MAMBAJAO, Camiguin-As part of the preparation for the Panaad 2017 (a vow in exchange for a good life), the provincial government collaborated with the local government of Balingoan to facilitate the transportation needs of the commuters and tourists and conducted various meetings to provide better service during the Holy Week.

Lumad women evacuees welcome bilateral ceasefire

CAGAYAN de Oro City-Two years ago, when breastfeeding mothers among them could not produce milk for their infants and the sick could not have medications, at least a dozen of the lumad women evacuees from Sitio Kamansi, Lagonglong, cut their hair and sold the long strands to a wigmaker so they could buy milk and medicines, recalled Sareza Ocampo, spokesperson of Tagtabulon, the Higaonon grassroots organization.

But today, as the same group of 156 internally displaced persons (IDPs) marked the fifth day of their fifth evacuation in three years at the Vicente de Lara park fronting the provincial capitol here, Ocampo noted that none of the women’s hair has grown long enough to be sold and yet, they still face the same lack of resources that has worsened their predicament.

This, even as the provincial government has told media last week that full support has been extended to them by the provincial government.

Ocampo further said that aside from the ration of rice and canned goods, which are about to run out,

the evacuees need mosquito nets, blankets and sleeping mats. They are presently sheltered by tarpaulin tents and lean-tos provided by humanitarian non-government organizations, and have slept on cardboard boxes and old posters spread on the park’s concrete grounds. ‘’We were told that we might not be given sleeping mats, blankets and mosquito nets because they already handed out these to us two years ago, but we could not bring most of these as we left our village in a hurry and most have already disintegrated,’’ Ocampo explained. ‘’We also need firewood so that we can cook our meals,’’ she said, adding that while they were given rice rations, they were not provided firewood. They also need pails and washtubs, laundry soaps and hygiene kits.

Top NPA leader in Caraga yields

PROSPERIDAD, Agusan del Sur--A top NPA guerilla leader in Caraga region yielded to the military on Sunday claiming that he had enough of hardships being a combatant hiding in the hinterlands for many years.

Col. Cristobal Zaragoza, commander of the Army’s 401st Brigade based here, identified the NPA surrenderer as Estelito Camino Jr., a.k.a. Ka Puma, who used to led the Sub-Region Sentro de Grabidad of the Northeastern Mindanao Regional Committee operating in the boundaries of Surigao del Sur and Agusan del Sur.

Camino who had been fighting the government forces for 14 years is facing murder charges but hoped that his peaceful surrender might mitigate his legal liabilities.

He admitted that being with the NPA deprived him of having quality bonding time with his wife and three children who were living in impoverished condition after the communist hierarchy failed to make good of their promise of providing monthly financial support to his family.

DPWH to reactivate ‘Lakbay-alalay’ program for Holy Week exodus

MUST, MOSCAT merged into USTP CAGAYAN de Oro City--The former Mindanao University of Science and Technology (MUST) in this city and the Misamis Oriental State College of Agriculture and Technology (MOSCAT) in Claveria, Misamis Oriental have been merged into one big state university called the University of Science and Technology of Southern Philippines (USTP).

The amalgamation of these two government schools was formally sealed in a recently held grand launch attended by university officials, alumni, students, faculty and staff, local officials, USAID

representatives and other stakeholders.

USTP aims to be the premier university in science and technology in the country, offering courses in sciences, mathematics, technology, engineering and applied sciences.

Speaking during the grand launching ceremonies, Congressman Maximo B. Rodriguez Jr. of Cagayan de Oro’s second district said the USTP could greatly “contribute to the country’s development through human resource development, technology solutions, and technology enterprise,” adding “it is only through education we can

uplift the lives of the poor.”

Aside from bringing the world of work into the actual training of students, USTP intends to contribute also to the national development goals of food security and energy sufficiency through technology solutions.

The university will soon build on its sprawling lot in Alubijid town a school campus and technopark.

THE Department of Public Works and Highways (DPWH) will again mobilize its Motorist Assistance Teams to help motorists and commuters during the Lenten Season.

With this, DPWH Secretary Mark Villar directed all Regional and District Engineering Offices nationwide to reactivate the ‘Lakbay-Alalay’ Program that will be implemented from April 10 to 17.

In a statement, he noted that uniformed motorist assistance teams will provide personal and prompt assistance on normal and emergency situations in strategic locations along major thoroughfares on a round-the-clock shift.

The road assistance is in coordination with the Land Transportation Office, Philippine National Police, Local Government Units and other government agencies for any help that may be required.

Before the Holy Week, the teams will be deployed all over the country to ensure that national roads are wellmaintained and free from potholes, have reflectorized pavement markings, and have legible kilometer posts and directional signs.

Roads with ongoing construction works were also checked to make sure proper warning signs are installed especially those that lead to major public cemeteries.

Meanwhile, maintenance engineers were also instructed to install traffic advisory with alternate routes to bypass areas that have ongoing projects in Bicol Region.

According to DPWH Region 5 Director Danilo Versola, a total of 31 Motorist Assistance Centers will be installed along strategic areas of the national road in the Bicol Region, consisting of 12 in the mainland provinces or from Albay, Camarines Norte, Camarines Sur and Sorsogon; and 19 in the Island provinces of Catanduanes and Masbate.

Many of them said they would be enrolling in a local college in Southern Leyte, others said they would study in Cebu or Manila. Nobody dared to say he would be pursuing college education in Mindanao. Except me.

When they heard I would be going to the island of promise, I saw in their faces some disagreements. Why Mindanao? Isn’t it a troubled island? they asked me.

Remember, since God is perfectly good and pure, it’s simply not possible for Him to live together with any kind of wrong or evil.

Otherwise, He wouldn’t be God! Just like light and darkness cannot be in the same place together. But if we want God to leave us alone, He will.

After all, He’s the One Who gave us our freedom to choose in the first place.

He will never force us to love Him and live the way He created us to enjoy.

A ‘mandirigma’ hounds PCSO

BEFORE President Rodrigo Duterte took over the helm of the national government, the Philippine Charity Sweepstakes Office (PCSO) was a boon to illegal gambling operators, local government officials and top ranking policemen and some members of media.

But PCSO was a bane to the Executive Department too. Former Pres. Gloria Macapagal Arroyo affixed a marginal initial on the P320-million plus funding request of the PCSO board and that landed her in the hospital while those who expended the amount were out on bail. But that is another story.

I personally heard it from Duterte that one of the sensitive positions in revenue-earning agencies in the government is the PCSO. “Where can I get an honest man to manage this corrupt agency?”, the President asked but nobody from around him had an answer.

Weeks later I found out

Letters from Davao that he had appointed Gen. Alexander Balutan to the sensitive post. Balutan of course is no stranger to Duterte and Duterte to the former Marine General.

“Alex” was Deputy Commander of Eastern Mindanao Command.

The colorful career of the Marine General is best described by his peers in one word: “Mandirigma”.

When his commander-inchief appointed him General Manager of PCSO, the marching order was clean the mess and put things in better shape.

The PCSO collection performance speaks for the Mandirigma, a graduate of PMA Class 1983. In 2015, total collections of PCSO was P34-billion. In 2016, with half of the year under Duterte, the collection went up to P40-billion. GM Balutan is now estimating that they will be able to generate not less than P60-billion by

the end of the year.

The Philippine Charity Sweepstakes Office operates Lotto Lottery, Small Town Lottery, “Scratch It, Instant Tama”, “Kascash” and peddles the traditional sweepstakes tickets.

STL was supposed to address local illegal gambling like “jueteng” in Luzon, “masiao” in Visayas and “last two” in Mindanao.

Instead of eradicating the illegal gambling, however, operators used it as shield of their illegal activities.

Enter the “Mandirigma”.

He conducted a probe on how much does each illegal operator make. Since most, if not all, of the franchised operators are also into illegal games, Balutan imposed a monthly collection target equivalent to their take on illegal gambling. To ensure that they deliver, each franchise holder was made to submit a performance bond.

Those who will run short

of their assigned targets also run the risk of losing their franchise and their bonds forfeited in favor of the government.

The result was dramatic not only in terms of collection performance but also in curbing illegal gambling.

In my brief and chance meeting with the General, he said that there are major changes which he intends to introduce in PCSO. Among the most recent innovations he put in place was to allocate funds for police and local government units.

Checks are addressed not in the name of a person but direct to the police command and to the treasury of local government agencies. LGUs can only spend the amount if covered by legislative resolutions.

While the President did not specify or clarify the challenges, it was evident in their discussions that the IM members clearly understood the challenges and the implications.

The President could have cleared or helped clear away the hindrances and obstructions; he did not. Instead, he created some or made them more complicated.

DOT’s ‘iTravel PINAS’ cheaper than most travel shows

THE Department of Tourism (DOT) on Tuesday assured that the cost of producing its newly-launched travel program “iTravel PINAS” on state-run PTV-4 will be much cheaper than shows in private TV channels.

Tourism Undersecretary for Media Affairs Kat de Castro said the agency will be spending much less since it is coordinating with regional directors as well as the private sector to assist them in their shoot.

“It’s our mandate to promote the Philippines and to go around, we just talk to our regional directors to make sure they hook us up with different hotels,” De Castro told the Philippine News Agency in an interview in Makati City.

“If we pay, it’s only for the team, the crew. The hosts don’t get paid because we host the show ourselves.

If you compare it to other travel shows, iTravel PINAS is way cheaper,” she added.

She said that the agency is spending roughly PHP200,000 per episode or PHP9.6-million for a year.

Andanar’s request De Castro, meanwhile, revealed that iTravel PINAS was born out of the request of Presidential Communications Operations Office (PCOO) Secretary Martin Andanar.

“The shows main thrust

is to promote the mustvisit places within featured provinces including the potential, unexplored for tourism destinations as well as improvements made and ongoing developments,” De Castro said. “iTravel PINAS will highlight the people’s genuine hospitality which is a unique and memorable experience every foreign visitors bring with them,” she added.

The program, which premiered last March 19 and 23, is a 30-minute travel magazine program that features both popular and offbeat destinations in the Philippines.

It airs on Sundays, 7 to 7:30 p.m. on PTV4, with snippets on Kilos Pronto every Monday, Tuesday, and Friday.

DENR Caraga chief last February as part of Secretary Gina Lopez’s reshuffling of field officials nationwide has vowed to introduce major reforms in the processing of land titles at the LMB. To show his sincerity to enforce this initiative, Fabre helped an elderly woman released her land title documents in a matter of minutes a few days after he assumed office at DENR Caraga last February.

He said little did people know that DENR has been offering land owners free survey services using stateof-the-art digital survey equipment like GPS mapping and drones of which results will come out in a matter of minutes.

“I cannot imagine a government worker selling his/ her services to the public clientele,” Fabre warned adding, “Don’t make it hard to the people to transact business with the government.”

The Moro leaders, most especially those of the MILF and MNLF (all factions), must take their cue from Pimentel. Have the BBL passed by December 2017 and the Bangsamoro government established after the 2019 election. Using the “agreed version” – the Draft BBL “agreed upon by the BTC and the Office of the President and submitted to Congress on September 10, 2014” – will simplify and expedite the work of the Commission.

The commissioners will only review the Draft article by article and, as they go along, decide (1) what to refine with reference to the deliberations of the 16th Congress; (2) what

to incorporate by way of convergence; and (3) what more to enrich and enhance by way of inclusivity. This approach will save time.

The “suggested” May 18 submission of the draft to the President sounds like a big joke. Read it only as loud words to fend off daunting odds – that the New BTC will overcome the time constraint by working double time. In the Luwaran editorial of March 16, 2017, MILF said, “Time is too short for the BTC to be able to submit the proposed BBL to Congress through the Office of the President.” More or less, the Commission has 110 days, including Sundays, to submit the draft to the President on July 24.

If the commissioners will only stick to the three-point approach in revising Draft BBL, they can deliver the new draft by July 24. Yet that is not an assurance the BBL will be passed by December 2017? The New BTC can only manage time within its control. But other obstructions and hindrances with their constraint on time beyond the control of the BTC and can hold hostage the BBL. Seeing the New BTC facing these daunting hindrances and obstructions, MILF, in the same March 16 Luwaran editorial, rued, “…

To expect the BTC to work and accomplish something beyond its capacity is like forcing a child to do a man’s work”; declared, “Our view is that the BTC had accepted the challenge but it also expects all the help needed especially from government”; and, exhorted, “It also expects that no one from among its membership will rock the boat and becomes obstructionist”.

De Castro said that the agency is currently developing the show in a digital platform so that viewers from all parts of the world can also watch the show for free with English subtitles.

In a separate interview, PTV-4 President and General Manager Dino Antonio Apolonio said the Memorandum of Agreement (MOA) signed between PTV-4 and DOT to produce the show will last for a year.

“The initial contract is for a year,” Apolonio said but expressed hope that it would be renewed and upgraded in the following years. (PNA)
