CAGAYAN de Oro City-The Cagayan de Oro College-Phinma Education Network (COC-Phinma) awarded five full scholarships [four or five-year bachelors degree] to the champions of the 3rd Mindanao Journalism Excellence Awards presented by Mindanao Daily and the PHINMA-COC College of Arts and Sciences-AB Communication held at the COC-Phinma Auditorium

on March 30.

Mr. Karim Bangcola, vice president and COO of COC-Phinma, signed the full scholarship grants of the grand winners in contest for high school categories in News writing, Feature writing, Photo journalism, Sports writing, and Science reporting.

Eight campus journalists from Bukidnon (4 from Central Mindanao University, Musuan Bukidnon; 3

from Bukidnon National High School, Malaybalay City, and one from Bukidnon National School for Home Industries, Maramag, Bukidnon) capped the most number of top three awards.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar and Department of Energy (DOE) Undersecretary Benito Ranque handed the awards to the finalists and winners. They

Nene Pimentel on barangay polls: respect power of the people to elect their leaders

DAVAO C it y - - For me r Senate President Aquilino “Nene” Pimentel, Jr., the “father of the Local Government Code,” is against moves to postpone the October 23, 2017 barangay elections to May 25, 2020 and have his party mate, President Rodrigo Duterte appoint OIC barangay officials.

Pimentel told ANC’s “Beyond Politics” on Tuesday that repeatedly postponing the elections will make the barangay institution “look like a joke.”

“More to the point. If

barangay elections were not held, the power of the people to elect their own leaders and not allow their leaders to just be appointed, will be removed away from them. That is a terrible diminution of the power of our people granted to them under a democratic rule,” he said.

Pimentel told MindaNews in an e-mail that “there is no question that

having the barangay officials elected by their constituents would be more in consonance with our Constitution than having them appointed by the President.”

“Getting the barangay officials elected by the people of the barangay concerned makes them beholden to their voters. Appointing them, on the other hand, makes them feel they owe a debt of gratitude to the appointing power that they have somehow to repay,” added Pimentel, who had served as mayor of Cagayan de Oro, Local Governments Secretary during the transition period of the Aquino

administration from 1986 until his election as Senator in 1987. Pimentel also served as Senate President from 2000 to 2001.

Surigao del Norte’s 2nd district Rep. Robert Ace Barbers has filed House Bill 5359 to postpone the October 2017 polls to May 2020, declare the seats vacant and let the President appoint OIC barangay chairs and councilors.

There are 42,036 barangays nationwide as of December 2016, according to the Philippine Statistics Authority, with at least 330,000 elected barangay officials at one barangay

chair and seven councilors each.

War on drugs In his explanatory note, Barbers, chair of the Committee on Dangerous Drugs, described the barangays as the first line of defense at the grassroots level and that officials “must spearhead the government’s fight against illegal drugs and must maintain a proactive stand in shielding the ordinary people from the drug menace.”

He said he filed the bill in support of Duterte’s call to postpone the barangay polls “because he does not want those financed by drug

lords to win.”

Duterte last year also cited the alleged involvement of barangay officials in illegal drugs as the reason why he sought postponement of the October 31, 2016 barangay and Sangguniang Kabataan elections.

The 2016 election was reset to October 23 this year

by HB 10923 which Barbers’ bill seeks to amend.

The thing is I was getting good pay and benefits and certainly I was assured I can support all my children in their college education.

That was myself for fifteen solid years and when all my children were through with their studies I called it quits and retired with contentment and smiles. I told myself I had the greatest achievement in life.

Live and learn

THINK a minute.

A little boy said: “I’ve learned that if I’m in trouble at school, I’m going to be in more trouble at home.”

A husband remarked: “I’ve learned I should never praise my mother’s cooking while I’m eating my wife’s cooking.”

An old woman observed: “I’ve learned that 6-year-old children are the only ones who think it’s neat when their teeth fall out.”

One guy said: “I’ve learned that loaning money to family and friends causes them to lose their memory.”

And a young adult painfully concluded: “I’ve learned you can do something in a moment that will give you heartache the rest of

your life.”

You’ve heard the expression, “Live and learn.” The two should go together. But sometimes we just live. “We all make mistakes, but it’s the wise who learn not to repeat them.”

In a way, our life’s like a ship: we can steer it by the rudder or by the rocks. We can learn to read the signs and avoid trouble by making the right choices, or we can learn the slow, hard way by continuing to run into problems from our wrong choices.

So if we want a good life, we need to be a good student of life. We need to realize we can learn something from everybody. Some people even teach us by their bad

example how not to live.

A smart man said: “We should learn from other people’s mistakes, since there’s simply not enough time for us to make all the mistakes ourselves.”

Another person said: “I’ve learned silence from the talkative and kindness from the unkind.”

So our different teachers can include both old people and young kids, friends and enemies. We can learn from good books, our memories, as well as from winning and losing.

You see, it’s when we stop learning that we start getting bored. We humans are made with tremendous potential for always learning and doing new things.

Sister city: a model for ASEAN cooperation Why Christians should rethink G12 THE presidents of ASEAN countries might be very busy with their own internal problems. For that reason, they cannot fully concentrate on strengthening the ASEAN as the regional association. In this case, the idea of creating a sister city among the ASEAN member countries will be more fruitful and provide the real impact on the ASEAN whole nations.

In the long run, a model of sister city cooperation can build the shared values of the ASEAN regional association’s vision and mission.

Besides that, the ASEAN presidential meetings tend to be political-sense based.

When all the politic affairs are discussed, the peak will be of the top political problems. Political affairs cannot be used for strengthening the regional cooperation.

Politics tends to create a tense-full relationship. But, when the cooperation is based on the human-real need, the values behind the vision and mission of cooperation can be shared together. It is a sister city for the best model of ASEAN cooperation.

What is a sister city model of cooperation? If the presidents or even the ministers cannot do their efforts for strengthening ASEAN cooperation, any city in every member country of ASEAN can initiate a strong cooperation. For

example, it can be initiated by or among the governors of any region in each member country to enhance cooperation. A sister city can be initiated by a Mayor of any city in each ASEAN member country.

They can try to find the best strategy to have a coopertaion in the field of the similar and mutual benefits. The collaboration among the cities by the city Mayors is more eligible. The president is so busy with their internal political and economic problesm. But, the city Mayors can handle the ASEAN strong cooperation by finding the best program that can be done based on win-win solution. The program can be the strategy of developing the people welfare or education.

Another theme of sister city model is by enhancing the cultural exchange programs. This kind of exchange program should be scheduled based on the grand plan.

Among the activities of the

grand plan must be evaluated based on the real output rather than merely based on formality and rituality.

The output-based activity in every program will provide impact on the ASEAN nations. So, it can be started by the city Mayors. However, it will be better when such cooperation can be done by the governors.

ASEAN as the regional association must be cultivated seriously. Otherwise, the ASEAN will become the regional association without any real goal and executed objectives. When this condition is never taken into account, the broken association will occur and it will be much riskier. So, initiation should be done by the leaders of the cities in every ASEAN member countries.

The sharing in agriculture, technology, sciences, cultures, and many others are the examples of the areas for cooperation. There are lots of programs that can be initiated but they must be the real output-based. We have to avoid formalities and rituality such as seminars, conferences, meetings only without producing the real output. All of these jargons are wasting time and energy.

So again, the programs must be based on the real output. These real outputs must be interrelated. It means that the following

CHRISTIAN churches thrive and prosper with Biblical and management wisdom. No doubt, those which cannot balance between the two could either be like cogon fires that are here for a moment, or marketing firms going awry.

G12, one of the systems that some evangelical churches adopt these days, raise concerns. Does it make healthy and sustainable congregations?

First, let us clarify what G12 is. It is a church program wherein members are either encouraged or pressured to make 12 disciples patterned after the example of Jesus and the great commission. After several lecture sessions, the members are made accountable for the disciples they make.

‘Recidivist environmental violator’ in Dinagat spared by DENR

In his order addressed to CPC president Wilfredo Keng, de Dios noted that CPC has not “satisfactorily complied” with its “social and environmental commitments” since 2015.

It was not the first time that CPC had received a warning from MGB-Caraga for its environmental record and inability to implement government-mandated financial assistance for its host communities.

On December 22 last year, MGB-Caraga warned CPC for serious violations including the low accomplishment on its Social Development and Management Program (SMDP).

SDMP funds—equivalent to 1.5 percent of a mining company’s annual operating cost—should be spent on livelihood, education, health, public infrastructure and socio-cultural programs in the community.

Duterte vows to uplift living conditions of Filipino women President Rodrigo Duterte has assured that he would help uplift the living conditions of Filipino women, particularly the poor and marginalized.

In his message during “Digong’s Day for Women” in Malacañang Palace Friday, the President said his administration is extending livelihood assistance to Filipino women.

The funds will be coursed through and managed by the Department of Trade and Industry (DTI).

“But you have to attend a seminar,” he said, noting that the DTI’s Go Negosyo offers seminars for tailoring, for instance.

At the same time, he said he has increased the budget for agriculture and education to provide more sources of livelihood to the people.

And to demonstrate that his government is pro-women, the President said he designated women leaders to be part of his Cabinet, such

House Speaker Pantaleon Alvarez, Jr. on Monday expressed confidence they could pass the postponement law when they resume sessions on May 2 to June 2.

A press release posted on the congress.gov.ph website quoted Alvarez as saying they can pass the bill especially if it is certified as urgent by the President.

At the Senate, however, several senators from both the majority and minority are opposing the move. The Senate President said he will meet with the President to clarify his proposal.

“Quite a bit messy” On March 23, Duterte was asked in a press conference upon his arrival from Thailand to confirm a statement of Local Governments Secretary Ismael Sueno that the President wanted barangay positions declared vacant and the officials replaced with appointees.

Duterte replied: “You know, there’s a problem. There is no legal basis for being there. Walang hold over sa barangay. They are just there, I don’t know de facto, whatever.”

But RA 10923 which postponed last year’s election to October 23 this year, provides under Section 3 that “until their successors shall have been duly elected and qualified, all incumbent barangay officials shall remain in office, unless sooner removed or suspended for cause.”

Duterte admitted having advised Congress not to commit the “mistake” of calling for an election this year “because narco-politics has entered into the mainstream of Philippine politics…” and the 2019 local elections is “just around the corner.”

He said if elections were held this year, the officials on his narco list will win. “Forty percent of the total (number of) barangay captains are into drugs, that’s my problem,” he said.

“Either patayin muna natin ‘tong mga yawa na ito kasi ‘pag ka hindi (either we kill these devils first because if we don’t) they will be elected again,” the President said, adding it would be dangerous if barangay officials involved in illegal drugs can still influence the voters and local officials elected in 2019 will be indebted to them, thus putting the country deeper into narco-politics.

But Duterte admitted removing the barangay officials and appointing OICs would be “quite a bit messy.”

“We are looking for a way to appoint na lang the barangay captains but the mechanism of how to go about it, select them…

He added he would enter into a compromise “with the Church and everybody” for them to nominate three citizens, but typical of Duterte, did not complete his sentence: “They can nominate three citizens from… ” He said the nominees must be cleared by the Philippine Drug Enforcement Agency (PDEA), and by the police and military

Always at the top of the news are bickering among politicians, failures, traveling, bank accounts, extramarital affairs of government executives, unexplained wealth, flashy cars, corruption, inept leaders, ignorance, etc. The scenario has tremendously changed from those days of flowers and songs to busy embalmers and unidentified dead human beings in unlighted roads.

Daily newspaper headlines, TV newscasts, radio news and words from mouths carry horrifying stories of how people are slaughtered like pigs destined for the markets.

It seems people have lost respect for the preservation of human lives and we do not even shrug our shoulders looking at victims of crimes.

Inhumanities are taking place in our lives every day and it seems nobody cares.

What is amazing is the fact that people think the killings every day is just part of life and, therefore, nothing to worry about especially if the victims are unknown to them. Everybody is so busy attending to their daily hunt for food and money for

their children’s education.

Unlike in the yesteryears when folks are worried of murder, robbery rapes and other major crimes - - today, nothing is big, it seems, and people go on as if everything is normal around.

I still think human life must not only be preserved, but honored and respected.

I don’t mind so much about how the behavior of human beings has changed, the thing is we must be guided by the principle of respect for human beings. As long as we are humans, we should not adopt the behaviors of dogs and pigs. Animals do not have God by comparison to human beings. (Bennex News Service)

The case of another Pacquaio-turned-clown can happen to any professional involved with G12: take away someone’s focus and he becomes mediocre.

In lieu of making great poets, such produce only great dreamers with lofty illusions. Take away a main ingredient common to all successful professionals and you will see the unmaking of the greats. The church must not be accused of discipling the voluntary lames of this world, lest it becomes an “exemplary” blockage to human progress.

Yet we see the fulfillment of the saying, “Mediocrity knows nothing higher than itself…”

If some churches convince believers that eggs must be broken to make an omelet, be careful because those eggs could have been raised as great reflections of heaven’s light, yet extinguished by some less transparent hype. Beware.

At another angle, G12 makes Christians guilty of fishing in an aquarium.

They do not anymore go to the sea because they need to fulfill their commitment as soon as possible. This makes G12 unconscionable and unethical.

The idea of G12 begs the question of legitimacy to spiritual organizations.

Coming from a pyramid marketing scheme, G12 is more fit for commodities to sell if people still trust pyramid schemes nowadays.

But we can hear of true stories of what could happen in a pyramid scheme.

I heard of a friend’s experience of losing P1.2 million and the emotional strain that follows. That is why we derive “Ponzi scheme”

nowadays—and this refers to the model which makes G12.

If Ponzi schemes have caused dysfunctions in societies, it does the same with churches. Christians are not really encouraged to follow blindly. In fact when they are commanded to love the Lord with all their minds (not just with all their strength, heart and soul), it means they should speak out if there are teachings that creep stealthily to supplant good teachings. It means they should use all their facilities of thinking before they embrace new Ponzi.

The sad news, however, is that G12 has become a gospel command to some churches given with sanctions for noncompliance while many are on their way to shipwreck their professions, and eventually their faith.

MGB-Caraga records showed that CPC has been warned many times for violations since 2013.

A March 27, 2013 memorandum signed by de Dios showed that the company’s mining practices were found to be “manifestly deficient or lacking in compliance to sound and responsible mining practices.”

Asked why CPC had continued to operate despite the violations, de Dios explained that he was unable to act against its violations after his March 2013 memorandum, as he was placed on a “floating status” by then MGB Director Leo Jasareno in May of the same year.

Jasareno subsequently assumed De Dios’s post, placing himself as the concurrent MGB-Caraga director until 2016 when President Rodrigo Duterte booted him out of office.

Meanwhile, local environmental watchdog Caraga Watch has questioned CPC’s non-inclusion in the list of suspended and closed mines, following a nationwide mine audit conducted by the Department of Environment and Natural Resources (DENR).

“It has been shown repeatedly that Century Peak has a bad record not only in environment but in the social aspect as well, so we’re puzzled why it was not closed, or even suspended,” said Rev. Pio Mercado, Caraga Watch spokesperson.

Even de Dios himself was perplexed. “MGB only played a supporting role during the DENR mine audit last year. We helped in logistics but we were not part of the audit per se, so I’m also wondering why Century Peak’s past and continuing violations were not taken into account by the DENR auditors,” De Dios said.

Jasareno led the mining audit team before he was replaced by Duterte in October 2016.

Surigao del Norte 2nd District Rep. Robert Ace Barbers accused Jasareno of granting special favors to certain mining firms Lopez, however, defended Jasareno, who is now her consultant, saying she “he’s clean”.

The secretary had ordered the closure of 14 largescale mines in Caraga, all of them located in Surigao and Dinagat provinces.
