MISAMIS Oriental--The military should stop tagging the tribal members of Mincamansi, a hinterland village in the town of Sugbongcogon in Misamis Oriental, as alleged protectors of the communist New People’s Army (NPA), Governor Yevgeny Vincente Emano said here.

The governor said the military issued the suspicion following offensive operations against the communist rebels in the village.

The military offensive forced 188 indigenous peoples (IP) or lumads to settle at the provincial capitol compound since last week.

Emano said the Armed Forces of the Philippines (AFP) should help the IP people instead of instilling fear among them and accusing them as “protectors” of the communist rebels.

NDF peace panel chair Fidel Agcaoili reiterated “the wisdom of securing the approval of the CASER ahead of any bilateral ceasefire agreement, unless both agreements can be signed simultaneously.”

Guidelines and ground rules The parties agreed to direct their ceasefire committees to “meet even in between formal talks, to discuss, formulate, and finalize the guidelines and ground rules” for the implementation of the agreement.

The fifth round of formal peace talks is scheduled on May 27 to June 2 in The Netherlands, Bello told MindaNews.

The ceasefire committees of both parties will include in the guidelines rules governing the presence of armed units and elements of both parties in local communities and the creation of buffer zones; an agreement on what are considered as prohibited, hostile, and provocative acts; and ceasefire monitoring and verification mechanisms in relation to the implementation of the ceasefire and the handling of complaints and alleged violations.

The GRP and NDF also agreed that “matters regarding a single governmental authority and taxation shall be discussed and resolved in forging of the Comprehensive Agreement on Political and Constitutional Reforms within the framework of the proposed Federal Republic of the Philippines.”

The parties said the objectives of the joint ceasefire are to generate goodwill and trust in the GRP-NDF peace negotiations; encourage the forging of a more stable and comprehensive Joint Ceasefire Agreement, and provide an enabling environment for eventual and early signing of the CASER. The interim joint ceasefire agreement was signed

by GRP peace panel chair Bello and panel members Hernani Braganza, Rene Sarmiento, Antonio Arellano, and Angela LibradoTrinidad.

Signing as witnesses are Dureza, and NDF chief political consultant Jose Maria Sison, and peace panel advisers Mayor Edgardo Pamintuan for the government and Luis Jalandoni for the NDF and third party facilitator Elisabeth Slattum for the Royal Norwegian Govenrment.

NDF each declared a unilateral ceasefire before the first round of formal peace talks in August last year, at the end of which they agreed that their unilateral ceasefire declarations will continue indefinitely as their ceasefire committees “reconcile and develop their separate unilateral ceasefire orders into a single unified bilateral agreement within 60 days” from August 26.

No bilateral ceasefire was forged at the end of 60 days. The “indefinite” unilateral ceasefire, was lifted in February.

The proposed bilateral ceasefire is a major breakthrough in the three decades of peace negotiations across six Presidential administrations — Corazon Aquino, Fidel Ramos, Joseph Estrada, Gloria Macapagal-Arroyo, Benigno Simeon Aquino and the President Rodrigo Duterte — as it will only be the second since 1986.

The last bilateral ceasefire was signed in November 1986, to cover a 60-day period starting December 10, 1986 but was not renewed following alleged violations by the military, as well as the massacre of protesting farmers in Mendiola in January 1987. The NDF issued a statement on February 8, 1987 declaring it “cannot see any justification for extending.”

What if some members of these churches who join G12 have the DNA of Mark Zuckerberg, poet Cirilo Bautista, or Isaac Newton and not of a church minister or worker? Do the leaders of these churches have the temerity to destroy these individuals’ built-in inner voices and impose their visions exploiting God’s name? Church leaders who use G12 usually deny this, but the truth is, not only do they trump their people’s inner vision with “systematic” teachings—they abuse their authority by hampering these individuals’ optimal productivity which affects their influence in the world.

For instance, take away 30 minutes from Warren Buffet’s daily routine and he can lose all. Divert one hour from Michael Jordan’s training and he is no longer the legendary MJ: he unwittingly becomes Mangled

Jordan.

Many Christians may not be Zuckerberg, Bautista or MJ, but they are A-1 executives, lawyers and engineers.

Some are yet aspiring to be.

By some kind of trickery, however, they can lose all in an instant or give up their dreams. On the other hand, no one can claim monopoly of revelation from heaven (Joel 2: 28-29); lay people also know how to seek God’s voice. Do not be guilty of their unmaking.

Thus, see G12 as a masquerading Ponzi for that is where it was originally taken: an economic sabotage in-the-making. The government should be vigilant about it—an act that cannot anymore fit in with the religious liberty parameter.

Unless these church leaders, who impose G12, come to their senses, they wound entire congregations while inflict it on themselves.

They will wake up seeing famished lives which they cannot really care much.

The wounds will progress into economic paralysis, and when the time comes, they will preach again—this time with guilt-ridden eyes—that Christians must be light to the city or municipality.

Or will they go ahead with G12 because the revenue it brings to their organizations is quite promising?

Perhaps, there is no more effective way to snuff out light from Christians—just obscure their inner voices with pious persuasions, just make them think that the voice of leaders always has been God’s voice. Just intimidate Christians so they do not speak out against oppressive and unethical teachings.

Some shepherds highjack visions exploiting heaven’s name.

Therefore, writing this is someone’s mandate because the greatest commandment is to love the Lord with all our minds, which means not only with all our strength, heart and soul. “With all our minds” means not submitting to blind obedience and saving some from life wreckers in the guise of the Great Commission. It means exposing G12 of what its founder and followers will not tell Christians because they are afraid Ponzi will just be too scary. For me, however, God’s call is clear enough through my DNA, my competencies and inner witness: it does not depend on others’ opinions—or ambitious lure. I must vigilantly guard my calling. It is better to be martyred when one is sure it is for the Lord than squander his life for fraudulent leaders.

Let Christians beware.

THE concept closely associated with pyramid marketing is Ponzi scheme. Named after Charles Ponzi, the scheme is a sham investment operation where the dealmaker, an individual or organization, pays returns to its investors from new capital paid to the operators by new investors, rather than from profit earned through legitimate sources. In many cases, the dealmakers disappear after a while. No wonder, many nowadays do not want the hook anymore.

“I don’t want to be Ponzied,” somebody cries.

But why do some charismatic evangelical churches adopt what is usually becoming Ponzi?

These churches—aware of the marketing approach used around—make their own version of pyramid marketing through G12.

The church members going through such program undergo three phases: Preencounter, Encounter and Post-encounter. After several persuasions, the members are “encouraged” or pressured to commit in making 12 disciples. They are called “disciples” because they are not just believers who follow the teachings; they are personally nurtured by the disciplers towards spiritual growth.

The killing field is in the other forum, the International Criminal Court, or so they believe, because it is more accordingly rational, independent and more objective than the first.

Will, one never really knows.

By Chris Schnabel MANILA, Philippines – Rival conglomerates Ayala Corporation and SM Investments Corporation (SMIC) have teamed up to propose a new elevated expressway that will provide a much faster alternative to EDSA. The elevated toll road, to be called the C3 elevated expressway (C3EX), would run 8.6 kilometers and start in Sta. Mesa, Manila, where it would link to the Skyway stage 3, and go all way to the Mall of Asia Complex in Pasay City via Makati.

It aims to provide an alternative route from Pasay and Makati to areas in the north including Mandaluyong, San Juan and Quezon

City, and allow motorists to bypass EDSA. "The intention really is to provide an alternative to ESDA. The only missing portion of the circumferential roads around Metro Manila is C3, it’s a missing link so this is a way to complete it," said Ayala Infrastructure Holdings Corporation president and CEO Rene Almendras in a briefing on Friday, March 31.

“If you live to the west of EDSA, and you want to go to Makati or Roxas Boulevard or North you won’t need to go to EDSA which at present is what everyone does,” he added.

The project would be jointly owned by Ayala Corporation, through subsidiary Ayala Infrastructure, and SMIC. Almendras said that other firms may join as well.

The total estimated cost of the project is P25 billion.

Both firms formally submitted the unsolicited proposal for the project to the Department of Public Works and Highways (DPWH) earlier in the day.

The proposed expressway also comes with the added benefit of decongesting roads in Makati as motorists will be have to pass through the central business district on their way to the south, he explained.

The same rings true for SMIC. Its vice president of portfolio investments Tristan Choa said the project “supports the core investments of SM by providing access and SM Mall of Asia is one of our big property developments.”

same regions that give us deep sleep,” said article lead author Bryce Mander, a postdoctoral researcher in Walker’s Sleep and Neuroimaging Laboratory at UC Berkeley.

Aging typically brings on a decline in deep non-rapid eye movement (NREM) or “slow wave sleep”, and the characteristic brain waves associated with it, including both slow waves and faster bursts of brain waves known as “sleep spindles”.

Youthful, healthy slow waves and spindles help transfer memories and information from the hippocampus, which provides the brain’s shortterm storage, to the prefrontal cortex, which consolidates the information, acting as the brain’s long-term storage.

“Sadly, both these types of sleep brain waves diminish markedly as we grow old, and we are now discovering that this sleep decline is related to memory decline in later life,” said Joseph Winer, a doctoral student in Walker’s lab.

Another deficiency in later life is the inability to

regulate neurochemicals that stabilize our sleep and help us transition from sleep to waking states. These neurochemicals include galanin, which promotes sleep, and orexin, which promotes wakefulness.

“The American College of Physicians has acknowledged that sleeping pills should not be the first-line kneejerk response to sleep problems,” Walker said. “Sleeping pills sedate the brain, rather than help it sleep naturally. We must find better treatments for restoring healthy sleep in older adults, and that is now one of our dedicated research missions.”

Also important is the question of quantity versus quality. “Previously, the conversation has focused on how many hours you need to sleep,” Mander said.

“However, you can sleep for a sufficient number of hours, but not obtain the right quality of sleep.”

Misor braces for ‘Holy Week’ MISAMIS Oriental--An official of the Provincial Disaster Risk Reduction Management Division (PDRRMD) of Misamis Oriental urged devotees and tourists to cooperate with local authorities in the maintenance of peace and order as the observance of the “Holy Week” nears.

Francisco Dy Jr., the PDRRMD head, made the appeal as the provincial government of Misamis Oriental lined up various activities during the observance of the Holy Week in the province.

He said that the PDRRMD would augment the security measures of the police, Bureau of Fire Protection, Provincial Health Office, Misamis Oriental Care System (MisOrCareS), Philippine Red Cross, Philippine Coast Guard and disaster personnel in the municipalities.

The PDRRMD would also tighten security in known tourist destination like the “Sipaka Poin” in Talisayan, and the Port of Balingo-an, the “Hinuklog” (Retrospection) in Medina, all tourist destinations in the eastern district of Misamis Oriental, Dy said.

He said that local law enforcers and disaster personnel would also be deployed in Misamis Oriental’s western district, particularly in the “Divine Mercy Shrine” in El Salvador City , and in the “Birhen sa Moog” in the municipal town of Laguindingan.

The alert level in Misamis Oriental would be raised from “Blue Alert” starting April 10, 2017, to “Red Alert” starting April 13 to 15, 2017, Dy said.

He said that the PRRM personnel would also be deployed in all recreation areas, especially on the beaches, immediately after the Holy Week and during Easter Sunday. (PNA)

Iqbal, also chair of the Peace Implementing Panel of the Moro Islamic Liberation Front (MILF), was chair of the previous 15-member BTC. Jaafar, 1st vice chair of the MILF is currently chair of the now 21-member BTC. “We have achieved the most important role of the BTC chairman which is to unite the Commissioners and work as one in crafting a new BBL,” Jaafar told MindaNews.

Jaafar heads the MILFdominated body composed of 11 members nominated by the MILF and 10 members nominated by the government.

He said this week’s session accomplished the adoption of “the original and agreed BBL as working document,” the creation of the committees and the approval of its work plan.

‘Agreed version’ The “working document” Jaafar was referring to is the draft BBL submitted to Congress by the previous BTC on September 10, 2014 or what became HB 4994 and SB 2408. This is

also what the MILF refers to as the “agreed version.”

The previous BTC submitted a 97-page 18-article draft to Malacanang on April 22, 2014. Malacanang took two months to review the draft and turned over its reviewed draft with its proposed revisions to the MILF on June 21, as the MILF leaders were bound for Hiroshima, Japan to attend The Consolidation for Peace for Mindanao seminar.

In Hiroshima, MILF chair Al Haj Murad Ebrahim and Iqbal raised “concerns” over the proposed revisions to then President Benigno Aquino III, in a meeting held shortly before Aquino delivered his keynote address at the seminar.

No details of the “concerns” were divulged but Iqbal in a speech in Istanbul, Turkey on June 26 said Malacanang’s proposed revisions had “heavily diluted” the BTC draft and if this were to be made the basis of the law, would render the future Bangsamoro less autonomous than the present Autonomous Region in Muslim Mindanao (ARMM) that it seeks to replace.

The 21 Commissioners are presently shouldering their own travel expenses and the payment of their staff ’s allowances pending the release of the BTC’s budget by the Department of Budget and Management (DBM).

BTC Executive Director Mike Pasigan told MindaNews that he was informed the Deputy Executive Secretary for Finance and Administration had endorsed the documents to the DBM on March 30.

“We are now waiting for DBM to assign funds,” he said on April 2. As of April

5, Pasigan said there was no notice yet from the DBM. The BTC was launched on February 24 in Davao City.

Commissioner Jose Lorena said all 21 members agreed to advance payment for the expenses incurred until the BTC budget is released.

“This is an expression of our sheer commitment to move forward,” Lorena told MindaNews.

Commissioner Firdausi Abbas donated the tarpaulin that served as backdrop of the session.

Commissioner Omar Sema said that while the May 15 deadline is too close, “we can meet every day including Saturdays and Sundays if necessary.”

A series of meetings between the peace panels of the government and MILF followed until then Executive Secretary Paquito Ochoa flew to Davao City where the panels spent 10 days to revisit the draft but were deadlocked over some major issues. Ochoa met with the two chairs separately to discuss “immediate ways forward.” A series of meetings followed in Davao and in Manila with Ochoa until an “agreed version” was produced and submitted to the President and turned over to Congress in ceremonial rites held in Malacanang on September 10, 2014.

After committee hearings, the House of Representatives’ Ad Hoc Committee on the BBL under then Cagayan de Oro Rep. Rufus Rodriguez and the Senate’s Local Governments Committee under then Senator Ferdinand Marcos filed their substitute bills, HB 5811 and SB 2894 in June and August 2015, respectively, both titled Basic Law for the Bangsamoro Autonomous Region (BLBAR).

The BTC rejected the BLBAR versions, claiming these were “watered down” versions of the “agreed version” submitted to Congress and that they would render the future Bangsamoro less autonomous than the ARMM.
