By Subcontractors USA News Provider or small businesses seeking government contracting opportunities, one of the most important first steps is often the simplest: registering as an approved supplier.

Bexar County is encouraging businesses of all sizes to register through its online Supplier Portal, giving vendors access to bid opportunities, procurement notices and contracting opportunities across county departments. The registration process is free and designed to help businesses connect with one of the largest local government purchasing entities in South Texas.

County officials have developed a step-by-step registration process that allows businesses to establish a supplier profile, identify their areas of expertise and receive notifications about relevant procurement opportunities.

Bexar County Opens the Door to New Business Opportunities Through Supplier Registration while nonprofit organizations may identify themselves through a separate classification.

One of the most critical parts of the registration process is the selection of commodity codes.

These codes identify the products and services a company provides and determine which bid opportunities a business receives. Vendors can select broad categories or more specific commodity classifications to better align notifications with their capabilities.

Businesses are also given the option to designate proxy contacts who can receive HOW TO REGISTER AS bid notifications and procurement alerts on A NEW SUPPLIER behalf of the organization. While proxies can receive information regarding contracting opportunities, they are not authorized to take

The process begins by accessing the Bexar County Supplier Portal through the county's purchasing website. Businesses are advised to use Google Chrome when completing the registration. After accepting the portal's terms and conditions, vendors create an account and provide contact information for their organization.

During registration, businesses are asked to provide company information, including legal business details and mailing addresses.

Vendors also have an opportunity to identify diversity classifications associated with the ownership of the business. Diversity categories include ethnicity, gender, disability status and business size. Companies that choose not to disclose diversity information may select a designated non-disclosure option,

action within the system.

Upon completion of the registration process, vendors receive a supplier number and gain immediate access to view and respond to open solicitations through the portal.

For minority-owned, women-owned, veteran-owned and small businesses, supplier registration serves as a gateway to publicsector contracting opportunities that can help

diversify revenue streams and support longterm growth. Government agencies purchase a wide range of products and services, creating opportunities for businesses across industries including construction, professional services, technology, transportation, maintenance, healthcare, staffing and consulting.

Industry experts often advise businesses not to wait until a specific opportunity is announced before registering. Maintaining an active supplier profile ensures companies receive timely notifications and remain visible to procurement officials seeking qualified vendors.

As public agencies continue to expand outreach to diverse suppliers, registration remains one of the most effective tools businesses can use to position themselves for future contracting success.

Fort Bend Independent School District

Small Business Enterprise Program The Fort Bend Independent School District’s (FBISD) Small Business Enterprise Program (“SBEP”) provides increased business opportunities for locally certified small businesses to participate in contracting and procurement at the District.

• The FBISD Board of Trustees adopted the Small Business Enterprise Program. In November, Fort Bend ISD voters approved the 2023 Bond, a $1.26 billion package that includes funding for the construction of new schools and classroom additions, safety and security enhancements, renovations to address maintenance and adequacy throughout the District, and transportation and technology needs.

How industry investment forges the next generation of engineers

By Leon Contreras, TA&MU Engineering News Provider hen a metal valve seat fails in an industrial pipeline, it can lead to a gas leak, a production shutdown and thousands of dollars in repairs. In the oil and gas industry, that small sealing ring carries a lot of responsibility.

A senior capstone team within the Department of Materials Science and Engineering at Texas A&M University spent the 2025–26 academic year trying to solve this issue.

By their presentation at the end of the fall semester, they were no longer pitching ideas. They were presenting results.

Derick Harrington, senior materials science and engineering major, described the relief of walking out of that presentation without a single critical question from the panel.

“It made us feel like we had done well and were headed in the right direction,” he said.

Two semesters later, they had done it. Getting there was harder than any of them expected.

A rocky start The first semester tested the team more than the technology.

Without clear roles or a defined direction, the group spent weeks researching and discussing instead of building. By midfall, they still had no vendor, no material and no evaluated design concepts to show.

Progress came when the team reorganized. They split the work into specific areas, including CAD design, finite element analysis, manufacturing coordination and documentation, giving each team member ownership over their part.

“Team members were able to focus more deeply on their respective tasks with hard deadlines and purpose, leading to higher-quality outputs and faster progress,” said Afiz Ashittu, team leader and senior materials science and engineering major.

“Their documentation, communication with our team and willingness to revisit assumptions throughout the project mirrored the type of workflow we see in professional engineering teams,” said David Ramirez, business development manager with Howco.

When test specimens came back slightly oversized for standard tensile testing equipment, the team switched to a three-point bend test rather than starting over. The adjustment proved to be an improvement, yielding both tensile and compressive data all in a single test.

Sponsored by bp and supported by additive manufacturing company Howco, the team tackled a persistent manufacturing problem: valve seats were warping during production before they ever reached service. Malia Moseley, senior materials science and engineering major at Texas A&M, described the issue plainly: the parts were bending “in a Pringle or a saddle shape, which would reduce their lifespan and make them less effective.”

The team’s goal was to redesign the seat using metal 3D printing, producing a flat, reliable part without the extra processing steps conventional methods require.

Their engineers walked students through the specific constraints of metal additive manufacturing, such as build orientation, thermal distortion and support structure strategies that simply don’t come up in coursework.

What stays with them Technical skills matter. But the students pointed to something harder to teach as they reflected on what they learned.

What industry brought to the table Howco and bp each contributed something the team could not have replicated on its own.

The students received access to an active company blueprint through bp under a non-disclosure agreement. Harrington noted the difference it made.

“Classes only had publicly available sample designs that didn’t have as much depth as a real company’s final design,” he said.

Working from a real blueprint, every design decision is grounded in operational requirements. According to bp, the results held up. The redesign used additive manufacturing to vary wall thickness across the seat and add stiffening ridges where the original design was weakest, improving reliability and reducing the risk of costly valve failures in the field.

“This project required me to define the problem, determine the approach and continuously adapt as new challenges arose,” Ashittu said. “Learning how to operate in ways that don’t have a right or wrong answer yet has been one of the most impactful takeaways.”

Moseley put it more simply. “This project prepares me for the reality of work,” he said. “It changes how I view problems to be solved.”

For bp and Howco, the return on that investment extends beyond any single project.

“Even if we are not in a position to hire students at that time, we have helped them and the larger engineering community by investing in students that are sure to be future industry leaders” said Dr. Charlie Ribardo, principal engineer with bp.

Because someone invested in this capstone program, these students leave with more than a degree. They leave ready.

Howco provided manufacturing access and technical guidance to use the design effectively. After the team spent weeks searching the campus for a metal 3D printer capable of handling the job, Howco stepped in and filled the gap.

F

or more than a decade, Accurate Security, Inc. quietly built its reputation the old-fashioned way - through persistence, relationships and a commitment to showing up.

Now, that steady determination has positioned the Houston-based company for one of the region’s most significant construction projects: Providing security services for the George Bush Intercontinental Airport Terminal Expansion Project.

For CEO Nathaniel Curvey, the milestone is proof that patience and perseverance pay off.

“It’s a great contract,” Curvey said. “But we don’t see it as the pinnacle. We see it as the beginning.”

FROM LAW ENFORCEMENT TO ENTREPRENEURSHIP Curvey founded Accurate Security in 2011 after leaving a career in law enforcement. While the work carried some similarities, he quickly learned that running a security company required a completely different mindset.

“Having a security company is really running a business,” Curvey said. “It’s not just security.”

In the early days, Curvey handled many of the contracts himself, putting in long hours and building the company piece by piece. The challenges were real, from landing contracts to finding reliable talent, but they were challenges he expected.

“I didn’t think it was going to be easy,” he said. “Whatever challenge came up, I was ready for it.”

His determination was shaped by his upbringing and background in athletics.

“I played sports, basketball,” Curvey said. “It was always a never-giveup attitude. It had to work.”

LeDoux spent more than two decades working in healthcare as a nurse before transitioning into the business. Curvey quickly recognized her organizational skills and business instincts, qualities that would prove invaluable as the company pursued larger opportunities.

“He (Curvey) had a solid vision for growth,” LeDoux said. “I think he needed the right person to help execute that vision.”

For LeDoux, the shift from healthcare to security was both professional and personal. After years in nursing, she was looking for a new challenge.

“I had been in healthcare for over 20 years and was hitting burnout,” she said. “This gave me an opportunity to pivot and maximize my skill set.”

THE POWER OF SHOWING UP While talent and vision played a role in Accurate Security’s growth, LeDoux said one of the biggest factors was simple consistency.

For years, the pair attended procurement forums, industry events and networking opportunities throughout Houston, sometimes without immediate results.

“We consistently went to DMARS events, Subcontractor USA Expo, Houston Procurement Forum and other business expos,” LeDoux said.

“We just kept showing up.”

Those appearances allowed them to build relationships and learn the construction industry while increasing the visibility of their company.

Eventually, those relationships paid off.

“A need came up, and someone passed along our card,” LeDoux said.

“Our name came up, and the rest is history.”

Over the past 18 months, the company’s growth has accelerated significantly, with the airport expansion project serving as a major turning point.

MEETING A GROWING NEED At Bush Intercontinental Airport, Accurate Security provides specialized services that support the complex operations of a major construction site.

The company’s work includes vehicle escorts, flagging operations and monitoring vehicles entering and exiting secure construction zones.

“There’s a real need for what we offer,” Curvey said. “Escorts, flaggers, people who can search vehicles coming on and off the site. We see how valuable that is.”

Curvey hopes to expand the company’s services to other major airports across Texas and beyond, including Dallas–Fort Worth, San Antonio and Atlanta.

“We want to spread this thing,” he said. “This is just the start.”

LESSONS FOR OTHER ENTREPRENEURS Both Curvey and LeDoux say Accurate Security’s success story carries lessons for other small business owners.

For LeDoux, the key is consistency.

“You may not land anything right away,” she said. “It may take a year or even longer. But if you stay consistent and keep building relationships, opportunities will come.”

Curvey offers a simpler but equally powerful philosophy.

“Stay small until it’s your turn,” he said. “A lot of businesses want to grow too fast. Just stay in it until it’s your time.”

After more than a decade of persistence, Accurate Security’s time appears to have arrived, with a runway that may extend far beyond Houston.

“If you stay in it long enough,” Curvey said, “you’ll get your turn.”

And the airport contract is only the beginning.

hevron Corporation recently announced the appointment of Scott A. Keller as general counsel.

Keller, 44, will join Chevron on July 1 as general counsel, and will report to Chevron’s current chief legal officer, R. Hewitt Pate, in anticipation of Pate’s expected retirement in mid-2027 after 17 years of service.

“Hew has played an important role in shaping Chevron’s legal strategy and successfully leading the company through some of its most consequential matters,” Wirth said. “His steady leadership, counsel and commitment to Chevron have made a lasting mark on our organization, and I am grateful for all he has done for our company.”

Upon his expected appointment to the position of chief legal officer, effective January 1, 2027, Keller will lead the company’s worldwide legal affairs. He will report to Chevron Chairman and CEO Mike Wirth.

Permitting Is No Longer Administrative; It Is a CRE Risk Management Strategy

By Helen Callier Contributing Writer ince my last article, there have been a lot of changes in the marketplace that will impact Commercial Real Estate. A new Federal Reserve Chair has been installed and is now faced with rising inflation, a roaring stock market, a 10-Year Yield nearing the 5% mark causing scares plus many countries like Japan selling U.S Treasuries in large amounts.

So, what does this all have to do with permitting commercial real estate projects?

Great question and buckle up!

Where the 10-Year Yield goes so goes mortgage rates and loan rates for commercial projects.

So, a rising yield means higher loan rates and margins on projects become squeezed.

And to minimize the impact of higher loan rates and projects penciling with higher risk, commercial property owners then look for ways to defer adverse financial impacts.

This could involve speeding up construction, phasing projects in a way to generate revenue sooner and then deferring some aspects of project.

TO SUMMARIZE Good permitting today involves much more than submitting applications.

From my experience in prior challenging markets causing a ruckus with CRE project financing, commercial property owners began asking permitting questions with a greater sense of urgency, such as: ■ How quickly can we get a site permit?

■ Do we need to replat or go through zoning?

■ If so, how long with rezoning take?

■ How long will it take for a building permit?

■ What items can be deferred?

■ Can we go with a different entrance for this phase to avoid TXDOT this go round?

And over the past several years, one thing has become increasingly clear across Texas commercial real estate development: Permitting is not just an administrative task and is no longer simply about obtaining approvals.

It has become a strategic risk management function directly tied to financing, project phasing, construction sequencing, and speed-to-market i.e. property owner’s return on investment.

Key strategy and permitting experts identify coordination gaps, minimize sequencing conflicts, address incomplete information, mitigate resubmittal risks, and note agency-related schedule exposure early in the process.

As I have been asked recently to be a guest on a CRE podcast, I have been reflecting on how much the CRE industry has changed, especially in today’s environment of higher interest rates, tighter lending standards, and increased pressure on project schedules.

For many years, permitting was often viewed as an administrative task that occurred somewhere between design and construction.

Today, this very mindset creates real project risk.

In the current market, delays do not simply impact schedules.

Delays impact: • financing carry costs • leasing assumptions

Time itself has become a financing variable.

CRE permitting strategy must support these guardrails. It cannot operate independently from financing strategy or construction sequencing.

Another important reality in today’s Texas market is that speed-to-market has become a competitive advantage.

Whether it is opening retail ahead of peak season, delivering industrial capacity sooner, accelerating tenant occupancy, or bringing mixed-use projects online faster, the earlier projects become operational, the earlier revenue generation begins.

This is one reason permitting has become increasingly strategic.

Forklift Safety Starts With Training, Awareness and Prevention

According to the Occupational Safety and Health Administration (OSHA), forklift operators and employees working around forklift operations face risks that include collisions, falls, tip-overs and struck-by incidents. These accidents can result in serious injuries, property damage and even fatalities if proper safety procedures are not followed.

Safety experts emphasize that preventing forklift accidents begins with proper operator training and a commitment to following established safety practices.

Operators should always use forklifts according to the manufacturer's instructions and never exceed the vehicle's rated load capacity. Loads should be stable and balanced before moving, and operators should avoid raising or lowering loads while the forklift is in motion. Maintaining control of the load helps reduce the risk of tip-overs and falling materials.

Training remains one of the most important elements of forklift safety. OSHA requires that only trained and certified employees operate forklifts. Employers should ensure operators

Regular inspections, proper repairs and routine maintenance performed according to manufacturer recommendations help ensure equipment remains safe and reliable. OSHA also advises keeping forklifts clean and free of excess oil and grease, which can contribute to operational hazards.

As workplaces continue to prioritize safety, forklift operations remain an area where preparation, awareness and accountability can save lives. By investing in training, maintaining equipment and following established safety procedures, employers and employees can work together to reduce risk and create safer environments for everyone on the job site.
