Pres Duterte’s visit to boost morale of OFWs in Middle East -- Bishop A Catholic prelate is convinced that the week-long visit of President Rodrigo Duterte to three countries in the Middle East will greatly boost the morale of the overseas Filipino workers (OFWs) working there.

“It will be a source of strength for our OFW and sign of solidarity with them when our President sees and speaks with our OFWs,” said Bataan Bishop Ruperto Santos.

The chairman of the Catholic Bishops’ Conference of the PhilippinesEpiscopal Commission on Migrants and Itinerant People (CBCP-ECMI) is also hoping that Chief Executive will help those Filipino workers who are suffering in jail.

“Witnessing the sacrifices and sufferings of OFW will surely move our president to intercede for compassion to the plight of our OFW and clemency to

those who are imprisoned,” he said.

Santos added, “Knowing the kindness and justified intervention of the president about tanim bala and unduly opening of balikbayan boxes, we CBCP-ECMI believe that our president will intercede to host countries of Kingdom of Saudi Arabia (KSA), Bahrain and Qatar for promotion and respect for rights of OFW, and just and fair labor practices.”

At the same time, the CBCP-ECMI head has offered prayers for President Duterte’s safe and fruitful trip to the Middle East.

“We a ls o of fe r ou r prayers for safety and success of the trips of our president, as we always pray for security and safety of our OFWs,” Santos said.

An official of the Commission on Elections (Comelec) said pushing through with the October 2017 Barangay and Sangguniang Kabataan (SK) elections will put to test Republic Act 10742 known as the SK Reform Act of 2015.

Comelec Spokesperson James Jimenez noted that it will particularly apply the country’s first anti-political dynasty law.

“We already have this guideline for (political dynasty) and it would be good if we can test this prohibition of up to second degree of consanguinity,” he said in an interview.

The poll body official added, “This could hopefully be the first time (it

can be implemented).”

Section 10 of RA 10742 states that one qualification of an SK candidate is that he/she must not be related within the second civil degree of consanguinity or affinity to any incumbent elected national official or to any incumbent elected regional, provincial, city, municipal, or barangay official, in the locality where he or she seeks to be elected.

DAVAO CITY– The Davao City government formally created the regulatory unit that will strictly enforce the ordinances on anti-smoking and selling of alcoholic beverages, the City Information Office said on Wednesday.

The Vices Regulation Unit (VRU), formed on Monday through Executive Order No. 10, received an instruction from Mayor Sara Duterte-Carpio to work closely with the Davao City Police Office (DCPO).

Retired Navy Capt. Voltaire Engracia was named as head of VRU that will be under the Office of the City Mayor.

“Engracia will work hand in hand with the DCPO and

police stations in the city for the implementation of the ordinances covered by the EO,” Duterte-Carpio said.

It can be recalled that last month, the mayor gathered bar owners and managers in the city as complaints mounted regarding the selling of liquors beyond the specified time set by the ordinance.

Mega Harbor needs to submit more documents for Davao port project DAVAO CITY – Mega Harbour Port Development, Inc., the proponent of the PHP39 billion port development project here, needs to submit additional documents so the review can move forward, Mayor Sara Duterte-Carpio said.

Duterte orders DBM to hasten The release of veteran’s pension President Rodrigo Roa Duterte promised that his administration will prioritize the entitlements of war veterans as he led the commemoration of the 75th Araw ng Kagitingan in Bataan.

“I assure our veterans [and] their families that we are prioritizing your entitlements,” Duterte said in his speech at the Mt.

Samat National Shrine on Sunday, April 9.

The Chief Executive instructed the Department of Budget and Management (DBM) and the Department of National Defense (DND) to expedite the release of the Armed Forces of the Philippines (AFP) retirees’ pension credentials from 2008 to 2013 in the amount of PHP6 , 421,000,000.

The government has settled the backlog in disability pensions and made the management of almost 200,000 pension accounts more efficient , according to the President.

In addition, veterans with conditions and their dependents can be assured of free healthcare at the Veterans Memorial Medical Center and 152 veterans-accredited

hospitals, Duterte said, adding that he has instructed the said institutions to further improve their services and accessibility.

He likewise said the government has subsidized the education of more than 2,500 dependents of war veterans under the Iskolar ng Bayan program.

MindaNews photo DAVAO CITY -- The Department of Health (DOH) is fast-tracking the completion of drug rehabilitation centers in the country although its record shows that only one percent of the total drug surrenderees need in-patient treatment.

Health Secretary Paulyn Jean Rosell- Ubial said that 99 percent of close to 800,000 drug surrenderees nationwide will undergo community-based rehabilitation, which includes skills and development training to help these drug users

rebuild their lives.

Ubial said they are working for the completion of nine rehabilitation centers, which can accommodate 500 in-patients each.

Four of the nine rehab centers are governmentfunded and the rest are donated but DoH will still provide funds for human resource and maintenance, she said.

In Mindanao, there are four rehabilitation centers located in Davao City, Malaybalay City in Bukidnon, Sarangani and Agusan del

Sur. DOH also targets to establish two mega treatment and rehabilitation centers in Luzon, one in Visayas and one in Mindanao.

In October last year, DoH recorded almost 700,000 drug users who voluntarily surrendered under “Oplan Tokhang.”

AgNor agrarian groups finish financial management seminar

BUTUAN CITY – The Agusan del Norte Provincial Agrarian Reform Office (PARO) recently conducted at Luciana Convention Center here two sessions of seminars on financial management to 28 agrarian reform beneficiaries organizations (ARBOs) from the province’s different agrarian reform communities (ARCs).

Some 80 participants of coop officers, administrative staffs, acted in the proceedings as manager, treasurer, bookkeepers, cashier, among others, as they learned the importance of managing and safeguarding financial resources of a cooperative.

Coop officers and administrative staffs of agrarian reform beneficiaries organizations (ARBOs) from different agrarian reform communities (ARCs) in Agusan del Norte learned about the basics of financial management in a series of seminars organized by the Provincial Agrarian Reform Office headed by PARPO II Andre Atega.

The attitude of teachers affect their interest and decision to integrate ICT in their teachings. Their belief that multimedia technology is too complicated, and difficult to prepare or operate hinders their interest in learning to grow and develop in them. Despite the trainings conducted and provided to them, most of them remain true to their old attitudes and habits, believing that there is no reason to complicate what are simple, tried- and-tested methods. ICT learning and teaching is then assigned

as another program that they must comply with for only a matter of time then forgotten by other requirements of developments in the curriculum.

It is under these attitude and belief systems that ICT instruction at WCCS still needs to be given due attention since implies that the pupils would not be getting the kind of learning that they need or deserve if the teachers themselves are ill-equipped to pass on the knowledge to the pupils.

In order for the teachers of WCCS to be empowered, their attitudes and beliefs must change since no amount of trainings

and enhancements would be useful or sustainable if teachers do not embrace the idea with open-mindedness, enthusiasm, and personal commitment to learn what is new and advantageous no matter how strange or complicated it may seem at first.

In order for WCCS teachers to fully embrace technology in their classroom teaching, the following must be done: a. Use of ICT room and facilities must be incorporated in the lesson plan and scheduled on specific dates within a grading period. b. Practical tests on ICT for teachers must be con-

ducted within the year and included in the rating of the IPCRF. c. Computerized and on-line reports must be required of all teachers and not assigned to only a few. d. ICT-related contests must be initiated and conducted among pupils and teachers e. ICT trainings must be conducted and attended regularly for and by the teachers f. More computer units must be added to the ICT room and air-conditioning system must be installed to make the area conducive to the use of electrical equipment.

Reading is so crucial to a child’s development in school. One of the signs of a child’s success is the level of his/her development in this foundational skill in reading. The ability to read does not develop instantly without proper planning.

Failure to read is the main reason that children are retained or given long-term remedial classes.

In line with one of the department’s basic education agenda which is “Every Child A Reader Program” (ECARP), Dologon Central Elementary School in partnership with “BASA PANGANTUCAN” with the collaboration of parents,

with very interesting and attractive reading materials) the children can have free access on the reading materials for them to read and enjoy. The library hud of Don Carlos also lend us their books. The parents also donated story books and the stakeholders promised to donate too. With these donations, we positively think that this project will be successful and ready for the Summer Reading Camp and will be implemented the whole year around.

way extended its congratulations to the negotiating panels of the Philippines and the National Democratic Front (NDF) for moving ahead in seeking an end to the armed conflict following the signing of an agreement that will lead to a permanent cessation of hostilities.

Ambassador Martin Sorby, the Norwegian envoy to The Netherlands, said his government was very much elated with the advance of the peace talks as both panels signed a pact that set off mechanisms for a joint ceasefire between state forces and the New People’s Army (NPA).

The Royal Norwegian Government has been facilitating the talks between the GRP and the NDF since 2001.

Ambassador Martin Sorby met key members of both the Philippine and NDF delegations at his residence here shortly after the Agreement on a Joint Interim Ceasefire was sealed on Wednesday on the second day of the 4th round of formal talks at the Radisson Blu Palace in the cold town of Noordwiijk, about 50

kilometers southwest of Amsterdam.

The delegations were accompanied by Elisabeth Slattum, the Norwegian special envoy to the peace process.

Lifecasting – creating replicas one Filipino child at a time

LIFECASTING is the process of creating a three-dimensional copy of a living human body through the use of molding and casting techniques. The most common lifecasts are of torsos and it’s exactly what Althea Lorenzo does.

Despite her rare esteemed status as probably the only lifecasting artist in the country, Lorenzo firmly keeps her feet on the ground. In fact, the 30-year-old lady from Davao City has a day job as a quality assurance manager in a pharmaceutical firm and only does her craft during weekends.

Nevertheless, her clients come as far as Cagayan de Oro and Cebu.

Lorenzo visits Cagayan de Oro City at least twice each year. It was on the weekend of April 9 that I made sure that I get to interview her during the rare moments that she is in this town.

And so we chitchatted. Althea said that when she gave birth

to her baby in 2011, she was thinking of something unique to give her. She Googled “baby keepsakes” and popped come lifecasts. Unfortunately, Althea couldn’t discover a provider in the Philippines for her unique demand. Thus, Althea strived to learn herself the unique craft of lifecasting to her baby. And so a business was accidentally born.

Althea said lifecasting is something that should be considered by parents as an outstanding memorabilia to their kids because it can be preserved through time even when the child is already an adult.

“It’s one precious gift that you can honor your child with. It is something unique and lifelike,” she said.

A lifecast framed package consisting of both hands and feet cost only P6,000 plus P700 handling fee. Althea serves around seven clients a month. That’s a lot already considering that this is still a relatively new venture. The process
