DAVAO CITY -- City Mayor Sara Duterte-Carpio said the localized peace talks with the New Peoples’ Army (NPA) will be put on hold while talks between the government (GRP) and the National Democratic Front of the Philippines (NDFP) are ongoing in Noordwijk, The Netherlands.

In a statement released on Wednesday, the presidential daughter, who earlier

offered a “hand in peace” to the rebels, said that they would like “to wait and see how the efforts of the national government to end the insurgency problem will unfold.”

On February 20, Mayor Duterte offered to talk with the NPA combatants operating in the outskirts of the city, after the encounter between the military and rebel forces last February 16 in Paquibato and Calinan See sara, page A7

1,000 ‘Digong’s Day for Women’ get scholarships from TESDA

About 1,000 attendees of “Digong’s Day for Women” were given scholarships by the Technical Education and Skills Development Authority (TESDA), the agency said Monday.

“Digong’s Day for Women” was held at the Kalayaan grounds in Malacanang last Friday, to cap off the National Women’s Month celebration.

During the event, President Rodrigo Duterte told

women supporters how much he respects women, and even cited that even when he was the Davao City mayor, he already created ordinances to protect their welfare.

While some people think President Duterte has a bad boy image, he clarified during the event that he has never been disrespectful to women, adding that he has daughters who might be subjected to abuses.

TESDA told the Philippine News Agency that the recipients of scholarships came from different sectors of the society, and were preselected by the Palace. “Our commitment is to provide them with scholarships, skills training,” it added.

The agency handed the certificates to beneficiaries, and said these scholarships can also be used by their relatives.

Scholars can enroll in

any course in the Training for Work Scholarship Program.

In a statement, TESDA Director General Guiling Mamondiong said the agency will continue to support the President’s programs, particularly on providing women with technical vocational skills.

“We want to help uplift the lives of Filipinos, by providing free skills training,” he said.

Mamondiong added that anyone interested to avail of a free skills training may inquire in their office, or check agency’s website .

Meanwhile, aside from TESDA, other agencies which supported the “Digong’s Day for Women” event were the Departments of Tourism; Health; Transportation; Social Welfare and Development; and Interior and Local Government.

Davao Light welcomes 18​6​pawikan hatchlings in the Cleanery Park

After more than two months from its discovery, the hatching of another pawikan nest has finally come. Last April 3, Davao Light and Power Co., Inc. together with the Department of Environment and Natural Resources Region XI welcomes 159 pawikan hatchlings at the Cleanergy Park, Sitio Punta Dumalag, Matina Aplaya, Davao City.

A day after, in April 4, 27 additional hatchlings came out from the nest and were immediately released to the sea. This gives a total of 186 hatchlings from one nest, which is so far the largest number of hatchlings released at the Cleanergy Park since 2014.

NABUNTURAN, Compostela Valley -- A 190-capacity drug rehabilitation facility will soon rise in Nabunturan town by 2018.

Governor Jayvee Tyron Uy disclosed during the press conference of the Oplan Liwanag at the Social Hall of the Capitol Building, that he is talking right now to different government officials and business person to assist in the construction of drug rehabilitation facility in Barangay Libasan, Nabunturan.

Governor Uy targeted that the center will be operationalized by 2018.

According to the site development plan, the facility costing around PhP 19.8-million will be placed in a 2-hectare area with separate infirmaries for

Governor Uy said that the center will only cater those illegal drug dependents, who are in almost severe or severe level of drug addiction; while others will have to undergo the two months community-based transformative intervention called Oplan Liwanag.

After two months of implementation in the pilot areas, 140 drug dependents and users successfully graduated from “Oplan Liwanag.”

Following today’s launching, the program will cover 11 towns and 252 barangays in Compostela Valley.

Oplan Liwanag includes six major rehabilitation and reformation sessions that will cover spiritual, psycho-social, health awareness, marriage and family enrichment, life skills training and skills development programs.

Uy said those who can complete the program will be given “ after-care ” to ensure their total reformation.

Senior Supt. Manuel Marvin Pepino, Compostela Valley police director, said there were 16,512 drug users who surrendered to the police and the local government units from July 1, 2016 to April 3.

The police were also able to conduct 12,981 house visitations during the period, Pepino added. (PNA)

Scientists have tried to extend this to mammalian cells to create genetic circuitry that can help detect and treat human diseases.

The most common way to turn a gene on or off is by using proteins called transcription factors that bind to and regulate the expression of a specific gene.

To upgrade their DNA switches, scientists recently steered clear of transcription factors and instead switched human kidney cell genes on and off using scissorlike enzymes that selectively cut out snippets of DNA.

A popular magazine, Psychology Today, wrote in their 2012 article, “Why would we want to limit a kid’s computer time? The computer is, without question, the single most important tool of modern society.” If such is the case, then we must treat computer use of children as beneficial rather than a detriment to their well-being. It is helping them in their development rather than stunting their growth.

that many parents allow their children to watch video games not simply to make them behave but for its educational and entertainment value. There is something about the animation and special effects in the video material that captivate the attention of children. But while this might be beneficial, harmless fun, it can also be the source of potential problems among children.

peace negotiating peace panels are now currently in The Netherlands for the fourth round of talks to discuss the Comprehensive Agreement on Socio-economic Reforms (CASER) and the ceasefire agreement.

But Communist Party of the Philippines (CPP) founder Jose Maria Sison, who is also chief political consultant of the NDFP, suggested CASER first before bilateral ceasefire, or sign both simultaneously.

Sison said that NDFP wants the signing of CASER “be a step ahead of the the joint ceasefire agreement, unless these agreements can be signed at the same time by the panels and then by the principals.”

Sison, college professor of President Rodrigo Roa Duterte in Political Thought, said it could be possible to forge an agreement on socio-economic reforms this year since the respective versions of the GRP and NDFP have common grounds.

“I have read and studied the drafts of the proposed agreements from the GRP and NDFP and I have also examined the comparative matrices. I observe that there are enough concurrences and similar positions as common ground for forging the agreements,” he said.

NDFP negotiating peace panel chair Fidel Agcaoili agreed with Sison that CASER must come first, or be signed simultaneously with a joint ceasefire agreement.

“It is important to stress this as the issue of ceasefire should not be pursued as an end itself. Ceasefires, whether unilateral or bilateral, are just a means to an

end. Its main purpose is to create conditions conducive to reaching agreements on basic reforms that are satisfactory to both sides,” he said.

Agcaoili said a reciprocal declarations of unilateral ceasefire can be agreed upon through a memorandum of understanding (MOU) between GRP and NDFP that will be issued at the end of the fourth round of talks.

On March 10 to 11 backchannel talks in Utrecht, The Netherlands, GRP and NDFP agreed to reinstate the ceasefire after a month of impasse but Labor Secretary Silvestre “Bebot” Bello III, chair of the government’s peace panel, announced on March 31 that the GRP’s unilateral ceasefire was still “under study.”

“I don’t think they will declare if we will not declare because, in fairness, the chairman of the NDFP panel (Fidel Agcaoili) has been asking me that we should jointly declare a unilateral ceasefire. But if they feel that we are not prepared to declare one, then I don’t think they will proceed with the declaration
