CAGAYAN de Oro City-In the run-up to the May 16 presidential elections, communist rebels staged simultaneous road blocks in five towns in three provinces in Northern Mindanao Sunday morning.

The military said rebels held hostage two off-duty policemen and three civilians in their road blocks in the towns of Talisayan in Misamis Oriental; and Impasug-ong in Bukidnon.

Pag-IBIG declares record-high dividend DAVAO City -- The PagIBIG Fund has declared P14.24 billion in dividends for this year.

This is the highest payout in the 35-year history of the agency also known as the Home Development Mutual Fund.” This will be credited directly to the accounts of our members within the first quarter of 2016,” said Pag-IBIG Chairman Atty.

The 2016 dividend is more than 25% or P2.89 billion higher as compared to last year’s P11.35 million declared dividend.

“Remember that the members’ monthly contributions are the members’ savings, and their savings earn dividends each year.

The dividend rate this year is 4.83 percent, which is much higher compared to interest rates on other

The best part of Pag-IBIG dividends is they are not subject to withholding tax, thus no deductions will be made even by one centavo.

She also reminded fund members aged 65 and above to claim their matured PagIBIG savings, otherwise

The TAV comprises of the member’s contributions, the employer counterpart share, and Pag-IBIG dividends earned throughout the years of one’s membership.

NPA captures 3 police, 2 soldiers in NorthMin

The prices of these basic commodities are artificially manipulated by hoarders.

It is wrong for government officials to protect and defend them by saying that the jacked up price is normal as a result of lean months.

The National Price Coordinating Council (NPCC) must impose a suggested retail price with a petition to President Aquino. Under the Price Act, while only the President can impose price ceiling, the NPCC has the power to impose an SRP on commodities.

A price ceiling immediately penalizes a violator with a maximum of 10 years imprisonment has more teeth than a “suggested” retail price. Farmers said it is of the essence to ask for immediate relief from the NPCC considering time constraints due to the forthcoming elections. The NPCC must now directly intervene or there would

be no other way to check the irregularities.

People want government to focus on the opportunistic rice traders instead of the farmers or small retailers. The small retailers do not have the power to manipulate prices all over the country, only big time cartels have that power.

The Filipino people are now urging Pres. Aquino to crack down on these hoarders once price controls are imposed.

To act now, notwithstanding the deregulation and liberalization policies, is timely and relevant. The nation needs to strengthen its local farmers and industries by a strong-willed administration who can regulate prices at the market against the manipulators.

Aquino and his officials could not have missed these examples of Jesus, as they are expounded in church pulpits regularly. The Biblical verses citing these examples are Matthew 14 and Luke 9. If anything at all, these verses are telling the faithful to help the poor, especially those who are hungry and who have nothing to eat.

The real tragedy in all these is the fact that hunger and other woes arising from waterless farms, dry and arid land, and extremely hot temperatures, are not unannounced and sudden occurrences. The Aquino government knew this situation is not unexpected, considering the many information swirling around about global warming and climate change wrecking havoc in the Philippines.

Well, one day the big generator that produced all the electricity for Ford’s factory suddenly stopped working. The whole factory shut down costing Ford a huge amount of money. So he quickly called one of the top engineers in the nation to come fix the generator. This expert engineer arrived and began looking and tinkering with the big generator. After only one hour, the engineer had found the problem and fixed it! So Ford’s factory immediately began making cars and money again.

A few days later Henry Ford got the bill in the mail from that top engineer for fixing his factory generator.

The bill was $10,000!

Ford could not believe how expensive it was, so he called the engineer on the phone.

He said: “Excuse me, Sir, but isn’t $10,000 rather high for just 1 hour of tinkering?”

The engineer answered: “Mr. Ford, I’m charging you $10 for my 1 hour of tinkering, and $9,990 for knowing WHERE to tinker!”

BFP: sale of ‘bottled gasoline’ in the barangays illegal ZAMBOANGA City -- The Bureau of Fire Protection (BFP) has urged the barangay officials to adopt an ordinance that would prohibit the sale of “bottled gasoline”

in their respective areas.

Chief Insp. Clint Cha, local fire marshal, made the call following observations that the sale of gasoline in bottles is rampant in the

barangays in this city.

Cha is tapping the assistance of the barangay officials since the BFP do not have the authority to prevent the sale and confiscate the gasoline

in bottles being sold in the barangays.

Cultivating dancing for senior high students

WE Filipinos have a lot of talent in dancing. The hiphop field among the young in the country was first inspired by the movie series Step Up. Since then, we have fielded and won in various international competitions and even our pride from Cagayan de Oro, Xtatic, was a living witness to that. Now, Xtatic are passing on the talents they have cultivated to the young ones.

In my humble opinion, I think dance practitioners such as Xtatic are worth being teachers of Dance subjects under the Arts and Design track for senior high. Also there

is a local group here in Mindanao called Move this World who are into peace education. I think they can also be tapped to teach the Dance subjects in the Arts and Design track.

In this particular strand called Apprenticeship and Exploration in the Performing Arts (Dance), it allows the student to get practical and hands-on experience with choreography, including working with a local artist and/or a performing arts group or arts organization. The program will culminate in a recital by the end of the academic year.

Values education among the youth

THERE are lots of exciting ways to teach values education. For instance, Anak TV has recently released Animazing Tales, a compilation of 17 animated cartoon shows penned by Soka Gakkai International. The DVDs were also aired on GMA. In public schools nationwide, they were distributed with a teacher’s guide for discussions after screenings. It is important that public school teachers must attend a one-day orientation first on how to use the teacher’s guide so they can impart well to the students the values that are being espoused in each DVD. Because of this project

by Soka Gakkai International, it would be easier for teachers to illustrate and discuss values and character formation in class. The values become

clearer to children. This is what TV must be in the Philippines. Television networks have the moral duty to promote more childfriendly programs because the programs can positively affect the value growth of each child. Remember that these children will grow into adults one day and by the time they get there, they must be upright citizens of our society.

Oftentimes, religious groups such as Ekklesia here in Cagayan de Oro for example can also contribute greatly to the values education of our children. Recently, they organized this four-day event called Youth Fest bringing together the young ones for a night of worship and values inputs.

Activities like this are what we need to complement our hardworking DepEd teachers.

Gathering the Filipino youth to deserve better

EVERY once in a while, there are gatherings of the Filipino youth. There’s the World Youth Day which was held in Manila in 1995. Youth gatherings such as these will help them become aware about the things around them on a macro level. By this, I mean they’re not merely aware of their immediate surroundings (barkada, romantic partners, chillouts, etc.) They should be prepared to be concerned with society in general.

After all, this is what the ultimate purpose of their basic education is supposed to be – to prepare them for adulthood.

which are national in scope because you can really gather the youth in one hall and know more about their feelings and what academic achievements they have fulfilled so far – whether they’re in junior high, incoming senior high students, vocational students, college students or fresh college graduates. To achieve diversity, they should be coming from various schools, colleges, universities and organizations from all over the country.

Awardees of TAYO or Ten Accomplished Youth Organizations, which is held every year, should serve as inspiration for these youth.

ASIDE from parents, it is the duty of each and every teacher to form the values of their respective children and students.

Remember that psychologically, what the child received during his/her childhood will form what he or she will become during adulthood. And of course, we want people to become upright citizens in our society, right? So we start them during childhood.

For starters, we can teach our kids the value of continuing education.

We can teach to them that having a boyfriend or girlfriend this early in

life can ultimately lead to pregnancy which will become a number one cause for the student to drop out from class in the middle of the academic year. We can also teach our kids to become environmentalists in their own small ways – such as throwing garbage at the assigned bins, planting seedlings at their backyard garden or simply turning off the faucet when not in use.

There’s no better time for youth to stand up against climate change. Teaching the youth is also equal to teaching them on good governance. Young people indeed deserve better.

Global classrooms bridging Philippine communities

A non-government organization has recently launched the Global Classroom project in partnership with DepEd to promote education among Muslim and Christian youth in the country. Personally, I think this is a welcome approach so that children from underprivileged areas can experience the quality education that we are accustomed to here in the urban centers of the Philippines.

A global classroom is the newest learning space wherein students from a pilot secondary school in Mindanao is interactively learning history and values education subjects through video conferencing, particularly in Cotabato City National High School. The program is set to be implemented this June in Zamboanga

City, Basilan, Maguindanao, North Cotabato, Sulu and Tawi-tawi.

Actually, the heart of global education is enabling young people to participate in shaping a better, shared future for the world. Global education emphasizes the unity and interdependence of human society, developing a sense of self and appreciation of cultural diversity, affirmation of social justice and human rights as well as building peace and actions for a sustainable future in different times and places. Global education promotes positive values and assists students to take responsibility for their actions and to see themselves as global citizens who can contribute to a more peaceful, just and sustainable world.

FOR any country, it is important that industry and education must match each other’s expectations. That is why in Cagayan de Oro, the local ICT council of the city government initiated a get-together between the academe and leaders of the IT industry here, most notably but not limited to the BPO sector. The BPO representatives want colleges and those offering technical courses here to allow their students to have their practicum in the industr y while they are still studying.

This is to make sure that students will be oriented early in real workplaces

which are not necessarily the environment they are experiencing while in the classroom and even in the field and laboratories. The BPO sector is likewise suggesting that teachers and instructors in colleges and TVET institutions must undergo immersion in the industry so they can be updated on the trending IT events of our time which have not been introduced in the classrooms yet. Remember that IT is the most evolving sector today and a few lessons that have been imparted last semester may not anymore be relevant the next month.

Most of the graduates want to go abroad thinking that they have higher salaries abroad. What they do not know is there is also high cost of living abroad.

NC III subjects in senior high

WE are all aware what NC II is. It stands for National Certificate II and the holder is eligible for any job commensurate to his skills that is available either abroad or here in our country. But there is even a higher eligibility than NC II. It is NC III and there are subjects in senior high that will lead to an NC III certification once the student has passed that academic year. These three subjects are Commercial Cooking, Agricultural Crops Production and Hairdressing.

For example, Commercial Cooking is designed for students to develop their knowledge, skills and attitudes to perform the tasks of commercial cooking. It covers the following core principles

– planning and preparing food for ala carte and buffets, planning and controlling menu-based catering, organizing bulk cooking operations, preparing pates and terrines, planning, preparing and displaying a buffet, selecting, preparing and serving specialized food items, selecting, preparing and serving specialty cuisines, monitoring catering revenues and costs, establishing and maintaining quality control and applying cook-chill-freeze production processes. Included in the two-year course are explaining the core concepts of commercial cooking, discussing the relevance of the course and exploring opportunities for a cook/chef de partie as a career.

JUST in time for the new academic year, an online platform for scholarships under the Ched K to 12 Transition Program was introduced. Under the program, higher education faculty and staff may be nominated for Ched-funded scholarships for master’s or doctoral degrees. It effectively utilizes the period of low enrollment anticipated in higher education due to the full implementation of the senior high program this ear.

Grassfire on Mt. Kitanglad as Mt. Apo still on fire after a week QUEZON City--Another mountain is on fire in Mindanao, exactly a week after a fire that started at the peak of Mt. Apo on March 26, is still raging.

Fire broke out in at least three places in the Mt. Kitanglad range in Bukidnon on Saturday morning, the Office of Civil Defense in Northern Mindanao said.

The Department of Environment and Natural Resources has called on volunteers to dig fire breaks to prevent the fire from

spreading to villages, farms and the posh Dahilayan Mountain Resort.

OCD region 10 information officer Titus Velez said the grassfire has spread to at least three places in the towns of Impasug-ong and Libona which are located at the foot of the 27,420-hectare mountain range.

Bukidnon Vice Gov. Alex Calingasan told MindaNews in a telephone interview Saturday afternoon that at least 50 hectares of the forest in the Libona town

side of Mt. Kitanglad have been eaten by fire on what he said is the third day of the fire there.

Velez, who was traveling to Cagayan de Oro from Malaybalay City, said the smoke and fire were visible along the Sayre Highway.

“It is a fire with multiple heads spread across two municipalities. Smoke and fire are very visible from the highway,” Velez told MindaNews.

Velez said residents reported that the grassfire

started four days ago and spread to nearby forests.

Michael Jan Pizarro, an employee of the Department of Environment and Natural Resources said he went to Barangay Sil-ipon in Libona town and saw the fire had gutted more than 60 hectares of the mountainside.

Pizarro said if the fire is left unchecked, it could spread to the lower Barangay Kape and the Dahilayan mountain resort in Barangay Dahilayan, Libona.

He said the DENR office

in Malaybalay is hiring at least 50 residents to dig fire breaks to prevent the spread of the flames.

Wetter PH possible in 2016’s second half

GOVERNMENT weather bureau forecasts wetter conditions in El Nino phenomenon-affected Philippines later this year, expecting then several weather systems that can make this happen.

Such weather systems are the southwest monsoon or “habagat”, tropical cyclones (TCs), low-pressure areas, local thunderstorms, the easterly wave and intertropical convergence zone (ITCZ), said State-run Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

“Those weather systems are rain-producing,” PAGASA senior weather specialist Anthony Lucero said Tuesday at a forum, citing the agency’s April-August 2016 weather outlook.

He noted ridge of a highpressure area will likely affect the country as well but clarified this weather system isn’t rain-driving.

Experts said El Nino and the La Nina phenomenon are the warm and cool phases, respectively, of a recurring natural climate pattern called El Nino-Southern Oscillation (ENSO) across the tropical Pacific.

They noted an ENSOneutral state is one in which conditions are near longterm average.

According to Lucero, data already indicate drought-driving El Nino’s possible weakening through the March-April-May 2016 period.

The data also indicate

possible transition to neutral conditions around this year’s May-June-July period, he noted.

“Most international models say El Nino is already moving towards its decaying phase,” he said.

Shift to rain-driving “habagat” from “amihan” or the northeast monsoon will likely commence this April, he continued.

Lucero reiterated there’s no guarantee El Nino will terminate by mid-2016 as earlier forecast, however.

PAGASA also clarified anew it’s still too early to say with certainty that La Nina will succeed the prevailing El Nino this year.

One model output PAGASA presented at the forum showed a 50 percent chance of La Nina in the August-September-October 2016 period.

Lucero said between three to seven TCs may either develop in or enter the Philippine Area of Responsibility from March to August this year.

The El Nino-induced rainfall shortage gripping the country at present will likely commence easing as 2016 progresses, he continued.

He noted about 30 provinces or 38 percent of the country will likely experience drought by April’s end but clarified PAGASA expects such incidence to continuously decline in succeeding months.

“By August 2016’s end, we expect no drought, dry spell and dry condition anywhere in the country,” he added.(PNA)

Explaining the K to 12 bridging program

EVEN with the onset of the K to 12 curriculum, there are still schools in the republic which do not offer Grade 7. What they offer is a bridging program instead.

So what is a bridging program? To reduce the number of academic years and most probably complaints from students and parents, the bridging program is intended to remove one year from the additional years of schooling due to K to12 through covering several subjects. Due to this bridging program, students who are supposed to be in Grade 7 automatically go to Grade 8.

There are no bridging programs offered in public schools because gover nment-ow ne d schools should exactly follow the provided curriculum. These public schools are meant for the masses and they are funded by the government so they have no option to add additional classes due to economic restraints.

Thus, students in public schools will be one year behind those in private schools that have undergone bridging programs. Private schools enjoy limited freedom to add different topics or classes. Moreover, what makes both sectors different is that private schools are expected to hire new teachers since they are for profit institutions. With the Philippines trying its best to be regionally and globally competent in the field of education, this is an exciting phenomenon as we are gearing up for the initial year of senior high implementation.

Protected Area Superintendent’s Office of Mt. Kitanglad Range said the fire was reported in Barangay Kibenton, Impasug-ong, Barangay Capehan and Silipon, Libona and Sitio Sanggaya, Barangay Dalwangan in Malaybalay.

The fire incidents happened a couple of days after park management announced on its Facebook page the suspension of ecotourism activities due to the El Nino phenomenon.

“It is better to prevent the occurrence of forest fires.

A notice will be posted if the park will be open soon (during rainy season),” the notice said.

Calingasan said members of the Kitanglad Guard Volunteers rushed to the area to help kill the fire.

There are a total of 28 barangays straddling Mt. Kitanglad in Bukidnon. In each barangay, there are at least 10 volunteers. A staff of the Protected Area Superintendent in Bukidnon said there are at least 300 volunteers from these areas. She said it is standard operating procedure that all volunteers in the area proceed to the fire incident.

It was not known, however, if all the KGVs have been deployed to the area. PASu Daniel Somera cannot be reached as of 4pm.

Calingasan called on volunteers to help fight the fire because Magantol is in the boundary of Libona and the town of Lantapan’s side of Mt. Kitanglad.

Merlita Tabamo, staff of the PASu office said as 3:50p.m. fire had been put out in the area within the ancestral domain in Sitio Sanggaya Dalwangan, Malaybalay City, by the Bukidnon Daraghuyan tribal guards.

But she clarified that outside the ancestral domain, fire is still on going in several patches past noon Saturday.

Tabamo said they were in contact with Bae Inatlawan Adelina Tarino, one of the leaders of the tribe, who mobilized the tribal guards. She said they have initiated preparations for a ritual to appease the spirits following the fire incident.

According to the website of the natural park, Mt. Kitanglad range dominates the north-central portion of the Bukidnon Plateau in Region 10. It falls within the political jurisdiction of the seven municipalities and one city, namely: Lantapan, Impasugong, Sumilao, Libona, Manolo Fortich, Baungon, Talakag and Malaybalay City.

The range covers a total land area of 47,270 hectares and plays a vital role in the socio-economic development of North and Central Mindanao. PHL storm free in the next 3 days THE Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said on Sunday the country will remain storm-free in the next three days.

In its weekly outlook, PAGASA said the agency has not seen any weather disturbance near the Philippine Area of Responsibility (PAR) that may develop into tropical cyclone.

The state weather bureau expect zero to one tropical cyclone to affect the country this month.

For the rest of the outlook period (April 4-8), the ridge of high pressure area (HPA) will bring warm and fair weather over Luzon while the rest of the country will be partly cloudy to at times cloudy skies with isolated rainshowers or thunderstorms mostly over the eastern portion.

“People caught in the roadblock informed us the rebels told them they will release the civilians after they make good of their withdrawal,” Alvarez said.

Alvarez said the rebels also set up roadblocks in Manolo Fortich and Talakag towns in Bukidnon.

He said the rebel force that set up the roadblock in Barangay Tikalaan, Talakag town numbered around 60.

Alvarez said soldiers from the 23rd Infantry Brigade managed to catch up with some of the 30 rebels who set up a roadblock in Carmen town in Agusan del Sur. An ensuing firefight was still going on as of 5 p.m.

Capt. Patrick Martinez, public information officer of the army 4th Infantry Division interpreted the NPA’s setting up of roadblocks as their way of reminding politicals to pay the permitto-campaign fees they were demanding.

“The roadblocks were to show politicians the rebels are still a dangerous force if they do not pay campaign fees,” Martinez said.

Orcullo said Rombo was riding his motorcycle on his way home in Medina town when the rebels set up a roadblock in Barangay Mandahilag, seven kilometers from the Talisayan town poblacion early Sunday morning.

He said the rebels distributed leaflets to startled motorists who were stopped in their roadblock in Barangay Mandahilag.

“The rebels left after 30 minutes to one hour and fled toward the hinterlands,” Orcullo said.

Orcullo said most of the rebels were wearing camouflage uniforms identical to those worn by soldiers and policemen.
