Pres. Duterte to visit Saudi Arabia, Bahrain, Qatar during Holy Week P

resident Rodrigo Roa Duterte would embark on a state visit to three countries in the Middle East, including the Kingdom of Saudi Arabia, the Kingdom of Bahrain and the State of Qatar during the Holy Week.

Foreign Affairs Assistant Secretary Hjayceelyn Quintana said that the President would meet with the heads of state of the three countries during his weeklong trip from April 10 to 16.

"The President's trip to the Middle East, whose objectives may be summarized by the words 'people, progress and partnerships,' aims to strengthen efforts for the protection of the rights and promotion of the welfare of the more than 1 million of our people working in those three countries, invite investors to the Philippines and usher in progress here at home, and to forge stronger partnerships by elevating our political and economic cooperation with these countries to new heights,” said Quintana, who heads the Office of Middle East and African Affairs.

She said that despite the economic challenges being faced by the Gulf

States, Middle East remains an important region for the Philippines to expand economic and political ties.

She noted that Middle East continues to be the destination of choice of overseas Filipino workers (OFWs) with six countries of the Gulf Cooperation Council (GCC) included in the top 10 destinations in 2015.

Middle East is the second largest source of remittances with 28 percent or almost USD 7.6 billion remitted from the region in 2016, according to Quintana.

The President will first visit Riyadh from April 1012 where he will meet with His Majesty King Salman bin Abdulaziz al Saud, said Quintana.

Duterte will proceed to Manama, Bahrain from April 12-14 where he is scheduled to meet with His Majesty King Hamad bin Isa Al Khalifa.

Building a nation worthy of the Filipinos

Hon. Mayor Inday Sarah Duterte, Honorable Members s of the Sangguniang Panlungsod, officers and members of the City Government, officers and members of the sponsoring organizations of this gathering, our honorees – the World War 11 Veterans, their relatives, guests, friends, ladies, and gentlemen, Good Morning.

I am greatly honored to be invited to talk on the 75th commemoration of the Araw ng Kagitingan and to join everybody in paying respects to our

departed heroes and the surviving veterans of the 2nd World War. My view of the history of our country is one of endless struggle for independence and freedom– three hundred years against Spain, forty years against the USA, and four years against Japan.

That is why, in my vocabulary, any Filipino who fought against our colonizers is a hero, and those who fought the Japanese during the 2nd World War fall under this category. Mabuhi ang atong mga veteran.

I take great pleasure in noting that we are commemorating the bravery of our veterans in this particular spot – the Veterans Memorial Park. This used to be called Clifford Park, named after Lt. Thomas Edgar Clifford Jr, an American regimental commander who

Davao is, indeed, a “cradle of noble heroes.” For you can only keep Davao free if the entire people cooperate to resist foreign aggression. After being conquered, Davaoenos continued the fight to become free. Many uprisings during the different colonial eras are recorded in Davao. In fact, Davao has earned the distinction of being the only region that has succeeded in killing two District Governors of our colonizers.

In 1861, the people of Bincungan, Liboganon killed the Spanish Davao District Governor Jose Pinzon y Purga. In 1906, Lumad hero Mangulayon killed American Davao District Governor Lt. Edward C. Bolton in Malita.

But the heroic deeds of our local heroes are not mentioned in our history books. Many of us do not know their names. Not knowing our heroes and their deeds is not knowing our history. A people who do not know their history have nowhere to go. There

died in Tamugan at the close of the war against Japan.

It is alright to recognize Americans who fought side by us with us against Japan, but first and foremost, we must recognize and honor our own heroes. Our own Filipino heroes who fought for our freedom across the centuries.

And there are thousands of them, hundreds of thousands of heroes who resisted foreign conquerors throughout our history. And Davao has plenty of them.

Unfortunately in Davao, they remain unknown. Our most known historical figure is Datu Bago, and he remains controversial because of the confusion about who is to be considered a Filipino hero.

To repeat my definition, any Filipino who fought foreign invaders is a hero, no ifs, no buts. Datu Bago stands tall among them because he kept the Davao tradition of fighting off foreign incursions, so that the Davao Gulf region would be the last territory to be occupied by the Spaniards.

Religious Instruction in Dologon Central Elementary School

The Dologon Central Elementary School has alloted thirty (30) minutes for religious instruction in the school and a mass every first wednesday of the month officiated by father Fr. Arsenio Rubio. It is a privilege for someàhone to handle religious education to the young. Although the term religious education, religious studies, and religious are different but what overlaps is there similarity.

The aforementioned aims to and have been used in communicating and emphasizing the essence of religious life to the young.

In religious education “Instruction” is the term of an actual of education. It must be well-planned systematic to be sufficient and effective. Religious group does not control methods of teaching rather than these is beng controllled by education itself. The teacher needs to understand that religious instruction is transmitting the sense of religious life and faith by some people but not just always for older generation also for younger generation. It also teaches the young to respect other religion, other individual, and the environment. It is difficult for a teacher to provide and teach when he/she isn’t really an active practitioner.

Just like a driving instruction must be a good driver.

A music intructor must be a good musician.

The interpretation of instruction must rely in its methodology to ensure

logic and religious life is made evident in its own term. There must be honest conversation between the teacher and pupils as to what it might mean for thier lives and their culture in here and now. in teaching moral values to pupils, it is advisable to illustrate such values by either using true stories drawn from the life of respected prophets and their companions. Teacher may also use fables or fictional stories and parables to illustrate and for them to appreciate moral conduct. This is clearer as it is demonstrated by behaviour of person, rather than a set of princiles.This is because the teacher and pupils are engaged by it. Ideally cooperation of the school closely with parents and the local communities so that the conversation isnextended and fundamentally honest and open. Pupils will have a better engagement spiritually, morally, and culturally.

That is why our celebra-

tion today is very important.

We are recognizing and honoring our own Filipino heroes who fought during the 2nd World War. I see some names in the Programme. I hope at some future date, we will read their biographies and that they will be mentioned in some book that will tell of their deeds.

Our history shows that we were defeated many times, but we also won some battles. We commemorate our defeats because they teach us lessons, but more importantly, we must celebrate our victories, and honor our very own heroes because they are the source of our inspiration to make our nation “nararapat sa mga Pilipino, at mga Pilipino na nararapat sa Bayan.

(A nation worthy of the Filiipinos, and Filipinos worthy of the country.)

This is the new challenge facing us. We may have driven out foreign troops, but we still have a long way to go to make our country a better place for the Filipino people. We know the grave problems that continue to drag our country down. And we must continue to struggle to achieve our vision of a country that is developed and prosperous.

At this stage of our history, new battle lines have been drawn, calling on us to take sides – hopefully the side for the common good. Three major fronts have been opened up: the social front, the political

front, and the economic front.

On the social front, there’s the war on drugs, criminality, and corruption.

This war has the support of our people, but the success of this war will come to nothing unless we also wage war against war on the political front. That is, we must instead wage peace.

For over four decades, the politics of “total war,” and “all-out war” have failed to solve the rebellion of the Bangsamoro and the New People’s Army. Mindanao continues to bleed, our country continues to bleed– unnecessarily wasting lives and resources that could have been put to better use. We need to rethink the war strategy. We must instead develop strategies of peace so that peace will finally prevail in our land to address more serious economic problems.

The social and political stability of our country is a precondition for the success of our war on the economic front. Last year, a conservative estimate of our unemployed labor force was 2 million, while our underemployed stood at 7 million. According to the

Asian Development Bank, 25% of our population lives below the poverty line – that’s 25 million people, 8 million of whom are food poor, living in extreme poverty.

This dismal situation is not “nararapat sa mga Pilipino.” What is worthy of the Filipinos is a nation that is prosperous and progressive. We need new soldiers, warriors, and heroes who will wage war against unemployment, against poverty, against hunger, against underdevelopment. We must create wealth. We must make, build, manufacture, develop, and innovate. We must industrialize, we must increase trade and commerce.

We commemorate the 75th Araw ng Kagitingan to honor our heroes and veteran who fought for our country’s freedom. They are our inspiration. The best way to honor them is to continue their fight so that we will achieve total freedom–freedom from hunger and freedom from poverty and make our nation “nararapat sa mga Pilipino.” Mabuhi ang atong mga beterano. Daghang salamat.

Reading is so crucial to a child’s development in school. One of the signs of a child’s success is the level of his/her development in this foundational skill in reading. The ability to read does not develop instantly without proper planning.

Failure to read is the main reason that children are retained or given long-term remedial classes.

In line with one of the department’s basic education agenda which is “Every Child A Reader Program” (ECARP), Dologon Central Elementary School in partnership with “BASA PANGANTUCAN” with the collaboration of parents, teachers, retired teachers, stakeholders, GPTA, Barangay LGU and Municipal LGU will strengthen this program through the innovation of “BASA DOLOGON”. The program aims to develop in every pupil the literacy skills and

attitudes which will lead to lifelong learning. More specifically, it aims to improve the reading comprehension of every learner and to promote reading programs and activities that will bring children’s love of reading.

With the support of the Ambrosia Foundation of the Garces Family who keep on donating necessary materials (the Book Banks with very interesting and attractive reading materials) the children can have free access on the reading materials for them to read and enjoy. The library hud of Don Carlos also lend us their books. The parents also donated story books and the stakeholders promised to donate too.

With these donations, we positively think that this project will be successful and ready for the Summer Reading Camp and will be implemented the whole year around.

Republic of the Philippines REGIONAL TRIAL COURT OF LANAO DEL SUR 12th Judicial Region BRANCH 09 Hall of Justice, Marawi City Republic of the Philippines SANGGUNIANG PANLUNGSOD Region 10 Oroquieta City City of Good Life Telephone No. (088) 564-0734; eMail – sp_oroquieta@yahoo.com EXCERPT FROM THE MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG PANLUNGSOD OF THIS CITY HELD AT THE SESSION HALL, OROQUIETA TOWN CENTER, CANUBAY,OROQUIETA CITY ON FEBRUARY 16, 2017 ORDINANCE NO. 682-2017 AN ORDINANCE SETTING THE SPEED LIMITS TO ALL TYPES OF ELECTRIC/MOTOR VEHICLES OPERATING WITHIN THE TERRITORIAL JURISDICTION OF OROQUIETA CITY, PROVIDING PENALTIES AND SANCTIONS THEREOF, AND FOR SUCH OTHER PURPOSES x-x-x-x Section 6: Any person found violating the provisions of this ordinance, shall be administratively fined with the following: 1st Offense----------------------------------------------P 1,000.00 2nd Offense--------------------------------------------- 2,000.00 3rd Offense---------------------------------------------- 3,000.00 The administrative fine enumerated above shall be paid to the City Treasurer’s Office within 72 hours from the date of apprehension and citation of ticket. In addition, the offender under Section 6, 1st, 2nd and 3rd offense shall undergo seminar to be conducted jointly by the LTO representative and OCTMB.

Section 8: Failure on the part of the violator to pay the administrative fine as provided for in the immediately preceding Section shall cause the filing of a case in proper court and, upon conviction, shall suffer the following penalties: - fine of Php 1,000.00 and/or imprisonment of 10 days at the discretion of the court.

1st Offense - fine of Php 2,000.00 and/or imprisonment of 15 days at the discretion of the court.

2nd Offense - fine of Php 3,000.00 and/or imprisonment of 30 days at the discretion of the court.

3rd Offense Provided, that in the case falling under Section 6 if after 72 hours a case is not filed with proper Court and the violator opted to pay the administrative fine, the City Treasurer’s Office shall accept the same with corresponding surcharge of five percent per month. And, if the case has been filed in Court and the accused opted to pay the fine in accordance with Section 8 hereof, the City Treasurer’s Office shall likewise accept the same as an administrative fine, with the corresponding surcharge of ten percent per month. Provided, further, that in the computation of the fine and the surcharge thereof under Sections 6 and 8, a fraction of a month shall be considered as one month.

Before this Court is a verified Petition for Correction of the Marriage Contract of Spouses Alex Ondo Macalisang and Corazon Padrones Macalisang. The Marriage Contract, which was registered on December 23, 1977 with the Office of the Civil Registrar of Marawi City, Lanao del Sur, allegedly contained erroneous entries namely: 1.) The name of petitioner’s husband, which was entered as Alex Macalisang Lee instead of Alex Macalisang; 2.) Petitioner’s Father’s last name, which was entered as Pardones instead of Padrones and 3.) Petitioner’s mother’s last name, which was entered as Pardones instead of Padrones. Petitioner is seeking to correct the above erroneous entries.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing on May 17, 2017 at 8:30 o’clock in the morning.

Let a copy of this Order be published at the expense of the petitioner in a newspaper of general circulation in Marawi City and Iligan City for three (3) consecutive weeks.

The Civil Registrar of Marawi City, Lanao del Sur, and the Civil Registrar General, Philippine Statistics Authority, Quezon City , or any person or party who has an interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this petition or from the last day of publication of this Order.

Further, let copies of this Order be posted, also at the expense of the petitioner, for fifteen (15) days prior to the date of hearing at the following areas: 1.) Bulletin Board of the City Hall of Marawi City, Lanao del Sur, 2.) Bulletin Board of Civil Registrar of Marawi City, Lanao del Sur ; and 3.) the Bulletin Board of this Court.

Serve copies of this Order, and copies of the Petition dated December 6, 2016 and its annexes, to the Civil Registrar of Marawi City, Lanao del Sur, the Honorable Solicitor General, OSG, Makati City; and the Philippine Statistics Authority, Quezon City.
