Longer rotating power outages hit Davao areas anew DAVAO City -- Longer rotating brownouts from four to eight hours in a day hit Davao Light franchise areas anew since Wednesday last week.

While in the past weeks Davaoenos were already experiencing 30 minutes to one hour power outages, Davao Light and Power Company started imposing longer brownouts on peak and off-peak hours after

supply from the Mindanao grid further decreased.

“This is due to the further reduction of the power supply from major hydropower plants in Mindanao caused by the worsening effect of the El Niño phenomenon as advised by the National Grid Corporation of Philippines (NGCP),” said Ross Luga, Davao Light AVP for Communications and Branding.

Luga confirmed that starting April 6, the duration of the rotating outages in Davao Light has increased from a maximum of two hours to four hours.

B u t s i n c e Tu e s d a y night, some areas in the city experienced four hour brownouts. Others have complained that Davao Light imposed four in the morning and another four at night.

In a statement, Luga said the longer brownouts was due to the emergency shutdown of one of the units of the Therma South Inc. (TSI) coal-fired power plant, which Davao Light has a 50 MW contract. TSI has advised that it is still conducting investigation to determine the problem.

Davao Light emphasizes that due to no reserve in the Mindanao grid, any major

plant that will undergo shutdown will extend the length of time of the rotating brownout including Davao Light.

New generating plants mostly coal-fueled power plant in Mindanao, which Davao Light has contracted additional power supply, are coming in May and August 2016.

Luga however said that Davao Light will continue

to optimize on its supply contracts with the other generating plants, activate the Interruptible Load Program and run the standby Bajada Power Plant.

“The company will also continue to give its customers daily updates on any changes in the power supply situation,” he added.

The implementation of the Seniors High School (SHS) begins at the School Year 2016-2017. It is under the K to 12 Program of Department of Education ( DepEd).

The fourth year high school now called as Junior High School (JHS) under the curriculum of K to 12 Program. They will have only “completion Ceremony” where each will receive Junior High School Certificate. Unlike the “traditional graduation” , where students will receive a diploma for completing the secondary or high school education.

FIRE victims in sitio Bitanag in Barangay 35 under Punong Barangay Modesto “Jun” Ligtas are still asking why they have never received any cash assistance from the barangay or, the city government under Mayor Oscar Moreno nearly one-year after the incident.

Dozens of houses were levelled when the fire struck sitio Bitan-ag in Barangay 35, Cagayan de Oro City at around 3:45 a.m. on April 22, 2015 destroying at least thousands-worth of properties.

Despite the presence of fire stations nearby, firemen failed to respond on time leaving local residents to band together to put out the fire but to no avail.

Anyway, it happened.

Now, what happened? Nearly one-year after, those fire victims that belonged to Barangay 35 are still hoping, if not dreaming, that the government will help them--in cash or, in kind.

Renante Namocatcat, one of the fire victims in Gusa, expressed dismay over the delay in the conduct of assessment by the City Disaster Risk Reduction and Management Council (CDRRMC). Namocatcat said until now, the CDRRMC has not given them any update on the incentives due them.

I am thinking, what if Digong wins and Alan loses?

Can Alan still “right” the “wrong?” Or, at least have the guts of telling Digong “mali yan, mayor.”

This erroneous belief blurs the actual and beneficial purpose of assigning homework to the learners, as educators and facilitators of learning, let us remember that the real

use of homework is to supplement and enhance the understanding of the learners for the topic helping the student an avenue to practice and master the skills and concepts that they have learned while attending our class. And homework should not be something the ironically hampers the process of learning. Let us bear in our minds as teachers that we provide homework to help them improve and not to stress them out.

DIPOLOG City -- “Dipolog is certainly soaring high and that we have finally claimed our rightful place in the map with Dipolog City’s success story presented as a model in various gatherings.”

This was the statement of Mayor Evelyn T. Uy during her 9th State of the City Address (SOCA) on March 31, 2016 at Top Plaza Hotel, this city.

“Our city received recognitions from various agencies and institutions.

Among them are the Hall of Fame Award for our health advocacy program against smoking, and for being a child-friendly City,” she stressed.

It can also be noted that the city earned the Department of Interior and Local Government’s (DILG) Seal

of Good Housekeeping and named by the National Competitiveness Council (NCC) and Department of Trade and Industry (DTI) as the Top 1 Most Competitive Component City in the region last year.

In 2014, the city received the prestigious Galing Pook award for Dipolog’s Urban Renewal Program and in 2015, Dipolog was among the only five local government units (LGUs) in the country to be certified as part of the Islands of Good Governance and was showcased during the recent Asia-Pacific Economic Cooperation (APEC) Senior Leaders Meeting in Manila.

The lady mayor recalled that last year, she was invited at Singapore’s Nanyang Technological University to tell the story of how Dipolog City was able to transform a coastal slum

into what is now known as Boulevard.

The economic upliftment of relocated families affected by the foreshore development was also the subject of a discussion during the Philippine Political Science Association convention held in the city.

“I was likewise asked to talk during the Urban Environmental Accord International Summit in Iloilo City on our plans for the proposed Integrated Urban Development Program that will put together the complete development of the Dipolog seaport in Galas, the completion of the entire stretch of the Boulevard and the rehabilitation of the Dipolog Fish Port,” Mayor Uy reported.

PAGADIAN City -- A total of 225 job applicants were hired on the spot in a jobs fair organized by the Department of Labor and Employment (DOLE) and the city government here on Thursday at the New Executive Function Hall this city.

DOLE-Zamboanga del Sur officer-in-charge Camilo Encila Jr. in his message said the applicants who were hired on the spot were composed of 162 males and 63 females.

The participating recruitment agencies, Encila added, include Century Pacific Foods , Permex Producer and Exporter Corporation, South Asia Canning, and Universal Canning are based in Zamboanga City.

“The canning industry and allied services allocated 1,973 vacant jobs for the job seekers in the city consisting of factory and production workers, office workers,

already available in the venue. “It is the employers who give the unemployed the opportunity to find a job,” he maintained.

City Councilor Bienvendio Culve, officer-in-charge of city mayor’s office said he was delighted that the DOLE and the city government partnered in launching the program saying, “It helps the unemployed persons especially the poor find job.”

Culve considered the recruitment agencies from Zamboanga City as partners in national development.

“The canning industry and allied services are partners of the DOLE and city government in providing jobs to the unemployed persons,” Culve added.

The Regional Development Council in Northern Mindanao (RDC-X) held simultaneous sector committee consultations on the FY 2017 priority programs and projects of 26 agencies on April 7, 2016 at the Grand Caprice Restaurant, Cagayan de Oro City.

About 200 representatives of government agencies, local government units, state universities and colleges, and non-government organizations participated in the review of the FY 2017 budget proposals of the regional offices of DOLE, DILG, CHED, DOH, DepEd, TESDA, NHA, DTI, BFAR, DA, DENR, DAR, MGB, EMB, DPWH, LTO, MARINA, PPA-PMOs, NTC and NIA. The 2017 budgets of six State Universities/Colleges ( CPSC, NMSC, MOSCAT, CMU, MSU-IIT and MOSCAT) were also presented.

The sectoral committee consultations were presided over by Dr. Erlinda Burton (RIMCU) for Macro and Development Administration; Director Alfonso P. MALAYBALAY City––The Protected Area Management Board of Mt. Kitanglad Range Natural Park approved Wednesday the construction of additional firelines in response to fire incidents that have damaged grasslands and natural forests in parts of the mountain range since February this year.

Ma. Theresa Allen, chief of the Provincial Environment and Natural Resources Office-Bukidnon said the provincial government has committed to allot P5 million from its calamity fund for forest fire suppression as well as firefighting equipment.

Allen said P2.8 million will be spent as cash incentive for local residents who will build the firelines.

The remaining amount will be used to purchase firefighting tools including protective gear like masks and gloves, she added.

Scattered rain showers occurred in Bukidnon, the Northern Mindanao province hardest hit by the prolonged El Nino phenomenon, an agriculture official said Saturday.

Mary Grace Sta. Elena, regional spokesperson of the Department of Agriculture (DA) here, said the rains were experienced in the town of San Fernando, and Malaybalay City, both in Bukidnon, Friday afternoon.

She said DA conducted “cloud seeding” in many areas in Northern Mindanao Friday to induce rain amid a prolonged drought that started since October last year.

PhilRice intensifies promotion of El Niño ready technologies THE Philippine Rice Research Institute (PhiRice) has recommended the use of drought-tolerant varieties and technologies to help farmers cope with the ongoing El Niño phenomenon.

“Rice normally grows at temperatures between 2035°C. Reports have indicated that temperatures above 35°C is critical for rice growth especially during the reproductive stage. At present, temperature may reach up to 38 to 40°C,” said Dr. Norvie Manigbas, PhilRice plant breeder.

Based on the studies, rice yield can decrease by 10 percent for each 1°C increase in minimum night temperature during the dry season.

Aggie dept embarks on cloud seeding in Region 11

DAVAO City––The Department of Agriculture in Region 11 has embarked on a cloud seeding operation to cushion the damage to crops caused by the El Nino

phenomenon.

In a press conference during the 2nd World Bank Implementation Support Mission at the Marco Polo Hotel Davao, DA-11 regional director Remelyn Recoter said the agency’s Bureau of Soil and Manage-

ment Bureau has contracted a private helicopter from Cebu for the job.

Based on the P2.6-million contract, she said two personnel from the Philippine Air Force will assist in the operations will last for 45 hours.

Depending on weather conditions, she said the operation will succeed if there are “seedable” clouds with a wind velocity below 10 kilometers per hour so that rains won’t be drifted to the Davao Gulf.

DSWD’s Listahanan identifies 1.5-M Pantawid Pamilya families lifted from poverty The recent second round of household assessment for Listahanan or the National Household Targeitng System for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development (DSWD) showed that a total 1,511,320 beneficiaries of the Pantawid Pamilyang Pilipino Program have improved their status to “non-poor”.

This figure represents a large percentage (36%) of the total 4.2 million active Pantawid Pamilya beneficiaries.

“The improvement in the lives of these 1.5 million Pantawid Pamilya beneficiaries is due to their dedication and hard work to break from the intergenerational cycle of poverty that they have been in,” Secretary Corazon Juliano-Soliman shared.

Of those who have transitioned to non-poor, about 67,968 or 4.5% are still at risk of reverting to poverty when faced with disasters

and economics shocks.

Studies classify this group as the “vulnerable” or “transient poor”. These are households who registered as non-poor at a particular year but are dragged back to poverty a few years after.

“Given the number of natural disasters that hit the country in recent years, the DSWD recognizes the need to extend assistance to these families to keep them from becoming poor again,” explained Sec. Soliman.

Using the mentioned studies, the DSWD pegged 1.1 or 10% above the poverty line as the threshold that will enable them to identify the vulnerable families in the assessment. By applying the said threshold to the result of the Proxy Means Test (PMT), the Listahanan will be able to generate a list of vulnerable families.

Then, the Department can craft programs that specifically address the needs of this sector.

The PMT is a statistical model that approximates household incomes based on specific household characteristics such as education attainment, livelihood or occupation of household members, and appliances, furniture and other household assets, among others.

Of the 15.1 million households or 16.7 million families covered in the 2nd assessment, the Listahanan identified 880,978 households or 983,816 families as vulnerable.

The DSWD encourages other agencies and organizations involved in social protection to allot a portion of their resources to implement programs that will help vulnerable households attain the level of self-sufficiency.

The complete profile of the vulnerable poor, which includes breakdown per sector, geographic location and employment or occupation, among others, is available upon request.

Vice Presidential aspirant, Hon. Maria Leonor “Lenie” Gerona-Robredo, Congress representative, 3rd District Province of Camarines Sur had visited Bukidnon, despite her hectic schedule she managed to attend the

Distinguished women’s rights advocates and change makers will take the lead in discussing the current issues faced by women today.

This summit aimed to be a glimpse into what women, as individuals, and people,

as a community, can do to inspire and empower other women to help themselves and others.

Furthermore, Robredo promised to continue the efforts of her husband, the late former Local Government Secretary Jesse Robredo, to empower local government units in the autonomous region via administrative and fiscal interventions meant to improve the capability of LGUs to manage peace and development projects.

Allen said they also proposed buying flashlights because it’s ideal to do fire suppression work at night and early in the morning due to cooler temperature.

As of Wednesday, Allen said in a report to the PAMB, fires have burned 72 hectares of natural forest with Libona town accounting for the biggest damage at 70 ha.

But she added that they have yet to determine the extent of damage to natural forests in Malaybalay and Sumilao where forest fires were still ongoing.

For grasslands and buffer zones, the fires destroyed 20 ha in Lantapan and 4 ha in Impasugong. There was no figure yet for Malaybalay.

Allen said fires damaged at least 52 ha in Libona that were reforested under the National Greening Program.

Last week, fires erupted in Barangays Sil-ipon and Capehan in Libona town, Kibenton in Impasugong town, Dalwangan and Imbayao in Malaybalay City,

and Songco in Lantapan town.

Mt. Kitanglad Range (47, 270 ha) sits in the northwestern part of Bukidnon.

It is considered a significant biodiversity site and the headwaters of several major river systems in Mindanao.

Fires destroyed around 300 ha of grasslands and natural forests in Mt. Kitanglad during the 1998 El Nino.

The biggest damage was recorded during the 198283 drought, when around 6,000 ha of forests burned.

For water-saving technologies, the PhilRice recommended the alternate wetting and drying (AWD) and low-cost drip irrigation system (LDIS) technologies.

Developed by International Rice Research Institute, AWD guides farmers when to irrigate or not the rice field. Hence, this prevents wasteful use of water.

PhilRice studies show that use of AWD also minimizes greenhouse gas emissions in paddy fields.

LDIS is also used for efficient use of water and is recommended for irrigating rice-based crops.

Meanwhile, the use of fossil fuel-free technologies such as the rice hull gasif ier-pump system, windmill-pump system, rice hull stove and carbonizer lessens production cost and is environment-friendly.

The rice hull gasifierpump system uses rice hull instead of gasoline or diesel in pumping water from the ground. It is recommended for rainfed areas where fuel expenses are high.

The wind mill-pump system is applicable in areas where wind energy is abundant.

A device called rice hull carbonizer processes the rice hull into biochar (charcoal).

Aside from being used as soil conditioner, biochar is also popular as main ingredient in producing organic fertilizers thus, reducing dependence on synthetic fertilizers. (PNA)

Honda Powerhouse Motorcycle Models Unveiled at the IR Bike Festival Honda Philippines Inc., the leading Motorcycle manufacturer in the country showcased their best portfolio line-up in a stateof-the-art booth structure at the World Trade Center during the 10th Inside Racing Bike Festival. The futuristic appeal of this set-up has been mimicked from 3 idea concept which Honda has valued most– Modern Technology, Racing Image and Dominance.Various images were flashed on spectaclear glasses prior the launch proper. These images replicate a 3D-inspired execution of the motorcycles and its unique parts to be unveiled until all MCs has been showed live on stage.

Delegates were enticed with Honda fun-fare activities, and lead to sponsored areas where they can enjoy and understand Honda’s cutting edge technology at the same time.

Strong man’s bell manifests dominance and strength just like Honda as a giant market leader with its unique feature – Enhanced Smart Power Technology. And to boost furtherthe product awareness, audience were lead to try Honda Virtual Puzzle with different Honda MC Brands blazed on screen to promote brand recall and identity among the audience.

The main booth also featured a cliquey and a well-designed VIP Lounge (2ndFloor), where special guests are invited to stay, and received good accommodation from HPI Associates. Before going out in the exit area, spectators were ushered to check Honda Philippines’ exclusive exhibit area for their spare parts/ accessories merchandising and race game simulation.

Honda test ride section amplified audience’ Gen-S experience with the MC line up of automatic and sports models, so the public will have first-hand experience of Honda’s SMART Technology advantage.

Honda Philippines Inc. in realizing its Philosophy of providing 3 Joys to their end-consumers – Joy of Buying, Selling and Creating, has once again launched new species of Generation-S models in this highly-attended event of IRGP. Honda spiced up the excitement of automatic/ scooter adherents with the introduction of the all new Click125i and its enticing colour variants –Candy Rose Red, Pearl Horizon White, and its flagship color -- Matt Axis Gray Metallic.

backbone model – CB150R Streetfire. This high-caliber unit features a liquid cooled, 4 stroke, DOHC-4 Valves that pushes superior Engine Technology Performance, better acceleration with its 12.4 kw/9000 rpm maximum power and 13.8 Nm/7000 rpm Torque limit and absolute convenience through its Kick/Electric starting system. This model will definitely attract the fanatic’s attention when they got to see its al-led lighting system and a futuristic full digital meter panel.Though will be officially available on June 2016 in Honda Dealer shops, this icon received numerous inquiries and advanced reservations during the festival’s exhibit.

Completing the line-up of highly-anticipated launch of Honda Philippines is the unveiling of the most-awaited RS150 Repsol Edition. Repsol as a trademark, resembles power. It manifests pride, passion and strength in the racing industry. Repsol Honda is the official factory team of Repsol S.A. and Honda Racing Corporation in the MotoGP World Championship. RS150 Repsol Edition replicate this recognition. The superficial body color itself says it all, as many riders have high affinity and sporty preference on Repsol Image association.

RS150 Repsol Edition makes it even stunning with its unique and colored mags, special crankcase, matt axis gray metallic rear grip, and red-colored mono shock absorber.
