by Tropical Storm Basyang that killed five people in the two mining towns of the province.

“It is unfortunate that instead of helping and comforting the victims as good Christian must do in times like this, the church chose to amplify and speculate on baseless and unfounded accusations,” Pimentel said in a statement.

Bukidnon farmers to receive free corn seeds, fertilizers MALAYBALAY CITY— Some 28,900 corn farmers in Bukidnon will start receiving free corn seeds and fertilizers next week.

Zubiri Jr. said farmers who are tilling a total of 26,000 hectares of corn will each receive a bag of R R c or n s e e d s and 57,800 bags of 14-13-14 fertilizers, Alson Quimba, provincial agriculturist, said the beneficiaries are corn farmers who are tilling at least a hectare of land.

“The beneficiaries are poorest of the poor corn farmers in the province.

Meaning, corn farming is their only means of livelihood and no other source of income,” Quimba said.

“The seeds and fertilizers will be delivered by the suppliers to the city or town gymnasium where the distribution will be held,” Quimba said.

Corruption cannot be solved overnight: Palace Amid the unwavering efforts of the Duterte administration to combat corruption, Malacañang said Friday the country's deep-rooted problem cannot be solved overnight.

This was Presidential Spokesperson Harry Roque’s reaction to the results of Transparency International’s (TI) Corruption Perception Index (CPI) 2017, which showed the Philippines’ ranking slip to 111th out of 180

countries from 101st in 2016.

“We have to underscore that corruption is a problem that cannot be solved overnight,” Roque said in a press statement.

Thus, he added, the administration of President Rodrigo R. Duterte is taking “seriously” the results of the annual CPI. According to TI’s CPI 2017, the Philippines got a score of 34, down from 35 in the 2015 and 2016

TI’s reports.

Roque said he noticed that the Germany-based global civil society organization factored in the protection of the press and non-governmental organizations in its ranking.

The TI, he added, mentioned the Philippines as among countries that scored high for corruption, have fewer press freedom, and higher number of journalist death.

LGU Tagum begins construction of locally-funded big-ticket infra projects

The Local Government Unit of Tagum City scored another big win after the successful ceremonies for the groundbreaking series of 2018’s first big-ticket infrastructures.

With the financial loan provided by the Development Bank of the Philippines (DBP), the construction of the Php 8 million Meditation House, the Php 4 million Child Minding Center, the Php 190.7 million Cultural and Historical Center, the Php 30.5 million Tagum City Police Training Complex, the Php 20 million City Disaster Risk Reduction Management Office (CDRRMO) Building, and the Php 30 million Tagum City Overland Transport and Integrated Terminal (TOTIT) with Commercial Building, has finally been made possible.

The first three-part ground-breaking series was

held last February 14, and the second batch was held on February 19, 2018. Another set of ground-breaking ceremony for the kick-off of phase one of the city’s traffic signalization project will be done on February 27, this year.

Mayor Allan Rellon along with the city councilors, local government heads, Indigenous People (IP) representatives, and Muslim representatives graced the event. The ceremonial signing was completed with the ceremonial drop-off of the time capsules, which contained all the infrastructure plans and documents.

The construction of these projects will be bone by the administration.

Tagum City welcomes this as a momentous and historical event as these new developments pave the way for a progressive City officials led by Mayor Allan L. Rellon pose for posterity during the series of ground-breaking ceremonies for See projects, page 11

GenSan acquires modern mammography machine GENERAL SANTOS CIT Y -- The city government has acquired a modern mammography m a ch i ne as it c ont i n ued the upgrading and e x p a n s i on of t h e c it y hospital’s ser vices.

Glenville G onzales, administrator of the local government-run Dr. Jorge P. Royeca Hospital, said Thursday they are now offering mammography service to patients from this city and the neighboring areas.

He said the city government invested around P17 million for the pur-

chase of the Fujifilm Innovality Mammography Machine, which is used to detect breast cancer and related ailments.

The unit was supplied

by P ro l i f e He a lt h c a re System Corporation, a company operated by a municipal councilor of Kumalarang in Zamboanga del Sur, he said.

Gonzales said the Fujif ilm mammography machine is considered as among the top-of-theline and most modern, with better features and capabilities when compared to other units.

In Mindanao, he said on ly t he c it y ho spit a l and the Davao Regional Medical C enter in the Davao City has such kind of equipment.

He said the machine is also being used in other countries, esp ecially some hospitals in California in the United States. “ This is a proof that the machine has advanced capabilities and can match up with the qualities of many modern mammography machines,” Gonzales said.

reporters to gain access to public places such as the seat of power that is Malacanang, is nothing but simply an attempt to harass any member of the press.

We are one with Defense Secretary Delfin Lorenzana in saying that authorities in uniform have no right whatsoever to harm civilians gaining access to Malacanang, in this case

Politicians chattering about press freedom are frauds

LIFE’S INSPIRATIONS: “…

-ooo POLITICIANS CHATTERING ABOUT PRESS FREEDOM ARE FRAUDS: The politicians who endlessly chatter and hurl accusations that President Duterte is suppressing press freedom in the country are in reality just showing the great confusion in their minds. The truth is that their accusations are mere lies, in order to destroy the image of the President, hoping that they would be able to score public relations points in their favor.

Why am I saying this about their criticisms against Duterte on the issue of press freedom? Well, try to ask them if they have

ever done anything at all to remove the one true obstacle to the freedom of the press in the Philippines---which are the present libel laws that impose jail terms as a penalty for those who write and air their comments that some consider unfavorable.

It has been a long time that these chatterers have been in power, and were thus in a position to cast libel out to truly uphold freedom of the press. But, did they even lift a finger to remove the laws on libel?

If their professed desire to uphold press freedom in the country has even an iota of truth in it, they should have worked real hard to decriminalize libel. Since they have not done this, we cannot fault Filipinos in thinking that they are fools merely out to defraud the public.

-ooo FILIPINOS ARE A PITIABLE LOT: Filipinos are really a pitiable lot. Imag-

ine, when, not too long ago someone wanted to raise the prices of rice, the staple food’s supply suddenly dwindled and even vanished in some places in our country. After our people became accustomed to higher prices per kilo of rice, supply suddenly flourished and became available.

The same had been shamelessly happening insofar as other basic commodities which Filipinos need in their day-to-day living are concerned. When businessmen dealing in these commodities found the urge to increase their profits, they would simply make the supply vanish to give the appearance of a supply crisis. After increased prices became accepted by consumers, supply would normalize and also become available.

MY, MY, MY MARAWI: Billions worth of rehab in Marawi must involve the people More than funds, more than plans, it is about human beings.

Marawi rehabilitation is about reconciliation.

Many cannot accept what has happened and what will happen; they do not even know really what will happen.

“Justice, this is what we demand”, tearfully said 80-year old Meno Manabilang of Marinaut town, the eldest of the group of evacuee resource persons at the Senate hearing by the Sub-Committee on Marawi Housing held yesterday.

He survived the aerial strikes after having stayed in the former war zone for three weeks. Ten billion pesos is proposed for Marawi but the shock came when TFBM (Task Force Bangon Marawi) said August was the end date for clearing of the Most Affected Area (MAA) .

demanded to enter the said Ground Zero to salvage any belongings. The Senate convened a hearing yesterday (video is posted on Sen JV Ejercito FB), first ever called with concerned displaced persons (IDPs) as resource persons with Marawi City Mayor Majul Gandamra, TBFM, National Housing Authority, Department of Budget and Management, Army Engineering Unit among others.

Housing Committee chairperson Senator Gringo Honasan then emphasized the primacy of information and access. Senator Sherwin Gatchalian also reminded the TFBM and its allied agencies to give data on the damage, profiling of households among others.

TFBM replied that it is the Office of Civil Defense which concluded the post conflicts needs assessment (PCNA) last November.

Gatchalian reminded this so they can give educated recommendations.

Such PCNA was reminded by IDP resource persons to contain damage on mosques and madaris.

There is no constitutional prohibition we reminded the TFBM against spending on damaged mosques because these are heritage structures. A window of light was heard in that those in the MAA or Most Affected Area will be given time to check out their property remnants. The TFBM which is proponent of the Comprehensive Rehabilitation and Reconstruction Program (CRRP) was asked of the timelines and allowing of people to return to the MAA. Mayor Majul Gandamra reported the gradual return back to normalcy for the evacuees who are now staying in the safe zones of Marawi. IDP leaders

Duterte caused the crowd to burst into laughter as he delivered a speech before the start of a public hearing on the Universal Health Bills at the City Council here on

Thursday morning.

The public hearing, presided by Senator JV Ejercito, who chairs the Committee on Heath and Demography, was attended

by Senator Sonny Angara, chair of Committee on Ways and Means; Rep. Helen Tan; and representatives from different provincial, municipal, and city government units.

Elcias Bugsad is now called as “President Du32,” a moniker apparently copied from the abbreviation of the Chief Executive’s last name, Du30.

Bugs ad op ene d his speech with the usual greeting to the guests, followed with a spontaneous message. Some parts were memorized lines from Duterte that he uttered many times over in his speeches.

His witty remarks on the Universal Health Bills, that he supports any measure that would improve health care system in the country, and that he is duty-bound to protect the Filipinos, drew cheers from the audience.

There are currently three versions of the proposed universal health measure in the Senate such as Senate Bill 60, SB 1458, and 1673, and only one in House of

Representatives – House Bill 5784.

Throughout his fiveminute speech, Bugsad copied the President’s firm tone of voice and accent, except that his was bereft of expletives.

Ejercito took notice of his improper attire in the public hearing – barong and jeans – at the end of his speech.

President Duterte once walked the halls of the City

Council, serving as OIC vice mayor from 1986 to 1987 and vice mayor to his daughter-mayor from 2010 to 2013.

Duterte served as mayor from 1988 to 1998, representative of the first district from 1998 to 2001 and mayor again from 2001 to 2010. He was elected mayor again in 2013 until he was elected President in 2016.

PAL puts NAIA-2 annex plan on hold PHILIPPINE AIRLINES (PAL) is putting on hold its plan to build an annex to the Ninoy Aquino International Airport (NAIA) Terminal 2, after the recent proposal of the “super consortium” of conglomerates to rehabilitate the whole airport system.

PAL President and Chief Operating Officer Jaime J. Bautista said the flag carrier is “still in discussion” with Philippine Amusement and Gaming Corp. (PAGCOR) regarding the property where it plans to build an annex.

“Still in discussion but when the consortium takes over they will have to work with PAGCOR. So yes, back seat for now. [Including the plan for another terminal?]

Yes, yes,” Mr. Bautista told reporters last week.

Last September, PAL revived its proposal for a NAIA Terminal 2 annex, which will be built on a 16-hectare area that includes the now-defunct Philippine Village Hotel, the former Nayong Pilipino complex and the PAGCOR property.

However, PAGCOR has said the flag carrier cannot build its proposed P20billion ($400-million) annex on the property adjacent to Terminal 2 since it does not own it.

The gaming industry regulator had said that PAL has been only leasing the 10-hectare property from PAGCOR and does not have a right to use it for any purpose other than as “an aircraft parking ramp/apron facility,” as stipulated under See hold, page 10

The boy will have two teeth pulled in all, a victim of the common case of tooth decay among young people in the island.

Finally, after an excruciating few minutes John steps away from the room inside the clinic. “It’s all done,” he says, breathing deeply and shaking the tension from his arms.

A few minutes later, the doctor high-fives John before heading back home.

At the municipal gymnasium, it’s all packed with people from different communities mostly from this town.

Few dozens were in the line seeking dental help for the two-day medical mission brought by Island Doctors, a group of doctors from Manila whose thrust is to carry out medical and dental assistance to island communities.

“We are thankful to the Island Doctors for their good deeds in the town,” said Dr. Arlene C. Sebastian, the municipal health officer of the local government unit of Santa Monica.

People who had come to the municipal gymnasium

to receive dental treatment and medical care watched as cars with doctors, volunteers, and medicines arrived.

For two days, from Feb. 17-18, some tourists-turnedvolunteers from Manila and Canada came to the town to help facilitate the health services.

“We came to know that there’s a medical and dental mission in the town so we dropped by and offered our free time for the success of this good health mission,” said Canadian Manon Lucie.

Santa Monica resident Victoria M. Platil, who sought medical attention on her ailing eyesight, said they rarely see an activity like this in the town.

At least 433 people, mostly children and old people, were given free consultations and medicines and another 88 people were given dental care, according to Dr. Sebastian.

“After a two-day medical and dental mission, we have noticed that there were a lot of ailing people in Siargao who haven’t gone yet to the doctor. They would suffer unattended,” said Dr. Katrina Palafox-Tablizo, founder of Island Doctors Philippines.

Specialists who have made humanitarian work a cornerstone of their personal and professional lives include orthopedic surgeons Dr. Pebbles Ganal Antonio and Dr. Pinggoy Antonio, pediatricians Dr. Majelle Gagtan and Dr. Geli Espiritu, ophthalmologist Dr. Katrina Palafox Tablizo, radio oncologist Dr. Michael Malabanan and dentist Dr. Ramonito Teves.

A health forum was also conducted at Convergence in General Luna, Siargao Island with lectures that tackled prevalent diseases.

MANILA - Monetary officials maintain that the Philippine Current Account (CA) balance , even at a small deficit, remains in a healthy level.

The Bangko Sentral ng Pilipinas (BSP) has a PHP7 million CA deficit assumption for 2018, which accounts for 0.2 percent of Gross Domestic Product (GDP).

Bangko Sentral ng Pilipinas Monetary Policy SubSector Managing Director Francisco G. Dakila Jr. said the CA deficit assumption for this year took into ac-

count the government’s deficit target, which is set at around three percent of GDP. He explained that the CA balance “mirrors the savings and investments behavior of the economy.”

“Narrowing of the current account balance implies convergence of national savings and total investments,” he said.

o rev up technology transfer and promote adoption of emerging technologies to end-users, the Department of Science and TechnologyMIMAROPA (DOST-MIMAROPA) in partnership with Hanyang University (HYU) of Seoul, South Korea launched the Management of Technology/ Commercialization (KMOT) Training-Workshop for the researchers of the six State Universities and Colleges (SUCs) in MIMAROPA region.

from Hanyang University to encourage researchers from the different SUCs to shift from their traditional role as producers of research to agents of technology transfer and commercialization. A total of 29 faculty-researchers from MIMAROPA SUCs and representatives from CHED and DOST-MIMAROPA participated in the four-day workshop which was held last January 8-11, 2018 in Palawan State University Hostel, Puerto Princesa City, Palawan.

In her opening remarks, DOST-MIMAROPA Regional Director Dr. Ma. Josefina P. Abilay emphasized

how technology transfer has been viewed as engine of economic growth and stated the importance of pushing academic discoveries into the marketplace for the benefit of the society.

“This training -workshop is conducted to empower our researchers especially those coming from the state universities and colleges in MIMAROPA to step out of their comfort zones and not focus on R&D alone, but develop an entrepreneurial mindset which will link them to the industry… we will teach the SUCs how they can better package their technology and attract possible investors who

may be willing to bankroll the technologies into the commercialization route.

This way, researchers will be able to extend the fruits of R&D to all sectors of the society and contribute to the region’s, or on a larger scale, the country’s industrial and economic development”. She also said that this trainingworkshop is just one of the myriad of opportunities and collaborations with the university geared towards the development of the R&D sector in the region.

The training-workshop aims to hone the entrepreneurial capacity and different skills set needed by researchers to create a viable

commercialization strategy that will help them convince the market to embrace such emerging technologies for its potential to create and offer radically new products, improve services, and increase productivity and/ or profit. Dr. Gyunghyun Choi, Dean of the Graduate School of Technology and Innovation Management of HYU and an expert in technology strategy led the workshop. He was joined by his colleagues and fellow professors– Dr. Jieun Kim, professional in technology design for innovation, including design measure, design thinking, and service design; Dr. Gyu Hyun Kwon,

proficient in cognitive engineering and entrepreneurship; Dr. Jae Young Choi, an expert econometric modeling and empirical studies regarding IT Industry & R&D management; Dr. Daemyeong Cho, a specialist in technology valuation and transfer, market analysis for technology and technology commercialization; and Dr. Taehyun Jung, adept in innovation strategy, theory of technological innovation, intellectual property rights, and strategic management.

Davao City Mayor Sara Duterte-Carpio told House Speaker Pantaleon Alvarez after he labeled the presidential daughter as an opposition for leading a regional political party, Hugpong ng Pagbabago (HNP).

In a statement on Thursday, Duterte said the newly formed regional party has a blessing of her father and even the use of the word “Hugpong,” apparently copied from Hugpong sa Tawong Lungsod (Hugpong), a local political party her father, then city mayor

of Davao, founded.

In a news report on ABSCBN, Alvarez, strongest ally of the President in the House of Representatives, denied calling the mayor part of the opposition.

The mayor chairs the Hugpong sa Pagbabago, which was co-founded by four governors of the Davao Region – Davao Occidental’s Claude Bautista, Davao del Norte’s Antonio del Rosario, Compostela Valley’s Jayvee Tyron Uy, and Davao Oriental’s Nelson Dayanghirang.

DAVAO CITY -- Presidential Communications Operations Office (PCOO) has earned commendations for the successful staging of the first National Information Convention (NIC), calling it a “timely and enriching” endeavor.

“The good thing about this convention is it is enriching, enhancing and encouraging,” said Catherine Somera, information officer of Department of Agrarian Reform (DAR)-Region 1, in an interview with Philippine News Agency (PNA) after the NIC 2018 held at the SMX Convention Center in SM Lanang, Davao City on Feb. 19-21.

Somera said the NIC, organized by PCOO through Philippine Information Agency, has enhanced their knowledge and capabilities to become effective communicators at the grassroots level.

“It is important for me not only to be equipped with knowledge but attitude in doing our work so that we can really work in promoting government programs,” she said.

For his part, Ronaldo Cabanhaw said the NIC has enhanced his capabilities as designated public information officer (PIO) of the Parole Provision Administration in Region 6.

Malagos rehab facility to be completed by May 2018 DAVAO CITY -- The 350bed Drug Treatment and Rehabilitation C enter, launched on December 6, 2016 in Malagos, Davao City, will be completed by May this year, Health Undersecretary Roger P. Tong An said.

Tong An said in interview that the rehabilitation center in the city is just one

of the four drug rehabilitation centers that are being constructed in Mindanao.

The others are in General Santos City, Agusan del Sur, and Bukidnon, all to be managed by the Department of Health (DOH) to help in the government’s initiative to address the drug menace.

The four rehabilitation facilities are part of the 10

centers being constructed in the country through grants and donations from Chinese and private groups, he said.

The government broke ground for the General Santos and Agusan del Sur rehabilitation centers on February 8 and February 12, respectively, while Bukidnon was last year.

GSIS offers emergency loan to members, pensioners in 13 areas The Government Service Insurance System (GSIS) is offering emergency loan to a total of 117,411 active members and old-age pensioners in 13 areas in the country.

They are those in Albay, who are affected by the Mayon Volcano eruption; in Madridejos and Tabogon in Cebu and Cuartero, Maayon, and Mambusao in Capiz due to tropical storms Urduja and Agaton; and Zamboanga Del Sur (except Zamboanga City), Lanao Del Norte (except Iligan City), Davao Del Norte, Cagayan de Oro City, Trento in Agusan Del Sur, and Nabunturan and Monkayo in Compostela Valley, because of typhoon Vinta.

The deadline for application is March 2 for Albay, March 6 for Cebu and Capiz, and March 7 for Mindanao areas.

A total of 57,291 active members in the areas who have no existing emergency loans may apply for a Php20,000 loan. The 44,672 active members in the areas who have not yet fully paid their loan may apply for a Php40,000 loan, from which the remaining balance will be deducted.

To qualify, active members must be working or residing in the calamity-declared areas, not be on leave of absence without pay, have no arrears in paying premium contributions, and have no unpaid loans for more than six months. They should also have a minimum net takehome pay of Php5,000 after

the monthly premium contribution and loan amortization have been deducted.

Active members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosk located in all GSIS branch and extension offices; provincial capitols; city halls; selected municipal offices; large government agencies such as the Department of Education; Robinsons Malls; and selected SM City branches in North EDSA, Manila, Pampanga, Cebu, SM Aura in Taguig and Mall of Asia in Pasay City.

To avail of the loan, the 15,448 old-age pensioners in the areas may apply over the counter. They are eligible for a Php20,000 loan amount.

Pensioners who are also active members may apply for the loan only once.

Emergency loan is payable in 36 equal monthly instalments at six percent interest rate per annum. It is covered by a loan redemption insurance, which deems the loan fully paid in case of the borrower’s demise, provided that loan repayment is up to date.

Loan proceeds are electronically credited to the borrower’s GSIS electronic card (eCard) or unified multipurpose identification (UMID) card.

It calls for the provision of quality learning experiences making use of the following approaches: 1. Pupils should be exposed daily to instruction in the communication

skills: reading, writing, speaking, listening, and using non-verbal cues.

2. Pupils should be exposed to a variety of cultural and recreational fields which will develop their competence in the use and enjoyment of leisure-t ime interests and activities such as art, music, literature, drama, dance and physical educ at ion. Pupi ls shou ld be educationally guided towards career preparation.

Learning materials These are key ingredients for learning which should organize the presentation of information, provide children with opportunities to apply what they have learned, and -in the case of tests and quizzes -help teach-

ers assess pupils' learning. Learning materials s u ch a s te x t b o ok s or workbooks with teachers' guides contribute to the effectiveness of the learning environment. It is in the textbooks and workbooks that pupils are motivated to apply what they have learned.

Teachers' guides are effective in enhancing pupil achievement when they are well-integrated with the textbook or other instructional materials. They should include information both on what to teach and how to teach it; diagnostic tests to assist teachers in monitoring children’s' learning; guidelines in modifying the lessons based on test results; suggestions for classroom management

and practices and activities for classroom use.

Instructional time Learning time is valuable for all pupils, it is especially important for poor and underprivileged pupils whose time and opportunities for learning are likely to be strictly limited. This means that teachers should be punctual and avoid absences whenever possible. One way to increase effective learning time is to reduce class size. Small classes are often considered indicators of educational quality, as their main effect is to increase individual pupil/teacher contact time. However, this is a costly strategy since it requires more teachers and more classrooms.

MDPPA Surpasses Projection in Sales Growth for 2017 After having achieved their 1 million annual unit sales milestone in 2016, the Motorcycle Development Program Participants Association Inc. (MDPPA) yet again receives another feather in their cap, having recorded a year-on-year sales growth of 16% in 2017. MDPPA is an organization of motorcycle manufacturers in the Philippines namely, Honda, Yamaha, Suzuki, Kawasaki and KYMCO. These five brands have closed the previous year with a combined annual sales of 1,319,084 motorcycle units.

“A growing economy in the country means more buying capability for the average Filipino. It also meant more room for businesses to expand.

Hence, the significant rise in demand for both Automatic (AT) models for personal use and Business (BU) models for commercial use,” said MDPPA President Armando B. Reyes. “We were also able to tap new market segments by offering new choices in our product line up which are more relevant and more affordable as well,” he added.

According to Reyes, the 42% sales growth in the AT segment is an indication that new customers are coming in because AT models, also known as scooters, are more user-friendly to novice riders. While a total of 389,168 AT units were sold last year, it is not as much as the BU models which sums up to 436,658 units. The BU segment attained 18.6% growth, second only to AT, but this segment has the most number of units sold. The Moped (MP) or Underbone segment gained only 3% growth in 2017 but in terms of actual sales volume, it competes with the Business models, having sold 430,465 units.
