Health dept raises Code White Alert

A Catholic priest reminded the faithful to include ‘white lies’ in their confession in observance of the Holy Week.

Fr. Jerome Secillano of the Nuestra Señora del Perpetuo Socorro Parish in Sampaloc, Manila noted that all lies are sin.

“It’s still a lie that’s why you have to confess that. A lie is a lie. Lie is a sin,” he said in an interview.

The Manila priest added, “All kinds of lies and all kinds of sins, we need to confess them.”

The Catholic Bishops Conference of the Philippines-Public Af fairs Committee (CBCP-PAC) Executive Secretary said the faithful should include such lies in their confession since it is does not follow the Church’s teaching of the Mr. Joe Palabao (foreground) of BusinessWeek Mindanao and Mindanao Daily joins other devotees of The Our Lady value of honesty.

THE Department of Health (DOH) has raised “Code White Alert” in the observance of Holy Week.

“We would also like to Inform that DOH nationwide is on code white alert starting yesterday, Palm Sunday (April 9) and it will be in effect until Easter Sunday in preparation for the festivities and activities of the observance of Semana Santa or holy week,” said DOH Secretary Dr. Paulyn Jean B. Rosell-Ubial.

7 killed, 4 injured in Oro road accidents

AGAYAN de Oro City--Seven people, including thre e chi ldren, and a transgender were killed while four others were injured in the worst road accident in this seaport capital of Northern Mindanao in recent years, the police reported Monday.

Chief Inspector Ivan Viñas, the police investigator, identified the fatalities as Ronnie Abreu , 46, and his three children, Kenneth

Viñas did not immediately identified the injured, although he hinted that some of them were only slight in nature and were treated as outpatients.

During the initial investigation, Talisayan told the police that he did not know what happened because

he was dead drunk after downing several bottles of liquor together with coworkers in a motor pool compound in Baloy where several delivery and cargo trucks were parked.

Felix Talisayan, 32, the elder brother, who served the assistant of the younger Talisayan, said that he actually drove the delivery truck from the compound to the highway because they have a scheduled delivery for the Gamma Farm Monday morning.

The El Raro Trucking, reportedly owned by a

lawyer, has a contract with the Gamma Farm to deliver hundreds of broilers, a three-week old chicken, for outlets that sell deep fried and chicken meat.

The elder Talisayan said that he was forced to turn over the wheels for fear of being harmed by his younger brother who was already reeking with liquor at the time.

“We were running at 100 kilometers per hour and my younger brother never careless, although I warned him that several motorcycles had already

been sideswiped while the police were already on our tail,” Talisayan said.

He said that the truck stop only when it was purposely rammed on a concrete aisle where a road upgrade was ongoing along the highway heading toward the city’s downtown.

Viñas said that the case with reckless imprudence resulting to homicide and multiple injuries and damaged on properties would be filed against the Talisayan brothers after the investigation is completed.

ZAMBOANGA City––Three militiamen were killed while 11 others, including six soldiers, were wounded after government troops clashed Monday with suspected members of the Abu Sayyaf Group (ASG) in Sumisip town, Basilan province.

Capt. Jo-ann Petinglay, Western Mindanao Command (Westmincom) spokesperson, clarified a report earlier in the day that a soldier was killed during the encounter.

The first gunfight occurred when troops of the Army’s 4th Special Forces Battalion encountered a group of Abu Sayyaf bandits while conducting security patrol at around 7:15 a.m. in Barangay Cabcaban, Sumisip.

The battalion had just established a detachment in the village following a request from the municipal government.

With the fast pace of modern technology that we have now, I believe teachers must be equipped with the knowledge and skills to cope up with the needs of the school and students.

To make this possible a School Information and Communication Technology (ICT) headed by the School Head Mr. Jess G. Bernas and the ICT experts of Old Kibawe Elementary School who were Mrs. Jove Jean G. Duran, Mrs. Teriza Loyola O. Macua, Mrs. Maricel A. Pobodaora and Ms. Xyprene Gay T. Khensay conducted a TrainingWorkshop on Desktop Publishing, Spreadsheets, and Powerpoint Presentation Making.

The training-workshop aims to: effectively use technology in education; gain in-depth knowledge in spreadsheets and desktop publishing using Microsoft Publisher (a tool

used in making posters and reading materials); apply the acquired knowledge and skills in creating designs to be used in school logo, school paper layout, instructional materials, school website, and school profile.

The training started with the usual registration of participants followed by a short opening program where Mr. Jess G. Bernas, principal of OKES gave the welcome remarks. He encouraged teachers to train other teachers as part of the support in promoting the use of ICT in schools.

Lastly, the training –workshop ended with the most awaited part which is the giving of certificates. Here participants are now ready and equipped with latest and practical knowledge in Desktop Publishing, Spreadsheets, and Powerpoint Presentation Making and use as aid in joining contest in the future.

Good question. The Bible itself hurries to give an answer. It says: “For the worshipers would have been cleansed once for all, and would no longer have felt guilty for their sins. But those sacrifices are an annual reminder of sins…” For those who are truly interested, these verses could be found at Hebrews 10 of the Bible.

-oooFOR HOLY WEEK, IT IS BET TER TO READ, STUDY, THE BIBLE: What then must true believers engage themselves in during Holy Week 2017 so their commemoration of Holy Wek would truly be spiritually beneficial or worthwhile? There would be many answers to this question, but as far as the Anak ng Diyos Kadugo Ni Kristo (or AND KNK, the Children of God Blood Kin of the Christ) Church is concerned, the best would be a further reading and studying of the Bible.

The AND KNK is the Church that Jesus Himself established, as He said in Matthew 16:18, in the “east” or the “far off land”, which is the Philippines (as the Second World War proved quite eloquently), to fulfill His endtime purpose (Isaiah 46:11) of proclaiming the truth that saves (Mat-

thew 24:14)---which is that Jesus is God and Savior, and is God the Father, Son, and Holy Spirit.

For t he A N D K N K preachers, pastors, and teachers, there would be a three-day seminar at Mater Dei, MacArthur Highway, Capas, Tarlac, from April 11 to April 13, 2017. The seminar seeks to immerse these preachers some more on the teachings and the basic doctrine of the Church, to make them more effective defenders of Jesus as God and Savior and as God the Father, Son, and Holy Spirit.

-oooDEEPENING UNDERSTANDING OF WHO JESUS REALLY IS: For all other AND KNK members, the directive is for them to pursue in earnest Bible reading and studies. Of course, they have already been doing Bible studies on a daily basis, as far as practicable, as a prerequisite to their continued membership with the AND KNK. For this particular Holy Week, however, they are also enjoined to read and meditate some more.

The objective, of course, is to deepen their understanding of the Biblical proofs that Jesus is God and Savior, and is God the Father, Son, and Holy

Spirit. There has to be a more thorough appreciation of the fact that they must know these proofs, because each and every AND KNK member assumes the role of a defender of Jesus as God and Savior once they are baptized into the Church.

Perhaps, at this point, those who are already fed up and literally nauseated by the repetitive activities that mark their usual Holy Week celebrations can join the seminar the AND KNK is going to hold on April 11, 12, and 13, 2017, either personally in Capas, Tarlac, or through its Facebook Live broadcast of the salient points of that seminar.

NAAWAN, Misamis Oriental--It is difficult to imagine how Mrs. Alvarez, the incumbent President of the Spouses Association in the House of Representatives, felt about her position after the public and sadistic humiliation of being replaced as the lady love of House Speaker Pantaleon Alvarez.

And how the children of the couple had taken at heart the infidelity of their father; how the estranged Lolo and the Lola would ever explain to their grandchildren the eroded or broken ties of the family?

Mr Alvarez thought perhaps that his puppy-like adoration and association with President Duterte would rub on him the vaunted machismo and charisma of Tatay Digong which spares the latter from the fallout of his sexual exploits and philandering, the reason probably why the Speaker

Turning point admitted publicly that he has a girlfriend and is no longer in good terms with his wife, and that he had also sired a number of children with different women.

His admission provoked a tsunami of adverse reactions and condemnation that threw him off balance.

In his desperate effort to survive, he had to grab at anything within reach. Is it also possible that the House of Representatives or Congress itself might

close shop because of the same immorality issue, a development that many might welcome with glee?

There’s a saying in Tagalog which goes “Ang taong nagigipit kahit sa patalim at tae ay kakapit.” (highlight added) . Alvarez grabs and is desperately clutching on at both so as not to drown in the mire of his stupidity.

The sexually scandalized political atmosphere turned unexpectedly crazy when instead of the traditional public fight between the legal wife and the querida of a philandering husband, this time around the hottest House scandal is the amusing, politically devastating war between two queridas of two former political bosom buddies now turned enemies as a consequence. It does not help that in apparently trying to defuse the tension between his two strong

supporters and allies from Davao the equally scandalous President dismissed as insignificant the moral issue of a husband having other women in his life besides his wife. In defending Alvarez, he said that the Speaker can have as many women or wives he wants because he is not a Catholic. Duterte in fact rationalized that monogamy is a Christian morality that should not bind non-Christian males to it, even advising morally decadent government officials to eschew Roman Catholicism or Christianity as their religion and declare themselves as atheists to escape legal complications.

Indeed, birds of the same feathers f_ck together.

Just an instance of Integrity

“Perhaps the surest test of an individual’s integrity is his refusal to do or say anything that would damage his self-respect.” - Thomas S. Monson.

Integrity means following moral or ethical convictions and doing the right thing in all circumstances, even if no one is watching.

Having integrity means you are true to yourself and would do nothing that demeans or dishonour’s you.

How could we show integrity daily? Guys this can be shown if we keep our promises even if it takes an extra effort. We knew pretty well that many are fun of making promises without keeping these declines ones credibility. Next is, during shopping let’s go back to a store and pay for something we forgot to pay for. And if ever the cashier gave you too much change return it. If noticed someone accidentally dropped a money return it without expecting a reward.

Never betray a friend’s trust, because betrayal of trust has long been condemn as undesirable characteristics of a person. Do not gossip someone and remain true to your spouse or partner.

Ignore someone’s advice on how to cheat on your taxes and not get caught.

Do not let someone else take the blame for something you did. If someone gives you confidential information, never tell anyone what you know. When it is obvious to you a relationship is over, don’t drag it out but discuss it openly.

In the Workplace, Work when you are supposed to and save socializing, snacking, searching the Internet and personal phone calls for break time. Show respect to co-workers with appropriate conversation and empathy.

If you are in management, keep your employees informed what needs to be done. Adhere to company policies and procedures and be responsible by using materials for work and not personal use. If you make a mistake admit it and don’t let teammates take the fall.

Work together as a team for this builds trust and shows integrity. If you find yourself in a conflict of interest, get out of it as soon as possible and don’t accept praise of acclaim for someone else’s work.

All these, some might say very elementary but this requires an effort to do so.

CAMP Darapanan, Sultan Kudarat, Maguindanao-The May 18 deadline to submit the draft Bangsamoro Basic Law (BBL) to the Office of the President came from President Rodrigo Duterte himself, Al Haj Murad Ebrahim, chair of the Moro Islamic Liberation Front (MILF) said.

“Siya ang nag set noon na sana ma-submit sa May 18,” Murad told MindaNews Friday afternoon. He said the date was brought up by the President during their talk at the launch of the 21-member MILF-led Bangsamoro Transition Commission (BTC) on February 24 in Davao City.

He said the President was “emphasizing on the immediate na formulation of the new BBL para maipasa na sa Congress.

Duterte on March 11 surprised those keenly monitoring the Bangsamoro peace process, when, addressing the MILF during the inauguration of the People’s Television (PTV) Cordillera Hub in Baguio City, he said, “you’re about to complete the Bangsamoro Transition draft (referring to the BBL). I will study it before we submit it to Congress and pray that it would sail on still waters.”

The BTC, however, was

not “about to complete” the draft BBL by then as its members were named only on February 10, three months after the Exedutive Order reconstituting the BTC was signed. It was officially launched in the presence of President Duterte on February 24 at the Waterfront Hotel’s Garden Paviliion in Davao City, and held its first session on Marh 6 and 7 to discuss internal rules and the budget.

In its April 3 to 5 session, the BTC approved its internal rules, adopted as “working document” the draft BBL submitted by the

previous BTC to Congress on September 10, 2014, and set up the six committees to begin crafting the draft BBL. As of April 9, it was still awaiting notice from the Departemtn of Budget and Management for the release of its budget. National search for 2017 most eco-friendly schools going on THE Department of Environment and Natural Resources (DENR) is now accepting nominations for the most environment-friendly and sustainable schools in the country.

Environmental Management Bureau (EMB) Assistant Director Jacqueline Caancan said the “2017 National Search for Sustainable and Eco-Friendly Schools” is for all public and private elementary and high schools, colleges and universities nationwide.

“The competition seeks to encourage schools to become more actively involved in environmental issues at a practical and local level. It recognizes academic institutions with the best eco-friendly programs and activities,” Caancan said.

The deadline for submission of nominations is April 28, and the winners will be announced in November as part of the National Environmental Awareness Month and National Clean Air Month celebrations.

“We are hoping more schools will participate in this fifth leg of the bi-annual Search that started since 2009, and take part in heightening

environmental awareness among our youth,” Caancan said.

The national search is organized

by DENR-EMB, in cooperation with the Department of Education (DepEd), Commission on Higher Education, Nestle Philippines, Smart Communications, One Meralco Foundation, Land Bank of the Philippines and other sectoral partners.

The competition is a direct response to Republic Act No. 9512 or the National Environmental Awareness and Education Act of 2008. It is also the country’s initiative in support to the ASEAN Environment Environmental Education Action Plan for Sustainable Development, from 2014-2018.

Participating schools can register online at www.sustainableschools.ph and submit their entry in three hard copies to their respective DepEd division offices for public elementary and high-school categories, and to EMB regional offices for private elementary and high-school entries, including higher education/college category.

Entries may also be submitted to ecofriendlyschools@gmail.com.

The minimum requirement for judging will be the hard copies.

Entries can also be submitted online in JPEG format with a resolution of 300 dots per inch, a minimum size of 1536 x 2048 pixels, and a maximum file size of 1 MB. The top entry per category for every region will be forwarded to the EMB central office in Quezon City for national judging.

Entries should reflect the theme “Sustainable and Eco-friendly Initiatives” of the respective schools.

Entries will be rated according to the following criteria: for Elementary and High School Category-Clear Articulation and Integration of Social, Ethical and Environmental Responsibility in the Institution’s Vision, Mission and Governance (10 points.); Environmental Dimension of School Operations (40 points); Environment-Related Features of the School Curriculum (20 points); Presence of Vibrant Eco Organizations in Campus (10 points); Presence of Partners and Linkages in Environment Programs/Projects (10 points); Socio-Cultural Sustainability

(5 points) and Economic Sustainability (5 points). The criteria for Higher Education Category are: Administration (10 points); Curriculum and Instruction (20 points); Sustainability Programs (40 points); Research (10 points); Extension (10 points) and Student Engagement (10 points). Only one entry per school will be accepted.

For the national level, comprising of college, high school and elementary categories: prizes include: PhP50,000 - 1st Prize; PhP40,000 - 2nd Prize and PhP30,000 - 3rd Prize as well as plaques of recognition. For the regional level, a certificate of recognition and a prize of in cheque of PhP15,000 will be given to regional winners for each category.

Prizes shall also be awarded for the special category entitled “Nestle Leadership for Water”. This award is aimed at recognizing and promoting water management solutions and practices of schools. A prize of PhP20,000 will be given to each of the winners at the national level for college, high school and elementary school categories. A prize of PhP10,000 and certificate of recognition will be awarded to each of

the regional winners of all categories.

Another special category entitled “Meralco Energy Leadership Award” will recognize schools that promote practices and initiatives in electrical safety, energy efficiency and conservation. Our government officials should be reminded that there are laws that criminalize illegally extended families in concubinage, bigamy, and adultery and other forms of immoral acts, relationships and practices prohibited by the Penal Code, Civil Service Code, and the Code of Ethics for government servants. Surely, they are not exempt from these codes.

Come to think of it, is there anything to expect from criminals to eradicate criminality?

To say also that there is nothing wrong in maintaining relationships with other women as long as they are already rich and well off is no doubt a fogged or drugged thinking. It is suggesting that a government official would only become corrupt if his paramours are financially struggling because he would then be forced to enrich himself through his position and influence so as to meet and satisfy their needs and wishes and secure further their loyalty and the endearment of the family extensions by providing employment and other special favor to their poor relations. With rich women, would these pressures be no longer obtaining?

Far from it. Corruption can, in fact, be richer and juicier with rich paramours.

Why? In addition to the above perks and privileges that they will certainly not let pass, if they are in business, big government contracts may be facilitated for them or special concessions, like in franchising, access to new business opportunities, quick and hassle-free government support services for their enterprises may be accorded to them or their close kin with no sweat at all.

How can the government honestly fight corruption and the drug menace, which is also a grave corruption problem, if its enforcing agents are entangled in a web of corruption pressures and possibilities? . Murad acknowledged that meeting the May 18 or May 15 target date is “very challengeing.”

He noted that it took time for the internal rules to be adopted and the committees set up so “with the pace now of the BTC, talagang very challenging, mahirapan kaya lang (difficult but) it’s not impossible.”

He said he hopes the BTC commissioners “can develop strong partnership para magkaroon ng common objective para matapos kaagad.”

He reiterated that the draft BBL should comply with the Framework Agereeent on the Bangsamoro that the GPH and MILF peace panels signed on October 15, 2012 and the Comprehensive Agreement on the Bangsamoro signed on March 27, 2014.

The BBL’s passage will pave the way for the creation of the Bangsamoro, a new autonomous politcial entity that will replace the Autonomous Region in Muslim Mindanao.

Meanwhile, the peace implementing panels of the GPH and the Moro National Liberation Front (MNLF) have met, informally, four times but have yet to hold its first formal meeting.

GPH peace implementing panel chair Nabil Tan told MindaNews there will be no formal launch like the BTC but they will make a formal call on the President within the first half of April.

MNLF founding chair Nur Misuari’s temporary liberty is until April 27.

IBON also said that aside from higher and decent wages, reforms that will truly develop domestic key industries would help create long-term quality jobs and reverse the jobs crisis.

development depends on building Filipino industry and changing the terms of foreign trade and investment relations, thus discussions on these are particularly significant, said IBON. The markedly growing protectionism in the US, Europe and other advanced capitalist powers underscores the flaw in over-reliance on global markets. The group asserted that it has become even more urgent to develop the national economy in a sovereign and independent manner that is not dictated by foreign capital, governments, and international agencies.

IBON said that these are much-needed social and economic reforms to build the foundations of a just and lasting peace.

The peace talks and the CASER in particular is a chance for the government to begin reorienting economic policy to uphold real national development and the welfare of the majority of the Filipino people. Making substantial progress on negotiating an agreement on these reforms would help create momentum for and sustain other agreements being negotiated by both sides, including the proposed bilateral ceasefire.
