The County covers 2,084 square kilometers north of Edmonton and west of the North Saskatchewan River. It is bordered by Parkland, Lac Ste. Anne, Barrhead, Westlock, Thorhild, Lamont and Strathcona counties. Residents also have easy access to major cities like St. Albert and Edmonton and towns like Morinville, Redwater, Gibbons, Bon Accord and Legal.

Sturgeon County’s Utility and Waste Management Services (UWMS) department works hard to guarantee safe drinking water for our communities. We have more than 2,600 customers relying on us for water to carry out their daily activities.
The Utility department is self-funded. The department’s biggest expense is the supply of water from Epcor, followed by infrastructure maintenance, and customer care and billing.
The County’s rate structure is made up of a flat rate which covers things like customer service and meters. The variable rate covers the purchase of water from Epcor and is based on how much water you use.
Customers are charged a fixed rate based on their meter size. Most customers fall under the one-inch meter size.
Utility customers are billed monthly. You can pay your utility bill in the following ways:
▪ pre-authorized debit; you can sign up to automatically pay your bill so you never miss a payment
▪ in person at Sturgeon County Centre (9613 100 St., Morinville, AB T8R 1L9); we accept cash, debit, cheque, or money order

Landowners with household dwellings can dispose of up to 8,000 kilograms of household waste and recycling each year at the Roseridge Landfill and Redwater Transfer Station. Sign up for your free waste and recycling permit at roseridge. ab.ca.

In Alberta, only a licensed water well contractor can drill a well. A list of licensed water well contractors is available through the Alberta Water Well Drilling Association at awwda.ca

You can use a well-water testing service to test the quality of your well water. Testing kits are also available from some public health centres. For more information, call Alberta Health Services at 780-342-2660.
Low-pressure sewer systems are commonly used in rural and acreage communities in Sturgeon County. Owners of low-pressure sewer systems must have their own two-stage septic tanks. Instead of pumping the liquid effluent to fields or mounds – as is usually done on farms or isolated acreages – the wastewater is pumped into a liquid wastewater collection force main. A force main is used to move wastewater from a lower to higher elevation.
The property owner is responsible for the individual pump system, and should have the pump system inspected and serviced by a qualified service person or company each year. The Alberta Safety Codes Council recommends hiring a vacuum truck to clean the solid waste that doesn’t biodegrade. A tank is usually vacuumed every two years.
A plumbing permit is needed when your system connects to a septic tank and the tank connects to the municipal system. A private sewage permit is needed when you will dispose of the sewage privately. These permits are needed for the installation and/or replacement of a septic tank.
The Safety Codes Act requires permits to be obtained before any work begins on buildings covered by the Alberta building and fire codes, the Canadian Electrical Code, the gas code, the National Plumbing Code of Canada, or the Alberta Private Sewage Systems Standard of Practice. Contact the Safety Codes Administrator at 780-939-8276 for more details about permit requirements.
The property owner is responsible for arranging all the necessary permits unless your contractor has done this on your behalf. Failure to comply will result in a bylaw infraction fine and costs to bring the project into compliance.

The County is home to 185 kilometres of secondary roads and 1,776-kilometres of gravel and paved local roads.

The Government of Alberta is responsible for road maintenance, including snow and ice removal, on all numbered highways in Sturgeon County.
The County has an extensive network of gravel roads totalling 1,400 kilometres. This requires a lot of equipment! Sturgeon County has 11 graders that also double as snowplows in the winter. But, during the warmer months, they’re busy on our gravel roads.
Time, traffic, weather and erosion can cause gravel to be displaced from the centre of the road, leading to a buildup of material along the road’s shoulders. This can create a variety of issues, including reduced road width, poor drainage, and an uneven driving surface.
To ensure our gravel roads are regularly maintained and properly graded, we have a three-year cycle in which all roads are inspected. This helps improve safety and provide better driving conditions.
You can submit an application to have dust suppression sprayed on unpaved roads near your home to minimize the impact of dust created by traffic. Applications for Sturgeon County’s dust suppression program are typically accepted in early spring.
The cost for dust suppression is shared between the County and resident, and the fees depend on the type of suppressant used and the length of application. The first 100 metres of dust suppression are subsidized by the County. Additional dust suppression is paid for by the resident; you can purchase up to an additional 100 metres, available in 10-metre increments.

Our crews monitor, maintain and clear the roads throughout the winter. We declare a snow event when at least 10 centimetres (four inches) of snow has accumulated.
After the snow event ends, crews work to clear the snow and ice from the roads. Roads are plowed in the following priority order:
▪ Priority 1: paved and oiled access roads (arterials and collectors) that have high traffic volumes.
▪ Priority 2: other paved and oiled roads within subdivisions (local roads).
▪ Priority 3: gravel roads (collectors and local roads) and subdivisions.
We try to complete snow and ice removal on Priority 1 roads within 24-hours and Priority 2 and 3 roads within 72 hours after a snow event ends.
When you are clearing snow from your driveway, push it off to the right side. This way, when the snowplows and graders come by, they don’t push it back onto your driveway.
Do not push the snow across the road into ditches. Crossing into oncoming traffic is dangerous, and the chunks of snow and ice left behind on the road can create a hazard for other drivers.
A windrow is a pile of snow left at the side of the road after snowplows clears snow. Crews try to minimize the size of windrows. Due to the size of the equipment, they are not able to clear windrows from individual driveways. We ask residents to clear their own approaches or hire a private contractor to clear windrows from the road in front of their house.
Sturgeon County recruits members of the public to serve on several boards and committees. These boards and committees – which include the Agricultural Service Board, Economic Development Advisory Board, Transportation Advisory Committee, Youth Advisory Committee and more –play an important role in the governance of Sturgeon County.

Sturgeon County is a member of the Sturgeon Regional Emergency Management Partnership (SREMP). This group also includes the towns of Bon Accord, Gibbons, Legal, Morinville and Redwater.
These municipalities have worked together to create a Regional Emergency Management Plan, which will help them quickly coordinate emergency response efforts in the event of a disaster. You do not need a fire permit for a fire in an approved fire pit for recreation, cooking, or warming purposes, but you must always monitor the fire.

Internet speeds are highly dependent on your distance from the tower, topography, and barriers like tree cover and buildings. You’ll often get the best service from the towers closest to you, subject to hills and trees.

Sturgeon County Animal Control responds to animalrelated complaints and ensures the Animal Control Bylaw and Dog Control Bylaw are followed.
These bylaws outline important rules about animal ownership, including the following:

▪ dog licence requirements
▪ how many hens you can have (roosters are not allowed)
▪ how many other animals – including horses, cows, pigs and more – you can have, depending on your property type

If you live in a multi-lot subdivision or hamlet and have a dog, you must purchase a dog licence and renew that licence each year.
Dog licences are $20 for neutered males and spayed females, or $30 for unaltered dogs. Your licence is valid for one year from the application date. You can purchase or renew your licence online or in-person at Sturgeon County Centre.
We will remind you via email 30 days prior to your licence(s) expiring; however, it is your responsibility to keep your dog’s licence up to date. You could incur a fine if you don’t have a dog licence or fail to renew your licence when it expires. Note: you do not receive a new tag each time you renew the licence.

If you lose your dog, call our animal control officer at 780-939-8419. You should also call local veterinary clinics and neighbours to see if anyone found your dog, and to share details of what your dog looks like and your contact information in case it is found. We recommend you also share this information on social media.
When a dog is found, Sturgeon County’s animal control officer tries to identify it using tags on its collar, a microchip or tattoos. If a dog is found and cannot be identified, it is taken to the Edmonton Humane Society.

Your property’s assessed value is based on your property’s market value on July 1, based on its physical condition as of December 31 each year.
A property’s value is determined by a Sturgeon County Assessor. Their assessment considers the parcel size and the size, age, condition and quality of any structures on the property. The assessment and tax classification (residential/non-residential, farm, machinery & equipment) impacts your tax rate. Since no two properties are exactly alike, your property value and taxes are likely different than your neighbour’s.
It is important to review your property assessment details to ensure they are accurate. Contact your local assessor to report any discrepancies before filing a complaint at SturgeonCounty.ca/Assessor.

The tax rate is set in May of each year. Your taxes are calculated based on your property’s assessed value and the municipal tax rate for your type of property, such as residential, non-residential or farm. We are also required by legislation to collect requisition amounts for education and seniors affordable housing for the provincial government. Property tax notices are mailed out in May and taxes are due by the end of June.

Subdividing is the process of dividing a lot or parcel of land into two or more lots or parcels. It also includes when several lots are combined or consolidated into a single parcel.
If you plan to subdivide, you may need to provide technical studies, such as a traffic impact assessment or geotechnical assessment, to support your application. If your application is approved, you’d need to hire a surveyor to formally survey the land. Most projects in Sturgeon County that include any building or renovation need appropriate development permits and/or safety codes permits. This includes – but isn’t limited to – the following projects:
▪ decks and patios
▪ accessory dwelling units (suites)
▪ home-based businesses
▪ accessory buildings, like garages, sheds, shops and greenhouses
▪ hot tubs and pools
▪ dugouts
▪ basement developments
▪ grading and stockpiling
▪ commercial or industrial buildings
▪ renovations
▪ septic/sanitary systems
You generally don’t need a permit for the following projects:
▪ fences
▪ patios/decks less than 0.6 metres high
▪ buildings only used to house livestock or agricultural machinery and equipment
▪ accessory buildings, like sheds, less than 10 square metres
▪ landscaping
▪ renovations like re-roofing or re-siding
Permits generally include conditions, or rules you need to follow. Depending on the project and the specific site characteristics, you may need to provide technical studies, improve site access or infrastructure, or connect to available services. For commercial uses, there may also be rules for your hours of operation.

Redistricting, or rezoning, is the process of changing the land use district that applies to a particular parcel of land. Each parcel of land is assigned a specific land use district; this regulates the activities that are allowed on that land, consistent with the zoning. For example, you would be allowed to build a house, garage or shed on a parcel of land in the residential land use district, but you would not be able to build a gas station.
As a landowner, you might request redistricting if you’d like to do something that is not currently allowed within the land use district. You need Council approval to redistrict your land.

There are municipal reserve and environmental reserve lands throughout Sturgeon County.
The County owns municipal reserve land and uses this land for public parks and trails. Environmental reserve land helps preserve the natural features of land – such as rivers, creeks, shorelines, wetlands or ravines – and is protected from development. These lands are used as public parks or left in their natural state.
Municipal and environmental reserves are public lands and you are welcome to enjoy these areas as parks. You can take a walk, play sports, and have picnics on these lands!
If your property backs onto a reserve area, you cannot build or store anything on these lands. Private buildings, structures and landscaping such as sheds, fences, trailers, gardens, firepits, material storage and driveways are considered encroachments and you could be asked to remove any developments or items from this land.

We are proud of our agricultural roots. Various types of agriculture, including crop and livestock production, cover a significant portion of our land base. Our Agriculture Services department supports our farming and rural communities through its weed control and mowing programs, pest monitoring, problem wildlife management supports and resource sharing.
With over 700 farms in Sturgeon County, you will likely encounter farm vehicles on our roads, especially during spring seeding and fall harvesting activities. Be patient and give them lots of space on our roads.
Crops must be seeded and harvested when the weather is good which sometimes means farmers operate machinery in their fields all hours of the day and night. This is a great opportunity to get a closeup look into the life of our hardworking farmers. Fortunately, any inconvenience is very short-lived.
If you haven’t lived in a rural setting before, you might notice some new smells. If you live close to a farm with large animals, you might smell them depending on the wind direction. Manure is another smell you might encounter. Manure produced by livestock provides an important source of fertilizer for crops and is best managed by spreading it on fields at certain times of year. The Agricultural Operation Practices Act ensures this is done properly. Questions about these rules can be directed to the local Natural Resources Conservation Board Office at 1-866-383-6722.

Sturgeon County has a vast land base which makes it ideal for many year-round recreational activities. Much of the land is privately owned and what may look like an open field could be an agricultural crop that could accidently be damaged. Weeds, pests and diseases can also be introduced accidently to someone else’s property. You need permission from the landowner in order to access their private property.
Noxious or prohibited noxious weeds present significant economic and ecological risks. They can spread rapidly and can cause severe crop losses and economic hardship. Property owners must follow the Weed Control Act and control or destroy weeds declared as noxious or prohibited noxious.
During the growing season, our weed inspectors can respond to incoming weed reports or inquiries. To report a weed concern or find out which species are regulated under current legislation, submit a weed and vegetation issue form at SturgeonCounty.ca/Services.
Our Community Standards Bylaw requires residents living in hamlets or subdivisions to maintain their grass to a height of 15 centimetres or less.
Trees are a very important part of the rural landscape and if you are lucky enough, you may have an abundance of them on your property. They provide critical habitat to pollinators, birds and animals. Management of trees on private property is your responsibility and proper maintenance can ensure that they stay healthy and safe. Request a tree assessment by submitting a hazardous trees and tree health concerns form at SturgeonCounty.ca/Services.
Waterbodies, wetlands and dugouts are found throughout Sturgeon County. These water sources perform some pretty important functions including water storage for droughts, flood prevention, ground water recharge and habitat for wildlife just to name a few.
