CAGAYAN DE ORO CITY -- The Misamis Oriental police on Thursday heightened the command’s alert level in anticipation of an offensive by the New People’s Army (NPA) rebels as the May elections nears.

Kidapawan barricade: They came to get rice; some say they didn’t know about the rally KIDAPAWAN City––All of them admitted they joined the farmers’ barricade here last week so they could get a sack of rice from the provincial government of North Cotabato, but some protesters claimed they didn’t know there was go-

ing to be a rally.

The barricade, which blocked a portion of the Cotabato-Davao highway turned bloody when police dispersed the protesters on Friday. Three farmers were killed and several others were hurt. Some policemen

also sustained injuries.

Mayor Oloy passed away due to an illness on January 13, 2016. Being on his last term as mayor, Mayor

Oloy filed his certificate of candidacy for vice mayor.

Kapalong to avail of P225M road KAPALONG, Davao del Norte -- Hassle no more to the residents of Barangay Gupitan, Kapalong will have better and wider road access to transport their goods as an almost P225-million worth of farm-to-market road (FMR) will be constructed connecting Sitio Patel to Sitio Kapatagan.

The FMR is funded by the Payapa at Masaganang Pamayanan (PAMANA) project under the Office of the Presidential Adviser on the Peace Process (OPAPP),

which already started the construction last March and is expected to be fully done in December.

Farmers present success strategies, receive awards in regional confab CAGAYAN de Oro City -Around 250 farmer-delegates from different parts of Region 10 convened in the city last week for the annual Region 10 Community-Based Participatory Action Research (CPAR) Congress, Product Exhibits and Awarding Ceremony.

Now on its third year, the CPAR confab theme is Enhanced Farm Business Enterprise and Entrepreneurship: CPAR models the vehicle to Success.

Juanita Salvani, DA-10 Research Division chief said the annual event aims to recognize the strengths and strategies of farmer-managed CPAR organizations in Region 10. These CPAR farmer-groups, which started as farmer-cooperators in implementing the government’s on-farm research and technology promotions in agriculture, are now implementing farm production technology packages on rice-based, corn-based, vegetable-based, coconut-based and potato-based farming systems in 16 project sites in the region.

Farmer-leaders from 16 CPAR project sites in Region 10 presented their respective CPAR project performance and relevant experiences/strategies in areas of overall management.

Thru product exhibits, the CPAR farmers shall also showcase their respective farm commodities and the value-added products they have produced as source of added income.

Another highlight of the regional farmers confab was the awarding of outstanding CPAR farmer-organizations that have sustained the ideals of CPAR. Meanwhile, outstanding provincial and municipal local government units, ten (10) outstanding agricultural extension workers (AEWs) who have shown active support and involvement in the implementation of CPAR and of other DA-10 research projects were also be honored.

Award categories for best products produced by CPAR organizations and by DA-10 research stations was likewise conferred.

Invited as evaluators for the presentations and product judging are key persons from the Department of Science and Technology (DOST), Department of Trade and Industry (DTI), the Agricultural Training Institute (ATI), the University of the Philippines – Los Baños and the Bureau of Agricultural Research (BAR).

A massive trimming down of the bureaucracy is needed to do away with the unnecessary and redundant appendages of the government.

The government must pursue a survey of its bureaucracy and draft a plan of reorganization of all entities and offices of the Executive branch of government; all departments and their respective attached agencies, bureaus, offices, commissions, boards, councils, authorities, including government-owned and controlled corporations, state universities and colleges, and all other instrumentalities of the Executive branch.

-oooGREENHORNS ABOUND IN THE AQUINO GOVERNMENT: Pardon me but this is the real problem with most officials of the Aquino government, President Aquino himself included. Many of them seem greenhorns in running the country and their respective agencies, so that even the most basic procedures that would ensure good performance are either unknown to them, or are simply ignored for reasons of their own.

Indeed, the late Sen.

Joker P. Arroyo was right when he said that Aquino’s government is a “student council type of government”, run by mere youths who are either inexperienced or totally lacking in discernment required by their sensitive positions. The result is not just lackadaisical performance in governance, but, more seriously, lack of performance at all.

This sorry state of affairs among our officials was in fact displayed vividly early on under Aquino’s term, when, just after almost a few days after he assumed the presidency, his bumbling approach to a hostage situation at the Luneta, witnessed by the world through instant news reporting, caused the death of a dozen or so Hong Kong citizens.

-oooWHY ARE SUFFERING LIKE THIS? What have the Filipinos done to deserve this dangerous fate? There would be as many answers from as many commentators we have in abundance in this country, but to me, these misfortunes are happening to us because of one single reason: we no longer truly listen to God, and no longer obey His commands.

PSA Caraga prepares for April 2016 labor force survey BUTUAN City -- The Philippine Statistics Authority (PSA) Regional Statistical Services Office Caraga will conduct the April 2016 Labor Force Survey (LFS) from April 8 to 30, 2016.

The LFS is a nationwide quarterly survey of households conducted by the PSA to gather data on the demographic and socio-economic characteristics of the popula-

tion.

The LFS aims to provide a quantitative framework for the preparations of plans and formulation of policies affecting the labor market. Specifically, the LFS is designed to collect information on the distribution of household population 15 years old and over, by employment status, by sex, and age group; distribution of employed persons

by major occupation group, major industry group, class of worker, number of hours worked, highest grade completed, nature of employment, and by sex; distribution of underemployed persons by total hours worked, major occupation group, class of worker, and by sex; and distribution of unemployed persons by age group, highest grade completed, by number

of weeks looking for work, job search method, and by sex.

The April 2016 LFS covers about 45,000 sample households nationwide.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on Dec. 23, 1989 at Manticao, Misamis Oriental, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at Bagong Silang, Tibanga, Iligan City and Poblacion. That said marriage did not last long due to inability of petitioners to perform their respective essential marital obligations such as mutual fidelity, love, respect, support for each other, and irreconcilable differences, the petitioners only lived together for eleven (11) years now and they decided to part ways and still separated at the present, thereby, they executed Divorce Agreement in order to formalize their separation.

Since their separation they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, surviving their marriage bond on Dec. 23, 1989 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on April 18, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Basilan town bets Task force rescues 75 would-be sign peace covenant trafficking victims in Zamboa City ZAMB OANGA City -Thir ty-one candidates seeking different elective positions in Lantawan, Basilan, have expressed support for the conduct of peaceful elections in the town.

This came about as they joined the Peace Covenant Signing held Tuesday where they expressed their continuing commitment to work for peace and refrain from violence for Secure and Fair Elections (SAFE) 2016.

The event was held at the Concepcion Elementary School in Barangay Matarling, Lantawan, Basilan.

The Peace Covenant Signing was initiated by the Commission on Elections (Comelec), military and police. They were joined by the Parish Pastoral Council for Responsible Voting, Civil Society Organizations and the media.

Col. Andrew Bacala, Army’s 4th Special Forces Battalion commander, encouraged everyone to do their role in the efforts for the sustainment of peace

and order in the municipality of Lantawan.

Lantawan, which comprises of 25 barangays, is a third class town in Basilan province. The town has a population of 20,087 as of the 2010 census.

“Our concerted efforts through “Bayanihan” will lead us to our goal of peaceful and credible conduct of elections. We have to work together and collaborate in promoting peace in our communities,” Bacala said.

ZAMBOANGA City -- The multi-agency sea-based Anti-Human Trafficking Task Force (SBATTF) has rescued 75 would-be victims of trafficking in persons aboard a wooden-hulled vessel in this city.

S enior Insp. Helen Galvez, Zamboanga City Police Office (ZCPO) spokesperson, said the would-be victims were rescued around 5 p.m. Monday at the shipyard in Barangay Cawit, 13.35 kilometers west of City Hall.

Galvez disclosed the rescue came after the task force received reliable information about the transport of trafficking in persons aboard a ferry bound for Malaysia.

She said the rescued victims were placed in the care of the Department of Social Welfare and Development (DSWD). They included 45 male adults, eight male minors, 13 adult females, and nine minor females.

Galvez said investigation showed that M/L Yasda, the wooden-hulled ferry

of the victims were not immediately available except for the fact that they are workers of a sawmill in the village of Sandab Madaya. “ These individuals (victims) were believed to be workers at the sawmill of the said barangay (Sandab Madaya),” Tan said He said the victims were seized by a local-

ly-based terrorist group headed by the so-called Maute brothers, who is reported to have ties with the Jemaah Islamiyah (JI).

“It is clear that this is a criminal act perpetrated by this criminal group (of Maute brothers),” he said.

We normally talk about discipline and its equal importance in all aspects of our lives. But do we really apply this virtue in our actual day-to-day endeavors and experiences? Selfdiscipline is most needed in our pursuit to succeed in life, without it, there will be no order and everything will not fall into its proper place. Without discipline, it will be impossible to lead a happy life in our society.

There will be chaos if we try to live in our own way, both us and the society will be in danger of not having an order. This vir-

tue needs to be applied at home, school, work, and in the community for it is the backbone of national unity.

It also plays a significant role in building a better nation with equal opportunities of achieving greatness.

However, applying selfdiscipline does not mean that we have to withdraw ourselves from our personal liberty and authority.

It only means that we have to take responsibility of the consequences of our actions and their end result.

It also means that we have to live within our community with cooperation

With self-discipline, there will be integration of mutual and social respect of the responsibilities and the unique roles of each individual.

But the task of maintaining and imposing discipline to the learners is a complex one, and to achieve its greatest results, aside from the school and teachers, there should be cooperation among the significant stakeholders of a student’s life. This will comprise the support and active involvement of home environment and the community. Significant and influential individuals in the society should model the desired values and behavior to show the learners that the idea of discipline should not just remain and idea and concept, but it should be practiced and applied every day, and should start first within ourselves.

MisOr candidates hold ‘peace caravan, sign peace covenant’

MISAMIS ORIENTAL -The police and candidates in Misamis Oriental held a “peace caravan” and signed a “covenant” Thursday to ensure a peaceful and honest election in May. The peace caravan covered 229 kilometers from the province’s west coast in Lugait to the province’s eastern coastal town of Magsaysay.

Pol. Supt. Manuel Sukarno Alvarez, the provincial police director, said that after the peace caravan, the candidates signed a covenant at the police provincial command here Thursday.

Concerned about the important role of an arboretum in the lives of many people and its valuable environmental, educational, recreational and cultural resource for the country, two lawmakers have sought the establishment of an arboretum in their province.

Reps. Imelda Quibranza Dimaporo (1st District, Lanao del Norte) and Abdullah Dimaporo (2nd District, Lanao del Norte) said House Bill 5854 establishes an arboretum in the premises of the Community Environment and Natural Resources Office in Barangay Poblacion, Municipality of Kolambugan, Lanao del Norte to be known as the Kolambugan Arboretum.

Dimaporo said an arboretum is an area devoted to specimen planting of woody plants, which are either trees or shrubs. Distinct from a forest or park, it is in a sense an outdoor museum of trees.

The lady lawmaker said it is a place where many varieties of trees and shrubs are grown for research, educational and ornamental purposes where trees and other woody plants are for exhibition.

“An arboretum plays an important role in the area of conservation and preservation of endangered species of trees where they can be protected and propagated to preserve the biological diversity of planet Earth,” Dimaporo stressed.

Dimaporo said trees help address climate change by reducing the amount of greenhouse gases in the atmosphere. They do this by absorbing carbon dioxide (CO2), using the carbon (C) to produce sugar for tree growth and releasing the oxygen (O2) back in the air.

“As trees grow, they store carbon in their leaves. Planting more trees surely mitigate the effects of climate change - as long as the right trees are planted in the right place. An arboretum is such one right place,” Dimaporo said.

The bill is pending with the Committee on Natural Resources chaired by Rep. Francisco Matugas (1st District, Surigao del Norte).

Dad asks support in the drive vs the sale of ‘sin products’

CAGAYAN DE ORO CITY -- A city official here on Thursday appealed for support in the drive against the selling of “sin products” to students.

Liquors and cigarettes are considered “sin products” that are rampantly sold within the prohibited radius in the college and university belt here.

City Councilor Adrian Barba, chair of the city council committee on education, appealed to the city Regulatory and Complaint Board (RCB) to implement existing laws that prohibit the selling of cigarettes and hard liquor to the students.

He said that the city council approved an ordinance to regulate the sale of “sin products” within the 100 diameter limit in colleges and universities here.

“There is a need to strictly implement the law, which could be effectively carried out by the RCB, an agency under the office of the city executive,” Barba said.

Barba called for a meeting with various stakeholders after the students and officials of a local school complained about the sell-

ing of the “sin products” in the school premises.

During the meeting with department heads, police, school and education officials, Barba said that the city government has implemented the law during the time of former City Mayor Vicente Emano.

He said that the education committee together with the local police were given authority to close some stores found selling the “sin products” within the school premises here.

At the same meeting, the representative of the Commission on Higher Education (CHED) said that the commission has a policy that the various establishments such as cockpits, bars, and stores selling the “sin products” should be located away from schools.

Section 10 of Republic Art 9211 prohibits the sale of tobacco products within one hundred meters from any point on the perimeter of a school, public playground or other facility frequented particularly by minors.

Under the law, the sale or distribution to, as well as the purchase of, by any minor of cigarettes and other tobacco products are also absolutely prohibited.

In a statement released to various media organizations on Wednesday, the NPA vowed to continue their offensive attacks to counter the hot-pursuit operations of the military and police to rescue the captives they consider as prisoners of war.

“They told us we would just get rice from Gov. Lala (Talino-Mendoza) and then go home. I didn’t know we were holding a rally,” Lamada said in Ilongo while scooping vegetable soup from a cauldron along with eight other people from her village.

But a stocky guy in is 20s who refused to give his name butted in saying: ”I went here aware that we were going to hold a rally because of our hardships.

There’s no help from government.”

Lamada, in her mid 40s, admitted that life has been difficult these days as their crops were damaged due to extreme heat.

She said her husband remained at home to take care of their children and grandchildren.

“We now rely on cassava as even corn has become scarce and some were eaten by rats,” she added.

Jun Lino, of Barangay Bagumbayan in Magpet town said that he, too, didn’t know about the protest.

He said it was his neighbors who invited him to

come so they could get a sack of rice from the provincial government.

“I want to go home because my children are waiting for me. But somebody at the gate told me to wait because rice would be distributed,” he said while tending a big pot of rice.

Lino said the big pot of rice provided by the ‘organizer’ could feed at least 30 of his fellow farmers.

Like many of his colleagues, the Manuvu farmer admitted that he was supposed to harvest his twohectare corn farm but it was damaged by the extreme heat and rat infestation.

He said most people in his village are now depending on root crops. He sells banana for a living.

“I planted rubber but it’s still four years old. Life is really hard but it’s good that I have a few banana plants,” he said.

A woman farmer who only identified herself as Magdalena from Barangay Dalag of Arakan town, said they have not yet received any rice subsidy from the local government.

She said that since they needed rice, she and her neighbors boarded a truck to this city on March 28 even as they didn’t know that they would end up in the picket line.

“We thought we’d just get rice from Gov. Lala. We’re supposed to get one sack each and then go home,” she said.

In her mid 50s, Magdalena came to Kidapawan with her brother and twoyear old grandson.

“The problem now is if the rice is really for us because it has not been distributed yet. If it’s for us, it should have been given to us so we can go home,” she said in an interview on Tuesday noon.

She said she is looking after her grandson since her nephew is working as a house help in Calinan, Davao City.

Like many other farmers, Magdalena said they did not harvest anything from their farm because it was damaged by extreme heat.

Even bananas could not be eaten because of some diseases due to the dry spell, she added.

She appealed for help particularly food.

Help from Davao On Tuesday, the loud speakers in the middle of the compound echoed a broadcast of the session of the Sangguniang Panglungsod of Davao City as it was deliberating the proposed P31.5-million assistance for the farmers here.

The session was covered live by a radio station in Davao City and relayed through its sister station here.

On the other side, some farmers were lying on slabs of wood and hammocks tied to withered fruit trees.

Near the gate, a small kiosk served as a medical station, where the people could ask for any medical

assistance.

The farmers, who are backed by militant organizations, demanded a subsidy of 15,000 sacks of rice from the provincial government to cushion the impact of the 1worsening El Nino.

Gov’t resources ‘not enough’ In Arakan, where most of the protesting farmers came from, Mayor Rene Rubino admitted to Mindanews that the local government unit’s resources was not enough to address the impact of the dry spell.

He said P2.5 million has been allotted to address the effects of the calamity, and the amount will be divided among 15,000 families in the town.

He said the LGU has already paid an initial amount of P2.5 million to the National Food Authority in this city for the purchase of rice for the first two quarters this year.

The rice subsidy was supposed to arrive in Arakan before the end of March, but delivery was delayed due to the protest, he added.

Since November last year, Rubino said they have been distributing three kilos of rice to ‘walk-in’ residents.

The mayor said the dry spell this year is the worst to have hit not just the town but the whole province as well.

He said he has been coordinating with the barangay chairs to facilitate the return of farmers to their respective villages.

He said the provincial government has offered dump trucks to transport those who want to go home.

Some of those who returned in Arakan on Tuesday were given free meals, three kilos of rice and sardines before heading home, Rubino said.

Senator Pimentel had decided to transfer the senate hearing to Davao since some of the resource persons, the farmers who were wounded during the dispersal were not fit to travel to Manila.

During the hearing Ebao Sulang said it was only thru television that he realized his son was among those killed in the clash. Darwin suffered many blows to the head, the elder Sulang testified during the hearing.

The hearing also grilled Governor Mendoza who said that the provincial government took El Nino mitigation measures after being warned by the PAGASA (Philippine Atmospheric and Geophysical Services Administration) to prepare for El Nino.

The Governor said they had a dialogue with the protesting farmers and discussed their demands.

Meanwhile earlier in the hearing Senator Cayetano said they will be conducting another hearing in Manila so that cabinet secretaries can attend. He said the hearing is not just about the violence last April 1 but also governent’s El Nino preparations.

During the hearing Police Senior Superintendent Alexander Tagum North Cotabato police chief said the police were in maximum tolerance during the outbreak of violence. He showed an aerial drone of the incident where it showed that the cops were not raising their batons.

The drone shows policemen during the dispersal pulling out after being overwhelmed by stones and rocks thrown by the protesters.
