Women group backs Duterte amid controversial rape issue D

A VA O C I T Y --Amid the controversial “rape joke”, a group of women remain steadfast to the presidential bid of Mayor Rodrigo Duterte because of his commitment to the cause of women.

Calling themselves Forum on Women for Action with Rody Duterte or ForwaRD Women, the group vowed not to abandon their candidate in the midst of the firestorm created by the controversial rape remark of Duterte.

“We are not silent. And we do not condone,” said the group in a statement signed

by Dina Tolentino-Fuentes of the ForwaRD Steering Committee.

In the face of the uproar

and all the searing criticisms against Duterte, Fuentes said the mayor could work with women, commit to their programs and transform his commitment into concrete actions.”

She cited Duterte’s track record in promoting women’s rights and welfare.

“The proofs are without a doubt tangible and alive – Davao City and the testimonials of women individuals who have surfaced attesting to the programs and the personal assistance of the mayor in times of their crisis,” Fuentes said.

ForwaRD women, which was first launched on Feb. 27, is a loose movement of women organizations either formed for Rody Duterte or already existing but have

expressed their support to Mayor Duterte’s candidacy all over the Philippines. It has been conducting assemblies in key cities in Mindanao, Visayas and Luzon.

The group earlier clarified that it is “not a movement for Rody”, but instead a “movement with Rody” believing that they could partner with the mayor on women issues.

“We will continue to support him because he has shown, by performance and historically, that he could work with women, commit to their programs and transform his commitment into concrete actions,” Fuentes said.

“To ensure that our voices are heard, we have to express our concerns ourselves and not leave

the issues to Duterte, who, like other candidates, are a product of a patriarchal and macho society. In our Mindanao and Visayas assemblies, Duterte has listened to every proposal made by the women leaders and which now constitute the National Women’s Agenda,” Fuentes said in the statement.

ForwaRD Women said the members were happy that Duterte expressed his openness to the agenda.

“ForwaRD women shall not join the bandwagon.

We do not and we will never condone the sexist remark, but we shall commit to work with him so that he and the others will finally understand us, our issues, and our aspirations as women struggling against discrimination, abuses and other forms of violence,”

Fuentes emphasized.

“We are not silent. And we do not condone,” ForwaRD said.

According to Fuentes, Duterte has already apolo-

gized over his remark, which he said not a joke but a recollection of his feeling of anger way back in 1989.

DTI explains consumer rights CAGAYAN DE ORO – The Department of Trade and Industry Misamis Oriental (DTI-MOR) in collaboration with the Cagayan de Oro Press Club (COPC) gathered local media and bloggers on 20 April to discuss and help educate the public in their consumer rights and responsibilities.

“We believe in the power of media and we always believe that the educated consumer is the protected consumer,” said DTI-MOR Provincial Director Ma. Eliza A. Pabillore.

Kagay-anon Incorporated (KKI) President Michael Baños elaborated the importance of the participation of the consumers.

He said, “If we get involved in consumerism, we will get the results.”

KKI proved consumers can assert their right when the group petitioned the increase of electric bill of Cagayan Electric Power and Light Company, Inc. (CEPALCO) in its distribution fee expense during the devastation of typhoon ‘Sendong’ in 2011. KKI was able to stop the increase.

Meanwhile, legal officer and chief of consumer welfare division of DTI, lawyer Fel Lester Brillantes talked about basic consumer rights.

He said there are eight basic consumer rights namely Right to basic needs, Right to safety, Right to information, Right to choose, Right to representation, Right to redress, Right to consumer education and Right to a healthy environment.

He said that these rights, when asserted, protect us from the market abuses and social injustices which undermine them.

People living in the world have both positive and negative feeling. Black campaign in politics can be due to the negative feeling.

The negative feeling includes jealousy, envy, grumpy, revenge and the like. In Indonesian proverb, we have this “semakin tinggi pohon, semakin kencang angin menerjangnya.”

The lateral English translation can be “the higher the trees, the stronger the wind blows them.”

The grass (low levels) will never be attacked by strong wind but the big and high trees will. That is the metaphoric Indonesian proverb.

When people are in the low position, they will never be attacked. But, when they get high position, they will get it strongly.

In political affairs, it is very common when one of the politicians has already been on the top; he or she suddenly gets so many criticism, attacks, and even slander. It is common

all the negative statements attack the top politicians after crawling up from the lowest level to the top. It is common we find the old trivial case that has never been spoken up suddenly comes up and becomes a disastrous polemic. This will be obviously true when the person with such little case is being on the top.

Black campaign in politics is not strange. Experienced politicians with longtime span being engrossed with political turbulent will never take it so seriously.

They are used to getting the slender. They have accustomed to getting strong

attack with negative sense.

The most important thing is the law and rules-based system. The process of the lawsuit can be the true evidence. In this case, the nation needs to be enlightened.

Black campaign can be found in every country in the world. This can be not only for an individual politician, but also for a political party.

When any policy or constituent in a political party does something wrong or did something wrong in the past, this old case tends to be dismantled again now for degrading that political party. Even the trivial case can be a big case when the time of the political atmosphere is heating.

If the tract record of a certain politician is good in his achievement, the black campaign can be directed to the personal affairs. It can also talk about the personal case like family or relative cases. Black campaign has been easily done because there is always even trivial

IT’S not the first time, that representatives of most countries have signed a document for a better world climate. Last Friday, the Paris climate deal has been signed in New York. By signing the four-monthold agreement, the nations pledged to join the fight against global warming.

UN chief Ban Ki-moon opened the ceremony on Friday, describing the accord as “history in the making” in his address to the UN General Assembly. Envoys from more than 170 countries signed the climate deal over the course of the day, setting a new record. “Today you are signing a new covenant with the future,” Ban told the gathering on Friday. “The era of consumption without consequences is over.”

For Germany, Environment Minister Barbara Hendricks was on hand to sign the commitment, which will then require ratification in parliament. According to Eddie Duhaylungsod, Supervising Environment Management Services (SEMS) and Protected Areas Biodiversity Ecosystem Section (PADES) chief, early on, tarpaulins carrying the information for the big event had already been hung in select conspicuous areas to drumbeat public awareness.

ONG Poldong has been tilling his small piece of land in the far-flung village in Loreto since his early married life at 20 without a document he could proudly call that this is his own threehectare corn farm.

Now at 70, Poldong is already in his twilight years of his life but the dream of legally owning his land before he could inherit this to his children remains an elusive dream.

Not until the “Public Land Titling Project” was formally launched in November last year by the provincial government that Nong Poldong’s foremost wish became a reality.

As another milestone program of Gov. Adolph Edward Plaza, the land titling project would not only benefit Nong Poldong but to thousands of others who have been emancipated from the bondage of

soil, so to speak, throughout their lives.

The land titling project is not just a regular bureaucratic process since it comes in a handy package--- that is beneficiaries would just spend a measly P1,000 as all other hefty processing fees would be shouldered jointly by the provincial government and the local government units where they reside.

T h i s w a s re a l i z e d through the Department of Environment and Natural Resources Administrative Order No. 2011-16 which served as the basis in involving the role of local government in formally titling public lands throughout the country.

713 jobless youth in AgSur now gov’t interns

Opportunities in the government service were offered to hundreds of jobless young residents of this province after they recently undergo an orientation on Government Internship Program (GIP) at the Provincial Capitol.

Some 713 young people aged 18-25 years old were introduced to GIP with a hands-on experience of working in various national and local government agencies, an opportunity that allows them to learn and experience life skills in the workplace while earning money The Interns were composed of out-of-school youth, graduates of vocational/technical courses, college graduates without job and high school graduates. 178 selected participants are from 1st

District, 178 from 2nd District and 357 from the province.

The participants was selected through the local government units and were screened by Department of Labor and Employment (DOLE) to see if they comply with the requirements.

The selected GIP participants will be assigned in different barangay, municipal and other government offices within six months with P201.00 per day as their wage plus a GSIS benefits. The internship starts on March 16, 2016 that will last on August.

Vice Governor Santi Cane Jr. has encouraged and challenged the Interns to give their best in the whole duration of internship. “In the next six months of your internship with the government you will be able to experience how things

Consider these: A land owner needs to seek a lawyer’s help, retrieving all other old documents that declare ownership of the land, cadastral survey, real property taxes, state tax from the Bureau of Internal Revenue and publication of extra-judicial notice that it takes one to two years or more before one could finish processing the land title document.

Discouraged by the bureaucratic red tape, many farmers would be discouraged to register their lands, banking instead on Dead of Sale or Tax Declarations showing that they have paid their land taxes as proof of land ownership.

The land titling project is somewhat similar to the Second Land Administration and Management Project (LAMP2) spearheaded

by DENR in 2011 which have processed hundreds of thousands of farm lands for the dream titles of lowly farmers.

Developed with technical assistance from Australian Assistance for International Development (AusAID) and funding from the World Bank, LAMP2 is the second phase of an ambitious program of the Philippine Government to improve the land

titling and administration system and increase security of land tenure through a system of “clear, transparent, coherent and consistent policies and laws supported by an appropriate institutional structure.”

DENR officials said LAMP unifies all land titling efforts by the courts, the Department of Agrarian Reform, National Commission on Indigenous Peoples, DENR, local government agencies and others under one system in a systematic approach.

LAMP2’s requirements are simple: proof of ownership or possession of the land for at least 30 years such as tax receipts or a Deed of Sale; and the land must be classified as alienable and disposable.

Already, far flung villages in the towns of San Francisco and Rosario were among the early beneficiaries of the land titling project.

San Francisco Mayor Jenny de Asis said there were seven barangays identified as beneficiaries of the program apart from other development projects like road rehabilitation, road concreting and the biosand water filter facilities that complement the project.

Governor Plaza has been making the rounds in formally launching the land titling project in the towns of La Paz, San Luis, Veruela and Esperanza to the much delight of thousands of farmers who came in droves to witness the event.

These are the rivers of Himogaan, Sicaba, Malugo, Bago, Binalbagan, and Ilog-Hilabangan.

Once tapped for power generation, these rivers can combine to produce an estimated capacity of 200 MWs. Marañon disclosed that he had already discussed with President Benigno Simeon C. Aquino III plans to harness all the renewable energy sources of the province

to be able to transform it into a green economy.

Aquino led the inauguration of the SaCaSun’s solar farm in Barangay Punao, this city, which was constructed in less than seven months at a cost of Php5 billion. He was accompanied by sister Kris and Energy Secretary Zenaida Monsada.

Aquino said that the inauguration of AboitizPower’s first solar farm “is yet another reason for us to be optimistic and confident about the future.”

“I am told that this plant will help avoid 72,000 metric tonnes

of carbon dioxide emissions per year. And this is apart from the basic benefits of such a project.

While we have a current energy surplus in Visayas, it is imperative for us to react and prepare for future economic growth, and this plant offers an estimated additional 59 megawatts of capacity to the ever-growing Visayas region. I am also told that, since the Visayas and Luzon grids have already been interconnected, these grids can be improved and can easily source from your grid should there be a shortage in supply,” he said.

SAN Carlos City—The Department of Energy is now working double time to finalize and release before end of June the twin guidelines on the Renewable Portfolio Standards (RPS) and Green Energy Option, said Energy Secretary Zenaida Monsada.

RA 9513 or the Renewable Energy Act of 2008, which the 14th Congress passed in July 2008 and signed by President Arroyo in December 2008, mandated these twin policy prescriptions in order to make investments in the renewable energy sector viable and profitable for developers.

Once enforced, the RPS and Green Energy Option program will mean additional incentives for RE developers to invest as it will also provide them additional market for their capacities.

RPS will “require all distribution utilities to have certain percentage of RE in their mix,” Monsada said.

This means that once enforced, all DUs must source part of their supply from RE sources as it generally sets a percentage as to the level of RE capacity that

It was learned that DOE is now fine-tuning current RPS draft, written by former Energy Secretary Jericho Petilla. The first RPS draft came out in 2012 but has been gathering dust in the DOE archives.

According to Section 6 of RA 9513, “all stakeholders in the electric power industry shall contribute to the growth of the renewable energy industry of the country. Towards this end, the National Renewable Energy Board (NREB), created under Section 27 of this Act,

shall set the minimum percentage of generation from eligible renewable energy resources and determine to which sector RPS shall be imposed on a per grid basis within one year from the effectivity of this Act.” On the other hand, the Green Energy Option is described in Section 9 of RA 9513 as a “program which provides end-users the option to choose RE resources as their sources of energy.”

This means that endusers have the option or power to directly choose their RE source of energy,

explained Monsada.

“The end-user who will enroll under the energy option program should be informed by way of its monthly electric bill, how much of its monthly energy consumption and generation charge is provided by RE facilities,” added Section 9 of RA 9513.

The Renewable Energy Act mandates the DOE, “in consultation with the NREB [National Renewable Energy Board],” to set the appropriate implementing rules and regulations of the [green energy option] proSee DOE, page A22

DAVAO City––A sub-contract worker of Therma South Inc. (TSI), a subsidiary of Aboitiz Power Corp., died Wednesday afternoon after he fell three floors high inside the first unit of the 300-MW coal-fired power plant.

“Therma South regrets to confirm that an accident occurred inside its baseload power plant in Binugao Toril last Wednesday, April 20, 2016. The accident resulted to the death of an employee of a sub-contractor,” TSI’s statement reads.

According to Davao City Police Office (DCPO), the victim was identified as Jonathan Onde Pajelleno, 35, married, of Toledo City who was residing temporarily at Purok 5, Brgy. Lizada in Toril.

Pajelleno was working for Boyi Wantong, a subcontractor of FHI-True North Manufacturing Services Corp. which reports to Therma South.

Based on the police report, the victim was helping a co-worker dismantle at the sixth floor of TSI 1’s Bolier building at the sixth floor when he lost his balance, falling to the railings at the fourth floor before he

dropped on the third floor.

The victim was immediately rushed to the Davao Mediquest Hospital in Toril but failed to get there alive.

“Therma South and its contractors are presently conducting an investigation to determine the cause of the accident and to ensure that safety guidelines are reinforced. The company is also closely coordinating with authorities who are looking into the incident,” the TSI statement added.

In an inter vie w on Wednesday, DCPO spokesperson Chief Insp. Milgrace Driz said that authorities are still conducting investigation as to who was at fault in the incident or whether the victim wore safety gear.

Wilfredo Rodolfo III, communications manager of Aboitiz Power Corp., told MindaNews that they are coordinating with Pajelleno’s employer regarding the incident and assisting the authorities in the investigation.

He said they are checking on how many employees that the coal plant has so far hired.

DOLE 10 trains on entrepreneurship, biz management OROQUIETA CITY, Misamis Occidental -- Sixty organization members, Public Employment Service Office (PESO) and other stakeholders gained knowledge in the Capability and Entrepreneurship Development Training conducted by the Department of Labor and Employment (DOLE) recently in Oroquieta City, Misamis Occidental.

Through DOLE’s Workers’ Organization Development Program (WODP), the training-seminar aimed to equip the organization officers and members with knowledge and skills on the basic concepts of Entrepreneurship and Business Management.

In his 25-minute keynote address, Cardinal Orlando Quevedo, OMI, the Archbishop of Cotabato and Lead Convenor of Friends of Peace, passionately shared his personal understanding of the ‘apparent failure’ of the BBL, gains of the peace process, doable steps in the future, and most importantly, his personal vision of peace.

In the Panel Session 1 about the protection and implementation of peace agreements during political transitions even without legislation, Dr. Chetan Kumar of India and currently the Advisor on Peacebuilding for the Office of the UN Resident Coordinator in the country, gave his 20-minute presentation on global experiences of conserving peace agreements during political transitions, and it was followed by another presentation on good practices and lessons learned in ‘grounding’ peacebuilding in Mindanao

One thing worthy of reaction was the point raised after the first panel session by a political negotiations advisor and former chief negotiator of the GRP that one of the challenges facing the current peace process is the dwindling of the chief executive’s power in the existing more open democratic space and in the information age wherein every domestic issue has international repercussions due to the social media.

Accordingly, one of the theses of the peace process in the Philippines is its reliance on the power of the chief executive – the power of the President – to deliver and implement a peace agreement, and his thesis is that compared to the governments of Marcos and Cory, there is the gradual decay or the gradual lessening of the power of the chief executive if gleaned from the governmentsponsored legislation.

In reaction to this, first of all, the government advisor preferred not to mention that the same chief executive was the chief agent – real or perceived – in unprecedentedly pressuring an ombudsman to resign, impeaching a chief justice, and putting the then incumbent senate president and other senators behind bars.

Second, as astutely pointed out by the first panelist, Dr. Kumar, the very same forces and elements that have allegedly been weakening the chief executive’s power could also be utilized by him or his government to wield more power and leverage, and demonstrate his sincerity and political will to push forward the peace process.

Third, has the power of the chief executive really dwindled to such a point that he could no longer certify the BBL draft submitted to the Congress as ‘urgent’ as he is supposed to do?

Given these three points, we cannot help but ask, “Is it indeed dwindling of the chief executive’s power, or sheer lack of political will and sincerity?”

the coming May elections in Cagayan de Oro claim to include a public mental health facility in each of the parties’ platforms of government.

AT THE FOREFRONT Mothers are at the forefront of caregiving for the mentally sick in the family, notes Dr. Aileen Duldulao, who in January and February this year poured over the two-year files of patients admitted and discharged in 2014 and 2015 at the psychiatric custodial facility of the House of Hope Foundation Inc. in Barangay Lumbia, Cagayan de Oro. MDN further found out that the epidemiological study showed that sixty-eight (68) percent of those who were ‘significant others’ and referral sources of clients are women.

Mothers made up the bulk of these caregivers at 35%, followed by sisters (16%), aunts (5%), wives (5%), and daughters (2%).

On the other hand, male caregivers and significant others/referral sources constitute a measly 17 percent, with fathers and brothers/brothers-in-law both at 6 percent and husbands at 5 percent.

In contrast, men, who mostly suffer from schizophrenia, outnumber women as clients at the facility, which is one of the two residential centers of its kind in NorthWestern Mindanao. During the two-year period, there were 63 males (71 percent) and 23 females (29 percent).

Epidemiology, Duldulao’s expertise, is the study and analysis of the patterns, causes, and effects of health and disease conditions in defined populations. “Epidemiology is the cornerstone of public health, and shapes policy decisions and evidence-based practice by identifying risk factors for disease and targets for preventive healthcare,” says the Wikipedia.

The Portland, Oregon-based expert examined the sociodemographic and treatment data of 89 clients at the HoHFI. In her report, she asserted that the sample provided an excellent overview of the characteristics of clients. The Duldulao report also noted that the majority of clients (93%) were from provinces in Northern Mindanao.

Most lived in Cagayan de Oro and towns in Misamis Oriental (83%), followed by Bukidnon (9%), and Lanao del Norte (2%).

The remaining 7% of clients were from other provinces in Caraga and the ARMM. CONSIGNED TO THE BACKBURNER “For so long, mental health has been consigned to the backburner; it has never been a government priority, both nationally and locally,” said Dr. Dures Tagayuna, a surgeon and one-time hospital administrator who is running for a post in the city council under the banner of the Centrist Democratic Party (CDP).

Tagayuna recalled having recoiled in shame after seeing the decrepit shelter for the homeless and the mentally ill years ago at the back of the city hospital. “That place is a disgrace. Its rooms were like

prison cells and each cell was too crowded; it was not conducive to recovery,” she said. “(It’s) about time we spearhead a program along with the plan for a mental health facility,” she said, suggesting an information drive to make people be aware of mental wellness and prevention in the barangays. “And it should not be called a ’hospital’ because that would add stigma to those who will seek treatment there.”

Tagayuna proposes to legislate for a massive campaign akin to that on breast and cervical cancers. She added that the strategies for breast cancer awareness can be replicated in promoting mental health, she said. She added that women who hold families together as breadwinners must be encouraged to remain healthy or else they would burn out or succumbed to depression themselves.

As future legislator, Tagayuna looks forward to engaging women leaders to sponsor women-focused measures to benefit survivors of domestic violence, as well as encourage stress debriefing and management for all, especially female caregivers; safe and improved child-delivery and surgical hospital facilities, and maternal and child health programs, including the promotion of breastfeeding.

HEED THE PEOPLE Way back in January, Tagayuna’s party, the CDP, has put out a public document, dubbed as HEED, that includes the development of a mental-health facility as one of its priorities under health services.

The other health-related projects listed as CDP priorities are: the construction of two district hospitals in Barangays Lumbia and Tablon, more barangay health centers and to double the capacity of the Northern Mindanao Medical Center, from 300 to 600 beds.

Health services is foremost in HEED, the acronym of CDP’s overarching umbrella agenda for action. “HEED is inspired by the Pope John Paul II encyclical that urges Christians to heed the people, the poor and the marginalized, to offer solutions to their problems,” according to three-term congress representative Rufus Rodriguez, who also wears the hats of CDP president and candidate for the Cagayan doe Oro mayoralty post.

“HEED stands for the priority programs: Health, Education, Employment and Dwelling,” Rodriguez told MDN in an earlier interview in March.

Rodriguez said that he could push for the passage of an enabling law through the party-list Abante Mindanao (ABAMIN) that would place the HoHFI facility under the jurisdiction of the Department of Health.

“That is if the Archdiocese who owns the facility is bent on ceding the facility. It (HoHFI) can be annexed to the Northern Mindanao Medical Center, continue to serve the region and would draw its funds from the national budget,” Rodriguez suggested, as he noted that the health department is awash in revenues from sin taxes.

Rodriguez further explained that “if the city’s future mental health facility at JR Borja is managed by the national government, it will not only have a direct link to the DOH-National

Center for Mental Health. Local funds can thus be focused on building and sustaining two more district primary health-care hospitals in Lumbia and Tablon so that the JR Borja City Hospital can be de-clogged and medical services are more accessible to residents of remote barangays.”

With this development, the power advocacy group Mindanao Coalition of Power Consumers (MCPC) will file petitions for rate reductions against electric cooperatives and private distribution utilities in Mindanao which are allegedly did not carry out the ERC mandated least cost acquisition process in the EPIRA. “The LCA process is required under the Electric Power Industry Reform Act (EPIRA) of 2001, and this provision in the law resulted in the Energy Regulatory Commission passing in November 2015 their Resolution No. 13, Series of 2015, entitled “A Resolution Directing All Distribution Utilities (DUs) to Conduct a Competitive Selection Process (CSP) in the Procurement of Their Supply to the Captive Market”, said Engr.

Specifically, the MCPC aims to contest the provisionary rates granted by ERC to the distribution utilities (DUs) who entered into power supply contracts with FDC-Misamis for power sourced from Mt. Apo Geothermal plants when its power output was privatized through the Independent Power Producer Administrator (IPPA) process resulting in a quantum jump in power rates from less than PhP 3.00 per KwH under PSALM-NPC to PhP5.40 when FDC-Misamis won the IPPA bidding.

It would also contest the contracts entered into by the same genco with over a dozen Mindanao-based DUs. “The contracts with FDCMisamis were entered into when other coal power plants were offering power supply at prices ranging from 4.00 to 5.00 pesos per kWh. For example, the EC members of the PSAGCOR were able to contract for power supply from the proposed GTN coal power plant in Kauswagan, Lanao del Norte, at an effective rate of less than 4.00 pesos per kWh when the coal plant starts operation in 2017,” Tauli explained.

“The contracts with the FDCMisamis coal plant will result in the consumers of the electric cooperatives paying an extra 1.40 pesos per kWh starting in the first half of 2017, as

compared with the likely price that could have been obtained if an LCA process was done. This means that consumers would pay approximately 4.20 billion pesos more every year as a result of the negotiated contracts.

This would amount to over 100 billion pesos in windfall profits over the 25 years operation of the coal plant,” he added.

In his talk during the same ERC CREST activity, ERC Chair Jose Vicente B. Salazar stressed the need for the commission to get real time feedback from consumers to properly carry out its mandate when told DUs only hold a token initial hearing in their franchise area for ERC cases, and the rest at the ERC offices in Metro Manila, which consumer groups cannot afford.

“What you mentioned is just the minimum requirement,” Salazar said. “Kindly write to us so we can accommodate your request so we can act on it. With the theme “Taking the High Road to Better Construction Stories,” the training series also seeks to help the media explore unreported and underreported issues surrounding the industry, ideally set within the framework of civic journalism, PPI’s flagship program.

Holcim Philippines advocates sustainable construction practices that contribute to lasting and broad-based development.

PPI’s thrust of “Building Better Communities through Civic Journalism” is in line with its goal of giving voice to the concerns and aspirations of communities and sectors that otherwise are not being heard in the public sphere or in the mainstream media.

The PPI-Holcim trainings call to mind two of the 17 United Nations Sustainable Development Goals (SDGs) that replaced the Millennium Development Goals and were adopted by world leaders last year.

Goal 9 of the SGDs falls within the purview of the construction industry, among other concerned sectors: “Build resilient infrastructure, promote sustainable industrialization and foster innovation.”

Goal 11 is a call to “make cities and human settlements inclusive, safe, resilient and sustainable.”

The PPI-Holcim training will be held in each major island group, with the Luzon leg scheduled for April 27 to 29 in Padi, Bulacan. Participants from the Visayas will gather in Tagbilaran City, Bohol, on May 4 to 6; and those from Mindanao in Malaybalay, Bukidnon on May 18 to 20.

Non-PPI members have also been invited to participate in the training workshops.

director, said the seminar-workshops will also be highlighted by discussions on relevant regional issues, which will be facilitated by resource speakers. These will be followed by field visits that will allow the participants to take a deeper look into such issues and how these manifest on the ground, while pursuing stories that will serve as their group outputs during the workshop.

Journalists from Luzon will look into the status and quality of relocation shelters in Bulacan, which continues to be among the top relocation areas for informal settlers from Metro Manila.

Media participants from the Visayas will focus on the state of reconstruction and rehabilitation programs in Bohol, three years since the province was struck by a 7.2-magnitude earthquake that reduced infrastructure gems such as centuries-old churches and ancestral houses to rubble.

In Mindanao, participants will learn about the living conditions of lumad, or indigenous groups, including those that have been displaced from their communities and are currently staying in temporary facilities in Bukidnon.

The workshop-seminar series complements the Journalism Awards on Sustainable Construction Reporting (JASCOR), a Holcim-sponsored program undertaken in partnership with PPI. National and community newspapers vie for the yearly awards, which are given out in ceremonies held in October.

Now on its third year, JASCOR hopes to promote excellent reporting on the construction industry through the lens of sustainability, and thus generate increased public awareness and appreciation of, as well as support for, sustainable construction efforts.

The Mindanao Lumad Ministry is a concrete manifestation of IFI solidarity with Lumads and other indigenous peoples without the intention to proselytize. It is a concrete expression of their faithfulness to the gospel to preach the good news in these “worst of events.” It is a ministry of accompaniment of the Lumads in their struggle for life. It is an affirmation of the Church’s firm belief in the sanctity of life and dignity of all persons and therefore the protection and promotion of human dignity of the Lumad in this present context is core imperative to the ministry of the Church.

Along this line, IFI will commit itself to mobilize Church members and utilize all platforms for advocacy so that the call of Lumad for their right to selfdetermination and ancestral domain shall be amplified in the widest sphere possible and generate support.

It also plans to maximize all avenue to educate the faithful to deepen their understanding of the history and struggle of the Lumads and motivate them to be more responsive to the plight of the Lumads. Avenues shall be facilitated so that the people and Church communities shall have consistent and meaningful engagements with Lumads and to foster deeper commitment

of the faithful, to walk with the Lumad in their journey towards self-determination and ancestral domain.

The IFI will likewise raise the capabilities of the Lumad communities to defend their individual and collective rights and to facilitate assistance to Lumads who are victims of violation of their human rights.

Because it is a self-reliant ministry, the Mindanao Lumad Ministry depends largely on contributions of dioceses with members expected to shell out P100 every month.

“Vibrant working relations shall be established with all likeminded churches, ecumenical bodies and organizations that are committed to the pursuit of the advancement of the rights and well-being of the Lumad,” read part of the IFI’s statement on the matter.

Cayetano’s brother who is also a senator, Alan Peter, is the vice presidential running mate of Duterte.

The forum was scheduled less than a week after Duterte uttered his controversial remark.

But the lady senator was quick to react that it was not hastily slated to counter the controversy. In fact, it was the third such forum after previous ones in Visayas and Luzon.

Forum convenor Atty. Angeli Librado said that the roadstops were meant for women to be aware how Duterte took care of the women in Davao City during his decades as mayor.

The movement was launched last February in Cebu City and a month later in Quezon City.

More than 300 women attended the same forum. The number doubled during the Cagayan de Oro leg.

“I’m happy that a lot of women turned out here. It just shows that many women believe in our President – that there are a lot in his platforms that are geared towards the upliftment of women,” Librado said.
