Gears up the 90-day siren for 4 o’clock habit DAVAO CITY -- The city government, Department of Health (DoH) and barangay officials step-up campaign against dengue as they gear up for a 90-day siren to signal the 4 o’clock habit of search and destroy mosquito breeding areas.

This developed after the city registered an alarming number of confirmed dengue cases with 2,800 and 15 deaths just for the month of July.

City Health Officer Dr. Joy Villafuerte said the number of cases for July equals

to the whole year statistics in 2015.

While the government continued its yearly campaign versus dengue, Villafuerte said government efforts were not enough without the cooperation and active involvement of

residents in cleaning their surroundings. They also need the active involvement of the barangay officials in enforcing ordinances on littering and sanitation.

Villafuerte reminded there is a need to step up advocacy on dengue in the

communities in destroying breeding sites of mosquitoes such as the 4 o’clock habit.

Ayala Boosts Automotive and Manufacturing Portfolio

Technology Holdings Inc. (AC Industrials), in particular, is currently developing its automotive and manufacturing portfolio to maximize synergies in the Ayala group and take advantage of the exciting opportunities in this space. Daba challenges city scholars to work towards their dreams “AIM HIGHER, work harder and don’t let anybody or anything stop you from chasing your dreams.”

This was the inspiring message of Councilor Suzette Magtajas-Daba, chair of the committee on education, to city scholars during the general assembly of the Cagayan de Oro City Scholarship Program yesterday.

The lady councilor and members of the committee graced the event to hear the sentiments of the scholars and witness their talents.

In her speech, Councilor Daba said her father Pablo Magtajas, former city mayor, was a scholar in Xavier University, College of Law. She said he became a lawyer, a vice mayor for two

years and a city mayor for 16 years.

“Who knows one of you might become a city official somebody,” Daba said to the scholars.

The scholarship program started during the administration of former Mayor Magtajas. The City Council enacted an ordinance creating the Barangay College Scholarship Program authored by former City Councilor Ramon Tabor.

The Power learned that the city has 481 scholars this school year.

The scholars are receiving P1000 for the urban barangays and P1,500 for the hinterland barangays including Barangays Agusan, Puerto and Tablon.

Councilor Daba assured the scholars that she will do her best to increase their monthly allowance.

She said the Community Improvement Division (CID) will present a proposal to her committee regarding its programs, including the increase of the monthly allowance.

DSWD-Caraga assists lumad IDPs in AgSur town Caraga – The Department of Social Welfare and Development (DSWD)Caraga provided augmentation support on August 15, 2016 to the 56 displaced lumad families in the municipality of Talacogon, province of Agusan del Sur. The agency augmented a total of 112 family food packs amounting to Php45,955.84. Each food pack contains six (6) kilos of rice, eight (8) tins of canned goods, and 6 sachets of 3-in-1 coffee.

Prior to the augmentation support, the local government unit of Talacogon has already provided them 112 food packs amounting to Php31,360 and containing 5 kilos of rice, 6 corned beef, and 6 pieces of coffee.

As reported, these 56 lumads are from Purok 8, Barangay Zillovia in the mentioned municipality.

According to the reports, they evacuated from their homes on August 4, 2016 at one o’clock in the afternoon due to the presence of military, the 26IB 4ID who conducted Community-Based Management Information System (CBMIS) survey, interview and consultation to the residents for the proposed road infrastructure and water system project in the area.

The City Council during its regular session yesterday presided over by Vice Mayor Raineir Joaquin V. Uy adopted Resolution No. 12424-2016, accrediting the federation as a member of the LSB, pursuant to DILG Memorandum Circular No. 2013-70 and Article 64, Rule XIII of the Rules and Regulations implementing the 1991 Local Government

Code.

As a member of the LSB, the federation can fund its project from the city or any sources as required under pertinent circulars of the Commission on Audit (COA).

The application for accreditation of the agricultural cooperative was reviewed and endorsed by the committees on agriculture and fisheries and on laws and rules chaired by Councilors Annie Daba and Ian Mark Nacaya, respectively.

“Cagayan de Oro has the largest quantity of sand and gravel compared to Bukidnon and Camiguin,” he said.

Ocon reported that Bukidnon collects no less than P300 million annual revenues for sand and gravel while Camiguin receives approximately P50 million from sand and gravel quarry operations every year.

He said from 2000 to 2013, the income of the city from sand and gravel was about P2 million to P3 million only.

REASONS Councilor Ocon cited possible reasons why the city has a very low tax collection.

He said trucks of sand and gravel have no delivery

receipts and sometimes operators use recycled delivery receipts.

The councilor alleged that some government officials are involved in quarry operations.

“I should not permit that phenomenon to prosper,” Ocon stressed.

As this developed, the councilor filed a proposed ordinance aimed at increasing target collection from P9 million to P100 million.

Vice Mayor Uy referred this to the committees on environment and natural resources and on ways and means chaired by Councilors Ocon and George Goking, respectively, for further study. (JBD)

Ocon cites low tax collections from quarry oprns in Oro COUNCILOR Zaldy Ocon, chair of the City Council committee on environment and natural resources, expressed concern over the low collection of taxes from sand and gravel quarry operations in the city.

In his special report during the regular session yesterday presided over by Vice Mayor Rainier Joaquin V. Uy, Councilor Ocon said it is possible that there are irregularities committed by quarry operators in paying their taxes.

Councilor Ocon said the city has been collecting an approximate amount of only P8 million to P9 million from sand and gravel tax since 2014.

AN ORDINANCE REVISING THE AGUSAN DEL SUR INVESTMENT INCENTIVES CODE OF 1998

Be it ordained by the Sangguniang Panlalawigan of Agusan del Sur in session assembled, that:

CHAPTER I TITLE AND DECLARATION OF POLICY

Chairperson of the Provincial, Agriculture and Veterinary Office (PAVO),

Section 1.Title. This ordinance shall be known as “THE REVISED AGUSAN DEL SUR INVESTMENT INCENTIVES CODE”

Section 2.Declaration of Policy. To accelerate the development of Agusan del Sur vis-a-vis with its neighbors, it is hereby declared provincial policy to encourage, attract; promote and welcome long-term investment into activities, which will significantly contribute to the provincial socio-economic development and industrialization in line with what is allowed by the Constitution and other relevant laws.

Investment shall be encouraged in enterprises that significantly promote livelihood and employment opportunities for Agusanons; enhance economic value of farm products, promote the welfare of the consumers; transfer relevant technologies in agriculture, industry and support services, and/or expand the scope, quality and volume of exports and their access to foreign markets.

CHAPTER II DEFINITION OF TERMS Section 3. Definition of Terms. When used in this Ordinance, the following definition of terms shall apply: 1.

ASERBAC - shall mean the Agusan del Sur Economic and Research Business Assistance Center, the division of the Provincial Economic Enterprise and Development Office (PEEDO) that will serve as the CENTER, the technical secretariat of the Board and the executing arm to implement the provisions of this Code.

2.

Code - shall refer to the Revised Agusan del Sur Investment Incentives Code

3.

Board- shall refer to the Provincial Board of Investment (PBI) created under this Code.

4. PEEDO - shall mean the Provincial Economic Enterprise and Development Office.

5. Province - comprises the thirteen (13) municipalities and one (1) city.

6.

Investment Priority Areas (IPAs) - refers to the economic activities cited under Chapter V, Section 12 of the Code and of those areas, which the Board may subsequently approved.

7.

New Enterprise - shall refer to a project/activity listed in the IPAs that has not started commercial operation up to one (1) year undertaken by 1) A newly organized or formed enterprise; or 2) An existing enterprise that shall engage in an entirely separate or different activity from its existing business operations; or 3) An existing enterprise with the same activity, provided it shall establish a new facility in an area not contiguous to the premises of the existing project with new investment poured.

8.

Expanding Enterprise - shall refer to an existing enterprise whose project/activity listed in the IPAs that will install additional facilities or equipment resulting to increase in production capacity of the same product line within the same existing plant or facilities of the enterprise.

9.

Existing Enterprise - refers to a business enterprise that has started operation more than one year already.

10. Registered Enterprise - refers to those enterprises/businesses which are granted Tax Holidays by the Provincial Board of Investment of Agusan del Sur as provided under this Code.

11. Tax Holidays - shall refer to the tax exemption, tax incentives or tax relief granted to Registered Enterprise as provided under this Code.

Section 6. Powers and Functions of the Provincial Board of Investment. The following shall be the powers and functions of the Board:

1.

To promulgate Implementing Rules and Regulation (IRR) to ensure compliance with the provisions of this Code.

2.

To recommend to the Sangguniang Panlalawigan any amendment/revision to this Code.

3.

To formulate and adopt investment promotion program consistent with the provision of this Code.

4.

To accept, screen, evaluate, approve or reject applicants who want to avail of this investment incentives and privileges and to issue Certificate of registration.

5. To conduct Trade Missions both local and foreign, for the purpose of attracting investors and provide necessary information and dissemination drive to persons or entities willing to avail of the Investment Incentives herein provided subject to the availability of funds and approval of the Sangguniang Panlalawigan.

6.

Trade Missions involving the Board of Investment (BOI), Foreign Embassies Consulates in the Philippines and abroad shall be headed by the Provincial Governor or in his/her absence, by any of his/her authorized representative from the member of the Provincial Board of Investment.

7.

To identify, acquire and develop Industrial Estates and Business Parks and other investment concerns in the Province in accordance with the approved investment priorities and of the component city/municipalities concerned.

8.

To exercise such other powers and functions as maybe deemed necessary for the effective implementation of this Code.

Section 7.Board Meetings and Quorum. The Board shall meet at least once every quarter or as often as may be necessary. The presence of at least a majority of its members shall constitute a quorum. If the meeting is attended by authorized representatives, the presence of three (3) regular members shall be necessary to constitute a quorum.

Section 8. Compensation and Remuneration. The Chairman, Vice Chairman and members of the Provincial Board of Investment shall perform their duties as such without additional compensation or remuneration. Members thereof who are not government officials or employees shall be entitled to necessary travelling expenses and allowances, chargeable against PBI funds.

CHAPTER IV AGUSAN DEL SUR ECONOMIC RESEARCH AND BUSINESS ASSISTANCE CENTER (ASERBAC) Section 9.ASERBAC.The Agusan del Sur Economic Research and Business Assistance Center (ASERBAC) shall serve as the Technical Secretariat of the Provincial Board of Investment (PBI) as provided under Provincial Ordinance No. 90, Series of 2012. It shall be composed of one (1) Development Management Officer IV, four (4) Development Management Officer II, four (4) Development Management Officer I and two (2) Economist II. Section 10. Powers and Duties of ASERBAC. The ASERBAC shall act as Technical Secretariat of the Provincial Board of Investment (PBI) and shall take active role to implement its policies and guidelines of this Code, and shall specifically perform the following duties:

8.

Network with counterpart investment promotion organizations and coordinate with support agencies of government and the private in the investment promotion efforts, whenever appropriate and necessary.

9.

Collate, analyze and compile pertinent data and information and conduct studies and stakeholders consultation concerning areas that have been or may be declared as “Investment Priority Areas” by the Board.

10. Recommend to the Board any modification/amendments to this Code and other existing legislation and procedures on local investment.

11. Perform such other functions that are deemed necessary for the effective implementations of this Code.

Section 11.Reporting. The Division Chief of ASERBAC, as Supervising PBI Secretariat through PEEDO, shall report to the Board on matters affecting the plans, programs and performance of ASERBAC. CHAPTER V INVESTMENT PRIORITIES PLAN Section 12. Investment Priority Areas (IPAs). The Board shall identify Investment Priority Areas which shall accelerate and enhance rapid growth of agri-industrial development of the province but at the same time will not wreck the ecological balance of the environment. Duly approved IPAs by the Board shall be the basis for the availment of Tax Holidays under this Code. Section 13. Identification of Additional Investment Priority Areas (IPAs). Under certain circumstances additional IPA, shall be determined and approved by the Board to be included in the Investment Priorities Plan (IPP). Economic activities that shall be included in the IPP must be financially, socio-economically, environmentally and technically sound after thorough investigation, evaluation and analysis by the PBI. CHAPTER VI REGISTRATION OF ENTERPRISES Section 14. Qualifications for New Enterprises. To be entitled to registration under this Code, an applicant shall satisfy the following:

Applicant(s) shall either be natural or juridical person or persons not disqualified

by Philippine laws from doing business.

2.

It must be registered or duly accredited with Securities and Exchange Commission (SEC) in the case of corporation, partnership and association; Department of Trade and Industry (DTI) in the case of a single proprietorship or Cooperative Development Authority (CDA) in case of cooperative or any appropriate government agency.

3.

The new enterprise must have complied with the requirements mandated under the existing laws, local and national and under the Philippine Constitution.

The project must comply with the environmental requirements as mandated by the Provincial Environment Code.

Section 15. Qualifications for Expanding Enterprise - These enterprises may avail of the tax incentives under this Code provided that the following qualifications are met:

This enterprise must have complied with the requirements mandated under existing laws, rules and regulations;

2.

The expansion shall have an additional project cost in the scale as provided in this Code (Chapter VI, Section 17.A), provided that the amount of capitalization shall be based on the total additional project cost as reflected in the Simplified Feasibility Study submitted to the Board.

3.

The expansion project will provide employment to bonafide residents of the province in the scale as provided in this Code (Chapter VI, Section 17.A.)

4. The expansion will include an environmental management plan.

Section 16. Application Procedures. Applications shall be filed with the Provincial Board of Investment (PBI), through the Agusan del Sur Economic Research and Business Assistance Center or ASERBAC, recorded in a registration book.

Applications filed shall be considered automatically approved if not acted upon by the Provincial Board of Investment within (30) working days from the date of official acceptance which starts from the date of payment of the Filing Fee. Section 17. Application Requirements. All applications shall be deemed complete only upon compliance of the following standard requirements: A. CHAPTER VIII APPROPRIATIONS Section 20. Appropriations (PBI Funds). The provincial government shall appropriate the amount of One Million and Five Hundred Thousand Pesos (P1,500,000.00) annually, as fund intended to defray the expenses necessary for the implementation of the provisions of this Code such as Maintenance and Other Operating Expenses (MOOE) and capital outlay including Trade Missions of the Provincial Board of Investment (PBI), among others.

Section 21. Revenues from the operation of the Code. Income derived from the operation of this Code, the Provincial Government shall open a Special Account (General Fund) captioned “Investment Promotion Fund”. Said income shall be solely used for the operation and maintenance and other operating expenses of the PBI.

1. Two (2) copies of duly accomplished and notarized application form (PBI Form No. 1&2), copies of which can be secured from ASERBAC or downloaded from the Agusan del Sur PBI Website: www.pbi.agusandelsur.gov.ph.

2. A copy of the Simplified Feasibility Study of the proposed investment indicating the financial and socio-economic impact of the project.

3. A copy of its Certificate of Business Name Registration from the Department of Trade and Industry (for single proprietorship)

Enjoy other incentives or entitlements as provided for under the Philippine Omnibus Investment Code of 1987.

CHAPTER IX RIGHTS AND PRIVILEGES OF NEWLY REGISTERED ENTERPRISES Section 22. Rights and Privileges. The Provincial Government of Agusan del Sur, through the Provincial Board of Investment, guarantees to all newly registered enterprises their full entitlement of the rights and privileges as provided in this Code and other applicable laws, to wit:

7. Board Resolution authorizing any member of their Board of Directors of the cooperative, or their authorized representative as the case maybe, to file the application (for cooperative).

For Expanding Enterprise: 1. Copy of the enterprise’ Annual Audited Financial Statement for the last three (3) years; 2. Copy of the enterprise’ Real Property Tax Clearance and Certificate of Real Property Tax payment.

CHAPTER X MISCELLANEOUS PROVISIONS Section 23. Non-Transferability of Incentives and Privileges. Incentives and privileges granted under this Code are non-transferable.

Section 24. Annual Inspection. The Provincial Board of Investment through the ASERBAC or any duly authorized personnel thereof may, at any time during office hours shall conduct annual inspection of the newly registered enterprise under this Code.

Section 25. Reporting. At the end of each calendar year but not later than April 30 for a period of 3 years, all newly registered firms to this program shall submit copies of the duly audited financial statements to the Provincial Board of Investment, copy furnished the Office of the Provincial Governor, the Sangguniang Panlalawigan, Provincial Treasurer , and the Mayor of the concerned municipality where the business is situated.

CHAPTER XI FINAL PROVISIONS

Section 18. Evaluation Criteria and Certificate of Registration. The following are the criteria set to be used in the evaluation of applications for registration.

A. Evaluation Criteria for Applications The following criteria will be used in the evaluation of applications for registration under this Code: 1. Capitalization. The project shall have capitalization and direct employment of: (Please refer to Section 17.A of this Chapter) 2. Must remit and actually deposit the required amount of initial capital investment of at least one million pesos to any bank of their choice in Agusan del Sur and be covered by a Certificate of Deposit duly signed by the Bank Manager.

3. Manpower Requirements. For labor-intensive establishments, at least 70% of its total manpower requirements shall be filled-up by local workers.

4. Additional Requirements. In order to avail of the Tax Holidays provided under this Code the applicant-firm which is a new enterprise should apply at ASERBAC Office within one (1) year from the date of the first issuance of its business permit.

Therefore, project whose period of operations is already beyond the above prescribed period shall no longer be qualified to apply for incentives.

B. Certificate of Registration

Section 26. Cancellation of Incentives. Any willful violation of the provisions of this Code, existing laws, ordinances, rules and regulations shall be ground for the cancellation or revocation of the Certificate of Registration and withdrawal of all the incentives granted under this Code.

The following shall be the grounds for the cancellation or revocation of all tax incentives granted under this Code:

1.

Violations of the provisions of this Code and its IRR.

2.

Failure to commence actual project timetable within one (1) year from the approval of Certificate of Registration (COR).

3.

Withdrawal from business operations in the preferred area shall automatically cancel the Certificate of Registration.

Section 27. Implementing Guidelines. The Provincial Board of Investment shall formulate and approve the Implementing Rules and Regulations (IRR) of this Revised Agusan del Sur Investment Incentives Code within thirty (30) days from its approval.

Section 28. Repealing Clause. All previous ordinances, rules and regulations or parts thereof which are in conflict with, or contrary to, the provisions of this ordinance are hereby repealed, amended or modified accordingly.

A registered enterprise under the Code shall be issued a Certificate of Registration with the signature of the Chairperson of the Board. Certificate shall be on such form and style as the Board may determine and shall state, among other matters, the following:

Section 29. Separability Clause. If any provision, section or part of this Code is declared not valid by a Court of competent jurisdiction; suspended or revoked by the authorities concerned, such judgment shall not affect or impair the remaining provisions of this Ordinance, which shall continue to be in full force and effect.

Section 30. Effectivity. This ordinance shall take effect thirty (30) days after its publication in the newspaper of local circulation.

CHAPTER VII INCENTIVES FOR NEWLY REGISTERED ENTERPRISES

Section 19. Tax Incentives to Newly Registered Enterprise. There shall be tax incentives to newly registered enterprise, as follows:

1. Real Property Tax Holiday. For three (3) years from the date of registration, registered firms shall be exempt from Real Property Taxes for properties acquired and actually used for its business operations in the following order;

He said Wating, who was included in the top 10 most wanted persons of the CIDG-South Cotabato, was nabbed in an operation at his home on Tuesday morning.

Arciso said the suspect is the acknowledged leader of the Wating Carnapping Group that operates in parts of the province’s upper valley area.

as Executive Director of QBO. Meily also heads the Philippine Disaster Resilience Foundation (PDRF), a private sector vehicle for disaster management that has become a role model for the UN’s Connecting Business Initiative and includes many of the country\s major corporations.

Aside from DTI and IdeaSpace, the innovation hub was made possible with support from the Department of Science and Technology and JP Morgan Foundation. It takes its cue from the rise of innovation districts around the world in the likes of Silicon Valley in the Unites States, Block 71 in Singapore and Tel Aviv, the center of “Startup Nation” in Israel.

QBO Innovation Hub is a natural progression in the efforts of IdeaSpace to help promote startup technopreneurship in the country, aside from providing equity-free funding, incubation and acceleration through its national startup competition held annually since 2012.

A non-profit foundation, IdeaSpace is supported by the following companies: First Pasific, Metro Pacific Investments Corporation, PLDT, Smart Communications, Meralco, Indofood, Philex Mining, Maynilad,

MediaQuest and TV5.

During that event, DTI also announced its plan of establishing a food innovation hub at the Philippine Trade Training Center later this year to strengthen its advocacy of advancing the innovation and entrepreneurship agenda. DTI noted initiatives like this would support the realization of the Philippines’ ambition to be known as Asia’s trendsetter in export products and services.

For the past six months, DTI has been active in tapping the private sector and the academe to further enhance the innovative capacity of Filipino entrepreneurs and to encourage more investors in the startup, innovation and creative services sector. Several events such as SlingShot Philippines carried out a series of dialogues to accelerate the development of the startup and innovation ecosystem in the country.

Named after the iconic “kubo” as it reflects the modern re-imagination of the traditional home and community space and development in partnership with the BBDO creative agency, DTI hopes that the QBO Innovation Hub will usher in a new breed of startups that will thrive in the innovation economy.

Zumba tour leg to help environmental project

ARKS Wellness Center presents Zayaw Pilipinas, the signature tour of acclaimed zumba instructor Ron Antonio all over the country. The Cagayan de Oro leg will be held on August 20 at Destiny just in time for the fiesta season in the city.

Dubbed as the celebrity zumba master, Antonio is the epitome and embodiment of staying fit, healthy and young-looking. A singer and recording artist and a former member of the all-male vocal group Wiseguys, Antonio has found a second lease on life as a fitness professional. He has established his own dance and fitness studio called RADS GX in Better Living, Paranaque for the purpose of helping people to stay fit and healthy. Antonio has raised the bar and effectively brought zumba to the next level. While others conduct zumba sessions in the usual way, Antonio combines music, dancing and live singing in each of his zumba parties, making use of what he has experienced in the industry, thus making the parties livelier.

Here in Cagayan de Oro, Zayaw Pilipinas is brought to us by Arks Wellness Center. At Arks, they offer free wellness evaluations with dietary advice, free zumba and fitdance, free yoga, free high impact intensity training, free abs workouts and they basically aim to help people improve their health through healthy eating and active lifestyle.

Proceeds of Zayaw Pilipinas will go to the Tanum Kahoy project, which is a project of Arks Wellness in cooperation with Organizer Productions. Organizer Productions is a local pool of talents numbering around 300. Their many accomplishments include Bibo Kagay-an, Talentstars Generation, Lingaw Lingaw CDO and Starblast.

For Tanum Kahoy, a total of 1,000 seedlings in a span of five months will be planted in Zone 2, barangay Balubal in Cagayan de Oro City.

This is just one of the outreaches of Organizer Productions. The group has also been involved in basura drives in the past.
