Senate hearing on summary killings set on August 22-23

THE Senate inquiry into the alleged extra-judicial killings and summary execution has been set on August 22 and 23.

This after the Senate committee on justice and human rights approved during the Thursday’s reorganizational meeting the Senate Resolution No. 9 asking for the investigation on the alleged extra-judicial killings under the administration of President Rodrigo Duterte.

Senate committee on justice chairperson Leila de Lima said she wanted to know from the Philippine National Police (PNP) whether all the police operations against drug suspects are legitimate.

According to the reports,

almost 500 drug pushers and users have already been killed amid the intensified campaign against illegal drugs by the Duterte administration.

Meanwhile, Senators Panfilo Lacson and Alan Peter Cayetano are now convinced to hold a Senate probe on the extra-judicial killings.

Lacson has expressed fears that the Senate inquiry would break the momentum of the government’s successful drive to end the drug problem in the country.

Lacson said he would rather ask the PNP on what solution it has done to stop the summary executions.

THE spark that sets off the boom of startup companies throughout the world is the desire to solve a problem, from a simple queue in payment stations to promoting disaster risk reduction and management.

In this digital age, one major challenge for those who want to build a startup company is how to make use of technology to create a product or service that will make people’s lives much more convenient.

What may start out as a school project could now lead to a marketable and profitmaking enterprise.

With the goal of bringing the latest trends in mobile technology closer to the youth, Smart Communications, through their Smart Wireless Engineering Education Program (Sweep) Roadshow, made a stop at Xavier University on Friday, August 5.

To put to test what they have learned from the speakers, the participants were asked to form teams and come up with innovative technology (software or hardware) and business proposals.

The Sweep Awards Through the annual Sweep Awards, Smart also hopes to provide students with tools and opportunities to apply what they have learned in school into something that can benefit their respective communities.

“Basically, it’s about getting the participants to using ideas that could impact the society, finding solutions to the different issues that we have,” says Smart Communications education program head Stephanie Orlino.

Government and killings

The Striker

OUR system of government has three branches, namely: the Executive, the Legislative and the Judiciary.

The three are supposed to function independently from each other.

While the executive branch is elected by the people in a general elections as well as the legislative, sad to note the judiciary is appointed by the executive.

No matter what language you speak, it appears that the Supreme Court justices being appointees of the president, would sometimes vow its head to the latter’s wishes.

This is what happens now in the issue of extrajudicial killings in the administration of Digong Duterte which shocked the world including the United States of America and the United Nations.

Supreme Court chief Justice Sereno and the Integrated Bar of the Philippines could not stomach anymore the trampling of due process

and violations of human rights, made sounds to stop Duterte of the killing of alleged drug lords without giving them a chance to confront their accusers as required by law.

But Pres. Digong Duterte, now behaving like a lion - - the king of the jungle, even criticized the highest court of the land and declared he may declare martial law and put everything under his armpit. He has earlier said he will abolish congress, a thing that requires the declaration of martial law in a revolutionary government.

I don’t mind so much the kind of government we may have as long as the rights of people are not imperiled much less violated. We survived under the harsh Spanish regime, the occupation of Japanese government during World War Two and then martial law. If the country is “dutertenized” no problem just don’t disturb our rights as

citizens.

But as we see nowadays, killings are everyday incidence and they happen anywhere in the country.

Killings are done under the pretext of drug business although many of those victims were innocent bystanders who do not even know what drug is all about.

Some police officers have gone wild and love to shoot anyone because Duterte promised to give them medals. And if the shooters are prosecuted, he will help them by way of pardon or executive clemency. Any citizen is a rat to the triggerhappy policemen.

Many Filipinos want to get out of the country for safety but they could not be issued visas by countries just easy. So they just stay home and pray the flying bullets will not hit them on the head.

I heard some embalmers and funeral parlors are already filled with unidentified cadavers. Some

hospitals and doctors have nothing to do since the victims go straight to the cemetery without passing to them. This is alarming, a thing that never happened before.

I am urging these stupid killers to stop right away their activities and the courts too, to begin prosecuting the murderers.

I also urge human rights groups to gather evidence and do something about these heinous crimes taking place in the country. Society must react or all of us will fall into a dungeon of death.

In any case, the evil will not win over the good.

Filipino families nowadays do not talk about God and the Bible inside their homes anymore.

Next, I asked who among the parents were reading the Bible. There were three women who raised their hands, and all the rest kept their heads bowed down.

The three were members of Christian churches where Bible reading is being taught by their pastors and their leaders. Even among the three, however, they only displayed a passing familiarity, not deep knowledge, of the Bible.

I then told the parents that, in a situation such as this, it is no wonder that many young Filipino kids are now embroiled in drugs, pre-marital sex, in gang wars and in various crimes.

Because Filipino children are no longer taught the Word of God, they have been growing up without God, and, therefore, have become capable of mischief and misdemeanor and, also, criminality.

-oooPARENTS MUST START BEING SPIRITUAL THEMSELVES: What then must parents do to assure that their children will learn and know and obey the Word of God? Well, they must first start with themselves---the parents, I mean. Parents everywhere should start going back to the Bible---reading it daily, meditating on it day

and night, and carefully obeying everything that is written in it.

Likewise, they should start attending church and praise and worship services in earnest, together with their spouses and their children, and all others who reside with them in their houses (including househelps, drivers, and other workers). Then, they should also display an eagerness to help their churches with financial gifts, to enable their members to go out and proclaim the Word.

It is only when the children will realize that their own parents have turned sincere in pursuing a deeper understanding of the Bible and a stronger relationship with God that they themselves will strive to be more spiritual and guided by God. Then and only then will the children be really guided, blessed and protected by God from any and all evil.

The entries will be shortlisted (10 finalists) in October while the boot camp will transpire in December. The top three winners, which will be announced in February 2017, will receive cash prizes worth Php300,000, Php200,000, and Php100,000, respectively. Merit prizes worth Php50,000 will be given to the rest of the finalists.

“Their schools will also get half of the prize in a form of grant. Other partners will also give in-kind prizes like training and equipment to the school. We also expose the winners to different workshops and they will be mentored by successful startup groups and established businessmen,” says Orlino.

Power of the Internet Smart Sweep included CDO as one of its priority areas this year.

“XU has been our partner in this program, through its College of Engineering, ECE department, and Engineering Resource Center.

We have been going around Luzon, Visayas, and Mindanao. We really want to get the school communities around CDO and Misamis Oriental to get involved in innovation,” shares Otilano.

To build a startup, Otilano has an advice: “Expose yourself to innovations and startup seminars and events like Sweep. These are actually helpful; they can open

your mind to a lot of opportunities.”

She adds that with Internet, your startup business can easily “cross borders.”

“You can be global immediately. There is the support startup community and it is growing here in the Philippines. Take advantage of the power of the Internet,” she continues.

However, competition is an inevitable part of the game. With the scores of startups being created daily, technopreneurs must find ways to make their products matter to the consumers if they were to keep up with this rapid growth of type of business sprawling over the digital realm.

Cesar Diaz to take out cash advances despite Diaz’s failure to render an account of cash advances he had priorly secured from the municipality’s funds.

The charges were based on the findings of the Commission on Audit which showed that from 20042011, Navarro and Cabanan failed to strictly implement the rules and regulations on the grant and liquidation of cash advances, resulting in Diaz’s accumulation of unliquidated cash advances amounting to P5,223,014.

In finding existence of probable cause, Ombudsman Morales said that “respondents Navarro and Cabanan allowed Mayor Diaz to secure cash advances despite his failure to liquidate the earlier cash advances he made. While respondents Navarro and Cabanan argue that it is respondent Diaz’s responsibility to liquidate, they should have strictly adhered to the specific provision of Section 89 of PD1445.”

Section 89 of PD1445 provides that no additional cash advance shall be given to any official or employee unless the previous cash advance entrusted to him is first settled or until a proper accounting of the funds shall have been made.

In a separate case, Diaz is facing 13 counts of violation of Article 218 (Failure to Render Account) over the same fund irregularity.

Kung mauna ang Minpocor bago ang 2017, wala na kailangan i-privatize si PSALM (If the Minpocor comes before 2017, therefore there’s nothing to privatize),” he said.

But when Congress passes into law the Minpocor

bill, he said the GOPC will buy out the hydro power plants from PSALM, using the funds from a government loan and a subsidy from the Malampaya funds to prevent the impression from the private bidders that Minpocor gets the two power assets for free.

The buying price of Agus and Pulangui, he said, is placed at over P50 billion.
