In Cagayan de Oro City, local officials are still mending a city ordinance that would declare

the illegal sale of petroleum products in city streets here.

A representative from the Energy Commissions has told the local august body that the selling of petroleum products without an authority or permit from the Energy Commissions is illegal.

As of press time, the local authorities in Cagayan de Oro City had not made any seizure of illegally sold petroleum products here.

DTI to launch shared service facility today

A SHARED service facility that will help people transform their ideas into reality is set to be launched Wednesday, 17 August 2016 at the Mindanao State University-Iligan Institute of Technology (MSU-IIT) in Iligan City.

“Fab Lab (Fabrication Laboratory) is a technical prototyping platform for innovation and invention, providing stimulus for local entrepreneurship,” said Lemuel Clark P. Velasco, associate professor and facility manager. “A fab lab is also a platform for learning and innovation: a place to play, to create, to learn, to mentor, and to invent. But it is not just place, fab lab is a movement where ideas, and innovation happens.”

Set up as a shared service facility (SSF) by the Department of Trade and Industry (DTI), FAB LAB is a digital fabrication laboratory with sophisticated equipment that is open to all students, researchers, entrepreneurs, and the people all over Mindanao to help them transform their ideas to designs and their designs to prototypes which can be easily manufactured.

The FAB LAB Mindanao team aims to demonstrate the lab and the team’s capabilities in becoming Mindanao’s Center for Innovation and Invention during its 17 August 2016 launch and exhibit. Also to be launched on the same date are the DTI Negosyo Center and Technology Business Incubator (TBI).

“Fab Lab is a college, there will be students and academic programs that is designed and developed to build projects,” Velasco said. “There will be inventors and entrepreneurs that

will cultivate, generate new ideas, develop innovation and help the local communities in Mindanao as they develop their products and services.”

It also has workshops and programs that will help the people in generating ideas and innovations, he added.

For instance, from 2D and 3D designs of research and development projects internal and external to MSU-IIT, FAB LAB Mindanao offers fabrication services in ideation, designing, fabrication and small scale manufacturing to the

entrepreneurs and innovators of Mindanao.

The FAB LAB also has Mobile Robots (MOBOTs), autonomous electronic platform on wheels that can be controlled through application software for its telemetry and movements. The applications of these robots range from autonomous navigation technology up to space exploration.

A pre-launch orientation was held last May 20, 2016 to present the FAB LAB

services to potential clients at the DTI Lanao del Norte Negosyo Center.

DTI Lanao del Norte Provincial Director Ruel Paclipan describes FAB LAB as a technical prototyping platform for innovation and invention that could help make prototypes and products such as equipment, machinery and electronic gadgets; scale models, illustrate graphic designs and mass-produce products.

Mandatory ‘drug test’ in Gingoog approved CAGAYAN de Oro City–– Local executives in Gingoog City had approved a mandatory drug test ordinance that would require all city hall employees to submit to a drug test, an official said Tuesday.

City Councilor Marlon Kho, the proponent of the ordinance, said that the law was approved to strengthen the anti-illegal drug campaign of President Rodrigo Duterte.

He said that under the ordinance, all employees of the city government of Gingoog City would undergo a mandatory and random drug test every year.

“We want to make sure that the employees of the city government from the city executive down to the lowest worker are not into drugs,” Kho said during a live radio interview.

He said that all members of Gingoog City Council, from the Vice Mayor to the City Councilors, were found negative of illegal drugs after undergoing a compulsory drug test last week.

Kho said that the Philippine Drug Enforcement Agency (PDEA) conducted the “surprise drug test” among members of the City Council last week in order to belie insinuation that some members of the city council were into illegal drugs.

He said that the newly approved city ordinance would require a surprise, mandatory, and compulsory drug test to all city government workers anytime every year staring 2016.

“We hope that the provincial board members of Misamis Oriental would also adopt an ordinance that would require all officials of the local government units to undergo compulsory drug tests in all of the province’s 23 municipal towns,” Kho said.

Gingoog City, is one of the component cities of Misamis Oriental, about 100 kilometers east of Cagayan De Oro City. The other component city, is El Salvador, 21 kilometers west of Cagayan De Oro City, the capital city of Misamis Oriental. (PNA)

House leadership receives P3.35T proposed 2017 budget

THE leadership of the House of Representatives on Monday received from the Department of Budget and Management (DBM) the P3.35-trillion national budget proposal for Fiscal Year 2017, which was accompanied by a Budget Message from President Rodrigo Duterte urging lawmakers to scrutinize and approve it for next year.

House leaders led by Speaker Pantaleon D. Alvarez, Appropriations Committee Chairman Rep. Karlo Alexei B. Nograles (1st District, Davao City), Majority Leader Rodolfo C. Fariñas, Minority Leader Danilo E. Suarez, Deputy Speakers Fredenil H. Castro, Raneo E. Abu, Eric D. Singson and House Secretary-General Cesar S. Pareja were among those who attended the turnover of the 2017 national budget proposal from DBM Secretary Benjamin Diokno.

Diokno said the proposed budget dubbed as “A Budget for Real Change” focuses resources on programs and projects that will achieve the Duterte administration’s 10-point socioeconomic development agenda.

Of the P3.35 trillion national budget, Diokno said: 40 percent will be for empowering human resources through education, healthcare, social welfare and other social services; 27.6 percent for economic services to fix the broken infrastructure network, boost agricultural and rural sector, and generate more jobs and livelihood; and 22 percent for general public services and defense.

The breakdown of allocations for the 10-point socioeconomic development agenda of the Duterte administration according to Diokno is as follows : infrastructure, P860.7 billion which is 13.8 percent higher than this year’s budget; rule of law, P119.4 billion for the Philippine National Police (PNP) which is 24.6 percent higher than this year and P130.6 billion for the Armed Forces of the Philippines (AFP) to support the administration’s drive against crime, illegal drugs and terrorism, and P32.5 billion to declog the courts; agriculture and agrarian reform P120.5 billion; technology and innovation, P3.56 billion for the Department of Information and Communications (DICT) and P20.8 billion for the Department of Science and Technology (DOST); education, P699.95 billion; health, P151.5 billion; social welfare and sustainable livelihood, P129.9 billion for the Department of Social Welfare and Development (DSWD) and P13.5 billion for the Department of Labor and Employment

(DOLE); energy, P5.6 billion for electrification; and disaster risk reduction and environmental protection, P37.3 billion for the National Disaster Risk Reduction and Management Fund (NDRRMF) and PP29.4 billion for the Department of Environment and Natural Resources (DENR).

In his Budget Message to lawmakers, Duterte said more than being a collection of figures and provisions, the proposed 2017 national budget is the “embodiment of our people’s clamor for real change and a compassionate government.”

The President said his commitment to implement real change lies at the core of the proposed budget. “This is my administration’s first budget. It is a budget that gives flesh and bone to the promise by which I won as President which is to fight for social justice. It was designed to realize change in the here and now. This budget is for the people and by the people.”

Nograles vowed the House of Representatives will not falter in its role of enacting a 2017 national budget on time.

ZAMBOANGA City––That eerie and chilling sight and sound would not leave me for days. It kept running through my head like a sad song; waking my sleep like an unwanted replay of a nightmare. There he went reading that kill list. Was it tears of sorrow, anger, frustration or all that he was holding back?

Yawa! Intermittent curses were all he could do to contain his almost exploding self. Around him were four caskets. The four souls to be laid to rest and the rest of 60 million of us were hovering. We were, suspended in disbelief, all wakeful in the virtual funeral that the country mourned in the dead of night. In my time and generation, this is reality TV. My small hometown of Jolo may just be an ink smear in the map but its history runs deep and its heritage impacts and influences the rest of the

archipelago if not the entire country, and far and wide to the rest of Southeast Asia, the Nusantara.

To strangers especially those from up North, our small dot of an island town has a running reputation as the heart of the deep dark south and they quiver at thoughts of how it s backdoors we zealously guard. With an exotic sometimes mystic backdrop, tellers of urban legends would relish painting my hometown red, replete with its own petrifying tales ranging from violent conflict, bizarre underground trade and economy, ruling outlaws and pirates, and, yes, narcopolitics.

In the wake of national war on drugs, it is in such nights that my little red blob in the middle of the sea visits nightmares and makes people sweat in their sleep. But little did they know that ordinary foot soldiers have their own battles to fight, too, that’s

CDO Ecological Solid Waste Mgmt sets 2019 goals at XU-GLI workshop

THE technical working group of the Ecological Solid Waste Management (ESWM) of the city government of Cagayan de Oro has laid out its 2019 goals during the planning workshop facilitated by Xavier University’s Governance and Leadership Institute (GLI) on August 9.

The City ESWM-TWG’s vision of having a “clean” city with “disciplined and responsible” Kagay-anons by 2019 can be achieved through the following strategic goals: (1) Strengthened community participation; (2) Strict implementation of the Ecological Solid Waste Management Act of 2000 (RA 9003); (3) Active barangay governance; (4) Sustainable ESWM programs; and (5) massive information and education campaign on ecological solid waste management, ranging from household to city levels.

“The need now is giving special attention to enabling barangay governance in the management of solid waste in the city,” ESWM focal person Elvisa Mabilin.

GENERAL Santos City-At least 30 job order or contractual employees of the provincial government of South Cotabato have been dismissed from service after being found positive of using illegal drugs.

South Cotabato Gov. Daisy Avance-Fuentes said Tuesday she issued the dismissal order based on the results of the random drug tests administered by the Integrated Provincial Health Office (IPHO).

She said most of the terminated workers were found positive of using methamphetamine hydrochloride or shabu.

“We dismissed outright all involved job

Aside from the 30 job order workers, 10 other regular or permanent employees of the local government were found positive of using illegal drugs, particularly shabu, in the initial round of the random tests.

Fuentes said the erring permanent workers are now undergoing administrative proceedings after also failing the confirmatory tests.

She cited that the involved employees could face termination from service based on civil service regulations.

The governor said the process for the termination of regular employees

involved in illegal drugs are now faster if evidences, like the test results, are in place.

“They will be subjected to summary hearings or proceedings leading to their termination,” she said.

Fuentes said the local government will continue in the coming days with the surprise random drug tests.

The provincial government opted for the random instead of the mandatory tests to prevent erring workers from preparing for them, she said.

She clarified that a negative result does not guarantee than an employee is already “off the hook.”

“If there will be some changes in their behavior that points to possible illegal drug use, they will immediately be subjected to another test,” she said.

Fuentes said the job order workers who would fail to undergo the test without any valid reason will be issued with “show cause orders” and their contracts will not be renewed.

If they skip the test with valid reasons, she said they will undergo the same in another schedule.

Xavier Cocofed alumni group launches scholarship program THE Cocofed Alumni Association of Xavier University has established an educational scholarship program to support a student in completing an agriculture degree from its College of Agriculture.

The program, officially known as “XU Cocofed Alumni Scholarship,” will grant financial assistance worth Php50,000.00 per school year to cover the recipient’s tuition and school fees.

“We launched this scholarship as a way of paying forward the opportunities and privileges we received from the Cocofed (Philippine Coconut Producers Federation Inc.) program,” said XU Cocofed Alumni Association president Sylvia Aguhob. “By doing so, we hope our scholars today will also do the same in the future, thus, creating opportunities for others.”

The Office of Scholarship and Financial Aid (OSFA) is tasked to screen and endorse qualified applicants for the program, under the memorandum of agreement between XU and the Cocofed alumni group, signed earlier in July.

An applicant for the said scholarship must have the following qualifications: • a Filipino citizen, without pending immigration application to any foreign country; • annual gross family income must not exceed three hundred thousand pesos; • a bona fide student

enrolled in XU’s College of Agriculture; • in good mental, physical, and emotional health; • not have been the subject of any disciplinary action; • in good scholastic standing; and • enrolled in a regular load of the course at the time of the award of the grant.

Giving back

The Philippine Coconut Producers Federation Inc. or commonly known as “Cocofed” has subsidized the National College Scholarship Grant Program which has supported more than 20,000 scholars nationwide since its inception in 1975.

Over 2,000 Cocofed scholars coming from various parts of Mindanao have graduated from XU.

“This project is important to our group. The scholarship fund came from the contributions of former scholars whose lives have improved through the opportunities provided for by the Cocofed scholarship program and their Xavier education,” said Aguhob.

The PAASCU-accredited College of Agriculture of XU offers seven undergraduate

programs, namely, BS in Animal Science, Agricultural Engineering, Agribusiness, Agricultural Economics, Crop Science, Development Communication, and Food Technology.

“This project is also geared towards uplifting the agriculture industry, thus, the qualified scholar should be enrolled in an agriculture course. Our agricultural sector needs competent professionals, especially for the coconut industry,” added Aguhob, who is also a faculty member of the Food Technology department of XU. Upon completion of an agriculture degree, the scholar must practice his/ her profession in the Philippines for at least a year.

Aguhob sees the generosity of fellow Cocofed alumni in Mindanao as a vital component to sustain this scholarship endeavor of their association.

“Our group calls for the support from other alumni of Cocofed in hopes to fund more agriculture students in the years to come. There are efforts by some of our members to invest in a coconut-related business to help sustain this project.”

Construction of P150-m coastal road in Oro stopped CAGAYAN de Oro City--The construction of the P150-million coastal road along the fishing village of Macabalan here was temporarily suspended pending resolution of some issues and concerns raised by the residents.

Norbel Saa, chairman of the coastal village of Macabalan, said that a group of fishermen had complained that they’ve lost the docking area for the fishing boats since the coastal road would block the shoreline.

He said that the contractor of the project has stopped the filling and the reclamation of the area until a suitable solution to the fishermen’s plaints are addressed.

He said that the coastal residents of Macabalan welcome the project but not until the concerns of the affected residents are properly addressed.

“It would be difficult to implement a project that would be beneficial to the community and yet there are some residents who would be deprived of the livelihood because of the project,” Saa said.

He said that the DPWH must find a way for the fishermen to have a passageway for their boats and must see to it that the residents whose houses and properties are damaged due to the project are properly compensated or relocated.

Saa said that the village officials also asked the highway officials to hire local construction workers who are residents of the affected projects.

In a dialogue with the DPWH officials last week, Saa said he would only accede to the continuation of the project if assurance is given that the welfare of the people in the area is ascertained.

Vinah Maghinay, regional information officer of the DPWH here, said that the highway officials would take all the complaints positively in order that an acceptable solution is arrived at in all issues and concerns.

Maghinay assured the residents that once the coastal road is finished, the project would have a positive impact on the communities around it as more investors would be attracted to do business in the area.

A project data released by the DPWH in Northern Mindanao described the project as a 1.3-kilometer two-lane road with a carriageway of 13.40 meters.

The coastal road with a four-meter boardwalk would connect the proposed Macabalan-Bonbon Bridge, which would ease traffic congestion in the city, highway officials said.

The coastal road and the planned bridge were part of the priority projects of the DPWH in Northern Mindanao, which has an allocated budget of Php 32 billion for 2016, Maghinay said.
