Plaintiffs allege: I.

PREAMBLE

Before Washington was allowed to become a state, it was required to draft and ratify a state Constitution. During the summer of 1889, a group of 75 delegates drafted the Constitution which was then ratified by territorial election. On November 11, 1889, President Harrison approved the Constitution and Washington was admitted to the union. Though the Constitution of the United States is the supreme law of the land, the Washington State Constitution is the basis for creation and enactment of our local governments.
