CASE STUDY SUCCESS | COURTHOUSE SQUARE The Courthouse Square project was a significant design-build project for a county government building that included multiple areas of specialty repair work including seismic upgrade, structural strengthening and building envelope repair. The five-story, posttensioned municipal complex showed signs of minor defects including buckling floor tiles, water seepage, and cracks in walls. Significant defects were found in the columns, shear walls, slabs, footings and masonry-clad building envelope. The findings led the owner to close the entire structure and develop an economically feasible plan to repair and return the complex to service.

The extensive design-build plan, consisting of proven construction techniques and technology-driven products, included upgrades to the columns, slabs, and walls. This required concrete enlargement, column capitals, and a FRP composite strengthening system.

Structural upgrades, done in the building and parking garage, included new overlays, new reinforcing steel, member enlargement and carbon fiber reinforced polymer (CFRP).

One of the unique factors with this project is the spatial restrictions faced in the design approach. Dealing with an existing building, it was essential to work with and often maintain existing clearances, as well as work around critical utilities and lines.

The successful completion of repairs provided the owners with a rejuvenated building to house a variety of county departments without -having to demolish and construct a new facility.

CASE STUDY SUCCESS | BALTIMORE GARAGE

Built in 1964, the Baltimore Garage is a 270,000 SF split level button head post-tensioned garage located in Detroit’s New Center neighborhood. The aging structure showed significant signs of structural degradation as well as the need for architectural improvements. To extend the service life of the structure and ensure long-term structural performance and improved aesthetics, a major restoration was needed.

A design build delivery system was selected for repairs to accelerate the schedule and limit budgetary surprises. Working with an engineering partner and STRUCTURAL TECHNOLOGIES, our team provided structural strengthening and waterproofing repair solutions.

Investigations revealed severe levels of structural degradation. The project team worked with the owner to prioritize necessary repairs and modify the scope for the budget that was available. To strengthen the garage’s beams, the team custom designed and fabricated a repair solution that incorporated STRUCTURAL TECHNOLOGIES’ VSL multi-strand external post-tensioning. There were many slabs that also required strengthening, as there were numerous areas where the old button head PT needed to be repaired by replacing/splicing in a new strand.

Crews worked in phased zones while the garage remained operational.

The garage was restored in less than a year and is now a safe garage that meets current codes and has an extended service life.

CASE STUDY SUCCESS | ONE WASHINGTON SQUARE

One Washington Square, a historic high-rise building in downtown Philadelphia, needed a permanent solution to stop water infiltration that had been occurring for years in its basement. This ongoing issue lead to extensive damage of structural steel beams as well as the surrounding slab. High voltage switch gears and transformers that supplied power to the entire building were also located close to the area of concern, making this repair project necessary to avoid a potentially catastrophic event.

Working with an engineer partner, a design build team was formed to provide the most effective means of solving the structure’s issues.

The team began with an investigation to determine the root cause and location of the water infiltration. Severe corrosion was discovered on three structural beams that supported the facade above. This required the design and installation of a needle beam shoring system to support the facade during the structural repairs. The repairs to the beams included completely removing and replacing one of them, while the remaining two beams in need of repairs were cleaned up and strengthened by welding steel plates to them.

Through value-engineering, creative thinking and teamwork, the renovations were completed on time and under budget. The team’s collaborative approach beginning with the investigation and unique ability to perform numerous specialty construction and restoration services led to the successful completion of this project.

CASE STUDY SUCCESS | PUBLIC SERVICE COMMISSION OF WEST VIRGINIA The Public Service Commission of West Virginia’s headquarters showed advanced stages of deterioration. Working with an engineer partner, a design build team was formed and selected to renovate the building’s facade and replace the brick exterior while the structure remained occupied. The team conducted an initial field investigation which uncovered some of the existing conditions so the design details could be developed based on actual construction.

LOCATION

The design involved a complete removal of the building’s exterior, requiring temporary enclosures to protect interior finishes and building occupants. In addition to brick replacement, the scope included installation of new barrier and thermal insulation to enhance energy performance, a new monumental limestone arch, a new curtain wall, and improved glazing. A phased demolition and construction plan ensured minimal disruption to the building occupants.

During construction, additional deficient conditions were uncovered that posed design challenges for the compatibility between the new facade and the existing structural components of the building. Crews had to remove nearly 20,000 square feet of the existing brick exterior to address the additional structural repairs. The design build team worked seamlessly together, without incident, to limit disruptions to the ongoing activities of the Commission and complete the project on time.

CASE STUDY SUCCESS | ROBINSON CENTER PARKING GARAGE

The Robinson Center Parking Garage is a post-tensioned concrete structure with a paper wrapped, button-head wire PT tendon system.

The below-grade garage had signs of capacity loss with large deflection cracks present within the slabs and beams. Concrete had begun to spall and was at risk of falling on cars and pedestrians.

The owner needed a team to perform an investigation and associated testing to determine the root cause of the capacity loss and formulate a solution that would extend the life of the structure.

Forming a design build team with an engineering partner and support from STRUCTURAL TECHNOLOGIES, we provided turnkey services to inspect the garage, provide design and engineering services to address the issues, and implement the best repair option.

The team performed a comprehensive condition assessment on all of the structural elements and in order to properly determine the existing capacity of the structure. The team worked with the owner to evaluate the project scope and identify areas where money could be reallocated in order to complete the necessary structural repairs and as a result, the additional tendons were repaired with limited cost impact to the project.

Through extensive pre-planning and the development of both a site specific safety plan and quality assurance program, the team completed repairs under the highest level of quality and maintaining the safety of the community and crews.
