Oro prelate: Churches open as rehab centers ‘Ka Paris’ out on bail, to attend Oslo talks

AGAYAN de Oro City--Archbishop Antonio Ledesma on Wednesday said he is open for a move to make local Catholic churches serve as rehabilitation centers to the more than 5,000 alleged drug pushers and addicts who have surrendered to the police last month.

1 killed, another arrested in S. Kudarat anti-drug operations By Ferdinandh Cabrera of MindaNews

TACURONG City––A man was killed while another was arrested during operations by the Regional Anti-Illegal Drugs Special Task Force (RAIDSTF) in Barangay New Isabela here and in adjacent President Quirino town in Sultan Kudarat dawn on Tuesday.

Supt. Maximo Sebastian, RAIDSOTF chief, identified the slain man as Russel Hamid Paglas, also known as “Chokay Piang,” a resident of Yellow Village in Barangay New Isabela. Sebastian said Paglas resisted arrest and traded shots with approaching lawmen at 4 a.m., triggering a brief gun battle. Paglas was injured and rushed by

police to a hospital but expired even before reaching the medical facility. Seized from Paglas were two caliber .45 pistols and a hand grenade. Sebastian said the raid was covered by a search warrant. In the municipality of President Quirino, police arrested Leopoldo Mange, a resident of

Barangay Estrella. Seized from him was a caliber 9mm Beretta pistol with police markings and a caliber .45 pistol and 16 motorbikes. Also in the warrant was SPO2 Sueb Utap but he was not in his home when the police raiding team arrived. Police operatives seized a caliber .45 pistol and ammunition from his residence. Utap

Sebastian said the house of one Datu Ismael Mangudadatu (not the governor of Maguindanao, whose name is spelled Esmael) and his wife Bai Nora in Barangay San Pablo, Tacurong City was also raided where the police seized two small sachets of shabu and a rifle grenade. Hontiveros files bill vs. erring hospitals

T h is i n it i at ive w as pushed yesterday by Akbayan Senator Risa Hontiveros in her proposed establishment of a “Sumbungan Board” where the public can report violations of Republic Act 8344, otherwise known as the Anti-Hospital Deposit Law. Hontiveros, Chair of the Senate Committee on the Health and Demography, filed Senate Bill No. 216 that calls for the establishment of a Health Facilities Oversight Board that will be tasked to probe the claims of patients who were denied treatment and services during emergency situations

due to their inability to pay hospital deposit. The Board will be composed of a Department of Health (DoH) representative, who will act as Chair, and representatives from the Philippine Medical Association (PMA), private health institutions and nongovernment organizations working on public health and advocacy. “We want to prioritize the needs of our patients especially during emergency situations. The Sumbungan Board will provide a clear channel for redress of grievances by patients and ensuring their rights and welfare. In our quest for equitable healthcare system, we should be more sensitive to the plight of our patients, especially the

The bill likewise proposed for an increase in penalties for demanding, requesting, soliciting deposit or other forms of advance payment as prerequisite for confinement or medical treatment. It recommends that penalties for violations of the AntiHospital Deposit Law should be from P20,000-P100,000 to P500,000-P1 million, exclusive of damages that may be rewarded to the patient-complainant. Bam: Lower the price of electricity A senator has submitted a measure seeking to lower power rates by removing Value Added Tax (TAX) from the sale of electricity by all electric companies and cooperatives. In his Senate Bill No. 670, Sen. Bam Aquino wants to make VAT-exempt the sale of electricity at all stages -- from generation, transmission, and distribution -- to lessen the expenses of Filipino families. “A tax relief on electricity will result in significant savings for Filipino families as well as lower operating costs for businesses, from small restaurants and retail stores to large factories,” Sen. Bam said. The measure seeks to amend Section 108 (A) (II) and 109 (1) of the National Internal Revenue Code, as amended by Republic Act No. 9337, to cover sale, transmission and distribution of electricity from VATexempted transactions. Among them are sales of electricity by generation, transmission and distribution companies and electric cooperatives and services of franchise grantees or electric utilities. The senator is also eyeing to exempt from VAT the sale or importation of machineries and equipment, including spare parts, to be directly used by the buyer or importer in the generation, transmission and distribution of electricity “We’ve been complaining about our expensive electricity for too long. ‘Bambi’ threatens to axe 4 lousy capitol dept heads Thursday, August 18, 2016

CAGAYAN de Oro City--Misamis Oriental Governor Yevgeny Vincente B. Emano is set to fire four department heads which according to him have been lax in performing for the past three years since they set office along with him. During the weekly flag raising last Monday, Emano did not hide his dismay before Capitol employees about the four department heads, whose names he withheld pending their reassignment. In an interview later, the governor said he discovered the four’s lacklustre performance after the general strategic planning meeting among all department heads last week. The meeting was meant to identify loopholes of services of each Capitol department for the past three years and provide solutions to improve these services. “Even in their own department, they could not assess what went wrong.

It’s been three years after I have assumed office as governor and until now, they could not catch up with my governance style. They do not know how to improve services to our constituents,” Mr. Emano lamented. Mr. Emano said he is mulling to either get an employee within each department to replace them or hire someone new in the provincial government. But he added that he would not terminate these department heads but merely reassign them to other departments yet retain their salaries as stipulated in the Civil Service Code. Ozamiz exec denies surrendering firearms CAGAYAN de Oro City– –A city executive in this Southern Philippine Island of Mindanao on Wednesday denied surrendering his duly licensed and registered firearms. Mayor Reynaldo “Aldong” Parojinog of Ozamiz City said that contrary to reports, he turned over his firearms only for safe keeping at the Ozamiz City Police Office last Monday. On Tuesday, the Ozamiz City police turned over the firearms to the regional police command here during the visit of Police Director General Ronald Dela Rosa. The firearms consist of 16 high-powered weapons and four side arms, including well-known brands such as Bushmaster, FN, Socom II, AK45, Galil, Uzi, Springfield, Beretta, Carbine, Colt Para Ordnance and Metril.

Parojinog said that he was in Cagayan De Oro City last Tuesday during the visit of Police Director General Ronald Dela Rosa where they talked about the police anti-illegal drug drive in Ozamiz City. He said that he assured Dela Rosa that the Ozamis City government would help the police in its anti-illegal drug campaign in Misamis Occidental, a Northwestern province in Mindanao. “I assured Dela Rosa of my personal commitment to help the police in the fight against all forms of illegal drug activities in Ozamiz City,” Parojinog said. The mayor said that all the high-powered firearms were duly registered and were part of his collection. He said he began collecting firearms during his first term as mayor in 2001.

“I have not violated any law. I am only complying with the order of [President Rodrigo Duterte],” he said, referring to his weapons cache, adding that the firearms were included in his SALN (statement of assets, liabilities and net worth). Parojinog, his daughter, now incumbent Ozamiz City Vice Mayor Nova Princess, his brother and city councilor Ricardo, were among the names of elected public officials mentioned by President Duterte in the drug list with alleged involvement in drug trafficking. Parojinog has time and again, denied the accusation, saying he and his administration has been fighting the proliferation of prohibited drugs since he became the city mayor of Ozamiz.

DAVAO City––China’s quarantine office will send representatives to Mindanao to inspect the banana plantations here, Pilipino Banana Growers and Exporters Association (PBGEA) executive director Stephen Antig said Tuesday. In an interview, Antig said that the visit of Administration of Quality

Our country in darkness

VERY few people realized, that no matter how beautiful our country is, we shall never grow up, develop much less improve ourselves because of our bad attitude and stupidity. Filipinos are always divided and in disagreement of nearly all things in our environment. From morning till sunset, from birth to death, we carry with us jealousy, hatred, backbites, laziness, recklessness and plain foolishness. These ugly behaviors attribute to our miscalculations and failures that certainly make us poor people living in a poor country. We love so much gambling, gossiping, sleeping, sitting in public parks, swimming and daydreaming when we could have gone into the field and do profitable ventures. Japan was badly pulverized during World War II, when several atomic bombs were dropped in Hiroshima, Nagasaki and elsewhere, but from the rubbles of horrors, the Japanese built what is now as the powerful economic state in the world. Other Asian states like Korea, Vietnam, Indonesia, China, etc. were almost unknown, several decades ago, but now they are towering states with lots of money. By comparison, we are still the poor old man in Asia. We indulge so much

Whatever we do, we can never change the scenario that Marcos is dead for years, was a president, was a soldier, etc. In our culture, when a person dies, he is absolved of his sins and only God can make pronouncements on his person. We enumerated so much the alleged sins of the former president and we never mentioned anything of the good deeds he had undertaken. It is really sad, but the truth is during the time of Marcos as president, we blamed everything on him even when there were typhoons or natural disaster in our country. Is that not stupidity on our part as people? We blamed him when there was earthquake, bad weather or anything on such level. I am definitely not a Marcos man. I am not an Ilocano much less from Batac, but I see the situation of Marcos burial as the result of our excessive politicking, non-sense culture and plain foolishness. We spent so much time and effort fighting for a dead issue. Why don’t we instead think of something else to solve our problems of crime, corruption, hunger, foods, education and dozens other? We are wasting our precious time for a burial of Marcos? This is just weird, a thing that never happened ever

in politics--a thing that adds flames to our bad relationship. Many of our leaders are either corrupt or thieves except for a few who cannot succeed because of obstacles along the way. We allow to manage or run our government people who barely read or write. We are proud of our blunders, we fight criticisms and even hate one another for nothing. We misinterpret or abuse so much our freedom that we do everything beyond its limit. Then we go to court to settle things when we could have avoided costly litigations if we only use our head appropriately. We thought of our pride and honor that actually are not there and fight it out to the last breath. Aren’t we just crazy? Kindly see the situation at this moment relative to the burial of the then President Ferdinand Marcos at the “Libingan ng mga Bayani.” The cemetery is intended as the burial site of Presidents, Soldiers etc. Marcos was both president and a soldier, but we are divided again and there we fight, we argue, we march in protests while others had to go to court on the issue. A simple matter that we are making it big to satisfy our lust for hatred and troublemaking. I can well predict the Marcos problem will remain even after the end

There will be more tornadoes to come to our country, and will not be as harmless as the one that came on Sunday. Whether we believe or not, this phenomenon of strong winds bringing death and destruction was predicted to happen a long time ago, whether we like it or not. Where was this prediction made? Read this, and see if you can guess: “Those who hear these words of mine and put them into practice will be like wise people, who put up their houses on top of strong foundations. The rains came, the floods rose, and the wind blew and beat against those houses, but they did not fall, because they had strong foundations.” Then, it was also said:

“Those who hear these words of mine but who do not put them into practice are fools, who built their houses on the sand. The rains came, the floods rose, and the wind blew and beat against that house, and it fell with a great crash.” We must not fail to notice that, in these predictions, the rains, the floods, and the wind were prophesied to come, as they are all coming now, all at the same time. -oooINSPIRATION FOR A SUCCESSFUL LIFE COMES FROM GOD: This reflects the story of Rotary International’s Four Way Test. Without the Four Way Test being utilized as the standard by which the officers and employees of a company owned by an American Rotarian were to measure their thoughts, words, and actions, the company went on a losing streak and was ready to fold up in the 1930s. But the Rotarian, a businessman named Herbert J. Taylor, prayed to God, and asked for His guidance in his search for a guide to right conduct, or some sort of an ethical yardstick which everyone in his company could memorize and apply to what they thought, said, and did. God responded, and inspired Taylor to write the questions that now comprise the Four Way Test.

In the 1940s, after Taylor’s nearly-bankrupt company made a rebound, Rotary International adopted his guidelines as its Four Way Test, and there was no looking back for Rotary ever since, growing today into the world organization of choice when it comes to charity, with its Clubs numbering around 32,000 worldwide, and with a membership base of 1.2 million Rotarians. -oooREADING AND OBEYING GOD’S WORD KEY TO SUCCESS: Indeed, there are only two kinds of people in this world, as the predictions I mentioned here could attest. The first kind are the wise people, while the second are the fools. The wise people are not going to crumble down nor be overwhelmed by problems of day-to-day living, represented figuratively by the calamities of strong rains, high floods, and roaring winds. On the other hand, the fools will immediately be crushed and defeated, even by the weakest of rains, the lowest of floods, or the fleetingness of winds, or, literally, even by small problems. The secret therefore is in knowing how to be wise, but, in reality, this is no secret at all. The predictions disclose what we must do. They say

in other countries around the globe. My question is are all the people buried in the “Libingan” really real heroes? Were all those people clean as saints worthy to be buried in the place or maybe some of them were even more sinners than Marcos. Why did we not bury the remains of Rizal, Bonifacideo, the Luna brothers, etc in the place? What about those fallen soldiers during World War II? Are we showing our hypocrisy, ignorance or whatever the foolish way? We must thrash out our bad habit, false pride, ugly culture and attitude to allow us to move forward for the benefit of the coming generation. To some people, these killings have become acceptable since they argue that if these criminals are not eliminated, they will continue to kill our people through drugs. They opined that the next generation of Filipinos faces serious challenges in the future if extreme

measures are not undertaken. However, even the intention is good; the end does not justify the means. With the increasing reports of unsolved extrajudicial killings, cases of mistaken identity, stories of people killed under questionable circumstances – we may ask the question: How many more lives, whether guilty or innocent be killed before we are convinced that there is something terribly wrong with what is happening in our country right now? Emano lifts suspension of jail visit in Misamis Oriental By Cris Diaz of PNA MISAMIS Oriental--Provincial Governor Yevgeny Vincente Emano of Misamis Oriental on Wednesday ordered the lifting of the visitation at the provincial jail center here. Emano instructed the provincial jail warden to lift the one month suspension order that took effect last July 8. However, he said, the six-month suspension meted against seven other inmates would remain until the duration of the suspension is completed. Emano ordered the suspension of the visit to inmates at the provincial jail in Misamis Oriental after jail authorities discovered the illicit drug activities inside the jail facilities. Dominador Tagarda, the provincial jail warden, said that illegal drug activities were busted after jail authorities caught some inmates engaged in “pot session” inside the jail.

“An illegal drug trade was undergoing inside the provincial jail where the illegal drug was sold to inmates - most of them were meted jail terms because of drug offenses,” Tagarda said. He said that during an investigation, a jail guard broke down and confessed to be responsible for the discreet transport of the illegal drug inside the jail compound. As a result, Emano ordered the dismissal of the jail guard and the suspension of six other jail personnel, Tagarda said. He said that the governor also ordered the one-month suspension of the visitation rights of all relatives of the inmates and the six-month suspension for the other seven inmates who have direct involvement in the illegal drug trade. The suspension of the visitation rights was to remind the more than 500 inmates at the provincial jail that Emano was serious in his drive against the illegal drug activities in the provincial jail, Tagarda said. City hospital to launch Telepsychiatry CAGAYAN de Oro City–– With the aim to provide attention to persons with mental illness in Cagayan de Oro city, the JR Borja General Hospital (JRBGH) will launch the Telepsychiatry on August 23. The Telepsychiatr y is one of the priorities of the city government implemented through Dr. Ramon Nery, JRBGH chief executive officer,

and the heads of the hospital so the city will have its own way to help those mentally-ill persons who became nomads. The Telepsychiatry is a way to provide psychiatric assessment and attention through telecommunications and video conferencing. Obtaining such will only means that the city no longer needs to send the patients to other cities to

have them checked by the doctors since this could already be done through video conferencing. The launching of Telepsychiatry is one of the activities of the 53rd anniversary celebration of the JRBGH on August 25. The ceremonial turnover of the breastfeeding equipment and Gift of Sight Program of the JRBGH will also be held.(ACM-CIO/ PIA10)
