DAVAO City––The weeklong Kadayawan Festival kicked off late Monday afternoon at the People’s Park, highlighting more on the culture, tradition and the plight of the 11 tribes

of Davao.

3,000 cops, military men secure Kadayawan festival DAVAO CITY -- Around 3,000 security forces are deployed on the streets to ensure a peaceful and orderly celebration of the 31st Kadayawan sa Dabaw festival.

Chief Supt. Manuel Gaerlan, Police Regional Office 11 director, said security measures are now in place as the Kadayawan festivities officially kicked off Monday.

30 JO workers of SoCot gov’t dismissed for drug use GENERAL SANTOS CITY -- At least 30 job order or contractual employees of the provincial government of South Cotabato have been dismissed from service after being found positive of using illegal drugs.

South Cotabato Gov. Daisy Avance-Fuentes said Tuesday she issued the dismissal order based on the

results of the random drug tests administered by the Integrated Provincial Health Office (IPHO).

She said most of the terminated workers were found positive of using metamphetamine hydrochloride or shabu.

AFP realignment to stop More marijuana plants cross-border kidnapping seized in S. Cotabato ZAMBOANGA CITY -– The Armed Forces of the Philippines (AFP) is realigning some of its forces to stop cross-border kidnapping perpetrated by the Abu Sayyaf Group (ASG).

Lt. Gen. Mayoralgo Dela Cruz, AFP’s Western Mindanao Command (Westmincom) chief, disclosed that the 2nd Marine Brigade will be pulled out from the province of Sulu and will be

deployed to Tawi-Tawi.

“We will strengthen the Joint Task Force Tawi-Tawi, we will deploy a regular (marine) brigade there,” Dela Cruz said.

KORONADAL CITY -- For the second time in less than a week, police operatives here uprooted more than 300 marijuana plants in an abandoned plantation in the village of Danlag Monday, police said Tuesday.

Senior Inspector Harold Cornel, Tampakan town police chief, said the fully grown marijuana plants (also called as marijuana hills) were found in Sitio (sub-village) Datal Biao, situated in the hinterlands

GIVING more was the overall message of the Rotary International District 3870 ably attended by hundreds of members from the various clubs of the district last August 6 at Grand Caprice Restaurant in Cagayan de Oro City.

RRFC Jess Nicdao disclosed that the people of Nepal sent their message of gratitude to Rotary International District 3870 after they were able to build shelters using the thousands of dollars donated by the

district in the aftermath of the April 2015 earthquake that hit the country.

The next speaker, E/ MGA Raffy Garcia, gave tips on how to court a potential solicitee.

The whole day Seamless Seminar was highlighted in the afternoon by group discussions capped with a plenary message by Governor Jing Dablio.

The Seamless Seminar covered three topics – The Rotary Foundation, Membership and Public Image, all for the purpose of sustaining Rotary’s mission of service to the

community and the world.

The District Seamless Seminar was hosted by Rotary Club of Cagayan de Oro under President Dodie Lagrosas. The chairman of the event was President-Elect Tonyboy Fernandez.

In the past, the seminars for The Rotary Foundation, Membership and Public Image were done separately on different dates and at different locations. But for this year, Governor Dablio decided to bring back the three seminars seamlessly in one event.

The Lumads and the Muslims are “the heart and the soul” of Kadayawan, the vice mayor said.

Beginnings The city is celebrating Kadayawan for 31 years as a festival of bountiful harvest.

The month of August starts the harvest season when all fruits abound at low prices.

According to Tupas, Kadayawan sa Dabaw’s bloom, just like the seductive Walingwaling, happened after it went through some dry seasons. The word Kadayawan is derived from the word “dayao” which means good.

Tupas said recent years saw how Kadayawan Festival became at a time when everything in the city is displayed and shared ostentatiously: flowers, fruits, food, the colors, the music, and the art. “This is the time where happiness overflows,” he said.

But Kadayawan is not originally a Davao City festival.

According to a City Information research, it originated from “Kalibongan,” an annual festival among Ubo-Manobo natives in Kidapawan City in North Cotabato in the 70s.

Kidapawan City was then the capital of the province.

Kalibongan was a festival initiated by the Mindanao Highlanders Association, Inc (Mindahila), an organization led by Datu Joseph Guabong Sibug, a prominent

and respected tribal leader in Kidapawan.

During the mid-70s, during the Martial law years, the organization experienced difficulty in staging the festival.

Because of this Datu Sibug introduced Kalibongan to then newly-appointed Davao City Acting Mayor Zafiro Respicio -- with a request that it would be celebrated in Davao City to attract tourists. The late Respicio hailed from North Cotabato.

During Mindahila’s special board meeting, Kalibongan was renamed to Apo Duwaling Festival from Mt. Apo, Durian, and Waling-waling, the known symbols of Davao City.

Apo Duwaling was first held at the PTA grounds (now known as People’s Park) on September 26 to 30, 1986 with Unlad Proyekto, in coordination with the Davao City Tourism Office.

When Mayor Rodrigo Duterte assumed the mayoral post in 1988, Apo Duwaling Festival was replaced by Kadayawan. In 1995, Duterte issued Executive Order No. 10 institutionalizing the celebration of Kadayawan every third week of August every year.

Highlights Since then, Kadayawan is hailed as festival of all festivals even drawing people from other provinces and foreign tourists. Two of festival highlights – Indak-Indak sa

Kadalanan (Street Dancing) and Floral float parade – draw participants from as far as the Visayas.

The festival opens an art exhibit dubbed: Kinabuhi, which features the day-to-day life of the 11 tribes.

The Tribuhanong Pasundayag will provide a nightly cultural show for Davaoeños.

Other events are the Dula Kadayawan, a sports fest for Lumads and Muslims; Hiyas sa Kadayawan or the Gems of Kadayawan; Subang Sinugdanan, a tribal fluvial parade; and Panagtabgo, a tribal convergence.

He said plantation owners now have become innovative by planting the prohibited plants in dangerous slopes, upland areas and mixed the marijuana plants with ordinary grass or other plants to cover up the crime.

Cornel said a civilian informed a village official of Datal Biao about the existence of the vast plantation. The official, he said, informed the local PNP. Cornel then formed a team and proceeded to the plantation site where they discovered the marijuana plants.

The police chief also lauded the civilian who alerted the village Kagawad and the local official’s immediate relay of message to the local police.

Some of the recovered plants were burned in the area while the police took some plants as evidence against the suspects.

The ASG brigands seized the seven Indonesian sailors in the high seas of Indonesia on June 22 and herded them to the province of Sulu.
