2020-21 President Greater Stockton Chamber of Commerce

Chris Kay was born in Stockton and is a proud graduate from Pacific with a degree in communications. After graduating college, he went to work for the Downtown Stockton Alliance as the Marketing Manager, and put on events such as Stocktoberfest and Taste of San Joaquin, a BBQ festival that brought 10,000 visitors to Downtown Stockton.

After leaving the DSA, Chris spent nearly four years with SMG, the management company for the Stockton Arena, Bob Hope Theatre, Stockton Ballpark and Oak Park Ice Arena. During his time there, he helped the venue see its two highest grossing shows ever, Vicente Fenandez and Disney on Ice: Frozen, and handled marketing and outreach for over 150 events per year. With that work, he was promoted to the Director of Sales and Marketing for the Arena within a year. Other highlights include the short turnaround sellout of the Arena Football League Arena Bowl, hosted at the Stockton Arena and featured on ESPN, which sold out in three days.

Currently, he works for Siegfried, an engineering firm with a rich 66 year history in Stockton, as well as owning his own business, Carter Imports, bringing quality and specialty foods to the USA from Greece where his family is from.

Chris is the current President of the Greater Stockton Chamber of Commerce, and has always been focused on supporting the community, where other organizations he has supported include the Leadership Stockton Alumni Association, San Joaquin County Economic Development Association, and the Dameron Hospital Foundation. When not promoting engineering or olive oil, he does public address announcing, including having called the NCAA Women’s Sweet 16 and Elite Eight hosted at the Stockton Arena in 2017, as well as the NCAA Men’s Water Polo Championship hosted by Pacific in 2019.

He currently lives in Stockton with his amazing wife Kristen, five year old daughter Kenley, and one year old son Corbin.

Mr. Allen is a partner with a private real estate developer and investment company in the Stockton area. A graduate of Brigham Young University and JR Clark School of Law. He was appointed to the Port of Stockton Commission by the Stockton City Council in 2011.

Kevin J. Lincoln II Mayor, City of Stockton

Mayor Kevin J. Lincoln was elected to office in November 2020. He is serving his first term as Mayor of Stockton beginning January 2021.

Born in Stockton, Mayor Lincoln was raised in an Army family and was inspired to serve others. Throughout his youth, Kevin served in many community outreach programs providing food and clothes to the homeless and those in need. Kevin also volunteered at the California Youth Authority where he spoke to and encouraged youth in the juvenile justice system.

With a desire to serve his Country, Kevin joined the United States Marine Corps (USMC) in 2001 and began his training at the military police academy.

Kevin was later recruited by the White House Military Office and assigned to Marine One, where he would serve President George W. Bush.

Following his service in the military, Kevin worked for one of the nation’s top private security companies for eight years in Silicon Valley. He would ultimately serve as District Manager, responsible for an annual budget of over $55 million, a district support staff of 22 personnel, and a total employee base of over 1,300.

In 2013, Kevin felt the desire to resign his corporate position to serve the community of Stockton through full-time ministry at a local church. In his ministry work, Kevin served as the Executive Administrative Pastor overseeing the finances, implementation of the vision, daily operations, as well as community outreach initiatives. Kevin gets the most fulfillment by assisting those in need and helping them find the resources that will aid them and give them hope.

Kevin’s decision to run for mayor stemmed from this love of people, and desire to serve the City of Stockton. Mayor Lincoln believes Stockton is a city of potential, promise, hope, and healing. He will focus on the fundamental needs of the community and build bridges of trust to address and resolve issues including homelessness, public safety, civic engagement, and economic development, among others.

Kevin has an Associate of Arts in Business, a Bachelor of Science in Business Management, and a Master’s degree in Executive Leadership.

Kevin and his wife Bonnie have been married for 18 years and have two wonderful children.
