PCUP to host 1st LGU Forum on October 25

MANILA – The Presidential Commission for the Urban Poor (PCUP) will be hosting its first Local Government Units (LGUs) Forum on Oct. 25 to present its projects for the fiscal year 2023 and programs for its upcoming Urban Poor Solidarity Week (UPSW) in December.

In a press statement, PCUP chairperson and chief executive officer Undersecretary Elpidio Jordan Jr. said the forum aims to increase awareness of the PCUP’s programs and services that will enable urban poor communities to enhance their accessibility for a better life.

He said the forum will focus on expanding opportunities for the urban poor in partnership with LGUs in Metro Manila and Luzon.

MANILA – The Marcos administration’s “Pambansang Pabahay para sa Pilipino: Zero ISF 2028” program is expected to generate about 1.7 million jobs for Filipinos per year.

Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Rizalino Acuzar said the jobs would be created annually when the program goes full blast with the construction of housing units.

“It is projected to have direct and indirect jobs in the sector especially in areas where mid-rise to high-rise units will be built,” Acuzar said in a news release on Sunday.

Citing government studies, the DHSUD said at least eight workers are needed in the construction of a housing unit within a certain period.

The national housing program aims to provide shelters for over six million families in six years, or a million housing units per year until 2028.

To accelerate production and reduce reliance on the General Appropriations Act, funding for the housing program will go directly to interest support for beneficiaries.

MANILA – The Pantawid Pamilyang Pilipino Program (4Ps) can still be improved and will continue to serve its purpose if its flaws are corrected.

In a radio interview on Sunday, Senator Sherwin Gatchalian said 4Ps is at least 50 percent successful in terms of education but ineffective in poverty alleviation.

The goal of Republic Act 11310 or the 4PS law, signed in 2019, was to break the intergenerational cycle of poverty by fostering change in behavior among parents

to invest in their children’s future, through the health, nutrition, and education aspects.

The Department of Social Worker and Development (DSWD) implements the program.

Under the law, a beneficiary will be excluded after seven years of availment.

Gatchalian said he will require DSWD to submit studies to show the effects of 4Ps in the health, education, and poverty alleviation of some 4.4 million beneficiaries who get assistance between PHP2,000 and See NEEDS, page 10

MANILA – Senator Win Gatchalian has filed a Senate resolution seeking to establish the oil and gas potential in the West Philippine Sea (WPS) to address the country’s import dependence for its energy requirements.

The Senate inquiry is to push exploration, development, and utilization of such oil and gas reserves toward achieving energy security and self-sufficiency.

“Given persistent global energy shocks, it is important for us to ascertain the oil and gas potential in the West Philippine Sea for the country to have some level of stability and protection from the tumultuous geopolitical conflict in foreign countries that has severely impacted local energy prices,” Gatchalian said.

Coping mechanisms are referred to as survival skills. These are strategies used to deal with stress, pain and natural changes experiences in life. Stress can be experienced when there is a combination of difficult emotional and physical behaviors displayed by the child before and after it is diagnosed. When there is a high level of stress experienced by the entire family, they will then need to make adjustments in order to cope and function at an adequate level. Coping mechanisms are behavioral patterns which can be learned from others in order to cope. According to research, coping mechanism represents an individual’s cognitive, affective and behavioral efforts to manage external and/or internal demands. It is for a conscious, rational way of dealing with anxieties of life. These are also considered as self-protection strategies adopted by an individual who undergoes stress. No parents are ever prepared to have a child with exceptionalities (Smalley, 2000). Facing such situation is a great challenge for them, thus, they need to have coping strategies to deal with the problem. In order to reestablish balance within the family, the most popular coping strategy was support from family members.

Coping does not necessarily reach an endpoint or a completion, rather coping comprises

on-going strategies to deal with on-going stressors (Draper, 2009). This means coping mechanisms improve through time but does not end. Fathers have difficulty in discussing sensitive issues. This difficulty is very much presenting the case of the fathers who barely talk about their feelings especially because they have a hard time discussing their children’s illnesses (Broger, 2011). Also in another research, fathers were largely ignored by health professionals and supporting agencies. The more they refuse to share, the more their involvements are ignored by health professionals. In the study of Altiere (2006), it was mentioned that fathers of children with disabilities can employ negative coping behaviors. They use more withdrawal and avoidance coping behaviors. It is also suggested that fathers sometimes coped through working away from home (Gupta, 2005). It is likely that males are underinvolved because involvement causes anxiety (Altiere, 2006). According to the study of Gupta (2005), the parent who was most likely held responsible for their child’s behavior are the mothers and this was both by their husbands and by people outside the family. This is the reason why mothers are expected to be more involved than the rest of the family members. They are expected to implement positive coping strategies

and perceive moral support.

There are gender differences in the coping strategies of parents. According to Sullivan (2002), varied reactions are made by mothers and fathers who can bring a large gap in understanding the coping strategies of parents. This means that it could also gather varied responses from people who regularly interact with the parents. This difference could be supported by the Gender Role Strain (GRS) Model by Pleck as mentioned in Sullivan’s (2002) study where it tackles on the Gender Role Discrepancy, Gender Role Trauma, and Gender Role Dysfunction. Males exhibit a greater ability to detach themselves from the emotions of a situation and more inclination to demonstrate emotional inhibition or “bottling up of emotions (Lawrence, et al., 2006). Some fathers may use an emotion-focused coping process with a religious dimension in the study of Broger (2011), but females, on the other hand, tend to express their emotions on a wider range. Speaking to friends and family-- especially to mothers who also have children with special needs-- is their way of dealing with emotions (Gupta, 2005). This suggests that males have a tendency to avoid using emotion-focused approaches such as expressing their feelings in contrast to females who predominantly use this approach.

The Couple’s Amazing Life of Service is a WAKE-UP CALL

CONTEMPORANEOUS spiritual leaders are one in their contention that it is imperative for humanity to be unfettered from the egoic-mindset to have spiritual enlightenment to effect social transformation for people, planet, prosperity and peace which is being advanced by the United Nations in the UN’s issuance of the 17 Sustainable Development Goals. While the couple’s amazing life of service of Dr. Jesus Guiab and Atty. Remedios Guiab can be likened to a light that has liberated Wao from poverty, gross inequity, social injustice and conflict as the couple has put their lives in the Hands of God, the same can be applied everywhere else as a sort of a wake-up call for humanity that is in deep slumber. Indeed, debunking unbridled materialism and consumerism amidst spiritual denigration and morale collapse can be done by going to the sublime as exemplified by the amazing couple.

The couple’s life of service may just be a “drop in a bucket,” but can provide a glimmer of hope as the homo sapiens, based on the Oxfam Studies, are now undergoing transformation to become Spiritus Luminous (en-

lightened spirits) or homo pacem (men and women for peace). It has been said that the most flawed species of all of God’s creation is the homo sapiens. In the 20th century alone, the number of people who died a violent death in the hands of their fellow humans would rise to more than one hundred fifty million. Such happened not only through two world wars but also through exterminations and genocides.

The harm being done is not just limited to human beings but to the Mother Earth as well. Billions of life forms be flora or fauna have been sacrificed to the altar of greed and profit.

Worse, the collective manifestation of insanity is now felt by the earth itself as it is now in the precipice of its 6th extinction which is anthropogenic (man-made).

The amazing life of service of the couple has trailblazed the much-awaited transformation which is now unfolding world-wide, although very rare, towards humanity’s quantum leap in its evolutionary growth.

Such will be the amazing awakening move to stop humanity’s falling down into the precipice as announced by thousands of concerned scientists and en-

vironmentalists worldwide that the “earth is just one minute before midnight.”

To have a clear grasp of the importance of the spiritual enlightenment process, let us have some reflections on the current socio-economic-political and ecological developmental realities.

There is no question on the impressive achievements of humanity as the human mind is highly intelligent but its very intelligence is tainted by madness that has created dysfunctions which are accelerating and intensifying. As explained

by Atty. Marilou Ravanera Ares in her book, “Our Balancing Acts,” she said, “the global development problems that we are currently facing, and the state of development that we are currently experiencing are seemingly heading towards the opposite direction of development. Development is becoming incoherent, or mysterious even, that while there is advancement in technology, progress in industry and increase in production, that would supposedly set the stage for humanity’s well-being and See PEACE, page 11

Preparing for the end times

THIS is just to be realistic. It’s not meant to scare us or to be a killjoy or a wet blanket in our life. Not only do we all die. There is also the end of time itself. Our earthly existence is just a sojourn, a training and testing ground before we enter into our definitive life for all eternity, hopefully in heaven with our Father and Creator God. We need to develop a good and healthy sense of our life’s end, which is our death that can come to us anytime, as well as the end of time itself. If we follow our Christian faith, we know that there is nothing to be afraid or anxious about in these truths of our faith.

We would know what truly is the purpose of our life here and of our earthly existence in general. We also would know that we have all the means to pursue that purpose properly. We are somehow reminded of this truth of our faith in that gospel episode where Christ talked about the end of the world. (cfr. Mk 13, 24-32) But, yes, we have to develop a good and healthy sense of how to end our life well, properly prepared to meet Christ in our particular judgment as well as in our general judgment during

Christ’s second coming.

Having a good sense of the end gives us a global picture of our life that spans from time to eternity, and sheds light on the present. It guides us. It gives us a sense of confidence and security. It reassures us that we are on the right track, that we are doing well.

The sense of the end motivates us to make plans always, to be thoughtful and anticipative of things. It also teaches us a sense of order and priority. It motivates us to set goals, make schedules and the prudent use of time.

Ultimately, it helps us to distinguish between the essential and the non-essential in our life.

A person who does not have a sense of the end is obviously an anomaly. He tends to be lazy and prone to his personal weaknesses, to drift off aimlessly and lose control of his life. Such person is usually called a bum, a tramp or a vagrant.

In this regard, we have to learn to look forward to the second coming of Christ.

That’s when Christ, the pattern of our humanity and the savior of our damaged humanity, will come again to make the final judgment on all of us, establishing the

definitive and eternal Kingdom of God that is meant for us. Obviously, we have to prepare ourselves for it.

This truth of our faith was implied when some leading Jews once asked Christ when the Kingdom of God would come. To which, Christ answered that “the coming of the Kingdom of God cannot be observed, and no one will announce, ‘Look, here it is,’ or, ‘There it is.’ For behold, the Kingdom of God is among you.” (cfr.

Lk 17, 20-25) This attitude of waiting, expecting and making the proper preparation for the second coming of Christ should be learned by all of us. And we can do that by strengthening our belief that Christ is actually already with us. He is everywhere, around us and inside us.

We just have to develop the habit of looking for him in order to find him.

Only with Christ, can we be properly prepared to face him in the final general judgment during his second coming.

BACOLOD CITY – The Bailes de Luces (Dances of Lights) dancers of La Castellana, Negros Occidental received the Best Foreign Performer Excellence Award at the 2022 Chungjang Recollection Festival in Donggu, Gwangju City, South Korea on Saturday night.

One of Gwangju’s most famous gatherings, the Chungjang Recollection Festival featured performances, exhibitions, street parade, and performance by cultural assets, among others.

For topping their category, the Bailes dancers received a cash prize of 2 million won, or equivalent to about PHP82,000.

Farmers of far-flung village in Agusan finally get rice mill after a long time

PROSPERIDAD, Agusan del Sur -- Johnny Casugudan, a village councilman in the mountainous far-flung village of Guibonon in Esperanza town, was ecstatic upon receiving a portable rice mill personally donated by Agusan del Sur 1st District Rep. Adolph Edward Plaza.

It was the first time that farmers in their village located near the boundaries of the provinces of Bukidnon and Misamis Oriental have mechanized rice and corn miller that will produce a better quality of the Filipino main food staples.

The farmers there, he said, would have to hire a habal-habal motorcycle (passenger motorbike with wooden wings) for P2,500 to bring their palay and corn to the town center and another P2,500 fare to bring the milled rice and corn back to their place.

The distance of their village from the town center is about 61 kilometers and the

Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 25, 2022 at 9:00 a.m. at which time, date and place. Executive functions, such as decisionmaking, emotional control, and cognitive flexibility, are carried out by this region of the brain. The adolescent brain is flexible; it can adapt to its surroundings and alter as needed. Certain activities can support the adolescent brain’s healthy growth far into adulthood. The adolescent brain is likewise susceptible to impulsivity, but it is also quite receptive to praise.

To model timeliness and productivity, you must adhere to your own standards. You have more opportunities to concentrate on teaching and learning the more structured you are. This will encourage your kids to adhere to deadlines and respect schedules.

Though consistency is crucial generally, it may occasionally be necessary to attend to a student’s requirements even if doing so disrupts the schedule or routine. Don’t forget to discuss the purpose

MOST of us have conducted an investigatory science project without even knowing it or at least without knowing that’s what it was called.

Most science experiments performed from elementary to high school students and all the way up to professional scientists are investigatory projects.

An investigatory project is basically any science experiment where you start with an issue or problem and conduct research or an investigation to decide what you think the outcome will be. After you’ve created your hypothesis or proposal, you can conduct a controlled experiment using the scientific method to arrive at a conclusion.

Remember however that

a successful investigatory science project does not necessarily have to result in the intended outcome. The purpose of these projects is to think critically and if the solution doesn’t work out, that doesn’t mean your project will fail.

In order to conduct a great investigatory experiment, you have to ask an interesting question and be able to conduct an experiment that can hopefully answer that question. The harder and more intriguing the initial question is, the better the resulting investigation and experiment will be. The first step in making an investigatory project is selecting a topic to research on.

He has directed the Department of Public Works and Highways to build more farmto-market roads (FMRs) and post-production and processing infrastructure, considering their key roles in facilitating the delivery of farm inputs and products from the farms and trading centers, and most especially in ensuring higher value-added and incomes for farmers and their products.

Rice production To attain a higher level of food security, the President has set a new target output of 20.24 million metric tons (MT) of unmilled rice (palay) through a higher budget for the existing Rice Program to complement the Rice Competitiveness Enhancement Fund implementation.

As of August 31, 2022, a total of 527,071 bags of hybrid seeds and 479,483 bags of certified seeds have been distributed to eligible farmer-beneficiaries to cover 1.006 million hectares.

Some 634,298 fertilizer discount vouchers amounting to P1.13 billion covering 674,558 hectares have so far been issued, of which 174,996 amounting to P322.76 million have been claimed covering 198,953 hectares. In addition, 83,832 packs of BioN have been distributed nationwide, covering 14,766.40 hectares of rice fields.

The DA Rice Program has also distributed 442 production and post-harvest machinery and equipment including tractors, harvesters, rice mills, hauling trucks, and dryers, and established 24 drying facilities.

Furthermore, 282 projects consisting of diversion dams, shallow tube wells, and 6,787 linear meters of irrigation canals have been constructed to serve an area of 1,449 hectares.

Rehabilitation of Small-Scale Irrigation Projects have restored up to 393 hectares of irrigated rice areas, including the rehabilitation of 5,045 linear meters of irrigation canals and four diversion dams.

The DA has also facilitated trainings with individual rice farmers to equip them with leadership and management know-how, soft skills, project management, digital tools for agriculture, and agri-entrepreneurship.

CAGAYAN DE ORO CITY Mayor Rolando “Klarex” Uy announced to the trimedia in Cagayan de Oro that two big investors from Italy have shown interest in pouring investments in the city.

As this developed, on Thursday, October 13, this year, Italian Consul to the Philippines Antonio Gallo and Vice President of the Italian Chamber of Commerce in the Philippines, Lorens Ziller, visited the Office of the Mayor.

It was learned that both Gallo and Ziller have talked to Mayor Klarex Uy and told the city mayor that they are interested in putting up some businesses in the city.
