CPP withdraws support to Duterte’s drug war Volume VI, No. 067

DAVAO CITY -- The Communist Party of the Philippines (CPP) has called for an end to police and vigilante killings involving drug suspects as it withdrew its cooperation with President Rodrigo Duterte in his anti-illegal drugs campaign, calling it “anti-people and antidemocratic.”

In a statement posted on cpp.ph last August 12, the CPP urged the people to unite and demand for justice and an end to police and vigilante killings, and to defend human rights.

“The CPP calls on the people to struggle against the rampant problem of drug addiction, as they wage revolutionary struggle to overthrow the system that perpetuates it as well as other forms of oppression.

14 families of stranded OFWs get financial aid ZAMBOANGA CITY – The Overseas Workers’ Welfare Administration (OWWA) has provided financial assistance to Overseas Filipino Workers (OFW) stranded in Saudi Arabia.

Khalil Isser Lorena, OWWA regional family welfare officer told the Philippines News Agency that the OWWA will give PHP20,000 (1,599 Rial) to the affected OFWs at the jobsite and PHP20,000 to repatriated workers.

Lorena said that PHP6,000 is also given to the families of each of the affected OFWs. Lorena said the financial assistance is given through the Relief Assistance Program (RAP), which is the crisis intervention program of OWWA. Hundreds of OFWs are stranded in Saudi Arabia as the companies they were employed with have shut down due to financial difficulties.

B2 BSP FX rules further liberalized BSP Governor Amando M. Tetangco, Jr. announced today that as part of continuing efforts to keep regulations appropriate for the changing needs of the Philippine economy and following the thrust towards greater openness in view of the country’s increasing integration with global markets, the BSP continues to review its existing regulations, particularly those governing transactions in foreign exchange (FX).

In this connection, the Monetary Board approved the following: a . In c re a s e i n t h e amount of FX that Philippine residents may purchase from the banking system without supporting documentation (other than an application to purchase FX) for legitimate transactions from USD120,000 to U5D500,000 (for individuals) and USD1 million (for corporates).

This policy aims to enhance and further facilitate access to FX of both individuals and corporates for legitimate non-trade current account transactions. b. Allowing of the deposit by Philippine residents of FX purchased from banks for certain underlying transactions (such as for travel abroad and payment of certain obligations to non-residents) into their Foreign Currency Deposit Unit (FCDU) accounts, prior to outward remittance to the intended non-resident beneficiaries.

This shall provide residents with greater flexibility in managing their cash flows as well as provide greater ease in transacting in FX. c. Lifting of the prohibition on the sale of FX by banks and their forex corporations for residentto-resident transactions.

This measure will facilitate payment by residents of

obligations to their resident counterparties and allow further diversification of residents’ investments. d. Lifting of prior BSP approval and registration requirements for private sector loans to be obtained from FCDUs/Expanded FCDUs of banks.

This is in line with the BSP’s thrust to facilitate access of the private sector to bank financing. The Board also approved the increase in the amount of legal tender Philippine currency that may be brought into/out of the country from PHP10,000 to PHP50,000. This intends to provide greater convenience to travelers to and from the Philippines, and allow settlement of obligations in jurisdictions outside the Philippines where the Philippine Peso is accepted as a currency of settlement.

The implementing circular for these policies will be issued to take effect on 15 September 2016. Notwithstanding the liberalized rules, banks are expected to continue to adopt safe and sound practices in their FX transactions and dealings with clients/other counSee rules, page B3

The CPP’s armed wing, the New People’s Army (NPA), will continue its operations against anti-illegal operators and protectors despite the withdrawal of support for Duterte’s drug war.

It said Duterte’s drug war became a “frenzied campaign of extra-judicial killings” involving suspects who reportedly resisted arrest.

It added that Duterte’s drug war is set to unleash more violence, counterviolence, and political maneuverings, with close to 1,000 drug-related killings within the first month of his administration.

“Police officials have brazenly carried out summary killings against suspected drug peddlers and users.

Hundreds have been killed while ‘resisting arrest’ or while under custody and detention, in police cars as well as in jails,” it said.

The CPP also claimed that Duterte launched an unmitigated violence and threats of violence against the victims and the “people at the lowest rungs of the criminal syndicate ladder.”

It also questioned why suspected big drug lords and protectors were afforded courtesy calls on the President himself and accommodated at the guest house of the Philippine National Police in Camp Crame.

The CPP also lambasted Duterte, who it described to be “full of himself and intoxicated with the vast power he is not used to handle that he thinks he can get away with upturning the criminal judicial system and denouncing people for defending human rights.”

“He dishes out threats of imposing martial law. He has made himself a laughing stock among legal circles.

He, however, is not laughing and threatens anyone who chooses to stand in his way,” it added.

The CPP added Duterte’s “drug war will not succeed for not addressing the socio-economic roots of the problem.

Drug addiction, it said, must be addressed through economic, political, and cultural means.

She said the dengue deaths in the area so far account for 1.8 percent of the total cases or nearly double its 1 percent threshold.

Barangay Fatima here has been identified by the Department of Health central office as a dengue hotspot since June due to the emergence of two to four confirmed cases on a weekly basis, she said.
