Presidential aspirant Davao City Mayor Rodrigo “Digong” Duterte vowed on Friday evening to clean the government, rid it with criminality, suppress drugs, corruption and dared to close Congress and government agencies if they make life difficult for the Filipinos.

“I can guarantee you it will be a clean government getting rid of corruption, not asking for years, not asking for a term, not asking you to give me months, but you will feel it when I am given my post,” Duterte challenged during a mammoth rally in San Pedro City's La Marea subdivision.

Duterte cited several cases and “injunctions filed here and there” with the courts, Ombudsman, Congress, Human Rights (Commission) that impede government operations for the people.

“I will not allow it so don’t make the processes difficult for me because I am trying to rebuild my country and I am asking ev-

erybody simply just to follow the law,” the Presidential contender dared.

Speaking in Filipino multidialects to a multi-sectoral crowd here, Duterte challenged he will change the government and order the closure of these agencies if they only create shenanigans for the Filipinos.

He proposed to justices to write a new Constitution that would be strict with the people’s money, jobs, among others so government is rid of corruption and can save on public funds “because I don’t sit for six years, doing nothing” if he were elected the country’s president.

“We will not allow this to happen and in worst situation, I will close Congress if they cannot deliver to the people the services, serve their interests and welfare they are sworn to serve as the people’s representatives,” the feisty Davao City mayor declared.

Duterte assured he will not

impose Martial Law but will certainly close these agencies if they will perpetuate the pork barrel scheme and continue to rob the government.

“I don’t want Filipinos to suffer long queues and we have to address crime, corruption and economics,” Duterte vowed.

He proposed to formulate one policy from the Office of the President and make it expeditious to go down the line to directly benefit the people while removing bureaucratic layering of discretion from the department secretaries to the local government units.

“I am a socialist, not a communist and will always rid of anti-people policies because I am committed to serve the Filipino people and this is part of my vow before you,” Duterte stated.

He also warned about the problem in Mindanao which has not been addressed correctly during government peace talks in the context of its varying historical,

cultural, social, sociological and religious perspectives for decades.

“You do not start a war that you cannot stop on time. Let us talk because we cannot continue to kill each other. We have different culture, religion, language and food but there will always be one nation for us,” Duterte expounded.

He also remarked on the implementation of the Filipino poor’s cash assistance or “Pantawaid Pamilyang Pilipino Program (4Ps)” like lotto game which results in programs that are “lutong-luto” (over-cooked) with the spoils.

He assured to continue programs and projects that really benefit the Filipinos particularly additional benefits for a sack of rice and allocate each region one billion pesos for livelihood funds for small and medium enterprises (SMEs) apart from the 4Ps as cash grants.

He also promised to double

(Because of this, I believe that we still have hope in life), Jinky Gomez, 15, expressed how the Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) of the Department of Social Welfare and Development (DSWD) changes their lives during the Sitio Electrification Program (SEP) Switchon Ceremony on April 13 at Laguindingan, Misamis Oriental.

Gomez’s family has been a member of the Pantawid Pamilya since 2011 and for her, the program really helped them meet both ends having only their father, who works as a jeepney driver, earn for the 12 members of the family.

“Dahil dito, ‘yung iba kong mga kapatid ay hindi nakapag-aaral sa college, at sa murang edad, nagtatrabaho na lamang upang makatulong sa pamilya, (With this, my other sibling were not able to attend college education and at a very young age, they prefer to work so they can help the family),” Gomez shared.

Being a witness to how her family struggled from poverty every time they clamour for tuition fees, allowance, food and other expenditures, Gomez has seen how their lives changed when they were chosen to be one of the beneficiaries

of the Pantawid Pamilya.

Thus, Gomez wanted to correct the misinformation spreading that the assistance is not properly handled by the beneficiaries and that the latter no longer toil as they only wait for the money to be given to them.

“Ako at ang aking pamilya ay dati naghirap, naging beneficiary ng 4Ps (Pantawid Pamilya) at nagsasabi sa inyo na dahil dito, kami ay medyo nakaahon na sa kahirapan (I and my family have struggled before, became a beneficiary of 4Ps and now we’re telling you that because of this program, we are now rising up from poverty),” the 15-year-old beneficiary stressed.

She also added that even if they are receiving a grant from the government, they have been responsible in handling the money and they only spend it for their education, and they comply with the program’s conditions.

The Pantawid Pamilya is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty. (RTP/PIA10)

T is one fine sunny day on the 9th day of April 2016; and on this day at Xavier Estates Sports and Country Club the first ever BPI Friendship Games was in full swing. 6 teams composed of accredited brokers and partner developers all over Cagayan De Oro City, went toe to toe and showcased their physical prowess in the realm of sports.

The event started with a prayer and then a warm welcome message by AO Mark Sumido. The 6 teams were composed of brokers and employees of local developers, which included A Brown, Amaia, Italpinas, Tuscania, and Johndorf.

Among these teams were also brokers from different realty groups in the city.

Before the games started, the teams hyped themselves up by performing their respective team chants. The energy was definitely felt, and everyone was excited to play the games! The 6

teams first played a modified message relay game. 10 members from each team would relay a message (a certain amount) to their teammate by touching or tapping certain parts of their body which had a corresponding number to convey the message. Each team had to focus to be able to effectively communicate to the next person.

In the end the Blue Eagles were victorious over their counterparts. After the end of the message relay game, the official sporting events See games, page A7

A Mistaken Belief A mistaken belief accompanies each and every one of us daily. Incorrect decisions and wrong doings are part of our daily life.

It is almost a ridiculous fact that man wants to know certain truths about mundane things. But really he seems least interested in even mundane truths as can be read many times in newspapers for example.

There seem to be too much rash judgments, and the readers absorb these and make these their own. A fatal attraction!

This is sometimes referred to as journalistic mentality wherein accusations are generously made without proof. Evolution started this trend, when scientists stated for example that man evolved from the apes, without proof. The only proof they had was the missing link, and if I am not mistaken, it’s still a missing proof until now.

Yet, in Christian education, thinking right is very important.That’s why Philosophy is important in Christian life. To avoid error in thinking, the rules of right reasoning must be studied and mastered. It is really totally neglected in today’s modern education?

Thinking is actually an enjoyable activity but when one is pressured to get a good job for one’s sustenance, then the other more mundane become

attractive. After all, great thinkers many time do not get (good?) jobs... .

Spiritual writers like the British Samuel Taylor Coleridge (1772-1834) noticed that mankind had stopped thinking even two centuries ago. That was during his age. Man probably stopped thinking even earlier. He has ceased many times to search for the truth. It’s easier to listen to gossip and believe in it. What a sign of weak minds!

Too often are we blind to the truth and as a consequence we easily believe in lies we only have to like it. Philhealth has no more funds?

-ooo PHILHEALTH FUNDS WAYLAID? The Aquino government was elected into office in 2010 under the claim that it will never mess up with government funds which are intended for the benefit of the Filipino people, and yet, now that it is on its way out, it would seem that it has somehow waylaid billions of pesos allocated to the Philippine Health Insurance Corporation or Philhealth.

I am writing this based on the personal experience of my own 82 year-old mother, Mrs. Salvacion Lazo Mauricio, who was told on Thursday, April 14, 2016, that, contrary to what she had been used to in her previous medical emergencies, she could no longer avail of Philhealth deductions from her medical or hospital bills if she was not confined for at least four (4) days in a hospital.

That caused great dismay and anger on her part, because, while she was already fully cured and ready to be discharged after three days of confinement at the FEU Hospital-Nicanor Reyes Medical Foundation in Fairview, Quezon City by Thursday morning, she had to wait until 7:30 p.m. of that day to enable her to complete four days of confinement, and therefore enable her to claim Philhealth deductions.

-ooo NEW PHILHEALTH RULE CAUSES A STIR: I had to rush to the hospital to sort things out, lest my mother got stressed out again. Unfortunately, the hospital personnel that I talked to insisted

that, if my mother wanted to avail of Philhealth deductions (which amounted to around P10,000.00, certainly a hefty sum which she could use to buy further medicines), she should check out only after 7:30 p.m., to reflect four days of confinement.

The personnel said this regulation from Philhealth appears to be very new, and is virtually unknown and is therefore causing similar problem and discomfort to many other patients who, like mother, were caught unaware of its existence. Then, I asked: “how about the patients who will not be confined for four days, they are no longer entitled to any Philhealth deductions even if they are paying their contributions?”

The answer shocked me: yes, if the patient is not confined for at least four days, he or she will no longer be allowed to claim Philhealth deductions, and would have to pay for the entirety of their hospital or medical bills. Wow! What then is the use of paying Philhealth contributions if the contributors could no longer avail of Philhealth deductions?

-ooo PHILHEALTH HAS NO MORE FUNDS? What prompted this new Philhealth regulation? Why is Philhealth and the Department of Health and even the entire Aquino government courting the anger of the Filipino nation--including the voters this coming May 09 elections--by disenfranchising, as it were, Philhealth members from the benefits that have been promised to, and were previously enjoyed by, them?

Where have all the Philhealth funds gone? Where were they used, if indeed they were used at all? Why did not the government allocate funds for use

by Philhealth members even if they had not been confined for at least four days?

Or, could it be that, some personalities are wanting to sabotage the campaign of President Aquino’s candidates in the May 09 2016 elections, so they are refusing to pay for the medical and hospital expenses of patients who were not confined for four days?

Surely, if Philhealth members cannot enjoy deductions from their medical expenses, they and their family members would be voting for candidates not endorsed by Aquino, right?

SSS exceeds P6-B mark for both contributions and benefits in S.Mindanao

TAGUM CITY, Davao del Norte --- The Social Security System (SSS) surpassed the P6-billion milestone for both contribution collections and benefit payments in Southern Mindanao in 2015 on the back of doubledigit increases resulting from the agency’s initiatives to expand its reach in the region.

SSS Senior Vice President for Mindanao Operations Group Eddie A. Jara said that the pension fund disbursed a total of P6.44 billion for members’ benefits in 2015, up by 10 percent from P5.84 billion the previous year.

“The growth in benefit payouts is paralleled by the 10 percent increase in the number of beneficiaries in Southern Mindanao, rising from 224,995 in 2014 to 246,576 last year. Payments for regular pensioners amounting to P5.77 billion made up 90 percent of total benefit releases in the area for 2015,” he noted.

While the majority of disbursements were paid out to pensioners, SSS Southern Mindanao offices also released a total of P456.56 million for regular employees, P112.58 million for voluntary members, P88.97 million for self-employed individuals, and P6.59 million for overseas Filipino workers.

Apart from regular pensions, disbursements under the Social Security (SS) Program included initial or lump sum payments of P10.98 million, P179.24 million and P14.82 million for retirement, death and disability, respectively; P120.85 million for maternity; P40.42 million for sickness; and P294.92 million for funeral grants.

Non-pension payments u n d e r t h e E mp l oye e s Compensation Program --- which provides financial support for employed members with work-related contingencies on top of the benefits offered the regular SS Program – comprised of P88.00 million in initial or lump sum payments for death and disability, P1.29 million for sickness, medical services and rehabilitation; and P1.29 million for funeral grants.

Meanwhile, contribution collections in Southern Mindanao last year reached P6.09 billion, higher by 12 percent from the P5.45 billion total in 2014. Remittances by large account employers, referring to those with over 100 workers, rose by seven percent from P2.93 billion in 2015 to P2.74 billion in 2014.

Collections from branch accounts – which pertain to employers with 100 workers or less, as well as household, self-employed, voluntary and OFW members ---

surged by 20 percent from P1.72 billion in 2014 to P2.06 billion the following year.

“We urge employers to be mindful of their responsibilities under the Social Security Law, including the prompt and correct remittance of their workers’ monthly contributions. Issuance of billing and demand letters and filing of cases are carried out against those who refuse to comply with the law,” Jara said.

Coverage campaigns that seek to provide SSS protection to more workers, especially those who are considered self-employed or voluntary members, also helped boost SSS collections in Southern Mindanao. AGAYAN DE ORO CITY – A youthbased barangay level livelihood program won the 2nd LeadCom Agipo Awards, an Ayala Foundationinitiated project.

Kabatan-onan Kontra Kalayo was the chosen project of the youth from barangay Gusa, this city, who were beneficiaries of Leading Communities (LeadCom), an Ayala Youth Leaders Congress experience empowering the youth to get involved in addressing pressing needs and issues in their local community through projects they themselves proposed, planned and implemented within a ten-month

timeframe.

Here in Cagayan de Oro, Ayala Foundation partnered with Balay Mindanaw Group, a non-government organization (NGO) in Northern Mindanao with 20 years of experience aiding communities here and in neighboring regions.

It was in July 2015 when Ayala Foundation and Balay Mindanaw Group deployed 45 youth leaders from ten barangays after receiving an intensive brainstorming on project ideas and eventual training to begin their tenmonth journey of serving the communities in their respective barangays.

Projects ranged from anti-drug

awareness campaigns to academic tutorials and recycling trash to cash but it was Kabatan-onan Kontra Kalayo which moved the judges the most.

Under Kabatanonan Kontra Kalayo, 15 out-of-school youth from barangay Gusa were infused with entrepreneurial skills and assisted into starting their own livelihood programs.

“I’m happy with the achievements of our youth in barangay Gusa. They are indeed exemplars of society,” Gusa barangay chair Marlo L. Tabac said.

The 3rd Leading Communities leg will be introduced this year in the Autonomous Region of Muslim Mindanao (ARMM). The second leg was also being supported by JCI Kagayhaan Gold.

wan province,” Envi-Vote Alliance said.

It said Robredo, during a visit to the provincial capitol in Palawan, said she wanted the next generation to stop relying on coal energy.

“It is high time that we reconsider our heavy dependence on coal. We understand it is cheaper and easier to do but its impact on the environment and health is really bad. We need the political will to shift to renewable energy,” she was quoted saying.

The group said that while all candidates have positive proposals on addressing climate change and disasters, the stand of the others on mining, GMOs and coal power plants “contradicts” their views on climate change.

“How can you prevent climate disasters when you legalize environmental destruction and contribution which contributes to worsening climate impacts?” it said.

ENVIRONMENTAL advocates will look for “green candidates” among those seeking national posts in the May 9 elections. In a news conference Tuesday, 14 environmental groups announced their campaign for a “Green Vote.”

Clemente Bautista, one of the conveners and national coordinator of Kalikasan People’s Network for the Environment, said they will present voters with a list of “eco-friendly” national

candidates based on track record and platform.

“In the Green Vote campaign, we ask the voting public to join us as we examine which of the current crop of candidates have pro-people, pro-environment track records and platforms,” he said.

He said they will show which presidential, vice presidential and senatorial candidates have supported environmentally-destructive activities such as largescale mining and logging and coal-fired power plants.

“We hope the voting public would consider these in the rundown to the elections,” Bautista said.

Aside from scrutinizing their track record, environmental groups will also report candidates whose campaign activities are harmful to the environment.

They said they will call out candidates who excessively use plastic campaign materials, nail posters on trees and receive campaign funds from polluting companies.

Bautista said they will assess candidates’ track record and platform on 10 major environmental concerns.

These are mining, logging, pollution, free trade and trans-boundary waste, genetically-modified crops; land use conversion, climate change, coal-fired power plants, rights of environmental defenders, and corruption.

After a few games, everyone was able to relax for a while as they had their lunches.

After having their lunch breaks, some of the ladies lined up and tried to shoot a basketball. They each had 2 tries to shoot the ball. A few were able to shoot the ball and were rewarded with prizes. As the afternoon program started, a special game was played by all the participants – the BPI Pera o Bayong. The questions for the game were all related to dealings with BPI Housing Loans and real estate trivia. At the end of the game there was one lucky winner and she was able to bag a special prize.

The championship games for the basketball and badminton events then commenced. After a grueling toe to toe battle in shooting the ball through the hoop or smashing the shuttlecock, the winners were finally determined.

The basketball champions were the A Brown Stags and who bagged a trophy for

their championship effort.

For badminton, the winners received individual medals as well. After the awarding ceremony, the participants were graced by the talents of dance group, Class Act. Everyone was wowed and impressed by their graceful and energetic dance moves.

Thus the first ever BPI Friendship Games were concluded. It was the first of its kind, and definitely we could see that this could be a new tradition for BPI and its partner brokers and developers. It was an excellent venue to showcase teamwork and camaraderie.

Although not everyone brought home a trophy or a medal, at the end of the day we could all say everyone was a winner!
