CARHARTT TO CREATE 500 JOBS IN FORT WORTH BY 2024

City should recuperate the value of its investment in the distribution center after a little more than two years.

By the numbers: Carhartt is based in Dearborn, Michigan, and has 5,500 employees.

Their distribution center will be 1.2 million square feet in size and will be located west of Texas Motor Speedway at 16101 Wolff Crossing.

What they’re saying: “Fort Worth is excited to welcome Carhartt to our city,” said Robert Sturns, director of economic development for the City of Fort Worth. “They’re a very well-known, well-respected brand, and their presence here will be an asset to our city’s growing collection of workwear companies.”

Carhartt will invest $80 million in business personal property as part of this project, which includes outfitting the facility with machinery and equipment. The distribution center will also create 500 full-time jobs by December 2024, with a minimum average annual salary of $55,000.

orkwear company Carhartt was recently approved for tax abatement. Now, the U.S.-based, family-owned apparel manufacturer renowned for its workwear – is moving forward with a state-of-the-art distribution center in Fort Worth.

Why it matters: The City of Fort Worth will enter a seven-year tax abatement of up to 75% of Carhartt’s business personal property taxes, which will be capped at $2 million. Based on the project’s public-private investment ratio of 28.9 to 1, it’s projected to generate $3,190,738 in net new taxes over the next decade. Once established, the

CONSTRUCTION EMPLOYMENT INCREASES IN 259 OF 358 METRO AREAS FROM MARCH 2022 TO MARCH 2023 AS MANUFACTURING PROJECTS DRIVE DEMAND and Atlanta-Sandy Springs-Roswell, Ga. (6,100 jobs, 5 percent). The largest percentage gains were in Fairbanks, AK (20 percent, 400 jobs); Midland, Texas (18 percent, 6,100 jobs); Eau Claire, Wis. (18 percent, 600 jobs); and Elmira, N.Y. (17 percent, 200 jobs).

Construction jobs declined over the year in 60 metro areas and were unchanged in 39 areas. The largest loss occurred in Sacramento—Roseville—Arden-Arcade, Calif. (-6,800 jobs, -9 percent), followed by Los Angeles-Long BeachGlendale, Calif. (-6,600 jobs, -4 percent); Pittsburgh, Pa. (-3,500 jobs, -6 percent); Riverside-San Bernardino-Ontario, Calif. (-3,500 jobs, -3 percent); and Minneapolis-St. PaulBloomington, Minn.-Wis. (-2,900 jobs, -4 percent). Lawton, Okla. experienced the largest percentage job loss (-26 percent, -500 jobs), followed by Monroe, Mich. (-13 percent, -300 jobs); Huntington-Ashland, W. Va.-Ky.-Ohio (-13 percent, -900 jobs); and Lake Charles, La. (-11 percent, -1,500 jobs).

Association officials said expanding manufacturing construction was helping drive demand for new workers in many parts of the country.

“The growth in manufacturing construction is helping offset

softening demand for housing and other types of projects,” said Stephen E. Sandherr, the association’s chief executive officer referring to new construction spending data the association released earlier this week. “The manufacturing boom is one of the key reasons construction firms in many parts of the country continue to hire new workers.”

Association officials noted many firms report they need even more workers but struggle to find enough qualified people to hire. They called on federal officials to boost investments in construction training and education programs to close the five-to-one gap in what the government spends to encourage students to go to college versus preparing them for careers in high-paying craft fields like construction.

“One of the biggest obstacles to hiring even more construction workers is the federal government’s enormous campaign to urge students to pursue office-based service sector jobs that require expensive four-year college degrees,” Sandherr said. “If the feds spent half as much encouraging students to pursue high-paying careers in fields like construction our industry would have more workers and young adults would have less college debt.”

Hensel Phelps Puts Safety First During National Construction Safety Week

By Subcontractors USA News Provider ore than 500 people including construction craftsmen, trade partners, members of the Houston Airports executive staff, Hensel Phelps leadership, and the mayor of the City of Houston were on hand for the National Construction Safety week observance at the construction site of the Federal Inspection Services (FIS) area at George Bush Intercontinental Airport. The $518 million renovation of the FIS area is part of the Houston Airports IAH Terminal Redevelopment Program (ITRP).

The event was held by Hensel Phelps, the prime contractor for the FIS project, in conjunction with the City of Houston, to recognize the impressive construction safety efforts demonstrated by the 400 construction workers and trade partners actively working on the site.

“As mayor, I have been to many ribbon cuttings. But this is the first time I have been invited to come pay tribute and acknowledge those who have built those fine buildings or built those terminals or built those bridges. Human capital, men, and women, who work every day, are the ones who make the investment and allow all these other things to take place,” said Mayor Sylvester Turner. “Congratulations on 512 days without a lost time accident!”

Mayor Turner connected with the construction workers by sharing his work safety experiences as an electrician’s assistant before attending college. Turner added that his job helped him pay for college.

Hensel Phelps President and CEO Mike Choutka said the number one priority should be to send all construction teammates home safely every single day.

The event included a tour of the ongoing Federal Inspection Services Area redevelopment jobsite, and recognition of the special team of workers who meet regularly to discuss ways to make work on the project a safer and more efficient process.

The event coincided with North American Occupational Safety and Health Administration “Safety Awareness Week” which began May 1, 2023. The observance is considered an important exercise for the entire U.S. construction industry sector. The construction workers were challenged to continue being vigilant and recommit to workplace safety by taking the safety pledge during the event.

“These are milestones that mark our way to progress, success and completion,” said Houston Airports Director Mario Diaz as he noted the advancement of the project.

We are out of the ground. We are erecting steel. We have the West Pier that will be finished by the end of the year. We have the north concourse that will be completed, and it is the result of the work you do.

Diaz said 40-million people came through the airport last year, and experienced some of what it is like to go through a large-scale complex construction project. He acknowledged for the travelling public and for workers, construction time at an airport is not an easy process to experience. But he said the completion of the project will help the airport fulfill its mission to connect the people, businesses, cultures, and economies of the world to Houston.

CenterPoint Energy's IRP is conducted every three years and submitted to the Indiana Utility Regulatory Commission (IURC).

Based on an in-depth analysis of energy needs, public stakeholder input and many other factors which are updated and forecasted across the next 20 years, the IRP identifies a balanced plan that seeks to supply reliable and reasonably priced electricity to the utility's 150,000 customers in southwestern Indiana.

The plan also is designed to comply with the new, more stringent capacity requirements set by the Midcontinent Independent System Operator (MISO) to meet peak energy demand across all four seasons.

CENTERPOINT ENERGY CONTINUES SHIFT FROM COAL-FIRED GENERATION

The IRP preferred portfolio was shared at CenterPoint Energy's fourth and final public stakeholder meeting, conducted as part of a year-long planning process involving extensive analysis and public input. The proposed plan is expected to save customers nearly $80 million

in the aggregate compared to the continued use of coal while reducing carbon emissions from its electric generation fleet by more than 95% over the next 20 years. Currently, 85% of electricity generated for southwest Indiana customers comes from coal. By 2030, it is expected that more than 80% of CenterPoint Energy's electricity will be generated by solar and wind, with the remainder provided by natural gas.

"Our recommended mix of renewable and natural gas resources is expected to maintain the ability to turn on generating resources during times of greatest demand supporting reliability and continuing our

We continue our goal to provide a responsible, resilient and reliable energy future, which requires fast-ramping resources like natural gas turbines to keep the power flowing when renewable generation is not sufficient."

The IURC previously granted approval for the construction of two natural gas combustion turbines, with capacity of 460 MW. CenterPoint Energy also has five previously announced solar projects in various stages of development. In addition, a wind generation project has been filed and is awaiting IURC approval. The completed IRP is expected to be submitted to the IURC by June 1. A director's report, detailing the IURC's comments, will likely be issued by the second quarter of 2024.

By Subcontractors USA News Provider allas Fort Worth International Airport (DFW) today announced a new partnership with Dallas-based AT&T, to provide the airport with a comprehensive wireless platform (CWP) that will enhance connectivity and critical infrastructure. As part of the proposed agreement, AT&T will invest $10 million worth of upgrades in modernizing and expanding the network covering the Airport, to support airport operations and advance the free public Wi-Fi in the Airport’s terminals. This includes installing 200 new access points -- and updating the 800 access points DFW already provides -- to enable better coverage and faster speeds for customers. AT&T will also deploy a private 5G network for the Airport’s internal use to meet the rising demand for Internet of Things (IoT) uses cases and the digitization of airport operations.

“We know that being connected to the internet is an absolute must-have service for our customers. This proposed agreement signifies our commitment to ensure our customers will always remain connected at DFW Airport, so they can reliably stay online for work or entertainment while traveling,” said Mike Youngs, Vice President of Information Technology Services at DFW Airport.

The CWP will provide enhanced connectivity throughout the airport, including indoor and outdoor spaces, parking lots and runways. This faster connectivity means that travelers will have even faster access to airport services through the DFW Airport or airline app such as automated check-in, baggage tracking and lounge access.

The private cellular 5G network will offer more reliability and security, lower latency and greater capacity, providing operations teams with optimal connectivity that can be used for future use cases such as real-time data analytics and enhanced communication with critical airport systems. With these use cases, the airport’s management team will be better able to monitor and manage passenger traffic, security systems and baggage handling – improving efficiency and safety.

Modernizing airport technology needs to focus on both improving the efficiency and convenience for airlines and airport operations and the overall travel experience for passengers, while ensuring the safety and security of all those who pass through its gates, said Jason Inskeep, Assistant Vice President, 5G Center of Excellence at AT&T. “We’re proud to work alongside DFW Airport and look forward to continuing our collaboration to bring the best connectivity solutions for all.”

Are there any new updates in the HUB Strategic Plan that you have wanted to mention since last year?

While the pandemic for the most part is in the rearview mirror, conducting business virtually at least for the UH HUB Department is here to stay. The HUB Strategic Plan has been modified to reflect the use of technology, specifically Zoom as the preferred method of conducting numerous outreach events. To help HUBs succeed in the virtual space, our June 8th UH Systems HUB Forum will include a session titled, “Successfully Presenting Your Business Virtually.”

Please provide detail on some of the strategies below that help HOD meet and exceed UH’s supplier diversity goals.

“In addition to the HOD’s traditional support, there are programs, resources, and many other initiatives available to provide HUBs with a winning chance to do business with UH,” Dr. Clark said.

“We will remain committed to HUBs and continually seek to improve our internal and external outreach, creating new programs, re-imagining existing programs, and eliminating programs that are not effective. As the HOD seeks to identify and respond to gaps in services, I’m confident that our efforts will further increase contracting opportunities for HUBs,” she added.

Can you provide a real-life example of how you have seen your program benefit HUBs? While building construction may always be the University’s highest expenditure; UH’s Colleges/Departments are committed whenever possible to contract with HUBs. For example, in FY22 UH received HUB credit for 96% spent with a HUB providing Temporary Employment Services.

UH also experienced an increase of 12% in HUB Spend for Furnishings and Equipment.

PROCUREMENT PROCESS & COMPLIANCE — For competitive purchases of $15,000 or more, UH staff are required to make a good-faith effort to obtain bids from at least two HUB vendors.

OUTREACH & EDUCATION — Supports our efforts to foster the operational development of HUBs with the potential for creating long-term relationships.

HUB VENDOR DATABASE — Allows UH staff to easily locate vendors and request quotes.

TARGETED VENDOR FAIR — Provides vendors that provide priority products and services with the opportunity to make presentations directly to UH staff with purchasing authority.

UH SYSTEM (UNIVERSITY OF HOUSTON MAIN, UH-DOWNTOWN, UH-CLEAR LAKE, AND UH-VICTORIA) HUB FORUM — Provides an opportunity for vendors to meet with a plethora of state agencies regarding contracting opportunities.

HUB CAPACITY BUILDING CONSTRUCTION MANAGEMENT TALENT PIPELINE PROGRAM — Increases the construction industry’s talent pool by providing HUBs with the knowledge to help them be more competitive as prime contractors for construction work, including UH construction projects.

STAFF ENGAGEMENT — HUB staff routinely meet with UH Colleges’ business representatives to discuss expenditures and missed opportunities to contract with HUBs. READY, WILLING & ABLE — Helps create an environment where participants who do not know each other meet and communicate detailed information (e.g., HUBs share knowledge and experience, and general contractors share tips on submission of a successful bid).

While it is wonderful that HUBs are seeking opportunities as Prime Contractors on UH projects and/or non-construction procurements, some are challenged in being prepared to comply with solicitation and selection requirements. For example, when a UH solicitation requires a Historically Underutilized Business Subcontracting Plan (HSP), this requirement applies to all businesses regardless of HUB status. All businesses responding as a Prime Contractor are encouraged to take advantage of the Courtesy HSP review as prescribed within applicable solicitations (i.e., where HUB Subcontracting has been deemed probable).

“Job growth in Texas’ oil and natural gas industry even in the midst of turbulent economic times is a continued testament to the demand for the irreplaceable products that help power our modern lives,” said Todd Staples, President of the Texas Oil & Gas Association. “Industry remains committed to enhancing national and energy security for our nation and our allies around the world.”

At 198,700 upstream jobs, compared to the same month in the prior year, March 2023 jobs were up by 20,000–or 11.2%–over March 2022.

Organizations representing electricity consumers statewide are demanding a meaningful cap on the proposed Performance Credit Mechanism (PCM) scheme that will impose billions of dollars in increased costs for Texas consumers if left uncapped. The PCM offers no

guarantee of increased capacity or improved reliability and lacks consumer protections and spending oversight.

WHY TEXAS CONSUMERS ARE DEMANDING A FIRM CAP ON THE PCM: “Every day Texans should not have to pay astronomical utility bills to keep the lights on and the electricity running in homes.

Rising utility costs are seriously pinching older Texans and other households on tight incomes. Enough is enough when it comes to higher and rising electricity and gas bills.

“To protect residential customers’ financial interests, AARP Texas believes a

proposed Performance Credit Mechanism scheme under consideration in the Texas Legislature must include a firm and reasonable cost cap to limit how much consumers are impacted by any changes in the electricity market.

“Modifications to electricity market policy that fail to adequately protect the financial interests of residential customers is not serious reform that AARP Texas can support.”

– Tina Tran, AARP Texas Director “The PCM is a costly, unnecessary tool that will provide billions in profits to the very generators who failed Texans during Winter Storm Uri. Electric consumers are paying the price.

Now those entities are working with our largest generators who would like to impose an unfettered Performance Credit Mechanism that will chiefly benefit existing generators with no guarantee that it will lead to new generation. They are actively trying to convince the Legislature they need a $9 to $12 billion electricity tax to guarantee the lights stay on. The legislature should reject this greedy electric revenue grab that will hurt large and small consumers and continue to impose cost caps and guardrails on the electricity tax. In addition, we call on the legislature to pass bills that will enable residential consumers to have access to energy saving programs like demand response, and energy efficiency that could be implemented for a fraction of the cost of a PCM supported by the big generators.”

CAMPAIGN LAUNCHED TO EDUCATE MIDWEST EMPLOYERS AND WORKERS ON EXCAVATION SAFETY

ork zone crash fatalities decreased for the first time since 2018. Following a year in which fewer people were killed in work zone crashes in Texas, TxDOT is calling on all drivers to stay vigilant and help continue that downward trend. As National Work Zone Awareness Week kicks off, TxDOT’s “Be Safe. Drive Smart.” campaign is reminding drivers to stay alert and exercise caution when going through road construction and maintenance areas.

Traffic fatalities in the state’s work zones were down 16% in 2022, decreasing for the first time since 2018. Despite that, 205 people lost their lives and another 788 were seriously injured in Texas work zones last year. The vast majority of those killed, 85%, were drivers or their passengers.

Although it’s encouraging to see a reduction in the number of work zone crashes and fatalities last year, one life lost is too many, said TxDOT Executive Director Marc Williams. “We’re calling on all Texas drivers to slow down and stay alert when traveling through work zones. Doing so could save a life, including your own.

The “Be Safe. Drive Smart.” campaign offers five tips for safely navigating work zones: Slow down. Follow the posted speed limit and proactively adjust your driving to match road conditions. Excessive speed is one of the leading causes of work zone crashes.

Pay attention. Avoid distractions, keep your mind on the road and put your phone away.

Watch out for road crews. Roadside workers want to get home safely, too. Always follow instructions and be mindful of construction area road signs.

Don’t tailgate. Give yourself room to stop in a hurry, should traffic stop suddenly.

Rear-end collisions are the most common type of work zone crashes.

Allow extra time. Road construction can slow things down. Count on it, and plan for it.

TxDOT also reminds motorists of the state’s Move Over/Slow Down law that requires drivers to move over a lane or reduce their speed to 20 mph below the posted speed limit when approaching TxDOT, emergency, law enforcement, tow truck or utility vehicles stopped with flashing lights activated on the roadside.

Traffic fines double in work zones when workers are present and can cost up to $2,000. Failure to heed the Move Over/Slow Down law can also result in a fine of up to $2,000.

Roadway safety professionals are encouraged to wear orange on April 19 for National Go Orange Day to proudly show their support for work zone safety.

TxDOT’s “Be Safe. Drive Smart.” campaign is a key component of #EndTheStreakTX, a broader social media and word-of-mouth effort that encourages drivers to make safer choices while behind the wheel to help end the streak of daily deaths. Nov. 7, 2000, was the last deathless day on Texas roadways.

$4.8B DFW Airport Expansion Plan INCLUDES CONSTRUCTION OF 6TH TERMINAL

e are very proud that Fort Worth-based American Airlines has signed this important agreement to cement DFW’s status as American’s main hub and help us continue to meet the incredible demand we are experiencing in North Texas,” Fort Worth Mayor Mattie Parker said. “Our region will become the nation’s third-largest metro region within the next 10 years, and it’s no surprise that we have the second-busiest airport in the world. Today’s agreement ensures DFW Airport is ready for the future and to continue serving as Fort Worth’s gateway to the world.”

Per a news release, Terminal F will include a 15-gate concourse and amenities including modernized baggage handling, expanded concessions and additional passenger gates. The cost is projected at $1.63 billion. Terminal C, a hub for American, will be renovated at a cost of $2.72 billion.

The expansion will add 24 gates. The work is designed to prepare America for the expected growth in air travel. DFW is the second-busiest airport in the world, behind only Hartsfield–Jackson Atlanta International Airport.

A lease agreement replaces the 2010 agreement, which expired in 2020 and was extended during the COVID-19 pandemic.

“American is proud to call North Texas home, and DFW is our largest hub and a central gateway to our extensive international and domestic network,” American CEO Robert Isom said.

American has led the growth that has propelled DFW to become the second busiest airport in the world and we are thrilled to have finalized a new lease agreement and capital plan that sets the stage for American, DFW and the North Texas region to continue to grow for years to come.

The pandemic delayed progression for the sixth terminal causing a two-year travel drought. American and its American Eagle partners control more than 80% of the airport’s traffic, with runners-up Spirit Airlines and Delta Air Lines each carrying about 4% of DFW passengers, according to government figures through March.
