Davao-GenSan-Indonesia trade route to start soon DAVAO C I T Y - - T h e Davao-General SantosBitung ASEAN Roll-OnRoll-Off (RoRo) service is set to be launched on Sunday, April 30, with President Rodrigo Duterte and Indonesian President Joko Widodo expected to lead the launching ceremony at Kudos Port in Sasa, Davao City.

Considered a major milestone, the project is under the ASEAN Blueprint 2025, the Master Plan on ASEAN Connectivity and the Brunei Darussalam, Indonesia, Malaysia, Philippines-East ASEAN Growth Area (BIMP-EAGA) Vision 2025.

The connectivity was strengthened by President Duterte and President Widodo during the former’s visit to Jakarta last year.

The Davao-GenSanBitung trade route aims to strengthen economic activities in BIMP-EAGA, especially between Mindanao in the Philippines and the northern provinces in Indonesia. Bitung is a city in Northern Sulawesi.

This was the assurance given by Armed Forces of the Philippines (AFP) chiefof-staff Gen. Eduardo Año when asked on whether they are conducting surveillance on any of its ranking officials or members in wake of the scandal involving Senior Supt. Maria Cristina Nobleza who was arrested in

the act of helping cornered Abu Sayyaf Group (ASG) bandits in Clarin town, Bohol last April 22.

Arrested with the lady police officer was her driver and alleged lover Reneirlou Dongon, a known ASG operative, who was earlier implicated in several bombing attacks but was freed due to a technicality.

They were nabbed while attempting to penetrate a

police checkpoint in Clarin town. “(In the AFP), all officials, before being given sensitive positions, are subjected to partial and full background checks (before they are given these positions),” Año added.

The AFP chief said that it is possible that some lapses may have occurred during Nobleza’s promotion to the PNP Crime Laboratory.

An estimated three to four ASG brigands are still in the area. These are part of the 11-man team ASG sub-leader Muamar Askali alias “Abu Rami” who landed last April 10 in Inabanga town,Bohol to conduct kidnapping attacks against local and foreign tourists frequenting the area.

However, before they can fulfill their plans, they were intercepted by government

forces, killing Askali and three others last April 11.

In the ensuing firefight, three soldiers and police officer were killed along with an elderly couple.

Davao Light and Power Co., Inc welcomed another batch of pawikan hatchlings and released them to the open waters of the turtle sanctuary, known as the Cleanergy Park, last April 18, 2017 in Sitio Punta Dumalag, Matina Aplaya, Davao City.

The pawikan hatchlings came out to witness the world exactly during the anticipated week of its hatchday from its discovery last February 21. Out of the 172 eggs, 141 baby turtles hatched. A day after, another two hatchlings joined the family. These were also immediately released to the sea.

Present to witness the releasing of the hatchlings were the employees from the Department of Environment and Natural Resources XI, Rotary Club of East Davao President-elect Alvin Orteza, Apo Agua Infrastructura General Manager Ones Almario, Matina Aplaya barangay officials and some of its residents.

The Davao Light team as represented by AVP for Reputation Enhancement Rossano Luga and Procurement and Logistics Department Head Adriano Po Jr. also witnessed the event.

Lumintang sees the sea linkage as an avenue to expand market of Indonesian products.

The Davao-Gensan-Bitung and vice versa route has shorter travel time of three days that is beneficial for both traders because shorter travel means less shipping cost. The cost is estimated at USD700/TEU (Twentyfoot Equivalent Unit) for 1.5 days compared to the current route of DavaoManila-Jakarta-Bitung route at USD2,200/TEU for 3 to 5 weeks.

The route was also expected to enhance trading partnership between backdoor cities in Mindanao and Indonesia.

Edrick de Guzman, Super Shuttle assistant vice president for corporate planning, earlier underscored the need to sustain the sea linkage to further increase trade activities in the two areas.

Mindanao police officers attend refresher on GPH-MILF peace pact DAVAO CITY –- Regional, provincial and city police directors from six regions in Mindanao gathered here Wednesday for a one-day briefing on the peace accord between the government and the Moro Islamic Liberation Front (MILF), which focused on the coordination of law enforcement activities in Bangsamoro areas.

Irene Santiago, chair of the government implementing panel for the Bangsamoro peace process, said the forum seeks to refresh the police about the peace agreement with the MILF. Santiago said there is a need to explain again the security protocols, including the ceasefire mechanism, in order to avoid misencounter or misunderstanding in government law enforcement operations.

She said the forum also seeks to get the continued commitment of the police to sustain the peace process.

The forum was conducted following an MILF statement last week voicing concern on the police operation that killed Mogaimen Abo in Dalumangcob, Sultan Kudarat, Maguindanao. Abo is a member of the front’s armed wing, the Bangsamoro Islamic Armed Forces, and a brother of MILF vice chair Ghazali Jaafar.

In an interview on the sidelines of the peace forum, Philippine National Police (PNP) Director for Operations Camillo Cascolan noted that the peace process has many dynamics, thus it is important for law enforcers to know all the procedures on the ground.

He also underscored the

importance of coordination in order not to repeat the Mamasapano incident in 2015, which left 44 members of the PNP’s elite Special Action Force dead.

“Coordination is important and we need to do it properly,’ he stressed.

Cascolan, a former member of the Ad Hoc Joint Action Group (AHJAG), said the police and the MILF can even go together in police operations, such as in the implementation of search or arrest warrants.

There is, however, a different procedure when it comes to drug buy-bust operations, said Cascolan, without elaborating.

PSA to conduct ASPBI

The Philippine Statistics Authority (PSA) will once again conduct the Annual Survey of Philippine Business and Industry (ASPBI) with 2016 as the reference year covering around 29,637 establishments nationwide.

Now on its 45th round

since the conduct of the 1956 Annual Survey of Manufactures, this nationwide survey will collect information on the levels, structures and trends of economic activities of the formal sector of the economy for 2016. It will also gather data on

employment, compensation, income, expense, total assets, capital expenditures and inventories and generate indicators from these variables.

Distribution of survey forms will start on April 17, 2017 and collection on

May 2, 2017. Accomplished questionnaires submitted by the respondents shall be treated with utmost confidentiality as mandated under Section 26 of the Republic Act 10625 published on September 12, 2013. Those who will

refuse to accomplish the survey, however, shall be imposed with the penalty of one year imprisonment and a minimum fine of PHP100,000 to a maximum of PHP500,000 as stipulated under Section 27 of the same law.

According to Dr. Janith Cabalang-Aves, Chief Statistical Specialist of PSA, Misamis Oriental, the data collected from the ASPBI

will constitute bases upon which the government and the private sector can formulate policies and evolve economic development plans. Dr. Aves acknowledged all those sample establishments for their continued support to all statistical undertakings of the PSA. She once again requested for their cooperation for this 2016 round of the ASPBI.
