A ‘modern’ port city to rise within Davao City EDITOR: Cris diaz

DAVAO CITY, Philippines The preliminary technical studies for the reclamation, construction and development of a modern port city in this urban center’s foreshore area are now complete.

Project proponent and developer Mega Harbour Port and Development Inc. has completed all the geotechnical , parcellary, bathymetric , baseline traffic, socioeconomic, environmental and coastal engineering surveys of the areas in and around the prospective 200-hectare site where the port city will be built.

Except for the securing of the environmental compliance certificate (ECC), which is now being processed by the Department of Environment and Natural Resources (DENR) and its Environment Management Bureau, all the preliminary studies are now completed, less than a year since the signing of the agreement on the Davao Coastline and Port Development Project on June 21, 2016 by then Mayor Rodrigo R. Duterte and Mega Harbour chairman Reghis M. Romero II. “The issuance of the ECC by the DENR-EMB will serve as the greenlight for the start of Mega Harbour’s formulation and design of the integrated and detailed engineering masterplan, where the results of all the preliminary studies shall be factored in,” Romero said.

The latest to be completed, according to Romero, were the coastal engineering survey and the environmental study.

DAVAO CITY -- The World Bank (WB) and other foreign donors are open to pour fresh funds to further support the government’s peace and development efforts in Mindanao.

“We are planning new World Bank-supported programs for Mindanao to sustain efforts toward attaining peace and development (in the island),” said World Bank Country Director Mara Warwick during the closing of the 11-year-old Mindanao Trust Fund-Reconstruction and Development Project (MTF-RDP) held at the SM Convention Center on Tuesday.

The MTF is a multi-donor grant facility established to consolidate international development assistance for the socioeconomic recovery of conflict-affected communities in Mindanao. It partners with the Bangsamoro Development Agency (BDA), the development arm of the Moro Islamic Liberation Front, with technical support from Community and Family Services International and Mindanao Land Foundation, Incorporated.

million years and if we burn all available fossil fuels, we’ll cause the fastest change in the entire 420-million year record.

The study relates to a scientific conundrum known as the faint young sun paradox – that early in Earth’s history, solar output was 70 percent less intense than it

is today and yet the planet was warm enough to have a liquid ocean. A stronger greenhouse effect due to higher carbon dioxide levels in the atmosphere may be one explanation.

Over time, solar output has grown stronger and atmospheric carbon dioxide levels have fallen due to an

effect known as weathering of rocks and an increase in plant life. The authors of this study found that over the past 420 million years, the slow heating of the sun and slow decline of the greenhouse effect have roughly offset each other, leading to a fairly stable long-term global climate.

He described the Davao Gulf as a natural harbor and sanctuary even for large inter-ocean vessels because of its wide mouth but long cylindrical shape resembling a womb. The (Davao) gulf is actually much bigger than the Manila Bay, yet having an almost the same characteristics but with a lot less pollution and vulnerability to storms.

“Another blessing is the coastal highway project of the DPWH (Department of Public Works and Highways) to which the port city shall be linked by three bridges. Running parallel to the highway, the port city itself will have to be divided into three ‘islands’ to provide an opening from the coast to the sea. The three reclaimed islands will connect to each other also by bridges,” Romero said, stressing the importance of the preliminary studies.

“All (the results of the studies) will be factored in during the formulation and design of the integrated and detailed engineering masterplan ,” Romero added.

Aside from reclaiming and constructing the port

city, Mega Harbour will also implement an onsite infrastructure development in the coastal communities of Poblacion and Agdao districts up to Barangay Bukana, which lie parallel to the project across the sea.

This social component of the project will not entail relocation since it does not involve the construction of housing facilities.

To be undertaken are improvements of infrastructure facilities for power and water supply connections, flood control system, pockets of recreational and commercial zones, sanitation centers, obstruction-free main roads, and other calamitymitigating measures.

Mega Harbour is the country’s only port city developer, whose mother firm is the industry’s sole member with a track record in port reclamation, development and operations.

“Duterte received five percent of the total yes votes in the poll, which closed Sunday night,” the magazine said, explaining that the poll asked readers who should be included in this year’s TIME 100, an annual list of the world’s most influential people.

Following President Duterte in the poll were Canadian Prime Minister Justin Trudeau, Pope Francis, Microsoft founder Bill Gates and Facebook’s Mark Zuckerberg.

Alsons restocks Sarangani Bay with milkfish hatchlings. Alsons Power Corporate Affairs and Community Relations head Ruben Tungpalan disclosed that the Alcantara Foundation – the corporate social responsibility arm of the Alcantara Group – has been spearheading fish seeding activities since 2012 in partnership with Alsons Aquaculture Corporation, SEC and the Department of Environment and Natural Resources.

Tungpalan says the fish seeding is done twice a year to help ensure an abundant population of milkfish fry in Sarangani Bay. Alsons Aquaculture Corporation is the country’s largest fully-integrated producer and processor of milkfish under the Sarangani Bay trademark- providing more than half the national requirement for prime milkfish.

The 105,000 milkfish fry were released from the SEC jetty site, underscoring the power company’s commitment to uphold environmentally-sound practices in the conduct of its operations with its 210-megawatt baseload plant located in Maasim, Sarangani.
