collects money” for her during the campaign and that the money was sourced from illegal drugs.

In De Lima’s statement, she said that Pres. Duterte should stop his personal attacks and keep her family and friends out of the issue.

“If you are bent on destroying me, please have the decency to spare my colleagues, friends, and family.

Wala po silang kasalanan sa inyo [they have not done anything against you],” De Lima said.

Senator Richard Gordon said Thursday the Senate should not take a stand on the spat between President Rodrigo Duterte and Senator Leila de Lima.

President Duterte on Wednesday called de Lima an “immoral woman”, alleging that her driver collected money for her during the campaign. He also alleged that the money was sourced from drugs.

De Lima however fought back, saying that it is an

“abuse and misuse” of his executive power.

Gordon said it is unnecessary for the Senate to take a stand on the issue.

“I don’t think we should take a stand. Why should we take a stand? That is her problem in the first place, it could be personal,” he said, noting that the Senate would not want to be dragged into the issue should President Duterte come out with evidences.

XU-DevCom eyes partnership with public, private organizations toward development CAGAYAN de Oro City–– The Development Communication (DevCom) department of Xavier University - Ateneo de Cagayan is looking forward to forging partnerships with government agencies, private entities, and non-profit organizations for its developmentfocused communication projects this year.

“When we started the school year, we were thinking of how to get everyone involved, especially here in Cagayan de Oro, in our development projects,” said XU-DevCom department chairperson Evans Yonson.

“With the spirit of bayanihan, where we are supposed to be building a community together, we thought of coming up with partnerships with the organizations here in CDO, ranging from the national government agencies, private institutions, businesses, media outlets, and civil society groups,” he added in his message during the Partners Night held earlier this month at Primavera Residences which drew together existing and possible partners of XU-DevCom. “We hope that you will find [DevCom] worthy of your participation and partnership,” said Yonson. “We do not want to talk about development alone, but also the communication theories that go with development.”

At the forefront In its more than four decades of existence, XUDevCom has established programs geared toward catalyzing social change guided by the principles

of Communication for Development, one community at a time.

“Over the years, we have developed a niche in the development communication practice. We have pioneered so many projects,” said DevCom faculty member Shiella Balbutin (former DevCom department chairperson).

“We have provided our students and partner institutions the opportunities to actively participate and promote programs that resonate the values of DevCom, that of being purposive — a communication with a purpose and a social conscience. It is pragmatic; it is conscious of the impact of a communication intervention. It is people-oriented because at the heart of DevCom are the people, the very reason of our existence,” added Balbutin.

XU-DevCom hopes to get this message across those who want to become partners for the various projects and events of the department.

“This is our tradition.

We have taught students to put into practice the idea of development communication and we have gone a long way since our beginning as a small unit in the College of Agriculture.

We hope that you will find interest in our projects and that you will heed our call for partnership because we cannot do this alone,” said Balbutin.

cussions on various social issues. This year marks the tenth year of Lansad. Another major event, “Syagit,” a public communication exhibit, has become a platform for students to present their skills in strategic communication planning and execution.

The department has staged puppet shows to present development topics and themes, not just in the rural areas but also in the city. It has also produced schools-on-the-air programs for a rural radio station, which catered to the needs of specific audiences in the region, bringing life into the concept of community broadcasting.

GENERAL Santos City–– Joint anti-drug operatives arrested two village officials and a civilian, and recovered a number of high-powered firearms in a series of operations on Thursday in nearby Polomolok town in South Cotabato.

Supt. Romeo Galgo Jr., public information officer of the Police Regional Office (PRO)-12, said the raids were mainly launched against personalities who were allegedly behind the proliferation of illegal drugs in three villages in the area.

Armed with 20 search warrants, he said elements from the PRO-12’s Regional Anti-Illegal Drugs Task Group and other support units swooped in on several houses at around 5 a.m. in Barangays Bentung Sulit, Sumbakil and Barangay Koronadal Proper.

It was backed by per-

sonnel from the Regional Public Safety Battalion-12 and Polomolok police station and launched in coordination with the Philippine Drug Enforcement AgencyRegion 12.

He said the search warrants were for violation of Republic Act (RA) 9165 or the Comprehensive Dangerous Drugs Act of 2002 and RA 10591 or the Comprehensive Law on Firearms and Ammunition.

Galgo said the operatives arrested Barangay Sumbakil chair Labuyo Akim Bansil after finding several firearms and ammunition inside his house.

He said they specifically recovered from his possession and control a 12-gauge shotgun with a magazine containing 14 rounds of ammunition; a 9mm pistol; a Pietro Beretta handgun with Philippine National Police

(PNP) property markings and defaced serial number, and two steel magazine containing 17 ammunition; a 9mm Ruger pistol, Ruger with serial number 317-71880 and with two pieces of steel magazine containing 20 bullets.

New studios and theme DevCom is also renovating its laboratory this year to include TV and radio

Partnering with DevCom, said Yonson, underscores the organizations’ commitment to social responsibility besides promoting their names and products.

“We need to be grounded

with our work in development so we teach our students to write for print, broadcast, and new media. We have development journalism, educational communication, and communication research,” he said. “We teach students to do research in local markets so if you have an interest in understanding your customers’ thoughts on your products, we can do that for your companies.”

DevCom also offers core subjects on photojournalism, social marketing, community publication, multimedia productions, and interpersonal communication.

The department also serves as the Media and Information Literacy service unit of the XU Senior High School. Part of the MIL curriculum is the introduction of the 17 Sustainable Development Goals of the United Nations and how the youth, especially senior high school students, can contribute to development and nation building.

The redeeming death penalty

A frequent reason provided by those who oppose death penalty is about morality. The rationale is based on the argument that death penalty is cruel—the premise that it is wrong to respond to violence with violence. We also hear of administrative issues involved like risking the innocents who are wrongfully accused of heinous crimes. Moreover, there are allegations of unfairness in applying the death sentence.

But have we ever pondered about how death penalty saves lives?

Perhaps we are naively bombarded with nonvalidated studies that favour the moratorium of sentencing criminals with death. Likewise, faulty philosophies that are internationally funded like the one espoused by human rights groups could possibly influence some sectors. I say they are faulty because they do not serve the goals of societies but rather help criminals and their idiosyncratic vision—at least that is the clearest message they are

communicating when they deafen us with their silence about innocents who are butchered everyday and we wonder why they are more passionate about criminals’ rights. Let us then find more viable reasons that these ideas cannot provide.

Supporters of death penalty argue that implementing the ultimate verdict for vile offenders bring in deterrence, incapacitation of criminals and becomes the most effective instrument in maintaining law and order. I would like the readers to find more explanations about reasons not expounded in this article: I need to concentrate on the rationale which sup-

poses that increasing the risk of apprehension and punishment for crime deters individuals from committing crime.

This theory is backed

by Nobel laureate Gary S. Becker’s seminal 1968 study of the economics of crime: it assumes that individuals respond to the costs and benefits of committing crime. Like law-abiding netizens, criminals “rationally maximize their own self-interest (utility) subject to constraints (prices, incomes) that they face in the marketplace and elsewhere,” Becker asserted.

Individuals decide based on the perceived and actual net costs and benefits of each alternative.

Isaac Ehrlich, University of Buffalo distinguished professor of economics, rigorously examined the deterrent effect of capital punishment. His research found that the death penalty had a strong deterrent effect. Even if other scholars debate about the results of his study, Professor Ehrlich reconfirmed his original

findings. In addition, Professor Stephen K. Layson of the University of North Carolina at Greensboro strongly confirmed Ehrlich’s previous findings.

Voluminous studies using panel data sets and sophisticated social science techniques demonstrate that the death penalty saves lives.

We should be aware that panel studies observe data over several periods, thus making them substantially more credibility than the results of studies that have only single before-and-after intervention measures.

Employing a panel data set of more than 3,000 counties from 1977 to 1996, Professors Hashem Dezhbakhsh, Paul R. Rubin, and Joanna M. Shepherd of Emory University established that each execution, on average, results in 18 fewer murders. Another separate inquiry: utilizing state-level panel data from 1960 to 2000, Professors Dezhbakhsh and Shepherd were able to compare the relationship between

Militarization in an NPA penetrated area

Nothing is more aggravating than hearing local farmers cry for militarization in an NPA penetrated area, these areas includes Monkayo, Maragusan and New Bataan in Compostela Valley Province.

According to the news published on August 10, 2016, Compostela Valley farmers are begging the President to address the problem of militarization in their area as farmers have suffered from aerial bombings and blockades. It was also mentioned in the report that some of them were taken by the militaries

and they were only allowed to bring twenty five (25) kilos to their residences. That the farmers in the area were affected by the military operations and harassments, Vice Chairman of the Kilusang Magbubukid ng Pilipinas Southern Mindanao Region (KMP-SMR) Lito Lao, urged the President to listen to the plea of the farmers. He also asked that the President will not only listen to the other side but also listen to the farmers who are always affected by the conflict between the armed groups.

Amazing, right? Yes it is amazing. In fact, the statement of blockade and aerial bombings

are superb-- Superb in the sense that if the reports are true, then, our militaries have derailed sense of thinking and probably the residents of the communities where aerial bombings happened are all dead.

This kind of report is not new, as I have observed, it has been circulating in the newspapers and in radio and television since I was a kid and these group are tired of doing such foolishness over and over again.

I really do not totally believe in the goodwill of the military, for I believe it depends on how each of them is raised in their own community, by their parents and

the leaders who handles them.

However, the organizations who supports the NPAs, who hails themselves as human rights defenders should have plotted their stories wisely, believably.

On the issue of militarization, the word in the dictionary means a process by which a society organizes itself for military conflict and violence. A word used by organizations that supports the NPA and abhor the state troops.

They always say that the people in the hinterlands experienced injustices through militarization with the presence of the militaries in the community. If we will support the organizations’ defini-

tion of what militarization is, we will deviate from the definition given by the dictionary and we will consider the key cities in the country like Metro manila, Cebu City, Cagayan de Oro City and Davao City as highly militarized community or the residents of those city mentioned have experienced militarization.

With these, let us be careful in scrutinizing every news report we read and hear everyday, for we might not know some of it are already poisoning our minds to rebel against the government.

Communism and democracy don’t mix I AGREE with President Rodrigo “Digong” Duterte that the government should not operate in coalition with the communists. This is the same subject matter that then President Corazon “Cory” Aquino rejected--to share power with the communists.

Sharing power? What for? Communism and democracy are like water and oil. They cannot be mixed even for a moment. If the communists really want peace with the government, all they need is lay down their weapons and talk peace. They should realize by now that they cannot topple the government after 47 years of fighting.

Government troops are well-trained in combat plus they are equipped.

Honor and dignity are needed to be in public service, especially if you are an elected official. This is worse than an atomic bomb dropped on her head. It was De Lima, who had been attacking Duterte ever since.

De Lima should now realize the saying that if you live in a glass house, you should

not throw stones at your neighbor. I urge the lady senator to resign now. In some African countries, crime like this is ground for people to kill her by stoning.

The way I look at the situation, the bandits will have hard time to regroup themselves to wage terror in the country specially on kidnapping which they are notorious of. This group of bandits has been disturbing the country and embarrassed us all because of their kidnapping of foreigners. They should be annihilated.

A grade 11 teen is left an orphan, and his mother a widow, as the government pursues its relentless campaign against illegal drugs.

Three soldiers have lost their lives, aiding the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency’s (PDEA) no let-up implementation of the government’s war on narcotics.

Navy Petty Oficer 3 (PO3) Darwin Espallardo, Corporal Jose Miravalles and Private First Class (PFC) Jaypee Duran died when government forces were met with a volley of gunfire as they entered a village in Midsayap, North Cotabato to serve a warrant of arrest to a group of big-time drug traffickers.

They were the first casualty of the Philippine Navy (PN) after President Rodrigo R. Duterte declared an all-out war against the drugs pandemic.

“Super proud ako sa kanya (We are super proud of him),” Cleofe, wife of PO3 Espallardo, said as she tries to wipe away the tears on her eyes. She was at the Ninoy Aquino International Airport (NAIA) Terminal 3 waiting for the remains of the navy officer to be ferried by airline personnel to the waiting area.

Cleofe and their only child, Dwyndyll John, are just two of the many citizens who have lost a loved one as the government tries to rid the country of its illegal drugs problem.

President Duterte joined the mother and son, together with other officers and personnel of the Navy in meeting and giving honor to a soldier who was killed in action, performing functions if only to make the country safe from the ill effects of narcotics.

Like all the other soldiers killed in action, Cleofe and 16-year-old Dwyndyll John will receive monetary benefits from the PN, aside from the President’s social fund amounting to PHP250,000.

Duterte assured Cleofe that their son will continue with his studies despite the absence of her husband’s salary to sustain their needs. “Dwyndyll John will receive a scholarship until college,” he said. The teen is now a grade 11 student in Sorsogon where the family resides. The burial and the wake will all be shouldered by the government.

Capt. Caesar Bernard Valencia, unit commander of the Naval Intelligence Security Force (NSIF) said Espallardo and two other soldiers were with operatives of the PDEA, North Cotabato Police and the 6th Infantry Division Recon Company in an operation to arrest rebel Commander Madrox, who is wanted for heinous crimes and operates a drug ring in remote villages in North Cotabato’s Midsayap and Aleosan.

Madrox and four of his followers were killed in the operation.

President Duterte, in a press conference following the meeting, said the “drug problem, just like the Abu Sayyaf, must be destroyed. I don’t care how, destroy it.”

He said he would not stop the fight against illegal drugs until the last day of his administration.

“I will not stop until I am satisfied that the interest of the Filipino people is fully protected,” he said.

Espallardo, a native of Sorsogon, will be laid to rest at the Libingan ng mga Bayani and will be given full military honors for giving his life to the country.

10 South Cotabato brgys considered dengue hotspots GENERAL Santos City–– Health personnel in South Cotabato are closely monitoring at least 10 barangays in parts of the province that are considered as dengue hotspots.

A report released by the Integrated Provincial Health Office’s (IPHO) epidemiology and surveillance unit said the concerned barangays emerged as hotspots after posting three to four cases of deadly dengue fever in the last three to four weeks.

These are Morales, Zone III and Sto. Nino in Koronadal City; Poblacion and Simsiman in Norala; Libertad in Surallah; and, Crossing Rubber, Bunao, Tubeng and Acmonan in Tupi.

The IPHO report showed that the confirmed dengue cases in the province’s 10 towns and lone city have already reached 3,003 from January 1 to August 13.

It said such figure is 69 percent more than the recorded incidence in the same period last year.

The municipality of Tupi posted the most number with 664, followed by Koronadal City with 634, Surallah with 427, Banga with 267, T’boli with 212, Polomolok with 171, Sto. Nino with 161, Norala with 160, Lake Sebu with 158, Tantangan with 81 and Tampakan with 68.

In terms of fatalities, the number has increased to 14 this month, with the latest victim coming from Tantangan town.

executions and murder incidents before, during, and after the U.S. Supreme Court’s death penalty moratorium. They verified that executions had a highly significant negative relationship with murder incidents.

Moreover, the implementation of state moratoria is linked with the increased incidence of murders.

Profess or Shepherd made a separate inquiry from 1977 to 1999 and she verified three important findings. First, each death sentence, on average, is associated with three fewer murders. The averted murders include both crimes of passion and murders by intimates. Second, executions stops the murder of whites and African-Americans.

Each execution prevents the murder of one white person, 1.5 African-Americans, and 0.5 persons of other races.

Third, shorter waiting times on death row are linked with increased deterrence.

For each additional 2.75year cutback in the death row wait until the capital punishment, one murder is deterred.

Two researches by Paul R. Zimmerman, a Federal Communications Commission economist, also corroborate the deterrent effect of death penalty. Employing

state-level data from 1978 to 1997, Zimmerman verified that each additional execution, on average, results in 14 fewer killings.

These studies I just mentioned should persuade us that death penalty, indeed, redeems lives. Give me a more believable argument that says otherwise.

If someone argues that our judicial system is not yet “capable” of handling death penalty due to imperfections in terms of system and credibility of justices, I should bring to remembrance how President Duterte initiated a revamp of any governmental branch. His shame campaign is already a deterrent to executing credibility among them. The congress and the senate should also pass bills that strengthen the integrity of the judges although we, traditionally, are accustomed to believe that the judicial branch should be independent (but look how independently tarnished the judicial branch can be).

The upper and lower house cannot miss the passage of a law that makes one year a standard waiting time from the conviction to the execution of one who should be a public example. A strong leader, like Duterte, can establish systems that ensure fairness in implementing the capital punishment. He should immediately pursue these support strategies.

The strength of the research data that I stress here has caused some scholars, originally opposed to capital punishment on moral grounds, to re-evaluate their case. A professor commented: “If the recent evidence of deterrence is shown to be correct, then opponents of capital punishment will face an uphill struggle on moral grounds. If each execution is saving lives, the harms of capital punishment would have to be very great to justify its abolition, far greater than most critics have heretofore alleged.”

Tagdumahan is a member organization of the Kalipunan ng Katutubong Mamamayan ng Pilipinas (Katribu). At least seven other Tagdumahan members had been killed in the past decade.

Layola, 42, was allegedly attacked at his home in Balit village at around 7 p.m. Reports said a man knocked on the door, and when Layola opened it, the assailant shot him three times in the chest then took off on a motorcycle.

Minutes later, in Baylo village, Barosa, 48, was outside a friend’s house when a masked man shot him in the back, then escaped on a motorcycle. Barosa, a resident of Kasilayan village, was in Baylo to bring his wife to a hospital for blood transfusion the following day. Barosa died on the spot.

Renel Manpinsahan, 19, who was sitting outside with Barosa, was grazed on the forehead.

The killings came amid outrage and condemnation by indigenous groups over the recent killings of Lumád in Davao City and Bukidnon.

In 2014, December 22, Tagdumahan founding chairperson and Balit village chairman Necasio “Angis” Precioso Sr. was shot dead by motorcycle-riding men as he was walking in the village with his son. The evening before he was killed, Precioso had argued with an Army official of the 26th Infantry Battalion, which had encamped in the village, in the implementation of the supposed Community Organizing for Peace and Development (COPD).

The soldiers were also forcibly recruting Banwaons as “peace volunteers.”

Necasio’s killing was followed by intensified operations and harassment by paramilitary men and soldiers of the 26th IB, which triggered the evacuation of Lumád residents in the four villages of Mahagsay, Sta. Rita, Binicalan and San Pedro in San Luis town in end 2014. They returned home in March 2015, after staying for three months at an abandoned hospital in Balit village proper.

The total number of copies printed on the maiden issue of the paper was 5,000 and the initial edition was eight pages, the secretary added. The tabloid is for free and intended to update the Filipino people on the Duterte administration.

Updates on the activities, priorities, programs and accomplishments of the Duterte administration are the features in the “Gikan sa Masa, Para sa Masa” tabloid.

News on the economy and other pressing issues will also be carried , including news on show business.

To ensure that copies of the tabloids will reach barangays, Andanar said they will be tapping the network of the Philippine Information Agency (PIA) in the distribution.

Andanar added that an on-line version of the tabloid that will be named “News for Change” will also be launched in the next three weeks. (PNA)

Mapano was one of the 22 NDF consultants that the Norway-based Communist Party of the PhilippinesNational Democratic FrontNew People’s Army (CPPNDF-NPA) wants released to join the peace panel as negotiators for peace with the Government of the Republic of the Philippines (GRP) panel.

Provincial Governor Yevgeny Vincente Emano, of Misamis Oriental, welcomed the release of Mapano and wished that Mapano would also fight for the attainment of a lasting peace in Misamis Oriental.

“Should Mapano comeback, I would be willing to hire him as one of the consultants for the peace and order in Misamis Oriental,” Emano said.

The release of another NDF consultant along with Mapano last Wednesday, was delayed due to some hitches in the issuance of the release papers.

Pedro G. Codaste , a.k.a “Gonyong,” who was imprisoned in Malaybalay City Jail, succeeded as the Secretary General of the North Central Mindanao Revolutionary Party Committee of the CPP-NDF-NPA, after the arrest of Mapano.

Codaste , a forester, joined the underground movement sometime in 1972. He was the NDF’s

strategist, tactician, and heads the NCMRPC propaganda bureau prior to his assumption as NCMRPC Secretary General in 2010.

He was fluent in Manobo and Higa-onon dialects, a major tribal dialect in North and Northeastern Mindanao regions.
