EXECUTIVE SUMMARY A Phase I/II Environmental Site Assessment was conducted by CT & Associates Engineering Inc. for River Lots 57 and 58, St. Albert Settlement, situated in Sturgeon County, Alberta. The purpose of the assessment was to: 1)
review historical and current uses and operations on the subject site and surrounding properties, to identify and assess potential items of environmental concern (Phase I portion),
2)
conduct sampling and chemical testing, to verify that there have been no impacts to the subject site, related to any identified environmental concern (Phase II portion).
The subject site historically has only been utilized as cultivated farmland, as is found today. Based on the historical review, there are abandoned wells and pipelines, situated immediately off the property, on the adjacent lands to the north, that had the potential to impact the subsurface conditions at the north property boundary, as a result of the construction (well drilling) and operation of these nearby well and pipeline facilities. The Phase II drilling, sampling, and chemical testing, completed in this study, along the north property boundary, has verified that there have been no impacts to the subject site, from the wells and pipelines. As a result, the subject site is considered free of contamination, and no further investigation is required.

1.0 INTRODUCTION This report presents the results of a Phase I/II Environmental Site Assessment conducted by CT & Associates Engineering Inc. for River Lots 57 and 58, St. Albert Settlement, situated in Sturgeon County, Alberta. The purpose of the assessment was to: 1)
review historical and current uses and operations on the subject site and surrounding properties, to identify and assess potential items of environmental concern,
2)
conduct sampling and chemical testing, to verify that there have been no impacts to the subject site, related to any identified environmental concern.
This study comes after a 2020 Phase I ESA, at which time, CTA concluded that there were no environmental concerns to the subject site related to past site activity. However, the 2020 ESA, noted that there were abandoned wells and pipelines, situated immediately off the property, on the adjacent lands to the north, which had the potential to impact the subsurface conditions at the north property boundary, as a result of the construction (well drilling) and operation of these nearby well and pipeline facilities. Authorization to proceed with the Assessment was provided by Select Engineering Consultants, specifically by Mark Solikowski, P.Eng., General Manager, on November 12, 2025 (Phase I portion), and Blaydon Dibben, RPP, MCIP, Manager of Planning, on December 17, 2025 (Phase II portion). This report has been prepared in accordance with CSA Standard Z768-01 (2022) and Alberta Environment Site Assessment Standard (2024).

2.0 SITE LOCATION AND SURFACE FEATURES 2.1
SITE LOCATION The subject site is located between Sturgeon Road and Range Road 251, at 180 m south of Fairway Drive in Sturgeon County, Alberta. The legal description of the property is River Lots 57 and 58, St. Albert Settlement. The subject site consists of approximately 87 hectares (215 acres) of land covering the central portion of section 14-54-25-W4M. The location of the subject site is presented on Drawing No. A-1, Appendix A.
2.2
SURFACE FEATURES The subject site is utilized entirely as cultivated farmland, and is vacant of any development. There is a railway right-of-way of 30 m width that extends in a northeast-southwest direction through the central portion of the property. In the surrounding areas there are residential subdivisions situated to the north and west of the subject site. The areas to the east and southeast are utilized as a cultivated farmland. There is a treed area to the southwest of the property.

February 2026 Page 3
The subject site is slightly undulating and generally sloping gently to the northwest. The major topographic feature in the area, is the Sturgeon River situated 300 m to the northwest of the subject site. 2.3
GEOLOGY Geological maps of the area indicate that the site is underlain by glaciolucustrine deposits (consisting mainly of fine sands, silts, and clays) to 10 m depth. This is underlain by glacial till to 40 m depth. Within the glacial till, ice shoved rafted bedrock may be encountered at 15 m depth, of approximately 10 m thick. Beneath the glacial till Saskatchewan Sand and Gravel to 45 m depth. This is underlain by bedrock of the Edmonton Formation, consisting of bentonitic shales and sandstones, with numerous coal seams (Kathol and McPherson, 1975). Hydrogeological maps of the area indicate the local soil conditions consist of lacustrine clay, underlined by sand and gravels (of higher groundwater yield) over bedrock (sandstone and shale). The regional groundwater generally flows to the northwest towards the Sturgeon River (Alberta Research Council - Earth Sciences Report 1974-10, Hydrogeology of the Edmonton Area, Northwest Segment, Alberta).

5.0 PHASE II DRILLING, SAMPLING AND CHEMICAL TESTING In order to verify that there has been no impact to the subject site, related to the drilling of the wells, and operation of the oil pipelines, a Phase II drilling, sampling, and chemical testing program was conducted.
5.1 FIELD PROGRAM Seventeen (17) boreholes were drilled on February January 16 and 22, 2026, to 4.6 m depth, utilizing a B-61 truck-mounted drill rig. All drilling and soil sampling was supervised at all times by a CT & Associates Engineering Inc. engineer. As part of the drilling program, two (2) groundwater monitoring well was installed. The wells were constructed with a 50 mm diameter slotted PVC pipe, with bentonite, and finegrained sand filling the annulus space between the pipe and borehole wall. The top 0.6 m of the annulus space was backfilled with a bentonite plug to prevent infiltration of surface water. Borehole locations are shown on Drawing No. A-1, Appendix A.

February 2026 Page 12
5.2 SOIL SAMPLES Soil samples were taken from auger cuttings typically at 0.8 m intervals, or as otherwise required based on visual observations of the soils. Each soil sample selected from the auger was trimmed on all sides and ends in order to minimize any potential cross-contamination. All samples were collected and sealed in preparation for head space analysis. Selected duplicate soil samples were also placed in glass vails (with methanol preservative) and glass jars, and sealed with a screw-type lid. These samples were also trimmed and prepared in a similar manner as the head space samples. All jarred soil samples were placed in a chilled cooler and transported to an appropriate testing laboratory within an allotted holding time.
5.3 WATER SAMPLES The groundwater monitoring wells were dry, 14 days after well installation, and no water sample was obtained.
5.4 SUBSURFACE CONDITIONS 5.4.1 Soil Topsoil at the north property boundary is generally between 150 mm and 300 mm thick. Beneath the topsoil is medium plastic clay, and low plastic silt, that are wet. No hydrocarbon odours or staining was observed in any of the borehole locations. The borehole logs are contained in Appendix D.

5.5 VAPOUR CONCENTRATIONS Vapour concentrations were measured in soil samples obtained from all boreholes. The vapour concentrations were measured within sealed bags for each individual soil sample using a portable vapour analyser equipped with a combustible vapour detector and PID detector (RKI Model Eagle 2). The PID detector was equipped with a 10 -6 eV lamp, appropriate for detection of volatile organics. Theboreholes vapour concentrations were found to be at 0 ppm, indicative of soils free of hydrocarbon vapour. Vapour concentration readings are contained within the individual borehole logs in Appendix D.

February 2026 Page 14
5.6 GRAIN SIZE Grain size analysis was performed on one representative soil sample to define the classification for the subject site. The grain size analysis defines the soils as having a median grain size (P 50) less than 75 microns, as expected for the clayey soils. As such, fine-grained soil criteria are used for soil risk management criteria for the subject site. Details of the laboratory analysis are contained in Appendix E.
5.7 LAND USE CRITERIA A land use assessment was undertaken to determine the applicable criteria for the subject site, in terms of the current land use and applicable exposure pathways. The subject site is currently zoned AG (Agricultural District), and is utilized as cultivated farmland. The surrounding areas consist of farmland and acreage residential development. The site subsurface soils are defined as fine-grained clay with very low hydraulic conductivity. The Agricultural Land Use Criteria for fine-grained soils of the 2024 Tier 1 Alberta Environment Soil and Groundwater Remediation Guidelines is applicable to the subject site.

February 2026 Page 15
5.8 CHEMICAL TESTING 5.8.1 CHEMICAL TESTING PROGRAM A chemical testing program was undertaken to assess the existing subsurface conditions at the location of the well. Representative samples for chemical testing were selected based on a combination of location and depth, visual observation of the soils, and vapour concentrations. Laboratory results are contained in Appendix E. The chemical testing program was based on criteria of the Alberta Tier 1 Soil and Groundwater Remediation Guidelines (2024). The testing consisted of the following parameters: Soil •
Seven tests for BTEX and hydrocarbon fractions F1 to F4;
•
Twelve tests for salinity.
5.8.2 RESULTS The results of the chemical tests are summarized as follows: Soil •
Generally all of the hydrocarbon test results were below laboratory detection limits (Table 1);
•
All of the salinity test results were below the most stringent Residential land use criteria (Table 2).

6.0 ASSESSMENT AND CONCLUSIONS The subject site historically has only been utilized as cultivated farmland, as is found today.

EXECUTIVE SUMMARY A Phase I Environmental Site Assessment was conducted by CT & Associates Engineering Inc. for the “River Lots 57 and 58, St. Albert Settlement”, situated in Sturgeon County, Alberta. The report is part of the Sturgeon Valley N1 NSP study area.
The purpose of the environmental assessment was to review historical and current land uses of the subject site and surrounding properties, to identify and assess potential items of environmental concern.
The subject site historically has only been utilized as cultivated farmland, as is found today.
The surrounding areas consist mainly of undeveloped land, with residential subdivisions situated to the north and west of the property.
Based on the results of the study, there are no environmental concerns to the property situated within the subject site.
The study also indicates that are two well sites (9-14 and 15-14) situated to the immediate north of the subject site, with associated product pipelines that extend in proximity to the north property line (true pipeline alignments are actually unknown), as shown on Drawing A-1, Appendix A. Due to potential impacts as a results of the construction (well drilling) and operation of these nearby well and pipeline facilities, it is recommended that the subsurface

SURFACE FEATURES
The subject site is utilized entirely as a cultivated farmland and is vacant of any development. There is a railway right-of-way of 30 m width that extends in a northeastsouthwest direction through the central portion of the property.
In the surrounding areas there are residential subdivision situated to the north and west of the subject site. The areas to the east and southeast are utilized as a cultivated farmland. There is treed area to the southwest of the property.
The subject site is slightly undulating and generally sloping gently to the northwest. The only major topographic feature is the Sturgeon River situated 300 m to the northwest of the subject site.
GEOLOGY
Geological maps of the area indicate that the site is underlain by glaciolucustrine deposits (consisting mainly of fine sands, silts, and clays) to 10 m depth. This is underlain by glacial till to 40 m depth. Within the glacial till, ice shoved rafted bedrock may be encountered at 15 m depth, of approximately 10 m thick. Beneath the glacial till Saskatchewan Sand and Gravel to 45 m depth. This is underlain by bedrock of the Edmonton Formation, consisting of bentonitic shales and sandstones, with numerous coal

SITE OBSERVATIONS AND SUMMARY OF ENVIRONMENTAL CONCERNS
The following is a summary of findings collected during the historical and site review.
4.4.1 Oil and Gas Wells/Pipelines
According to the AER there are no pipelines, oil wells, battery sites, coal mines, or environmental incidents reported for the subject site. In the surrounding areas there are the following facilities (shown on Drawing No. A-1): •
Oil well site 15-14 - drilled in 1950, abandoned in 1983; the lease is situated to the immediate north of the subject site.
•
Oil well site 9-14 - drilled in 1978, abandoned in 1985; the lease is situated to the immediate north of the subject site. There are three (3) incidents related to this license occurred in 1978, 1981, 1982, when 1m3 of salt water or crude oil was spilled each time.
•
Regco pipeline (abandoned-in-place) connecting two above noted former well sites with a former battery site situated 600 m to the southeast of the
site. Oil well site 5-14 - drilled and abandoned in 1978; the lease is situated

5.0 CONCLUSIONS AND RECOMMENDATIONS The subject site historically has only been utilized as cultivated farmland, as is found today.
Due to potential impacts as a results of the construction (well drilling) and operation of these nearby well and pipeline facilities, it is recommended that the subsurface conditions along the north boundary of the subject site be verified with a drilling, sampling, and chemical testing program, to confirm that there

The search of the storage tank database determined no records were available for the address requested. The Freedom of Information and Protection of Privacy Act governs the information provided. Please note that the database is not complete. The main limitation of the database is that it only includes information reported through registration and permitting or a survey of abandoned sites completed in 1992 and should not be considered a comprehensive inventory of all past or present storage tank sites. ASCA’s storage tank systems database is solely maintained based on information provided by owners and or operators of storage tank systems; therefore, the database may not reflect information related to all existing or former storage tank systems in Alberta. Further information on storage tank systems or investigations involving a spill/release or contamination may be filed with the local fire service or Alberta Environment.
