President Barack Obama, Secretary of State Hillary Clinton, and Attorney General Eric Holder gave major Pride speeches last week at events in Washington, D.C. Obama appeared at an East Room reception for LGBT activists and federal employees on June 22. The guest list included activists from several state LGBT groups, but reportedly did not include representatives of the national LGBT organizations.

Seattle’s Charlene Strong, Constance McMillan, who was excluded from her high school prom, and Janice Langbehn, who had been prevented from visiting her partner in the hospital as she was dying, were also present.

Obama used the occasion to list the accomplishments of his administration, from the Matthew Shepard Hate Crimes Bill to a series of administrative orders giving equal benefits to federal workers.

Anne Levinson to serve as civilian auditor

Levinson, one of the state’s first openly LGBT public officials and chair of Washington Families Standing Together, the statewide coalition campaign to approve Referendum 71 and keep the state’s domestic partnership law from being repealed, was nominated for the position of civilian auditor by the mayor.

The OPA civilian auditor’s position to which Levinson was just appointed was expanded in 2008 after the Police Accountability Review Panel called for 29 changes to Seattle’s police accountability system, including a stronger role of outside auditor.

“The overwhelming majority of officers work day in and day out with the highest standards and deep commitment to those they serve, but policing is a difficult and complex profession and there inevitably will be officers and situations where issues must be addressed,” Levinson told SGN. “When done well, policing brings a community together to solve problems, reduce crime and build relationships of trust. Policing at its best means that everyone in a community feels the law works fairly for all.”

“Successful law enforcement is not just a matter of reducing crime, but of doing so in such a way that all individuals feel that they are being treated fairly, equally, and with respect,” she said. “That means consistent and fair enforcement. Seattle Police work hard to build relationships with diverse communities, but any time there is disproportionate action, disparate treatment, or the perception of either, those relationships and that trust can quickly be put at risk. Of course the enforcement must be legal, but legality alone isn’t enough. There needs to be legitimacy as well in order to have public trust. That means behavior that is not just legal, but is viewed as consistent with community values as well.”

“The auditor’s role is to make sure that investigations of alleged misconduct are objective, thorough, and timely, preserve due process rights, and are resolved with appropriate action,” Levinson told SGN. “Leadership, training, supervision, and investigations should foster a culture that will not tolerate misconduct, will acknowledge misconduct when it occurs and implement reform when necessary, identify problems, respond swiftly and hold people accountable.”

Levinson says that a strong accountability system should make a positive difference for both the public and the officers, enhancing trust and mutual respect between the officers and their command staff and between the police and the community. west seattle blog

Resolution 31224 passed by City Council

by James Whitely SGN Staff Writer On Monday, June 21, the Seattle City Council unanimously passed resolution 31224, reaffirming the City of Seattle’s commitment to full equal rights for all residents and employees regardless of sexual orientation or gender identity.

In short, the resolution makes it city policy that city departments work with the Seattle Office for Civil Rights (SOCR) and the Seattle LGBT Commission to provide a report to the Seattle City Council and the mayor by June 2011 that assesses the employment, housing, health and other needs of Seattle’s LGBT community and to propose community and city strategies for meeting those needs.

The resolution also encourages city departments to continue active participation in Seattle’s annual PRIDE celebration.

“The City of Seattle has a long history of being inclusive of our LGBT community and today’s resolution reaffirms that commitment,” said Councilmember Bruce Harrell, who co-sponsored the resolution with Councilmembers Sally Clark, Nick Licata, and Tom Rasmussen. “This resolution puts the City on record to work closely with the LGBT community to guarantee equal rights and provide for full participation of all our residents and City employees.”

The resolution illustrates the rich history of Seattle’s commitment to LGBT rights from as early as 1972. This includes everything from the city’s presence at the Pride celebration to past legislation including the banning of discrimination based on sexual orientation and gender identity, allowing domestic partners of city employees to share employment benefits, and requiring contractors who do business with the city to

The 15-member Seattle LGBT Commission advises the mayor, council, and city departments about sexual minority issues, and recommends policies and legislation. It is made up entirely of Seattle citizens.

Donald Albert Squires

Lifelong resident of the Des Moines and Normandy Park area Don Squires passed away from emphysema on June 8, 2010 at his home in Des Moines, two days after his 65th birthday. His friends and family looked after him, with particular care from his niece Debb Squires, and close friends Sharon and Doug Andrews and Dave Kaplan.

Don is survived by his brother John (Martha) Squires, nieces Debb Squires and Cathy O’Niel, and close friends Doug, Sharon, Dave, Marie, Dan, Don, Dave, Scarlett, Zoe, Gary, Norm, John, David, and many others. He was preceded in death by his brother, Jim Squires.

Don graduated from Mt. Rainier HS and took courses at Bates Voc Tech and Highline CC. He was a leader in DeMolay. Drafted into the U.S. Army, Don served from 1966‘68 at Fort Dix, NJ as Section Chief of the Personnel HQ Message Center. His work career included General Electric, the Seattle-Tacoma Box Co., and on-the-line quality control for the Kenworth Truck Co. He retired after 20 years at Kenworth in 2004.

Don was proud of his being part of the first generation of out Gay men, as a member of the Dorian Group, supporting equal rights measures, and in care for those with AIDS. He was a strong advocate and donor to the Seattle Men’s Chorus, public broadcasting, and the cleanup of Puget Sound.

Don was a leader on the board of Misty Woods HOA for 15 years, including as president. He was passionate about politics, good scotch, and antique glass candlesticks.

Petition organizers contended that disclosing the names would violate the 1st Amendment rights of the signers. Ultimately they sued Washington Secretary of State Sam Reed to keep the names secret.

Reed and State Attorney General Rob McKenna contended that under the state’s Public Records Act, the signatures were public information. They were joined by Washington Families Standing Together, the organization that ran the successful Approve R 71 campaign.

Chief Justice Roberts rejected plaintiffs’ arguments and made a strong case for disclosure.

“Public disclosure thus helps ensure that the only signatures counted are those that

should be, and that the only referenda placed on the ballot are those that garner enough valid signatures,” Roberts said. “Public disclosure also promotes transparency and accountability in the electoral process to an extent other measures cannot.”

Roberts added that the plaintiffs could return to a lower federal court and file a narrower claim to shield the names from disclosure.

“Upholding the law against a broad based challenge does not foreclose a litigant’s success in a narrower one,” he said.

In his concurring opinion, Justice Stephens dismissed allegations that disclosure would pose a threat to petition signers.

“Any burden on speech that petitioners posit is speculative as well as indirect. For an as-applied challenge to a law such as the [Public Records Act] to succeed, there would have to be a significant threat of harassment directed at those who sign the petition that cannot be mitigated by law enforcement measures,” he said.

McKenna praised the court’s decision as a victory for transparency.

“This is a good day for transparency and accountability in elections – not just in Washington, but across our country,” he said.

Reed said that while he supported making the names public, he understood the plaintiffs’ concerns.

“I will continue to speak out for civility in our citizenship and will firmly insist that petition signatures not be used in a threatening or inappropriate way,” Reed said.

Seattle attorney Anne Levinson, chair of Washington Families Standing Together, hailed the decision as another victory for equal rights.

“This 8-1 ruling by the highest court in the land is a significant defeat for those who have sought to enshrine discrimination into law at the ballot box,” Levinson said in a statement. “Nowhere is the integrity and transparency of elections more important than where the ballot box is being used in an attempt to take away fundamental rights.”

During their three-month training process, new volunteers take part in diversity training sessions, and many Peace Corps posts offer peer support networks for volunteers.

Volunteers learn techniques to manage cultural differences and are encouraged to support one another.”

It’s true the acceptance of GLBT people worldwide is a cross-cultural experience. I have been to Gay bars in Germany, Cuba, Mexico, and several other countries. When I traveled in Vietnam, my partner and I were sure that one of our tour guides was a Lesbian and we found several articles on Gay men in Vietnam. Mali is different in that it is Muslim, less developed, and very isolated from the rest of the world. What has helped me is talking regularly to friends and family back home, the people here in Mali who have found their way into my heart and the fact that men and women in Mali don’t socialize together very much. So my highlight has been dancing with women at weddings while the men are all sitting off somewhere doing whatever it is they do.

The Peace Corps has been an amazing experience for me, and I don’t regret the decision at all. Over the 30-some years I have been out of the closet, I have met many challenges because of my sexual orientation, and I don’t see that changing any time soon.

Three jolts from Chile

Chilean earthquake sets search for long-lost friends in motion

That was my introduction to Gay life in Chile, my position assisting in the publication of the first Gay newsletter there, and an unforgettable romance. It also led to memories of brief friendships that still bring me warmth and joy after three decades of separation. Carlos gave me the address of a club called Fausto, and told me he would be distributing his literature there.

ing isn’t emphasized in school, and these guys made every mistake imaginable. Since professional publications do try to have everything as perfect as possible, and because they wanted their effort to look as professional as they could, they soon had me reading everything that went into it before the master copy was made.

In the meantime, Carlos and I would grab the occasional opportunity for a romantic interlude, or just a fun outing together. Andrés would sometimes accompany us, and made it clear that he also shared the attraction Carlos had for me. Carlos looked on our relationship very casually, and did nothing to discourage him; I always took things much more seriously. I remember one day when they were whispering between themselves, but not quietly enough. Andrés was asking about my physical attributes. Carlos reacted more loudly, “Ay, brazo de reina!” (Brazo de reina is a pastry, it literally means “queen’s arm,” and before being cut into individual portions resembles the forearm of a very dainty woman.) I laughed out loud; it was an extreme exaggeration, but I still love him for it, and for being who he was.

I made use of Andrés’ crude kitchen facilities to prepare some comfort foods for the whole group, who said I had “the hand of a nun.” At the end of one publication cycle, the three of us took a short trip to the rustic seaside resort (for the upper-lower and lower-middle class) of Llolleo. We stayed in a dormitory-style pension and seduced the local boys, many of whom were quite willing to be seduced (since good girls and prostitutes were both out of reach, for different reasons). Andrés caused quite a ruckus when he bedded the landlady’s son, but she managed to get over it. The rest of the time was spent on the beach or walking in the woods, bundled up against the blustery winter winds.

So the reader can plainly understand why those halcyon days were brought to mind by the devastating temblor in Chile. I began to search for my long-lost friends the way we always do these days: on the internet.

With the help of Victor Hugo Robles, a wellknown author and Gay activist known as the Che Guevara of the Gay rights movement in Chile, I found out about my friends. Andrés Pávez became very well-known in live theater in Chile, and died of AIDS several years ago. Carlos Muñoz remained active in the Gay rights movement; he was killed in a hate crime and his body was dumped, like garbage, beside the Mapocho River. The recent earthquake in Chile shook me, here in Seattle. Thirty years have passed since I was there, and I wondered about the friends I had made during my short stay in Santiago de Chile. What happened next prompted me to write this for Gay Pride, I hope everyone can find some pride in it.

I had hitchhiked the length of the Atacama Desert from the more traditionally Hispanic Peru, through the bleak, arid landscape, interrupted by the rural modernity of the oasis surrounding Antofagasta and natural wonders like the distant view of Aconcagua and the startling buna (mirage) of seemingly solid and towering stone cliffs I saw at dawn that developed holes in them, and dissolved completely under the rising sun. My last ride left me in Valparaíso, which reminded me of a city on the central California coast that had hung on tight to variations on the Spanish Colonial style. Finally a luxury bus ride, replete with comforts, including lunch served in your seat by the stewardess, and a lucky ticket drawing, left me in central Santiago. Although cold, gray and forbidding under the cloudy winter sky of August, my first impression was swept away in the bustling atmosphere of a great city at work.

After settling in, I set out to explore the city. Much to my surprise, one of the first things that happened was being approached by a very attractive young man who was distributing a Gay newsletter. (Keep in mind that this was during the most solid period of power for Augusto Pinochet.) Was it my imagination, or was there an immediate connection on a deeper level? I took the

single-sided photocopy from his hand and looked it over. “This doesn’t tell me anything,” I complained. He took exception to what I said and started to explain the social importance of the movement for Gay equality, and how the brief articles on the page addressed the issues involved. “But it doesn’t

It took a while to find the place on foot, and it wasn’t open when I got there (though I was at a loss to be sure which door it might be). I got dinner and went back a couple more times. On closer inspection one door started looking right, and finally, around 10:00 p.m., a bit of activity removed any remaining doubt. It was a dreadful place; crushed velvet on the walls with knotty pine trim, black glass bar with padded vinyl face, orange carpet, and other similar decor. My drink cost $6.50 (a small fortune at the time) – at least it was a double. For the longest time I was the only single person there and one of three obviously Gay people (obvious

to me). Many straight people came in, in twos and fours, at a slow pace. I took a peek in the disco (mirrors, strobe lights, lighted floor) and sought refuge in the bar again. I finally attracted the attention of this nelly fag (another Carlos). We didn’t exactly hit it off, and a little after 1 o’clock, he left. I found the other Carlos at the door and we made a date for the next day.

Carlos and I couldn’t be together at my hotel, so our rendezvous point was the room of his friend, Andrés. It was a very Bohemian abode near my hotel, which was also the main office of the Gay newsletter, which carried the name Alegría, but was more familiarly known (and now remembered by history) as “La Hojita Gay.” There were roughly eight to a dozen guys that contributed to getting the work done; typing, cutting, pasting, laughing, joking, snacking, and smoking a variety of substances.

It soon became clear that my spelling ability vastly overshadowed the others’. In Spanish, it isn’t easy to misspell words, and nearly impossible to spell a word so badly that it can’t be understood. Therefore spell-

Same-sex partners qualify for family medical leave

The Obama administration has issued a new ruling that allows LGBT workers to take family medical leave to care for sick or newborn children of their same-sex domes-

tic partners.

The new policy was contained in a formal opinion letter issued June 23 by the Labor Department Wage-and-Hour Division.

The administration’s ruling tackles a question not explicitly covered by the 1993 Family and Medical Leave Act.

Under the law, people who work for a company with 50 or more employees are entitled to 12 weeks of unpaid leave to care for a newborn or for a spouse, or child with “a serious health condition.”

The new ruling says that an employee in a same-sex relationship can qualify for leave to care for the child of his or her partner, even if the worker has not legally adopted the child.

Unlike the new family leave rules announced by the Office of Personnel Management on June 14, the administration’s latest initiative applies to all workers who are covered by the Family Medical Leave Act, not just to federal employees.

Federal law does not recognize same-sex relationships – in fact, DOMA explicitly forbids the federal government from doing so – but Labor Department lawyers have concluded that people in such relationships may qualify for family and medical leave when they act as parents, sharing the care and support of a child.

“The administration is moving the executive branch to really provide interpretations that will change the lives of millions of [LGBT] people for the better,” said Fred Sainz of the Human Rights Campaign.

million children.

The new Labor Department policy is that “if you act like a parent, do the work of a parent and raise a child like a parent, then you are a parent for the purpose of the Family and Medical Leave Act,” she said.

Federal rules are important, Chrisler said, because at present, “states have a hodgepodge of laws on same-sex couples and their relationships to their children.”

In some states, adoption by same-sex couples is allowed. In others, it is not. And in many states, the law is unclear.

Washington state law allows LGBT individuals as well as same-sex couples to adopt children.

Obama’s orders have relied on the authority of the president to manage the federal government, in the same way that George W. Bush used the powers of his office to relax government restrictions on oil-and-gas exploration on federally protected land.

Over the past 17 months, the Obama administration has expanded federal rights and benefits for LGBT people, targeting one government restriction after another in an attempt to change public policy while avoiding a confrontation with Republican opponents of equal rights.

Scores of federal rules blocking Gay rights have been set aside or reinterpreted by Obama officials.

Among the changes: • Gay partners of federal workers now will receive long-term health insurance, access to day care and other benefits.

• Federal Housing Authority loans no longer can consider the sexual orientation of applicants.

• The Census Bureau plans to report the number of people who report being in a same-sex relationship.

• Hospitals must allow Gays to visit their ill partners. And federal child-care subsidies can be used by the children of same-sex domestic partners.

Individually, none of the changes is especially dramatic. Taken together, they significantly alter the way LGBT people are viewed by federal law.

Some activists continue to be critical of the Obama administration’s inability to secure passage of major legislation like EDNA and “Don’t Ask, Don’t Tell” repeal, however.

“We still need laws passed that achieve what these minimal efforts attempt to do piecemeal,” said Lane Hudson, a Gay activist who disrupted a Bill Clinton speech last year.

“The little things that the Beltway crowd pays attention to – and the White House uses to say ‘We’re making so much progress’ – that doesn’t translate outside the Beltway,” Hudson said.

“We are the Department of Justice,” she said. “In all of government, we are the only ones whose name is also a mission, an inspiration and obligation.”

Durkan, the first openly Gay U.S. attorney, said being openly Gay can help “change hearts and minds” to make progress on LGBT issues.

She said studies and experience both show “the number-one thing” that can change a person’s views of the LGBT community is knowing an LGBT person.

“It takes acts of courage to come out to your family, to your friends, to your coworkers, but those acts of courage speak volumes,” she said. “It’s the single easiest thing that anyone of us can do to achieve equality.”

Secretary of Defense Robert Gates, who has advocated delaying DADT repeal, did not hold a Pride event for Defense Department employees and did not give a speech for the occasion.

While military personnel cannot be open about their sexuality, civilian employees of the defense Department can be, and are covered by the same anti-discrimination rules as other federal employees.

VANCOUVER, BC PRIDE 2010 On Sunday, August 1, Vancouver, BC celebrates Pride 2010. Spanning 20 blocks and attracting an audience of over 600,000 in 2009, the Pride Parade is Vancouver’s premier celebration of culture and diversity.

The 2010 Pride Parade will start in the heart of downtown Vancouver at noon at Robson

and Thurlow, then head west down the hill to Denman street, following Denman to Pacific and Beach Avenue before finishing at the Sunset Beach festival site. Celebrations continue after the Parade at the Sunset Beach festival site. There will be a crowd that reaches over 110,000 people in the park listening to live music by local performers and headliners on the Festival Stage. There are 125 booths with a diverse range of products and services with drinking and dancing at the beer garden. The Vancouver Pride Society adopted a three-year theme of “Educate, Liberate, Celebrate,” focusing on one of the three elements each year. In 2010, we focus on Liberate, and what it means to be free. In parts of the world and even in our own country, Pride is still a movement to liberate. Pride is a vehicle to educate, liberate and celebrate and every summer, that’s what we do here in Vancouver.

This year, however, Sevart and the Space Needle staff were prepared for Pride. “We had enough time, and at this point, we felt like it was the right thing to do – and the right thing to do for our team members, as well.”

“It’s a big deal for some of our team members,” Sevart said. “Such a big deal that when we told some of them, it was very emotional.”

“We’re as diverse inside the Space Needle as what is outside the Space Needle,” he added.

“The Pride event takes place on the Seattle Center campus,” Sevart said. “I think that being able to look up at the Space Needle and see that flag up there – I think it’s going to be a very proud moment for a lot of people.”
