City Mayor Ronnel Rivera said Monday the preparations are now underway for Pacquiao’s homecoming, which was initially scheduled on Thursday.

He said the local government is giving the highest honor to Pacquiao for again bringing the city and the entire country to the global consciousness.

Power supply to normalize by end of April

BUGAS, DI BALA. A handful of advocates of land reform and farmers’ empowerment held a twilight rally on Friday, April 8 at the Magsaysay Park in Cagayan de Oro City. The rally was held in the wake of the death of three farmers and a police officer at a protest rally in Kidapawan City, Northern Cotabato on April 1st and a subsequent senate investigation on the incident on Thursday, March 7. AS part of the Power Task Force Election 2016, the Department of Energy remains keen on ensuring that power supply in the country will be adequate, reliable and stable for the entire summer period, especially during the national and local elections.

“Our team is currently assessing the power supply situation by closely coordinating with the National Grid Corporation of the Philippines and the power plant owners/operators in Luzon, Visayas, and Mindanao to make sure that the generating facilities which are currently on maintenance shutdown will be back online ahead of the election period,” Energy Secretary Zenaida Monsada said.

PRDP eyes more infra projects to address El Nino DAVAO City -- The Philippine Rural Development Project (PRDP) is open to having its infrastructure projects addressing the El Nino phenomenon.

In Mindanao five provinces and cities (North Cotabato, South Cotabato, Maguindanao, Cotabato City and Zamboanga City) have declared state of calamities since March of this year.

rent PRDP infra projects are demand driven basically coming from the communities and local government, thus many of the projects are farm-to-market roads.

He said that with the El Nino they are expecting that infrastructure will be more on irrigation projects.

though he said that El Nino has a big effect on farmers as their irrigation projects are river-based irrigation systems which can dry up during dry spell.

The projects can contribute to the mitigation though we cannot address all.” De Mesa said.

The PRDP is a six-year national project under the Department of Agriculture jointly funded by the World Bank, the National Government and the Local Government Units, it aims to establish a modern, value-chain oriented and climate-resilient agriculture and fisheries sector.

Cloud-seeding operations in Davao Region starts

DAVAO City -- An official of the Department of Agriculture 11 clarified that it is the Bureau of Soils Water Management that leads in the cloud-seeding operation in Davao Region.

Remelyn Recoter, regional director of the DA XI told reporters that since April 4, clouding seeding operations commenced in Davao del Norte area which resulted to rains in Maco, Compostela Valley and Tagum City that day.

She said the BSWM has allotted 45 flying hours for the region this month that is equivalent to one flying hour per day for cloudseeding operation.

Recoter stressed that primary criterion in the conduct of cloud seeding operation is the presence of the Cumulu-Nimbus clouds.

She said experts also have to consider the wind velocity and the temperature at 26 degrees Celsius on the

ground to ensure that the rain is not wasted as it pours on the farmlands and not on the sea.

Recoter said the 45 flying hours costs P2.6-Million which covers the rental for the plane, payment for flight crew, aviation fuel and the salt.

“It was the Bureau of Soils and Water Management which conducted the bidding and was won by the Far East, an aviation firm based in Cebu City,” she said.

Recoter reported that nine local government units in Davao Region have already declared state of calamity as the long dry spell already impacts on the livelihood of their residents.

She said these areas include Kapalong, Sto Tomas and Panabo City in Davao del Norte, Mati City, Tarragona, Lupon and San Isidro for Davao Oriental, Montevista in Compostela Valley and Hagonoy for Davao del Sur. (PIA 11-Joey Sem G. Dalumpines)

THE Philippines will highlight, during its 2016 Earth Day celebration, support for the historic climate change agreement 195 countries reached during the Conference of Parties (COP 21) in Paris last year.

Department of Environment and Natural Resources (DENR) set spearheading in Metro Manila next Friday (April 22) -- on Earth Day itself -- a covenant-signing activity in support of COP 21.

Monsada added that the yellow alert only means a limited or thin reserve power; and based on the outlook for Luzon, yellow alert status will only register in the afternoon of today as reserve power will normalize in the evening.

Moreover, it has been reported to the DOE that the National Grid Corporation of Philippines, as the system operator, has already alerted the Power Sector Assets and Liabilities Management Corp., the operator of the 600 MW Malaya Plant to run this generating facility in an effort to augment the power supply.

The DOE has also coordinated with the Interruptible Load Program participants for provisional power supply of about 826 MW to supplement the available capacities.

Luzon power generating plants undergoing maintenance shutdown are targeted to be back online before April ends.

Expected to be back on stream tonight are the 300 MW Calaca Unit 2 which suffers from turbine problem, and TMO Units 5 and 6 totaling to 119 MW which extended its maintenance works.

Other plants with scheduled maintenance are the 382 MW Pagbilao Unit 1, 190 MW Magat Hydropower plant, and 145 MW San Roque Unit 3.

For Visayas, the geothermal power plants operated

by EDC are still undergoing maintenance since January.

“Recognizing that climate change is inevitable, we shall likewise be adopting our campaign slogan ‘Step Up and Deliver, #GreenEnvironmentGawingForever,’” DENR said in its Special Order 2016-169 covering activities for the 2016 local Earth Day celebration.

United Nations SecretaryGeneral Ban Ki-Moon is scheduled to convene this April 22 in New York a high-

level signing ceremony which will be the first step in implementing the Paris climate agreement.

According to UN, the agreement will be open for countries’ signing until April 17 next year.

Such agreement sets a worldwide action plan for lowering greenhouse gas (GHG) emissions so global temperature rise from these discharges’ accumulation in the atmosphere can be limited to well below 2 degrees Celsius, helping avoid dangerous climate change.

At Paris, the Philippines committed a 70 percent reduction in its GHG emissions.

The Philippines isn’t a major GHG emitter but is among countries most at risk for climate change’s impacts.

Earlier, DENR Secretary Ramon Paje said Malacanang designated him as the official who’ll sign the agreement on behalf of the Philippines.

He’ll sign the agreement during the high-level ceremony in New York next week.

Aside from the covenantsigning, DENR’s partners will stage on Earth Day 2016 itself a play and learn session for children as well as ‘Sandiwang’ which highlights local environment-related religious practices.

By laying down measures and synchronizing efforts in preparation for the elections on 09 May 2016, it

can be recalled that the Commission on Elections has deputized the DOE and various energy agencies for the provision of electricity to every voter’s precinct.

Relatively, the DOE has been meeting with power stakeholders (e.g., Generation, Transmission, Distribution companies, and Local Government Units) around the country to discuss and simulate their preparedness plans and programs for the elections.

Furthermore, power supply updates on Election Day will be published through

the DOE’s Twitter account (@DOE_PH), Facebook account (www.facebook. com/doe.gov.ph) and the DOE website (www.doe. gov.ph), as well as in various social networking sites of the Election Power Task Force members at a designated time in the morning, afternoon, and evening.

Alongside all these measures, the DOE continues to encourage all energy consumers to practice efficient and judicious use of electricity as a way of life beyond elections and summer. (PNA)

Other related local activities for this year’s celebration are mangrove tree-planting in Batangas province (April 19) and the annual Earth Day Jam (April 23) concert in Metro Manila with singer and environment advocate Lou Bonnevie.

well as a youth camp (April 26 to 28) in Ilocos Norte province as activities for this year’s local Earth Day celebration.

Some 100 students from Ilocos’ public high schools are expected to join the youth camp, DENR noted.

What’s ‘epal’ and what’s not?

Mayor Rodrigo Duterte had some choice words for Cotabato Governor Emmylou “Lala” Taliño-Mendoza for calling him “epal” (opportunist) for supposedly sending rice to hungry farmers in Kidapawan City to push his presidential candidacy.

Saying he has nothing to do with it,” the mayor could be telling the truth since it was his supporters who sent the hundreds of sacks of rice to the farmers holed out at the Spottswood Methodist Center compound in Kidapawan after government security forces violently dispersed their highway blockade on Friday. Granting that the supporters did it for Duterte, it was immoral for Cotabato officials to turn it down since the protesting farmers were in dire need of it for food.

What is more immoral was the fact that three farmers were killed and scores of others were wounded. The incident sparked a spontaneous outpouring of support from Duterte’s supporters, many of whom brought sacks of rice to Davao City Hall for delivery to the farmers the following day.

Mendoza, however, took offense at the donations.

In a press conference, she said: “Huwag niyong gawing staging ground ang North Cotabato… Bigla kayong darating, magbibigay nag bigas? Nang-i-insulto ba kayo o namumulitiko kayo (Don’t make North Cotabato a staging ground… You come here and give rice? Are you insulting me or are you engaging in politics)?”

Duterte himself, however, was unaware of the donations. “Hindi ko alam (I did not even know about that).

I was out of town busy campaigning outside,” he said.

“Assuming na galing Davao ‘yan, bakit ka magalit kung magtanggap ang mga tao para makakain (Assuming that it was from Davao, why would you get angry if the people receive food so they can eat)?” he added.

“What is fundamentally wrong if someone writes my name on a sack of rice and gives it to the people? Hoy Lala hindi ako ganon. Ang mga kilala mo, pero ako never ako nag-epal-epal sa buhay ko (I am not like that. Maybe those you know are opportunists, but I have never taken advantage of anything in my life),” Duterte said.

The fact that the rice donations did not even bear his name, Mendoza’s accusations were more “epal”. It could be that “nagpapalakas siya sa administrasyon.”

The donors simply wrote “From the people of Davao City” on the donated sacks of rice.

An administration official was quoted as saying that the farmers’ protest was politically motivated and mounted by local politicians in Mindanao identified with the group of former Cotabato Governor Emmanuel Piñol who are supporting the presidential bid of Duterte.

Was it not obvious that what the farmers risked their lives for was hunger?

C’mon. Let’s not play politics when it involves hunger of the poor farmers.

TRIALS ARE OPPORTUNITIES “Nothing in life is to be feared. It is only to be understood.”

I always liked the above quotation. For me, it is so liberating and uplifting. It means that despite the trials we encounter in life, which is non-stop because every day brings its own sorrows, it is still wonderful to be alive. We cannot stop the sun from shining, the same way that we cannot stop the problems from coming.

When we comprehend that, we also understand that there is no reason to be afraid. How can we fear something which is natural and a part of life? Rather, we face it with unshakeable trust, because the Giver of

Cloud Seeding to bring more rain in NorMin Northern Mindanao has experienced light to moderate rainfall starting April 7, 2016 brought by the cloud seeding operation (CSO) conducted by the Department of Agriculture (DA) through the Bureau of Soils and Water Management (DA-BSWM).

Engr. Henry Cacayan, the team leader of the BSWM cloud seeding for region 10 explained that the on-going cloud seeding for the region is the continuation of the 45 hours CSO worth Php2.4 million that was temporarily suspended before holy week. He added that it is expected that the CSO will cool down the warmer temperature we are experiencing brought by the El Niño phenomenon.

Further, he said that it will also increase the water level in the irrigation dams that will provide water to the standing crops, especially to our staple food crop – rice.

As to the implementation of the CSO, the trained cloud spotters composed of Agricultural Technicians and City/Municipal Agriculturists from the different cities/municipalities and other DA employees will provide report to BSWM team, stationed at Lumbia airport through messenger and send pictures of the presence of seedable clouds in their respective areas.

The CSO team together with the Philippine Air Force will then fly to the area, bringing with them at least 15 bags of 25 kilos

of salt to do the CSO that is expected to produce artificial rain.

“If the warm temperature will continue, another 60 hours CSO is still on the pipeline for the region worth Php 3.5 million funded by DA-Office of the Secretary,” Engr. Cacayan said.

Cloud seeding is one of the mitigation strategies set by the DA to combat the effects of El Niño.

In the meantime, the DA is advising the farmers not to plant yet but rather do land preparation in their areas, while waiting for enough moisture comes rainy season. This will help sterilize the land and will allow nutrients of the soil to rejuvenate. # (MGBSta. Elena)

Gov’t officials extol valor of Filipino forebears

PAGADIAN City -- Government officials here extolled the valor and heroism of Filipino forbears in a simple but memorable celebration of the 74th Araw ng Kagitingan on Saturday, April 9.

by Colonel Casimero R. Tamparong of the Service Support Battalion during the Araw ng Kagitingan (Day of Valor) rites held at the Veterans Memorial at City Hall compound here said, “the whole nation is remembers the courage of the people who took arms against enemies of

our country, and led the nation to freedom and democracy during the dark period of our nation’s history.”

“Today, we are celebrating the steadfast conviction of our forefathers who faced the enemies audaciously for the love of our country,” Tamparong said quoting Barrientos statement.

“Our forebears, indeed have pledged their lives and their sacred honor to rise against tyranny and oppression,” he added.

Board Member Marilyn G. Pajares of the first district of the province said she felt honored to be part of the historic and momentous event.

“This historical event

is commemorated every year, to pay tribute and respect to our forebears who died and survived to defend and protect our country,” Pajares, whose father was a veteran and her mom an army nurse during World War II, said.

She said the Battle of Bataan which was fought on April 9, 1942 where Filipino and American soldiers have fallen where 76,000 starving and disease-ridden soldiers surrendered to the Imperial Japanese army in the infamous 140-kilometer Bataan Death March to Camp O’Donnel in Capas, Tarlac.

“In today’s celebration, Pajares said, we have been reminded that it was

because of those brave countrymen who fought not just to protect our Motherland but also to fight for our freedom.”

City Councilor Bienvenido Culve, officerin-charge of the City Mayor’s office said, “we commemorate the efforts of our veterans in order to promote and preserve their principles, ideals, and deeds as a means to enhance the love of country, peace and progress.”

THE government under President Benigno Aquino III has come up with the “voucher program” to ensure that public Grade 10 completers––and Grade 10 completers under the Education Service Contracting (ESC)––are able to enroll in the Senior High School (SHS) basic education program of the Department of Education (DepEd).

Through the voucher program, students can claim “discounts” or, deduction from the cost of tuition and other fees charged by a non-DepEd SHS. However, the voucher subsidy is not given to students directly in the form of cash, but will be disbursed by the DepEd to the non-DepEd school offering SHS. Grade 10 completers from public schools are automatically qualified for the government’s voucher program and are entitled to 100% of the voucher amount. On one hand, Grade 10 completers under the ESC program will receive 80% of the voucher amount.

Article XIV of the 1987 Philippine Constitution and Republic Act 8545, otherwise known as the expanded Government Assistant for Students and Teachers Private Education (GASTPE), provide the legal bases for the ESC, according to the DepEd

Order no. 6, series of 2015, issued by Education Secretary Br. Armin Luistro, FSC. On the other hand, only Grade 10 completers, who are non-ESC beneficiaries, from private school need to apply to able to avail of the SHS voucher program.

Below are the steps provided by the DepEd: 1. Fill out and download the forms and confirmation slip from Online Voucher Application Portal (OVAP): http://ovap.deped.gov.ph.

2. Submit the filled out form, confirmation slip, and supporting documents to PEAC National Secretariat.

3. Applicants will be notified of the results. The list of Qualified Voucher Recipients (QVR) will be posted on OVAP. 4. For eligible students, download and print your QVR certificates from the OVAP to be presented upon your enrollment.

DepEd Gulayan Sa Paaralan (GSPP) spearheaded by the TLE teachers and advisers is the realization of the full implementation of School Feeding Program (SFP) for Severely Wasted (SW) learners of Kalilangan NHS as identified by our school nurse Mrs. Nympha L. Hortillosa for school year 2014-2015 and SY 2015-2016.

This problem on poor health was brought out by our school nurse during the first general PTA assembly. Concerned parents and the Department of Agriculture (DA) personnel provided the school with vegetable seeds and seedlings to be planted in garden plots and pots.

Leaves, fruits, and some stems were cooked and served to identified SW in classroom. There were parents who volunteered to assist the feeding program of the four Fridays of the month. This program has been implemented and

continuously monitored since it started 5 years ago.

This current year, there was a creative way of implementing this program because there was a participation of the community stakeholders not only in assisting the feeding activity bur donating nutritious cooked food and fruits to the learners. With this regular schedule of SFP, severely wasted learners as identified by the school nurse gained progress in their nutritional status.

One great thing happened, they are no longer SARDOS or Students At Risk Of Dropping Out because as shown in their attendance record, they reported to their respective classes regularly. Teachers felt the drive need to continue the program in order to save SARDOS who are identified as Severely Wasted in Nutritional Status by all means. Under the supervision of school administration.

TAGUM CITY, Davao Del Norte -- The Social Security System (SSS) inaugurated the new office of the relocated SSS Tagum Branch on April 5 to better serve more than 103,000 members and over 9,000 employers based within and near the city.

SSS Senior Vice President for Mindanao Operations Group Eddie A. Jara said that the SSS Tagum Branch is now located at Gaisano Grand Mall along Apokon Road. Within its vicinity is the Tagum City Hall and commercial establishments such as the Banco de Oro and Metrobank branches.

“With its new site, SSS Tagum is now bigger and more comfortable. Transacting clients using public transportation also have little trouble traveling to SSS because of the Tagum branch’s accessible and convenient location,” Jara said.

SSS Tagum provides social security services to two provinces in Mindanao, namely Davao del Norte and Compostela Valley. It serves Tagum City and the

municipalities of Asuncion, Kapalong, Talaingod, San Isidro, New Corella, Maco, Mabini, Pantukan, Mawab, Nabunturan, Montevista, Compostela, New Bataan, Monkayo, Maragusan and Laak.

The regional visit, with senior SSS officials among the participants, included activities such as the SSS Stakeholders Forum for employer and

labor representatives and the “Kapihan sa SSS” for the local media.

Jara explained that as the number of members and employers served by SSS continue to grow, the state-run institution remains on the lookout for new locations to upgrade its existing offices and provide additional venues for members and employers to transact with SSS. “This is why as part of the SSS Regional Visit in Tagum, Davao and Toril, the SSS contingent also visited the prospective locations for the Tibungco and Calinan Service Offices in Davao City for the benefit of members and employers in Southern Mindanao,” he said.

Energy Secretary assures sufficient power supply in Mindanao in May polls

ENERGY Secretary Zenaida Monsada assured there would be sufficient power supply in Mindanao during the May 9 automated local and national elections.

In an e-mailed statement Saturday, Monsada emphasized that Filipino voters “deserve a clean and unquestionable elections with the stable provision of electricity during the election period.”

Monsada chairs the Power Task Force Election (PTFE) 2016 which met in Cagayan de Oro City on Friday with the power stakeholders to synchronize efforts to prepare for the elections.

Monsada said the agency checked on Agus 6 and 7 hydropower plants in Maria Cristina, Iligan City and ensured that the PTFE headquarters within the National Grid Corporation of the Philippines (NGCP) and Iligan Regional Disaster Command Center (RDCC) are in place to make sure that everything goes smoothly 10 days prior to and after elections.

The task force was created upon the deputization of DOE, National Electrification Administration, National Power Corporation, and National Grid Corporation of the Philippines to conduct activities involving

“information, education, communication campaign with the local communities” to ensure adequate, stable, and reliable power supply, before, during, and after the elections in the country.

The task force is tasked to “ensure availability and operation of power plants, carry out strategic preventive maintenance of all power facilities, and provide enough technical manpower for emergency response and security of vital infrastructure.”

The Task Force members are set to visit the PTFE Visayas headquarter in Banilad in Cebu on Friday next week and a dry-run on April 21 will be done test if all communications are working among all headquarters in Luzon, Visayas, and Mindanao.

Aside from the PTFE, the Inter-Agency Task Force on Securing Energy Facilities (IATFSEF) was also mobilized to address the series of bombing attacks on the transmission lines and right-of-way issues.

“The Aquino government has even crafted the Roadmap to Address the Impact of El Niño (RAIN). What happened to the funds and to RAIN?”, asks Sanshen Maglinte, Spokesperson for Green Action PH. This is on top of the Php39 billion funds allocated to the National Disaster Risk Reduction Management Fund (NDRRMF) for 2016, from which government agencies including the Department of Agriculture (DA), Department of Social Welfare and Development (DSWD),National Irrigation Administration (NIA) may request additional funds once their funds allocated for calamities (called Quick Response Fund) are used up.

DSWD-Caraga vows to continue Core Shelter Assistance Program Butuan City -- The Department of Social Welfare and Development (DSWD) Caraga vow its commitment to continue helping families displaced from their homes due to calamities.

Through its Core Shelter Assistance Program (CSAP), the Department goals to reduce the number of homeless families every year, especially those who were victims of fire incidents, earthquakes and other similar hazards.

CSAP is a rehabilitation program which aims to provide structurally strong

shelter units that can withstand approximately 180220 kilometers per hour wind velocity and gustiness.

According to Lovelyn Plaza, Head of Disaster Reduction and Response Unit, the Government will not stop helping displaced families in the region by giving resilient and standard houses, as it is reflected by the agency’s goal in serving its community.

“With this, the government will continue to develop and promote the value of self-reliance among the beneficiaries and the

One way of developing the good physical condition, including the heart and the mind, is to engage in any athletic activities. For instance,

We will realize that He has been calling and waiting for a long time, but we were so busy running, in pursuit of dreams that are fleeting.

When disappointment

and disaster overtake us, know that we can not face it in our own strength alone.

We shall claim the promise of Romans 8:28: “All things work together for good to those who love God and are called according to His purpose.” Our task is simple.

We are to love God. From that love will grow our trust, that He will make all things right. And from that trust we will find the comfort and strength to face our challenge.

Unless we run to God in our suffering, inevitably we will become bitter and in despair. But if we choose to trust God to bring about something good out of this trial, we will discover that trials are not traps to bring us down, but opportunities to lead us up. Pain forces us to mature and hunger for something better. It pressures us to change, so that ultimately we can gain the victory, which can only be won through suffering.

Don’t be impatient when you are in the midst of trials. Face it with calmness.

Remember, everything in life passes, including your distress.

-oooDEMOCRACY FAILS TO WORK IN BHUTAN? My view is that, people in Bhutan were certainly happier when they were ruled by a king who had absolute power, because that is the nature they have been accustomed to for a long time.

It might be that, through time, the Bhutanese king managed to make the lives of his citizens successful and prosperous, making them happy and contented.

It is also possible that Bhutan citizens were not ready for a democratic system of government, where government power is exercised by someone who is elected by the people, either directly or through their representatives. In Bhutan, the government leader at this point is a prime minister elected from its parliament which has two houses whose members, in turn, are elected by the people.

Of course, ten years is a short period of time during which a democratic system of government could work well and succeed, especially for a people who had long been under a monarchy.

I think however that this democratic system, which encourages and allows political squabbles and wrangling and the concomitant rise of political patronage and therefore, graft and corruption at the highest levels, is found distasteful

by Bhutanese citizens.

-oooFILIPINOS FAVOR AUTHORITARIANISM: I told the Bhutanese political leaders who attended the lecture sponsored by the Industrial Advancement Academy of the Philippines (a nongovernmental educational institution in Intramuros, Manila and led by two fellow Rotarians, Jimmy Lim and Aries Balanay) that even in the Philippines, there is a tendency towards authoritarianism among our people.

I explained that this could be the reason why many Filipinos are raring to vote for a presidential candidate who publicly expresses authoritarian leanings and advocates strong arm tactics---like executions of criminals and grafters--in solving crimes, and for a vice presidential candidate whose father assumed power all by himself and ruled the country for 20 years with an iron hand.

The prevailing sentiment here is that, Filipinos are already fed up with the incapacity of government leaders to deliver on their election promises to give a better life for the poor and the marginalized, under a supposedly democratic set up of government, so that they are now inclined to side with candidates who offer shortcut but effective solutions to national problems.
