fficers at South Gloucestershire Council are recommending that the temporary one-way traffic lights at Parkway railway bridge should remain in place for another 12 months, the Journal has learned.

Changes were made to the road layout under the bridge in June 2020 (during the first Covid-19 lockdown), creating a single lane for traffic, controlled by temporary traffic signals. The extra space created either side of the traffic lane is designated for people walking or cycling under the narrow bridge and is intended to allow them to keep a safe distance from each other, thereby “helping protect against coronavirus”.

Initially implemented for a two-week trial period, the scheme has now been in place for almost a year. With traffic levels increasing as schools and businesses have reopened, it has come under increased criticism from motorists who claim the restrictions are causing unnecessary delays to traffic.

An ‘engagement survey‘ (public consultation) was carried out by South Gloucestershire Council in September and October 2020. Of the 929 respondents, 65 percent said they “strongly disagreed” with keeping the proposals in place for the duration of the pandemic, while 79 percent “strongly disagreed” with making the changes permanent.

In addition to lengthened journey times, other areas of concern that have been raised are increased pollution levels

(arising from queueing vehicles) and the potential for emergency services’ vehicles to be delayed.

There is also frustration that, for most of the day, few pedestrians or cyclists are seen passing under the bridge and making use of the extra space.

Although seemingly forming a minority, those voicing support for the scheme say they feel much safer when walking under the bridge due to the wider path space and traffic separation barriers. They also point out that with traffic restricted to the centre of the tunnel there is no chance of double decker buses or other high vehicles striking the bridge, which has been an issue in the past.

In their report on the 2020 public consultation, council officers were dismissive of the results, stating that the respondents were not representative of the younger age groups most likely to walk or cycle under the bridge. They also claimed that respondents’ descriptions of traffic delays were “exaggerated” and said these were “more of a minor inconvenience”.

One frustrated local resident has started an online petition to have the traffic lights removed claiming they are adding considerably to [motorists’] travel times and are no longer necessary now that Covid-19 restrictions have eased.

Other local residents have taken to social media to demand that South Gloucestershire Council removes the scheme.

Bridge traffic control might stay for another year Continued from facing page

“As a council we are committed to providing a better, safer environment to encourage more people to choose active travel for leisure and commuting which will reduce traffic on our busiest routes. The Parkway Bridge has been a safety concern for some time and the scheme in place has helped make this route safer for people walking and cycling. Since its introduction, we have seen an increase in people walking and cycling here, including children travelling to and from school and been asked by local schools and colleges to install extra cycle parking to accommodate the increase.”

“We ran a survey last year to understand the impacts of the scheme and have continued to

monitor traffic queues and usage of the scheme. We are also in regular contact with councillors and local representatives. While there is likely to be an increase in traffic once more businesses open up, the scheme offers positive encouragement and a safer environment for more people to commute using active transport.”

The three Stoke Gifford ward

councillors are unanimous in calling for the current scheme to be removed, whilst at the same time pressing for the longer-term solution of building a second, parallel tunnel through the embankment, dedicated for use by pedestrians and cyclists.

Following a crunch meeting on Wednesday 26th May, Stoke Gifford councillor Ernie

Brown told the Journal: “Both South Glos lead and local ward councillors met today to receive a report from council officers on the recommendation of keeping the restrictions at the underpass in place for a further 12 months, and the effect the temporary lights are having on both queueing traffic and improved safety for users.”

“After a lengthy discussion and strong objection from local ward councillors to keeping the restrictions, it was agreed that officers should now undertake a complete appraisal of the traffic throughout the coming weeks to make an informed comparison to what was experienced pre-Covid.

This will provide members with a knowledgeable appraisal of the impact of the scheme.”

News Parkway Bridge: Reader comments on Facebook PT: Yes time the lights were removed. The whole country is working its way back to normal, surely South Glos can do the same.

Temporary measures need to be that, temporary.

RS: I use this road as a cycle route. The road width reclaimed for pedestrians/cyclists is actually too narrow to safely cycle along and so have to use footpath anyway. The extra width provided simply doesn’t allow for any significant social distancing. I think the disruption to road users is not justified and the restrictions should be removed to allow traffic to flow. If it actually achieved its intention then it would be worth saving, but from my experience the pedestrian footfall and number of pedestrians I encounter doesn’t make it viable or sensible to retain.

CF: There is no need for the extra space any more, on a bus you can sit next to complete strangers. I think you can pass someone for the matter of a second outdoors. There is no real justification in this remaining causing pollution to our local community.

SW: I feel much happier with the current system even if it does put a few minutes on your car journey! Such a busy route for pedestrians especially school children and commuters to and from Parkway Station. If the single lane is taken away there should definitely be barriers/railings erected. Otherwise feel there is an accident waiting to happen there!

TB: I personally witnessed an accident under the bridge caused by a pedestrian walking into the road in front of a cyclist. The poor cyclist came off much the worse. It also means the buses no longer have to wait for a considerate driver prepared to wait while the bus enters the tunnel and has to drive down the middle of the road. I am more than happy for the scheme to stay.

Prospects for a parallel tunnel at Parkway

sked what progress has been made in exploring the possibility of building a separate, parallel tunnel dedicated for use by pedestrians and cyclists, a spokesperson for South Glos Council said: • We have applied to Weca for £50k as part of the North Fringe Master planning work currently taking place and will be carrying out an economic assessment to evaluate the costs and benefits of an underpass at Parkway Bridge • This work will determine how best to obtain future funding and we are expecting the results of this report to be ready later this year • The overall solution needs to be aligned to the North Fringe and Parkway area master planning work, with consideration given to access to Parkway Station and the surrounding areas being taken into account • Following this work, further funding may be sought from Weca to produce an outline business case

Weca’s Ten-Year Rail Delivery Plan states: “Previous study work concluded a subway for pedestrians and cyclists would provide the most cost effective and deliverable solution. Whilst not directly a rail scheme it would have major benefits for cyclists and pedestrians accessing Bristol Parkway station. Given the scale of works required there are potential cost savings to be made by linking it to other rail scheme line possessions and by re-evaluating the design and construction methodology.

The proposal could form the first part of a wider northern gateway redevelopment project for the station area to improve the passenger experience and maximise the benefits of IET services to London Paddington and South Wales and MetroWest.

The plan categorises the Parkway scheme as one which “could come forward”, within a 5-10 year timescale.

Finally there is light at the end of the tunnel as face-to-face meetings start again for 1st Little Stoke

A

s lockdown begins easing across the country, 1st Little Scouts have begun to resume face-to-face meetings.

This is a particularly exciting time for the Beaver section, who will be meeting face-to-face at the Scout hut for the first time in July, as over half of the colony, some leaders included, have joined during lockdown. This means that they have never set foot inside the Scout hut.

Beavers

Zoom meetings have not prevented the love and fun of Scouting from flourishing. The new Beavers and leaders have been welcomed into the group, through a series of exciting and dynamic activities, focussing on a mixture of friendship and Scouting activities. During Zoom sessions five Beavers have been invested into the group. One new member, Erin, was extremely excited to be invested and to be given her neckerchief, after watching her elder brother enjoy all the exciting activities Scouting has to offer.

Cubs

The Cub section were the first section to start face-to-face meetings, which all the Cubs and leaders were extremely excited

about, especially as they also welcomed new Cubs and leaders during their Zoom meetings.

They started their first session with some exciting team building games to give all the Cubs the opportunity to make new friends and learn each other’s names.

The leaders also spent some time talking with each Cub about the personal challenges they wanted to achieve this year and presented the Sixer badges. As the Cubs enter the final term of the year, they are looking forward to completing the work on their Sports and Artist badges. The Artist badge will be delivered by the young leaders of the group, who are volunteering as part of their Duke of Edinburgh award.

Scouts

Scouts are slowly getting back to face-to-face meetings. They have sessions planned at the fantastic setting of Woodhouse Park, near Almondsbury,where they will be able to explore the wide open spaces and learn all about emergency rescue situations and compass skills. Moving into the final term of the year, the Scouts are going to be completing their badge linked to the local area, by conducting local walks and studies, as well as learning to cook on open and gas fires.

All the leaders are looking forward to seeing the scouts in 3D once again, although they are not sure how they will cope without the ‘mute’ button!

Thanks to winning a National Lottery grant, 1st Little Stoke are about to have the toilets in the Scout hut refurbished, which will mean the whole building will have been updated, allowing children to continue enjoying the wonderful opportunities Scouting has to offer.

Stoke Gifford to get Aldi and Costa by 2023

S

toke Gifford residents look set to have a new Aldi supermarket and a Costa drive-through on the doorstep within two years after plans for a new mixed-use development were given the green light.

The development site, on vacant land behind the existing Sainsbury’s store at Fox Den Road, will also accommodate a

four-storey hotel (103 bedrooms) and restaurant (4,383 sqm) which have been pre-let to Premier Inn and Beefeater respectively.

The approved plans also include a multi-use building, which does not currently have any pre-lettings. This building will most likely be constructed in a later phase, with its footprint initially being occupied by an

interim ‘pocket park’.

The successful application was submitted by property developers Baylis Estates Ltd, joint owners of The Mall at Cribbs Causeway Vehicles will enter and leave the site via a single access point off Fox Den Road, close to the Sainsbury’s delivery yard (on the right when driving on the access road into Sainsbury’s).

The development will provide 240 car parking bays, including 16 disabled spaces, 9 parent and child spaces and 10 electric vehicle spaces (complete with charging points). There will also be 40 covered and 52 uncovered cycle parking spaces.

The approved scheme incorporates five new pedestrian access points into the site, with three defined routes through it.

To further improve accessibility, the applicant has agreed to fund improvements to an existing informal pedestrian crossing on Great Stoke Way,

close to the Aviva roundabout.

The applicant responded to concerns that were initially raised over the number of mature trees that would be felled around the perimeter of the site by moving the hotel further away from the eastern boundary. It was also agreed that some better-quality existing trees will be retained, supplemented with new tree planting along the boundary with Great Stoke Way. A spokesperson for Baylis Estates, the developer, said: “This is a fantastic opportunity for people who live and work in South Gloucestershire. Our development will offer a new place for people to stay, shop, and socialise. Not only that, but we anticipate that it will create around 170 jobs, which will be vital for our post-Covid economic recovery. We are hoping to start on site later this year, and are expecting the project to be completed in early 2023.”

Details of new waiting restrictions finalised

P

lans to introduce doubleyellow lines on numerous short sections of residential roads in the Bakers Ground and Kings Drive area of Stoke Gifford (near Nuffield Health) have moved to the next stage with the publication of a statutory notice.

South Gloucestershire Council (SGC) says the purpose of the proposed scheme is to address “obstructive and inconsiderate” parking on residential roads.

The proposed scheme is to introduce double yellow lines to improve access and visibility on the roads that have been identified and to convert existing advisory white keep clear lines to double yellow lines.

The limited waiting time at two existing on-street bays in Simmonds View will be increased from 2 hours to 4 hours to allow motorists to park for longer whilst visiting local businesses.

Some existing double yellow lines that, for historical reasons, are not currently legally enforceable are also included in the traffic regulation order (TRO).

The feedback report on a public consultation carried out in 2019 shows that 138 of 158 respondents expressed “support for the proposals as a whole”. As a result of the feedback, minor adjustments have been made to the original proposals for Kings Drive and Bakers Ground and some additional restrictions have been introduced in Castle Court, Kings Drive, Simmonds View and Bakers Ground.

Gipsy Patch Lane: Highway works intensify east of railway bridge

F

work began on 4th May and will continue, through several stages, until July. Temporary traffic lights are in use, restricting the road to single-file traffic along Gipsy Patch Lane between the Stokers pub and the eastbound dual carriageway section of Gipsy Patch Lane.

On the south side of the road, Western Power Distribution (WPD) has begun work to divert a major power cable. The council says this work will allow it to plant as many replacement trees as possible following the felling of 20 semi-mature trees earlier this year. This work, which involves digging a trench and laying a new cable and duct in it, section by section, is on schedule to be completed in early June.

Also on the south side, Bristol

Highway works on the north side of Gipsy Patch Lane (east of bridge) in May

Water will be diverting a major water pipe. This will follow on from the work being undertaken

by WPD and will involve digging a trench and installing a new pipe. The work was scheduled to begin on 1st June and last approximately eight weeks until the end of July, with working hours from 8am to 5pm, proceeding east to west in stages.

Along Smithcourt Drive, the new pipe will be laid in sections

of between 50-75 metres in the carriageway for approximately four weeks from 1st June, with road remaining accessible. From the corner of Gipsy Patch Lane and Bush Avenue to the Stokers pub car park, a road closure will be required, however, access will be maintained for residents and patrons of the pub. This phase of the works is planned to start from 28th June and will last for approximately four weeks.

ollowing the frustrating news revealed in our last issue that the railway bridge at Gipsy Patch Lane may not reopen to motorised traffic until December (and then only one way), the last month has seen a slew of announcements relating to highway works east of the bridge, between the junctions with Little Stoke Lane and Station Road.

Construction work to upgrade two existing bus stops to MetroBus specification, which required a westbound road closure, was completed in early May. The new shelters and iPoints will be installed later.

The widening of Gipsy Patch Lane in order to construct a new bus lane requires the installation of a new drainage system on the north side of the road. This

Back on the north side, a temporary traffic regulation order has been published for an anticipated two-month closure of Gifford Crescent starting on 5th July. The closure is required for the installation of highway drainage attenuation pipes in the triangular grassed verge area adjacent to Gifford Crescent.

Further details will be made available nearer the time.

The council has recently announced that temporary wooden fencing is to be installed during August in the southern verge of Gipsy Patch Lane, along the length of the ‘east of bridge’

work area. This is being done “to provide some aesthetic screening from the construction works”.

An outline programme of work being carried out at the railway bridge itself is shown in the panel on the right.

Additionally, Network Rail will be carrying out further planned work to pack stone under the tracks (tamping) overnight on 12th/13th June and 7th/8th August. This is needed to optimise performance, increase the life span of the track and, ultimately, ensure the safety of passengers. ● southglos.gov.uk/CPmetrobus

New garden area at St Michael’s Primary School

A

A chance to show off your baking talents!

Could you be the next Mary Berry or Paul Hollywood? Do you love baking as a family? Local charity The Brightwell is challenging residents of the Stokes to show off their baking talents by producing one set item per week over a six-week period starting 9th June.

The challenges will include cupcakes, British classics, shortbread, pastry and bread, culminating with a “showstopper” finale. Entry to the Brightwell Bake-Off is £10 and judging will be done virtually via photos.

fter a year-and-a-half of lockdowns and temporary suspensions, we are at last hopeful that things are on the way up, and we can look forward to a resumption of the full life of the school. At St Michael’s we are very proud of our cultural and sporting activities, which have been severely curtailed in recent times.

Arts and music

After a year of restrictions we are now planning an arts week for Term 6, where children will be able to celebrate great artists and great composers, and we hope that very soon singing will resume. We have already restarted music lessons in school, both individual and whole-class.

We offer ukulele to all children in Year 4, and drumming to all children in Year 6. We have had to pause recorder (Y3) and Fife (Y5) for now, but hopefully these will resume in September.

Clubs and sport

Our outdoor clubs have resumed this term, and it’s wonderful to see so many children outside after school taking part in

organised activities. We offer five football clubs for every year group from Y1 – Y6, two separate girls’ football clubs, netball club, two cricket clubs, tennis, multisports and running club.

We also have a Reception activity club and a gardening club.

Some of our indoor clubs will be restarting in Term 6, including our two musical theatre clubs, table tennis, art club, chess club and dance club. Our gym clubs will be restarting in September.

In normal times we have nearly 40 regular clubs and activities every week. Our aim is for all children from Y1 upwards to be able to take part in at least one additional activity; many do several. We also provide a wide variety of performance opportunities, with all year groups putting on a performance or display for parents during the year, with a summer musical performance being the highlight. Sadly these have not taken place during the lockdown periods, although various activities have been shared as videos.

we hope to have a successor in post by January at the latest. We are very much looking forward to September, by which time all restrictions will hopefully be lifted, and all of our traditional exciting activities can resume. We have 90 new Reception children due to start in September, and

they will shortly be visiting the school to get a taste of school life before they start. If your child is due to start in September 2022 look out for details of visits on the school website after the summer holidays. Our website contains a wealth of information and videos about school life: please pay us a visit!

At the end of July we say farewell to our Headteacher, Mark Freeman. Mr Freeman has been Headteacher at St Michael’s for 18 years, and during that time there have been huge changes, both within the school and nationally.

Mr Freeman writes: “It has been an honour and absolute pleasure to have been the Headteacher at St Michael’s for the past 18 years. During that time the school environment has been transformed, and I am incredibly proud of our facilities, including new outside play areas and a MUGA (Multi-Use Games Area).

Most of all I am proud of the children and staff who I have got to know over my time here. We have developed an outstanding arts and music-focused curriculum to inspire and nurture children to achieve the best they possibly can.

I will be very sad to say goodbye to

Councillor Column Transport matters, parks & paved-over gardens

our three local district councillors have recently held a meeting with the leader and other senior officials of South Gloucestershire Council to express our concern over the manner in which transport matters affecting our community have been planned.

The closure of Gipsy Patch Lane, the closure of Hambrook lane at the by-pass crossing, Parkway Bridge restrictions and the ongoing partial closure of lanes at Hambrook Lights, have all combined to make this area difficult to move about in.

At the same time many of our roads are overdue for proper maintenance and re surfacing.

We have demanded a review of these issues.

The summer is now with us, and the care and maintenance of our parks and open spaces is being stepped up by the parish council. However, this is something that we all have a responsibility to help with.

Litter is a perennial problem.

Please do make every effort to take your litter home after that picnic. The council does regularly empty the litter bins, but in peak season they can fill up rapidly, and that it is when we rely on people making the effort to take their litter home.

We all love a barbecue, but it is wrong to light disposable BBQ’s directly on grassy areas in our parks. I have requested that the parish council consider constructing a couple of purpose-built BBQ facilities close to our picnic areas.

Our community is a great place to live and work in, and I am immensely proud of it. One of the aspects that makes it so good are the lovely gardens and green spaces that many of our residents maintain. It is very

important because those lovely gardens provide an environment that encourages abundant bird life and other natural wildlife.

For that reason, I do get a little concerned when so many residents rip up their front gardens and pave them over for additional parking space. Those paved-over gardens not only change the food essential for the wildlife, but can also affect natural drainage and result in localised flooding.

By the time of the next elections in 2023, I will have served as a parish councillor for 22 years and as a district councillor for 20 years. New blood is required and so I will not be seeking re-election. I encourage anyone who loves the community and feels a desire to help in its welfare and future, to consider standing as a councillor. The role is unaffected by party politics which do not feature in the day to day activities of being a local councillor.

New footbridge and lift towers at Patchway Station, Station Road, Little Stoke

P

assengers can now benefit from improved accessibility at Patchway railway station in Station Road, Little Stoke after two lifts were installed and commissioned.

Alongside a new stepped footbridge, the new lifts will help connect platforms one and two and provide step-free access for the elderly, people carrying luggage or with limited mobility, and pushchairs.

The lift installation is the latest in a series of improvements to stations across the West following electrification of the railway.

Samantha Patterson, Network Rail sponsor, said: “We’re pleased that passengers using Patchway Station will now benefit from the station being fully accessible with the introduction of two new lifts to both platforms.

“It has been a challenging yet rewarding project that we hope will serve the local community well for years to come.”

Danny Matthews, Great Western Railway Patchway station manager, said: “We’re committed to supporting projects which help to improve accessibility at stations and we’re delighted these lifts are now open and available for use by our customers.”

Councillor Steve Reade, South Gloucestershire Council’s cabinet member for regeneration,

environment and strategic infrastructure, said: “I am delighted to see that the new lifts installed at Patchway station are now open for people to use.”

“The lifts were installed as part of the electrification project, as the original footbridge had to be replaced, and provides an accessible route between the platforms. They will help encourage sustainable travel and it is anticipated that they will be well used by employees of local businesses such as Rolls-Royce and local residents travelling from the station.”

Chair of Council’s Annual Report

he last twelve months have seen a quiet yet challenging time for the parish council with the main players being Covid-19 and the road restrictions throughout the area. The pandemic has hit us in many ways, with the impact on loved ones and lots of events having to be cancelled, like our wellrun annual Stoke Gifford fête.

I have always thought of running the council should be treated the same as any business and not a given that council can rely on increasing the precept to offset any financial impact, we serve to ensure residents ‘get good value for money’.

With the impact of the pandemic, we have seen little income, however due to good teamwork and fiscal management we have managed to overcome the financial loss and still end up in the black.

The increased number of houses is causing a real concern with the lack of infrastructure. Developers should not be allowed to build new homes without providing more facilities such as schools, GP surgeries, transport and improved road structure. The parish is overcrowded and yes more houses are required but not at any cost. Houses of Multiple Occupation (HMO) are causing real concern in Cheswick Village and Stoke Park. These properties are often detrimental to the character and amenity which would no longer function as a sustainable residential location and not respect the requirement for mixed and balanced communities. Off street parking, noise and waste being a major concern. We are working hard with South Glos Council to ensure these matters and planning inadequacies are addressed.

At Highbrook Park, the parish council is currently discussing plans with South Glos Council and the developer for a new community building. If successful, this will give the parish a much-needed foothold in the Harry Stoke area.

We continue to press South Glos council for a dedicated pedestrian tunnel through the railway embankment adjacent to Parkway

Railway Bridge. The current footways are narrow and there is a great danger to pedestrians and cyclists using them. The restrictions put in place due to the pandemic have run their course and we are again requesting South Glos council to have them removed.

The much-needed improved Little Stoke Community Centre is now fully open for business. It is a great area to spend some time for businesses and pleasure. The introduction of the café, owned by the parish but privately run is doing extremely well and showed good foresight by the parish.

This year has seen many changes to our road structure, the main event being the continuation of the Gipsy Patch Lane roadworks.

We continue to challenge the

project team on a regular basis regarding the programme which should have seen road opening

by July 2021, now estimated December 2021. There appears to be no real urgency in completing this programme. We have suggested on numerous occasions that roadworks could have been carried out in parallel to bridge works as the work is carried out by different contractors, Network Rail and Streetcare. When this project was first launched, we made the team aware of the flooding risk under the bridge; again, little notice was taken and two pumps have now become three. On a positive note, we cannot look back, but we can hope to learn from the mistakes, and will continue to press the project team to ensure the December date is achieved –

The Stokes – Unfortunately due to the age and deterioration of the building, associated with the high maintenance costs the building had to be handed back to South Glos Property Services. The youth service is now being run from the Little Stoke Scout Hut. The parish groundstaff have continued to provide grounds maintenance of all our parks throughout the Lockdown. They have kept all our park facilities clean and tidy and deserve a big “thank you” from the parish council and residents.

The last 12 months have seen many changes and I would like to express my thanks to our clerk, John Rendell, and the admin team and parish council’s caretaker / cleaner for all that they have done to keep us going throughout these uncertain times.

Last but not least, a thank you to all our parish councillors and district council members and especially to all our local residents for attending the meetings online and offering to help and contribute in any way possible In conclusion, as a parish council we will continue to ensure residents are heard, get value for money and our green open spaces are maintained and protected.

Luke’s memory honoured at charity football match

T

he memory of a former student at Bradley Stoke Community School (BSCS), who tragically lost his life in an explosion at a Wessex Water treatment works in Avonmouth last year, has been honoured at a charity football match held at the school.

Sixteen-year-old Luke Wheaton had started an apprenticeship with Wessex Water just months before the tragedy, after leaving BSCS at the end of his Year 11 studies. Three other workers also lost their lives in the incident.

The match, played on Wednesday 26th May, was a special renewal of the annual BSCS Year 11 Leavers’ game, contested between representatives of the 11BGO and 11PRY year groups.

It was attended by Luke’s parents, Matt and Paula, who were presented with the no. 6 football shirt that had been worn

by Luke when playing for the school. The shirt had been signed

by Luke’s classmates and set in a frame which will soon be hung in the reception area at the school.

To further honour Luke’s memory, the school has decided that, going forward, none of its football teams will field a player in a no. 6 shirt.

The match was played in aid of the Luke Wheaton Legacy Trust, which has been set up by members of Luke’s family and friends, the school, Bradley Stoke Youth FC, North Bristol RFC and Stoke Lane Athletic FC, with the support of Wessex Water, as these were all important aspects of Luke’s life. The Trust fund will support children and young people in various hardships to help them enjoy sport within those clubs and also to support young people in following vocational education and apprenticeships.

A one-minute clap was staged before the start of the game.

We witnessed a 10-goal thriller which finished in a nail-biting penalty shoot out - eventually won by BGO! In total there was over £375 raised from both the Year 13 student v staff football and the Year 11 BGO v PRY match played in Luke’s honour. Thank you everybody.”

The money raised through the game has brought the total amount pledged to the Trust to over £4,000. RFC where he managed to get into the Bristol Bears Development U12 and U13s teams.

Luke joined Stoke Lane AFC when he was 15, playing for the U18 Colts, but only managed a few games due to the onset of the coronavirus pandemic. The team have since made good on a pledge to win their league ‘undefeated’, in honour of Luke.

A fundraising page set up by Stoke Lane AFC raised £23,717 to help for costs of the funerals for all the families that lost their loved ones in the Avonmouth tragedy.

Take part in this summer’s Virtual Rainbow Run and support Bristol’s children’s hospice

hildren’s Hospice South West (CHSW) is asking people to take part in this year’s Rainbow Run Your Way fundraiser on 19th/20th June 2021.

Rainbow Run has become an event synonymous with sunny days and explosions of colour. The event has been held in Bristol since 2013 but last year, due to the pandemic, the event went virtual and still proved to be a huge success for the charity.

Rainbow Run Your Way is open to anyone of any ability – it’s about having some colourful fun whilst raising money for CHSW’s Charlton Farm hospice, just outside the city. Participants can choose their own route, their own distance and can complete it however they wish. It’s a chance to don a bright outfit and complete the chosen distance by running, skipping, walking, skating, or riding and having fun along the way!

CHSW hopes to raise £30,000 for Charlton Farm, which currently supports more than 200 families whose children have been diagnosed with a life-limiting condition.

Kiley Pearce, event fundraiser at CHSW said: “We were overwhelmed by the amount of people that got involved last year. We could see from social media that everyone really embraced the fun and colour that the Rainbow Run is all about.”

It is free to take part, but CHSW is asking everyone to register on its website to ensure they have access to event information and free resources. If participants raise £15 or more in sponsorship they will be sent a 30th anniversary commemorative medal after the event. £30m A4174 improvements scheme unveiled

C

ommuters using the A4174 Ring Road around north-east Bristol could face three years of traffic misery after proposals for a £30m scheme of road-widening and ‘throughabouts’ were unveiled.

South Gloucestershire Council has launched a public consultation on the plans, which it says are aimed at tackling congestion on the strategic route and deterring motorists from using roads through adjoining residential areas as ‘rat runs’.

Changes are being proposed to five major roundabouts along the route between Lyde Green and Hanham, including converting three of them to “throughabouts” where new ‘straight on’ traffic lanes go through the centre of the roundabout (see image).

The roundabouts included in the proposed project are Lyde Green, The Rosary (also known as Emersons Green), Siston Hill, Deanery Road and Kingsfield.

The plans aim to improve the capacity of these roundabouts by better utilising available space on the approach to junctions, changing the type of some of the junctions, and expanding traffic signal control to locations that currently have no traffic lights.

The council says it also intends to improve connections for active travel modes (such as walking and cycling) and other non-road users where possible, as well as helping the flow of public transport through improved junction performance.

The plans also seek to improve access to the surrounding area to help open up business opportunities, as well as enhancing traffic safety and bettering the network’s resilience and journey time reliability.

A council spokesperson said: “The results of this consultation will support the development of a full business case. This will be submitted to government for funding to deliver the scheme and the cost is estimated to be around £30 million.”

If these plans are progressed and the funding approved, a

construction management plan will be prepared to minimise the impact of the works on local people, road users, businesses and the environment.”

According to a ‘frequently asked questions’ document published as part of the consultation, if funding is approved, construction would start in 2022 and take a minimum of three years to complete. To achieve this, the council plans to work on multiple junctions at the same time “in a phased manner to ensure that construction can be completed as quickly as possible and disrup-

tion kept to a minimum.”

Make your food taste and look good to encourage your appetite.

Eating properly will help to maintain a healthy weight and skeleton, which decreases your risk of certain types of illness.

Be sure to hydrate even when you do not feel thirsty.

Exercise is the number one contributor to longevity. If you have not been exercising before, it’s never too late to start.

MetroBus works completed at Mall roundabout

T

he £57 million Cribbs Patchway MetroBus extension (CPME) has reached a significant milestone following the completion of improvement work at the San Andreas roundabout next to the Mall at Cribbs Causeway.

The overall CPME scheme will improve the public transport network by providing an alternative, fast and direct bus route between Bristol Parkway Station and The Mall, via the Cribbs Patchway New Neighbourhood on the former Filton airfield site.

The improvements at the San Andreas roundabout include: • A new arm of the roundabout will, in the future, provide a sustainable transport route into the Cribbs Patchway New Neighbourhood. MetroBuses, other local buses, emergency vehicles, taxis, motorcycles, and cyclists will use the route

A

licensing committee at South Gloucestershire Council has rejected an application for street trading consent relating to the siting of a trailer selling fast food in a parking bay on North Road, Stoke Gifford.

The proposed trading site is situated approximately thirty metres from the mini roundabout on Hatchet Road, opposite the Allen & Harris estate agents shop.

The business would have traded under the name ‘The Village Hatch’ and sold breakfast items and sandwiches, hot & cold food

and drinks, Monday to Saturday between 8am and 2pm.

Objections were received from eight members of the public, citing concerns over public nuisance, litter, noise and public safety.

The parish council and district councillors also raised objections.

The committee concluded that: “The presence of the proposed street trading activity in the particular location applied for, being located on a busy, congested road, and with insufficient parking space for customers’ vehicles, would have a detrimental impact on public safety.”

Marie Curie group resumes collections

F

ollowing new Covid-safe guidelines, the Marie Curie Five Stokes Fundraising Group were delighted to be able to host one of the charity’s first public collections, which had been cancelled throughout the pandemic, at the Willow Brook Centre in Bradley Stoke on Sunday 23rd May. Jackie Scott, one the local volunteers, said: “It’s been a tough year for many charities, including Marie Curie, who have continued to provide vital end of life care and support throughout the pandemic, even when their fundraising income all but disappeared overnight.

We are so pleased to be able to collect again and were excited to don our bright yellow hats and get back out in the community.

Thank you to everyone who stopped by and made a donation and to the Willow Brook Centre for having us.”

can begin fundraising again in person. We have had some great virtual fundraising activities, but we know our volunteers have really missed being out in their local community. Troubled technical college set to join Olympus Trust

A

Stoke Gifford college that provides specialist education for 14 to 18 year-olds in the engineering and environmental technology sectors looks set to join the Olympus Academy Trust after running into academic and financial difficulties.

Bristol Technology and Engineering Academy (BTEA), located in New Road on part of the former Filton High School site, opened in September 2013 as the area’s first university technical college (UTC).

Courses at UTCs are grounded in the core subjects of English, maths and science, and the curriculum provides a blend of academic and practical learning.

Each UTC is guided by a sponsor university and has close ties to local businesses and industry.

BTEA’s academic sponsor is the University of the West of

England its employer sponsors are Airbus and GKN Aerospace, with support from Rolls-Royce.

The UTC programme, launched in 2010, was the brainchild of former education secretary Lord Baker. There are currently 48 UTCs in England, eleven having closed in the intervening years.

Many of the colleges have been affected by low student numbers and the ensuing financial difficulties.

BTEA, which has capacity for 440 students, got off to a flying start, receiving a ‘good’ grading from Ofsted on its first inspection in April 2015 when there were 333 students on roll. In their report, inspectors said: “The academy is well on its way to meeting its vision of becoming a centre of excellence in teaching engineering and environmental technologies.”

However, by the time of the next Ofsted inspection in October 2018, student numbers had dwindled to just 219 and the college was graded ‘requires improvement’ in all five categories of assessment.

A recent development, in May 2021, has seen BTEA issued with a Financial Notice to Improve by the Education and Skills Funding Agency, which criticises the college for its “weak financial position” and expresses “continued concerns on governance and oversight of financial management by the board”.

A joint statement issued on 25th March this year by BTEA and Olympus (of which the nearby Abbeywood Community School is a member) said: “BTEA’s Board of Directors has been talking with the Olympus Board of Trustees for some time about potential benefits for both organisations in BTEA joining Olympus. To this end, discussions are ongoing with

the Department for Education about BTEA joining Olympus in September 2021 and operating in conjunction with Abbeywood from that point forward.”

BTEA’s directors have received approval to pause admissions into Years 10 at BTEA for the September 2021 intake, whilst plans to join Olympus progress.

BTEA continues to welcome applications into Year 12.

A further joint statement issued on 31st March said BTEA had asked Olympus to provide leadership support for the remainder of the academic year following the recent departure of the BTEA principal. Consequently, Abbeywood headteacher Dave Howe has now taken on the role of principal at BTEA. He remains headteacher at Abbeywood, where he will be supported by a deputy headteacher as operational lead.

The statement concluded: “Both Abbeywood and BTEA will be fully operational with a ‘business as usual’ approach during terms 5 and 6.”

School praised for pupil support during lockdown

A

local primary school previously deemed in need of improvement has been praised by an Ofsted inspector for “taking effective action to provide education” during the coronavirus pandemic.

Stoke Lodge Primary School was rated ‘requires improvement’

by Ofsted in September 2016, shortly after joining the Olympus Academy Trust and then again in January 2019.

The 2019 Ofsted report criticised the school for not tackling issues identified for improvement at the previous inspection quickly enough and highlighted poor progress for Year 6 pupils in English and mathematics. However, it praised the ‘good’ Early Years provision and the quality of teaching in Key Stage 1.

The latest Ofsted report, issued following a monitoring inspection conducted remotely in March,

finds that headteacher Will Ferris (appointed in September 2019) has “worked effectively alongside the trust to raise expectations and aspirations of both pupil and staff”.

The report acknowledges that the school ensured that all pupils were able to access the curriculum during the national lockdown in spring 2021 and the extra support that has been provided for vulnerable pupils

returning to on-site learning.

Looking forward, the inspector concurs with the headteacher’s view that “some aspects of subject leaders’ work need strengthening”.

In a letter to parents, Olympus CEO Dave Baker expressed frustration that the modified form of the March inspection didn’t allow an opportunity to change the school’s overall judgement to ‘good’.

Mr Baker thanked Mr Ferris for “his leadership at Stoke Lodge and for the way his staff team has transformed the experience for the school’s pupils in the last two years.”

The Parent View survey on the Ofsted website shows that 90 percent of parents would currently recommend Stoke Lodge to other parents, up from just 33 percent in 2017/18.

As we went to press, we learned that Stoke Lodge had unexpectedly received a further Ofsted Section 8 monitoring inspection, this time on-site, on Wednesday 12th May. The report is still awaited but Mr Baker reports that “positive feedback” was received from the inspector.

He added: “It is likely that they will return for a third time in the first half of next academic year, at which time we are hopeful that Stoke Lodge will be judged to be a ‘good’ school.”

Business Mobile butchers’ van quits Stokers over access concerns

A

popular mobile butchers has ceased trading in the car park at Stokers public house on Gipsy Patch Lane, Little Stoke in favour of a new pitch at Bradley Stoke’s Willow Brook shopping centre.

The decision to cease trading at Stokers was blamed on disruption caused by the long-term closure of Gipsy Patch Lane and the prospect of ongoing traffic restrictions associated with the construction of the new railway bridge and highway widening works.

As reported in our May magazine, the road under the railway bridge may now not reopen until December, and when it does it will be one-way (westbound) only for up to another year. Additionally, side roads on Gipsy Patch Lane will be sealed off whilst the one-way system is in operation.

A statement on the Mark’s Mobile Butchers page on Facebook said: “Unfortunately,

due to the bridge being closed at Little Stoke for over a year and now the road at the other end being shut we have taken the decision to close our site at Stokers pub. We would like to thank [landlords] Eddie and Raych for looking after us for the last four years – it was our first site, so we are emotional at having to move.”

“Thank you for your loyal custom and we hope you will continue to support us at our new site.”

A van from Mark’s Mobile Butchers now trades at the Willow Brook Centre, near the Subway store, on five days each week: Wednesday & Thursday, 8am-2pm; Friday & Saturday 8am-3pm; and Sunday 9am-2pm.

Residents of Little Stoke still have access to another mobile butchers, Bristol Meat Machine, which trades in the car park of Little Stoke Park from 12pm to 7pm every Wednesday.

Arena developer agrees to fund transport infrastructure improvements

M

ore than £3.1m will be invested into improvements to the local transport infrastructure in north Bristol and South Gloucestershire as part of the plans for the YTL Arena Complex on the former Filton Airfield site.

The money, being paid by YTL Arena Complex, is earmarked for specific schemes in Filton and the surrounding area and will help support sustainable transport and drive down car dependency.

The investment is being made as part of a Section 106 agreement, which sets out measures that a developer must take to reduce a scheme’s impact on the local community.

The £3.1m includes funding for park & ride enhancements and dedicated city centre shuttle bus facilities, junction and traffic light improvements, cycling facilities, and funding for the creation of residents’ car parking schemes in nearby neighbourhoods, agreed in consultation with local residents, to protect street parking in their areas.

Managing director of YTL Arena Complex, Andrew Billingham said: “We have reached another key milestone in our journey to delivering an arena for Bristol and the South West. As part of the Section 106 agreement, we have signed up to investing £3.1m to improve the local transport infrastructure.

This demonstrates our commitment and determination to not only create one of the leading arenas in Europe, but to make sure that we have a

positive impact on our local communities.”
