For the eleventh year, the Leadership Stockton class participated in a full scale Mock City Council meeting as part of the Local Government session held at the Stockton City Hall Council Chambers on Dec. 4.

The class elected fellow class members as their mayor and city council at the September Leadership Retreat. The remainder of the class participated in one of three groups vying for the mock city councils vote.

State Community Enhancement Grant (CEG). The CEG was a onetime, $9 million allocation from the State of California which had to be used for a public good. The funds could be divided to fund more than one project. The class did a great job and it was a fun exercise.

After the mock council meeting, Councilmember Elbert Holman and Councilmember Susan Lofthus, LS Class of 1988, spoke to the class about their journey into local politics.

The class then walked to the County Administration Building and had a great lunch. During lunch, the class was joined by County Supervisor Chair and Session Sponsor, Kathy Miller, LS Class of 2000, who spoke to the class about her journey into local politics and some of the things she is currently working on. Next they received a presentation from Rosa Lee, Assistant County Administrator, on what a County Administrator does. Rachel DeBord, Chief Deputy Clerk of the Board of Supervisors, then spoke to the class about County government. The presentations were followed by an all-access tour of the County Admin building.

It was a treat to see all the little nuances of the building.

There are likely countless people outside of this region who are unaware of the Port of Stockton. Even Bill O'Reilly from Fox News had doubted its existence. He was later corrected. There is certainly a Port of Stockton and it is thriving.

Since operations started when the first ship docked in 1933, the Port of Stockton has been a key link between Central Valley agriculture and the entire world. Today, “more than 90 percent of farms in the Central Valley utilize fertilizer products that have come via the Port of Stockton.” In 2015, 620,000 metric tons of liquid fertilizer was shipped into the Port.

One indicator of an improving housing and construction market is the amount of cement arriving at the Port. Recent imports of cement reached 376,000 metric tons. By contrast, when the housing market bubble burst, the total bulk cement was about 200,000 metric tons. Just recently, SCB International, a materials supplier for the cement manufacturing industry, became a new tenant leasing a four-acre site at the Port.
