CAGAYAN de Oro City--In a new twist less than three weeks before the May 9 polls, Senator Grace Poe gained a foothold in Northern Mindanao that has been fiercely claimed by her rivals--Davao Mayor Rodrigo Duterte and former Interior and Local Government Secretary Mar Roxas--as their own bailiwicks.

CAGAYAN de Oro City–– The military recovered on Tuesday more than 400 sacks of rice, part of the 1,200 sacks seized by suspected New People’s Army rebels from a warehouse in Valencia, Bukidnon.

Capt. Patrick Martinez, public information officer of the 4th Infantry Division, said soldiers from the 8th Infantry Battalion, accompanied by the police, recovered the stolen sacks of rice in Purok 4, Barangay Banlag in Valencia City around 4 p.m. Tuesday.

Businessman sues real estate broker for Estafa A BUSINESSMAN has slapped a real estate broker with Estafa before the court of Cagayan de Oro City.

In his affidavit-complaint, businessman Vicente S. Tan named a certain Mrs. Gemma P. Velasco as respondent of the case of alleged Estafa under the Revised Penal Code and Violation of Batas Blg. 22 he filed before the local court.

Mrs. Velasco is the alleged proprietress of GPV Realty and Real Estate Broker, ac-

cording to the document, a copy of which was obtained by the Mindanao Daily News.

Sr. Insp. Rixell Carangcarang Torayno, head of the Police Precinct No. 1, said Mrs. Velasco, who was charge for a crime of Estafa, was apprehended by the personnel of his office by virtue of the warrant of arrest (alias) docketed as Criminal Case no. 2015-045 issued by Presiding Judge Vincent F.B. Rosales of the 10th Judicial Region, Branch 23, Cagayan de Oro City.

However, Mrs. Velasco managed to post bail of P80,000--and was released from detention on April 14, 2016.

All set for the simultaneous earthquake drill in Davao Region

DAVAO City -- The Bureau of Fire Protection 11 will participate in the simultaneous earthquake drill Thursday, where the Police Regional Office 11 in Camp Catitipan, Buhangin will serve as a pilot area.

Chief Inspector Nestor Jimenez, spokesperson of the Bureau of Fire Protec-

tion XI said schools and government offices will also participate spearheaded by the Office of Civil Defense 11.

He said the simultaneous earthquake drill starts at 9:00 am Thursday, April 21.

“It will be preceded with an alarm where participants will do duck, cover and hold, as the board of evaluators

from the OCD make their assessment,” Jimenez said.

Meantime, One week after the Department of Environment and Natural Resources assessed that the Mt. Apo fire is under control, the Bureau of Fire Protection remains adamant to declare that the fire is totally put out.

with certainty that there is no longer fire anywhere in Mt. Apo. “Before we declare it fire out, we need ground verification from the Bureau of

Fire Protection Personnel based in Davao del Sur and other line agencies like the DENR to ensure that even the spitfire is totally out on the identified fire heads,”

he said.

DAVAO City -- An official of the Land Transportation Office XI reminds operators of impounded vehicles to settle their penalties with the office or their means of transportation will be auctioned after a period of six months.

Macario Gonzaga, assistant director of the LTO XI issued the warning as more motor vehicles particularly motorcycles are filing up in their impounding area.

He reminded that the LTO has the authority to

sell impounded vehicles after six months in favor of the government.

“Our public auction is going on from time to time,” Gonzaga said.

He said there are even bus operators who attempted to reclaim their buses but were hampered with stricter penalty like one-million pesos for colorum operation.

Gonzaga said the bus stays with the LTO since its operator could hardly justify its operation.

“This bus will also be

subjected to public auction after six months,” he said.

Back track: science and technology under the Tuwid na Daan (Part I) “Kung walang korap, walang mahirap.

Ito ang tuwid na daan.” We first heard this phrase six years ago, in TV ads, campaign jingles and yellow posters that filled the streets. And now, another candidate is using the magic phrase again. But what exactly is this tuwid na daan legacy?

This two-part article tackles the state of science and technology under the tuwid na daan and the policies that lead to this state; a starting point or a diagnostic report for the aspiring leaders of the country.

Science (mis)education To be able to understand the dreadful situation of the science and technology (S&T) sector, we must first look at the country’s state of S&T education.

If someone’s from a public school especially those with dense school population, maybe he/she can relate to one of these scenes: students compelled to conduct experiments in the hallways in the absence of laboratories; a teacher “virtually” instructing how to use the school’s one and only microscope intact in a no-touch glass cabinet; or a class of sixty or seventy students bathing in their own sweats, crammed in a poorly-ventilated classroom designed for thirty students.

In public elementary schools, only 4.8% have science laboratories while 50% of high schools have at least one. But a student-laboratory ratio of 1:1325 would tell a different story. Concentrating and learning the lessons well is a challenge in this horrible environment.

The National Achievement Test (NAT) results is an evidence of how poor our S&T education is. In school year 2011-2012, the mean percentage score of grade three pupils in math is 59.87% and 55.15% in science.

with only 46.37% in math and 40.53% in science, way far from the passing rate of 75%. In addition, in the World Economic Forum’s Global Competitiveness Index, the so-called quality of our science and math education as perceived by corporate interests ranked only 96th out of 144 countries in 2013.

The yellow administration’s harebrained answer to these bad education statistics is to shift the curriculum to K-12 in 2013 despite the obvious lack in preparedness in terms of infrastructure (classrooms and laboratories) and teacher’s training.

Draining the lifeblood of research and development Despite the invaluable role that science and technology workers play in the development of Philippine society, the government spends very little support to the science and technology sector. In 2015, only PhP 11 billion pesos only has been allotted for Research and Development (R&D) or 0.45% of the national budget.

According to USAID, Philippines is not producing enough scientists, which is at just about 80 or 90 per million population compared to 4,000 in innovation-leading countries. We are also way behind the UNESCO requirement of 380 per million population of Research and Development (R&D) personnel, with just 201 per million population in 2011.

It is with no doubt that Filipino scientists’ brilliance and creativity can go far.

We have names that gave the world an awe such as Agapito Flores, Fe del Mundo and the likes. But how can the Philippines produce the next del Mundo, Flores and have its own Einsteins if Filipino science and technology professionals are neglected, vilified and killed?

Why did Aquino say Filipinos are confused about their choices? Simply because surveys are showing that our countrymen are now bent on electing candidates other than those

In other words, Aquino is saying that Filipinos are not right with their choices because those choices are not his choices.

What did Aquino want to do under this situation?

Let us hear it from him, after he admitted that he was worried that “our doubts about our opponents would be proven true if they are elected”. Aquino said: “I am really nervous about that.

All we have to do is to work harder.” Work harder? What, really, did Aquino have in mind as “harder work” to ensure the victory of his candidates who are lagging in surveys?

-oooLET US RESPECT OPINIONS OF OTHERS: The same kind of dangerous self-righteous thinking is now being displayed by those who still support Aquino. Reacting to my column about what Davao City Mayor Rodrigo Duterte meant when he talked about the rape of an Australian missionary in a campaign sortie, many Aquino followers (trolls in Facebook?) lambasted me, saying they lost their respect for me because of what I wrote.

Here was what I wrote in reaction to those reactions: “As those who are commenting here have shown,

there are always two sides to a controversy. I respect everyone’s opinion here, even if many no longer respect the opinion of others, especially the opinions that do not dovetail with what they believe in. This is a free country, everybody has the right to say what’s on his or her mind. No one has the right to say that the opinion of others is wrong, and that only their opinion is right.

“No one, likewise, has the right to disrespect the opinion of others, for then, you are assuming that it is only you who has the right opinion. Do you really think your opinion is the only right opinion? Do you have the monopoly of what is right? Cheers, and thank God in the Name of Jesus.

Increasing production through artificial insemination

Pork is the main meat product consumed in Caraga and in the Philippines as a whole.

Just like rice and chicken, it is one of the staple food products of Filipinos and at present comprises about 60% of the country’s meat and poultry production.

Pig husbandry is a profitable occupation especially for small and marginal farmers.

It requires minimum capital investment and labor but the return over the investment is quick and high. Within a short period, piglets achieve marketable maturity.

The island town of Socorro used to be the swine capital of Siargao Island. In the previous years, Socorro

had been supplying live hogs to the commercial town of Dapa and the tourism municipality of General Luna.

Meat-type hogs from the commercial farms in Davao provinces which have superior blood lines compared to the breeds reared locally entered the island. Since then, the hog consolidator in Siargao started to shun the local supply thereby cutting the much needed market by the local swine raisers which most of them eventually stopped raising pigs and in time occurred a shortage of supply in the municipality.

Through this pressing concern, Socorro Empowered Peoples Cooperative

(SOEMCO) took the challenge and decided to put up a Swine Production Project capable to produce pork with the quality comparable with that of the hogs from Davao commercial farms.

Many challenges were encountered such as the needed amount for starting the business and the necessary trainings for the keepers.

But despite the challenges, a light of opportunity through the help of Department of Agriculture–Mindanao Rural Development Program (MRDP) gave hope to its people.

“We are grateful that the interventions from DA have reached our island; a proof of

sincerity to its commitment in serving the people all over Caraga,” said Reil Consigna, Operations Manager of SOEMCO. The organization has accessed P5 million for the needed capital and cost of operations for the project from MRDP through the untiring assistance from the Municipal Local Government Unit of Socorro.

“SOEMCO has been an active cooperative since the start of its operation last 1996. The organization’s visible commitment to help its members has inspired us to support them,” Mayor Denia Florano said.

EFFECTS OF 7E LEARNING MODEL ON STUDENTS’ LEARNING BEHAVIOR IN BIOLOGY

The study examined the effectiveness of 7E Learning Model (7ELM) in teaching Grade 8 Science to the students’ learning behavior of Old Damulog National High School for the School Year 2015-2016. Specifically, the study sought to: describe the level of students’ learning behaviour when exposed to 7ELM and the N-7ELM; determine if there is a significant difference in the learning behavior of students exposed to 7EL and the N-7ELM; and

assess which variable best predicts learning behavior of students in the 7ELM. The quasi-experimental research design was used in the study. This type of design used two intact groups, namely: the 7E Learning Model (7ELM) and the Non-7E Learning Model (N-7ELM). The materials and instruments utilized both academic and nonacademic assessment. For the academic assessment, the study used achievement test. Hence, the two heterogeneous groups were subjected to pretest, post-

test, and retention test.

For the non-academic assessment, the behavioural survey was utilized.

Findings revealed that students in the experimental group positively reacted/responded to the different learning phases in the model while the control group implies a moderately positive learning behavior. Among the phases of the 7E Learning Model, exploration and evaluation are the best predictors of students’ learning behavior in Biology. The researcher recommends that teachers, curriculum developers and administrators are encouraged to use

7E Learning Model to improve students’ learning behavior. Teachers may design activities wherein students construct understanding through active experience, thus, working on laboratory and other hands-on activities and further evaluate their learning since exploration phase and evaluation phase best predict students’ learning behavior in Biology. Teachers may motivate their students to perform well in class especially when 7E Learning Model is introduced in science classes to gain more positive attitudes toward the subject.

The organization practiced artificial insemination (AI) with the technical assistance from the Department of Agriculture and the Municipal Agriculture Office for its production. “AI is better than traditional breeding since the amount of semen taken from a boar in one session can be used up to four sow,”

said Noel Cagatin, resident agricultural technician of the organization.

Having two healthy boars, the organization can also earn through conducting AI sessions to small scale swine raisers and backyard breeders. This would create an additional income of 1,500 pesos per session and an additional spread for a high quality breed.

School absenteeism, also referred as school refusal and truancy, has been of concern to schools, today, absenteeism remains a serious problem that continues to plague in most of Philippine schools and even outside the country that primarily brings negative impact to the youth and their futures.

In school, absenteeism also has an impact on the learning environment and the climate of the entire school. As schools try to meet the requirements of No Child Left Behind and the Education for All, student academic achievement becomes a crucial part of these standards. However, schools are faced with challenges that may hinder overall student success.

Some public secondary schools are struggling with student tardiness and absenteeism.

There is no perfect and appropriate approach that can be employed by classroom implementers to incline the student’s

academic achievement when absenteeism is the issue. Studies reveal an inverse relationship exists between absenteeism and test scores of student.

Truly, this is causing headache to teachers and have caught the attention of school administrators.

With these growing cases, teachers make every effort to somehow reduce this delinquency to intervene the problem. Unfortunately, to date researchers have not been able to locate a systematic review of interventions intended to increase school attendance in primary or secondary school since there are also varied reasons of its occurrence. But, in some schools teachers are conducting home visitation to increase student attendance in school.

The Drop Out reduction program of some public schools is also an endeavor to lessen the prevalence of absenteeism by adopting and catering the financial needs of the learners to attract them back to school.

AN expert has warned scientists and researchers against the issue of hijacked journals or, fake journals, which have now mushroomed in the world wide web (WWW).

According to a report of the Department of Science and Technology (DOST), Dr. Fidel R. Nemenzo, Vice-Chancellor for Research and Development at the University of the

Philippines Diliman, said in a symposium that fake journals tricked scientists and researchers into submitting their research articles by riding on the prestige of legitimate journals.

In the report, Dr. Nemenzo said fake online journals solicit paper submissions, collect publishing fees through fake websites.

Ironically, he said the websites used by hijacked

journals are usually more visually attractive than the legitimate websites.

“This makes it possible for scientists and researchers to fall for the bait,” the report said, adding, “consequently, good research will be tainted with bad reputation when published in bogus publications.” “ The problem wit h this is that research results that are published in both hijacked journals and predatory journals are now finding themselves into research literature…So just

imagine the ripple effect of this contamination of legitimate research by fraudulent research that are published in these journals that do not screen paper submissions,” the DOST report said quoting Dr. Nemenzo as saying.

To prevent getting victimized, he said bogus journals have high acceptance rate, faulty grammar in website content and formal letters, aggressive solicitation, and rapid publication among others.

“We have commissioned a total of 3,262 MW in installed capacity in 70 power plants, 38 of which—or better than 50 percent— are renewable,” he proudly proclaimed.

Specifically for the Visayas, Aquino said that his administration “were able to increase the region’s dependable capacity by more than 900 MW—from around 1,300 MW in 2010 to 2,228 MW at present. There is another 5,404 MW in the pipeline through 60 incoming committed projects, 42 of which are renewable.”

RE to complete energization of PH Aquino, with Energy Secretary Zenaida Monsada, Negros Occidental Governor Alfredo Marañon, Jr., AboitizPower Corp Chief Executive Officer Erramon Aboitiz, and sister Kris Aquino, led the inauguration of the solar farm, AboitizPower’s first foray into solar energy.

The President also said that RE will “complete” the energization of every corner of the Philippines by the end of June.

When he first occupied Malacanang, he was told that only very few sitios

remained to be energized.

But in 2011, it was found out that there were still 32,441 to be energized, which he said have already been connected to the grid.

“But there are still a remaining few sitios, those in the hinterlands and those very far from the grid that have yet to be energized,” he said, vowing that his administration will energize these through RE “by the end of June, this year.”

NegOcc now solar power capital of PH The inauguration Tuesday of SaCaSun’s solar farm brought the number of solar power facilities in Negros Occidental province to six with a total generation capacity of 341.5 MWs. The province, which has made Philippine energy sector history by becoming the country’s solar power capital, also hosts other solar power farms such as the 132.5 MW Helios Solar Energy solar farm in Cadiz City—the biggest in Southeast Asia; the 45 MW solar farm of San Carlos Solar Energy (SaCaSol) in this city; the 48 MW solar farm of Negros Island Solar Power in the municipality of Manapla; the 25 MW solar farm of Citicor Power in Silay City; and the 32 MW solar farm Negros Island Solar Power in La Carlota City.

Aside from solar farms, Negros Occidental’s other renewable energy sources are its river systems which, according to Governor Alfredo Marañon Jr. “are ready to be tapped for renewable energy generation.”

These are the rivers of Himogaan, Sicaba, Malugo, Bago, Binalbagan, and IlogHilabangan. Once tapped for power generation, these rivers can combine to produce an estimated capacity of 200 MWs. Marañon disclosed that he had already discussed with Aquino plans to harness all the renewable energy sources of the province to be able to transform it into a green economy. (Bong D. Fabe)

The 3rd recital of Bonifacio National High School Special Program in the Arts (SPA) was flaunting last March 15, 2016 at Bonifacio NHS Square. It was attended by the different personalities in the Department of Education in the Division of Misamis Occidental; to mention: Sir Jonathan S. Dela Peña, Ph.D., CESO VI, the Schools Division Superintendent; Ma’am Patria Gloria Iman, the SPA Division Coordinator; Ma’am Edna Dumaog, the CID Chief; Ma’am Berlyn Ann Q. Fermo, PSDS; Ma’am Margie Ruben, SSP-II of Clarin NHS and her SPA Specialists in attendance; Sir Ricardo L. Lapiz, SSPII of Looc NHS and the Local Government Unit of Bonifacio spearheaded by Hon. Evelyn C. Dumanjug, the Municipal Mayor of Bonifacio, Barangay Officials, Elementary Principals, Parents, Alumni and guests from the neighboring places of the province.

It was a big accomplishment where everyone did their job accordingly. After Sir Decca (Previous SPA Coordinator and my brother) was transferred to Tangub CNHS, I never thought that the show can surpass the two other years in showcasing the different talents of the students. It was perfectly done through the efforts of SPA Specialists and the leadership of the principal, Ma’am Nimfa P. Lagoy with her assistant the

This year’s recital theme is “R.A. 7057” featured the birth of Bonifacio National High School where the late President Corazon C. Aquino signed the above mentioned Republic Act. The story was started “Ang BNHS sa Karon” where the dance arts students performing the contemporary dance showcasing the offerings of programs and curriculum by the school.

It was followed by the Theater and Dance Arts students showing how the BNHS started. The next scene was the formation of BNHS. It was a remarkable event where students’ joined hand in hand in making the pathway a real one. It was performed by the Music Arts students in their original composition in titled “BNHS….Sa Una”, executed by the dance arts students and filmed by the media arts students. It was then the life of the teachers of Bonifacio NHS started through dating, courtship and marriage. It was so happy that we created the bayanihan system where the teachers gave a sack of rice, a towering cakes and created a committee to help the couple realized the special event in their lives such as decoration, program

and cooking committee. It was performed by the SPA music vocals and instruments “Ang Kinabuhi sa mga Magtutudlo ”featuring the original songs: “Dawata Akong Gugma”; “Wala Man Nimu Ang Tanan”; and “Ang Akong Panaad” Scene 5 concerned on community where the school is offering its services to the different walks of life. Singing the original composition “Balitaw Sa Kapaligiran” and “Maguuma Ako”. The school services focused not only to the poor but deserving students, it also nurtures students with the “least, the last and the lost”. It was performed by the Theater and Dance Arts students.

Change. It is the constant word that everyone shows different feelings and reactions. The school is already prepared in welcoming the K to 12 Curriculum. Scene 7 is the act where the Music, Creative Writing and Visual Arts students performing the “Ang Programang K to 12” It is the act that every student has the freedom to choose among the career offered by the program.

The program was spectacularly closed with a big bang performance of the dance arts students in their contemporary dance and the original composition of

the SPA theme song “SPA sa BNHS”.

Indeed, it was a very remarkable event to highlight the Bonifacio NHS origin in opening such high school in Barangay Liloan where the Hon. Samson R. Dumanjug founded. He created the school upon seeing the students riding in the jeep full of passengers. Some students are just hiking to reach the school where they study to realize their dreams.

It is such a magnificent to cater such needs for their future. Many of our stakeholders thanking the Hon. Samson R. Dumanjug for such wonderful plan for the children’s future.

As the program is soaring high, the outputs of each discipline are very remarkable with the talented and very enthusiastic arts specialists. Each discipline has its various names: Music Vocals- “Hadyong sa Saloma Chorale”; Music-Instru-

ments-“Rondalla Saloma”; Media Arts- “Klik”; Theater arts- “Teatro Bonifacio”; Dance Arts- “In Motion Dance Company”; Creative Writing- “Tinta” and Visual Arts- “Dibuho” whose specialists are Mrs. Jane Marie A. Sumicad, Mrs. Miretes D. Rodriguez, Miss Chariely P. Tamparong, Mr. Jeepee C. Magallanes, Miss Fely J. Tagala, Mrs. Lenie J. Marte and Mrs. Ammetesa B. Avila respectively.

This year’s 3rd recital operated with a high technology sound system with the following sound riders: Speaker, FOH Main Board, Audio Playback, Conventional Lightings, Lighting Controller and the LED Wall measuring 9 x 12 with led cabinets.

The recital was made possible with a boom and exploded performance where it was financially assisted from the Local Government Unit of Bonifacio headed by

Hon. Evelyn C. Dumanjug, Municipal Mayor, who allocated Php 100,000.00 for the lights and sounds and for the costumes; Hon. Samson R. Dumanjug, the founder of the school and Municipal Vice Mayor; the support of the parents, administrations, teachers, students and stakeholders.

The overwhelming and fulfilling comment from the SDS is a manifestation that the school really supports the SPA program where the vision and mission is realized.

Thus, the Special Program in the Arts curriculum of BNHS was proclaimed as the prime institution in the Municipality of Bonifacio and in the province of Misamis Occidental in producing excellent young artists with aesthetic, potential and renewed spirituality committed to the preservation of Filipino culture and heritage.

Senior High School (SHS) provides opportunity to our upcoming graduates in acquiring the skills they need to thrive in this generation, either in entrepreneurship, livelihood, employment, performing arts, or further studies. The curriculum was specially made to offer students an opportunity to pursue their interests and use it for their advantage. But, thoughts in my mind perplexed me. ”Are we ready for SHS? On the part of the administrators, Of course, there is a certain feeling of anxiety prevails. But I guess there so much to look forward to for the incoming school year 20162017 other than apprehensions. Series of planning sessions for senior high school implementation has been conducted to the different regions all over the Philippines to attain its smooth implementation. With the aimed in mind of having one SHS per municipality, the De-

partment of education is rushing and extracting all their means to realize what has been planned as everybody wants to have a total educational reform not only for education itself but also the for the improvement of the whole school community.

As mandated, the Commission on Higher Education (CHED) offers their support for SHS beginning school year 2016-2017 by creating coalition of experienced faculties from various colleges and universities in crafting quality instructional materials to give support to SHS teachers. CHED also provides training for SHS teachers and develops teachers training modules to assist them during the training.

Up to this time, as part of its preparation hiring of teaching force and completing the physical facilities is still on going.

For less than two months to go, everybody is hoping that by June everything is ready for SHS implementation.

EFFECTS OF 7E LEARNING MODEL ON STUDENTS’ ACADEMIC ACHIEVEMENT IN BIOLOGY

The study examined the effectiveness of 7E Learning Model (7ELM) in teaching Grade 8 Science to the students’ achievement of Old Damulog National High School for the School Year 2015-2016. Specifically, the study sought to: assess the level of achievement of students when exposed to 7ELM and the N-7ELM with respect to their pretest, posttest and retention test; ascertain the level of performance of students exposed to 7ELM at each phase: elicitation phase, engagement phase, exploration phase, explanation phase, elaboration phase, evaluation phase,

extension phase; correlate students’ achievement to performance at different stages in the 7ELM; and assess which variable best predicts achievement of students in the 7ELM. The quasi-experimental research design was used in the study. This type of design used two intact groups, namely: the 7E Learning Model (7ELM) and the Non-7E Learning Model (N-7ELM). The materials and instruments utilized both academic and non-academic assessment. For the academic assessment, the study used achievement test. best predictors of students’ achievement. The researcher recommends teachers to plan their lessons with variety of activities in accordance with 7E Learning Model. Science teachers are to make effort to include 7E Learning Model as an alternative teaching approach to increase students’ performance in Biology. School administrators ought to encourage teachers not just in science but all other subjects to skillfully plan their lessons in accordance to the 7E learning model to enhance students’ performance. Teachers, curriculum developers and administrators are encouraged to use 7E Learning Model to improve students’ academic achievement.

Education is the gateway to address all other development issues including equality, environmental preservation and modernization.

‘Martilyo Gang’ member falls in South Cotabato

KORONADAL City––Active police agents neutralized Tuesday a man believed to be involved in the bloody pawnshop robbery here and for his alleged involvement in illegal drug operation, police said.

Sr. Supt. Barney Condes, Koronadal City police director, identified the slain robbery suspect as Jeffrey Dalamban, 38, a suspected member of the notorious “Martilyo Gang” operating in Manila. Also killed was his common-law-wife Bailyn Balambag.

Condes said Dalamban was one of the six persons who robbed Agencia Brillantes Pawnshop here after killing the shop’s two security guards.

The alleged leader was arrested and now in jail.

Condes said Dalamban shoot it out with arresting lawmen in Barangay Namnama, Koronadal City after he suspected a buyer of methamphetamine was a police asset.

“He was known as major illegal drug supplier and pusher in Koronadal City,” Condes said. “He was here to lie-low,” he added.
