t the recent round of Member Regional Meetings, I was delighted to report on the continued success of the Association’s Site Audit Accreditation Scheme. I focused on the last three years audit results (2016, 2017, 2018), which was significant because 2016 represented the last year in which ARCA auditors conducted announced audits on our licensed asbestos removal members. By announced we mean the full contracting members were aware of the site, date and time of the audit. 2017 and 2018 represented the first years in which unannounced audits were conducted. For this we use data from the ASB5 notification system provided by the HSE to identify sites on which our member contractors are working, and the dates and times when they are planning to carry out licensed asbestos removal. Therefore, our members have ‘no prior notice’ whatsoever of an ARCA auditor attending one of their asbestos removal sites to conduct a performance audit.

The system, being introduced by ARCA, will help ARCA members to provide this evidence, as well as providing them with additional confidence in the quality of the agency operative labour they may utilise. I hope to be able to demonstrate this system at the next round of Member Regional Meetings which commence late May 2019.

The rationale behind unannounced audits is simple. They provide a more objective picture of the actual standards and level of compliance in an asbestos removal company, so giving all parties, including end-clients, a strong system of reassurance.

Finally, I am pleased to confirm we have secured our after-dinner speaker for the ARCA AGM to be held on the 4th October 2019 at Lords Cricket Ground, London. This year Mr Robin Horsfall, member of the SAS team that stormed the Iranian Embassy in 1980, Falkland’s conflict veteran, and former bodyguard to the Al Fayed family, will join us.

It promises to be a fascinating insight into a truly exceptional career and life.

It is pleasing to see that the 2018 figures show a significant increase in ‘A’ grades, the highest grade possible, awarded compared to previous years. This is very encouraging as it demonstrates continuous improvement by many companies. I talk more about this on pages 6 and 7.

During our visits to members’ offices the issue of quality and availability of labour is frequently raised. As a result of this feedback we are currently working with the 9 Labour Agencies, which are members of ARCA, to establish a competency system for agency operative labour that all ARCA members can access. During Archie Mitchell’s presentation at the ARCA 2017 AGM, he stated ‘HSE will be looking for evidence of worker competence and that licence holders can demonstrate they know their short-term employees are competent’.

I am delighted to report that the Association once again passed the ISO9001:2015 audit with no nonconformances identified. ISO9001:2015 is recognised as the basis for any company to create a system to ensure customer satisfaction and improvement, and as such, many companies demand this as the minimum requirement for an organisation to be a supplier. ARCA was assessed on key principles of leadership, planning, support, operation, performance evaluation, and improvement, across our scope of accreditation which is membership services, training, and auditing.

Association retains ISO9001:2015 F ollowing gaining the new ISO9001:2015 last year, the Association was audited in February and retained certification to this standard with no non-conformances identified.

The Association has followed and been annually audited under the ISO9001 quality management system for the last 14 years. The ARCA quality management system (QMS) describes the approach, procedures and processes to be followed in order to demonstrate the Association’s ability to consistently provide quality membership, training and auditing services.

The 2015 version of this standard includes more emphasis on assessing leadership; what are the organisation’s goals and how will these be achieved. Also, there is more emphasis on risk based thinking; ability to look at the bigger picture to see and take action on any risks to the business, as well as opportunities.

The auditor from NQA commented in his report; ‘of note was the extent of planning of

the Associations processes as supported by the Strategy Meeting and Work Plan.’

“In February the Association was audited as part of this quality management system to check conformity to the standard. It is testimony to the team here at ARCA that we retained this standard again this year. The team continues to work hard in meeting our mission of delivering the best possible service and support,” commented Steve Sadley, Chief Executive of ARCA.

RCA’s commitment to maintaining standards can be seen through the development and enhancement of the Association’s site audit accreditation scheme. With members operating in a licensed industry we feel that this is the most effective way of assessing the health and safety management process of our members, and in turn provide reassurance for all parties of compliance with relevant legislation.

We were the first organisation within the industry to introduce an audit scheme (in 2000), which we developed to support and monitor member’s performance, thereby maintaining standards.

All member contractors need to participate in this audit scheme, which requires a

satisfactory office and site audit to join, and thereafter two satisfactory site audits every year to maintain membership of the Association.

To take a further step towards supporting consistent high standards and a higher level of reassurance, ARCA enhanced its audit scheme in January 2017, to become the only organisation representing asbestos removal contractors to carry out unannounced audits as standard.

ARCA recognised the value of unannounced audits (no prior notice of an audit) so approached the HSE and negotiated access to information from the licensed contractors’ notification form (ASB5), on a weekly basis, indicating who would be removing asbestos where and when.

No other trade association for asbestos removal contractors carries out a policy of conducting completely unannounced site audits or as many as ARCA does.

ARCA’s audit policy means that members need to complete two satisfactory site audits every year (in place since 2000) and both these audits are unannounced. Meaning ARCA members (excluding Ireland) have no prior knowledge of when, or where, an ARCA auditor would be assessing their performance Based on the information from the HSE, ARCA plans where and when one of the in-house team of auditors will go on-site to monitor and record a member’s performance.

So as the word ‘unannounced’ means – ARCA members are not contacted, no project information is requested from members prior to a visit, not even verification of a postcode.

No warning of a visit. Therefore, inevitably some sites are not at a stage for an audit to be conducted for whatever reason, however, ARCA is willing to take that financial ‘hit’ on time and resource, as the underlying reason for the ‘unannounced’ audit scheme is to maintain high standards across membership.

With the change to unannounced audits members are not able to inform/prepare their site teams specifically for an ARCA audit, they have to always be prepared to demonstrate how the job has been planned and how the plan is being implemented.

As end-clients need to appoint a competent contractor (CDM 2015), many see membership of a trade association as a safeguard. Is this enough reassurance of competency? Is the member regularly audited, that is, are independent on-site verification inspections undertaken to ensure compliance for the work? ARCA’s site audit scheme has been seen as a strong system of reassurance of standards, and this initiative by ARCA takes that safeguard to another level.

What are the results after two years of unannounced audits?

We took the realistic assumption that the change to ‘no prior notice’ of a site

audit would inevitably see an initial dip in overall results (grades), as that is completely understandable when a new dimension to any scheme is introduced.

Over the first year ARCA did see a small dip in the number of members gaining an upper grade. Then in the second year (last year) we saw a significant increase in the top grade being awarded compared to previous years, which shows many companies have moved up the grade scale, even when audits are unannounced.

It is very pleasing to see that, after running the unannounced scheme for a second year, the overall results are nearing those when members were notified in advance of a site audit. The results for ARCA and members, in fact for all parties, are very positive.

Moving to unannounced site audits was a huge change, but one that has been embraced by our members.

Our in-house audit team has done a great job, completing around 400 unannounced audits each year. And they continue to hold regular standardisation meetings to discuss findings and ensure consistency across the team.

To aid our auditors and members we developed a unique App, which our auditors began using in early 2017. This enables them to gather information while on-site, including photos, and email a report, immediately (signal required) after the audit is completed and discussed with the site supervisor, to the member’s manager.

I believe we are the only trade association to run this type of audit scheme across any premissioning regime. Even though we are still taking a financial hit on running this scheme*, it is a price ARCA is willing to pay to run this unrivalled audit scheme, so maintaining high standards across membership.

Construction company fined for serious breach in removal of asbestos

A

construction company has today been fined for serious safety failings with regards to the management of asbestos at a site located at Finchley Road, London.

Westminster Magistrates’ Court heard how, in February 2018, Protostar Construction Ltd (PCL) commissioned an asbestos survey which identified a significant amount of asbestos at the site and provided detailed instructions on how it should be dealt with.

PCL invited the survey company to attend site to quote for the asbestos removal and when the surveyor arrived, they discovered that PCL, and not a licensed asbestos removal company, had removed the asbestos themselves – putting all those who visited the site at risk.

An investigation by the Health and Safety Executive (HSE) found the company had removed a significant amount of asbestos whilst refurbishing a house without taking the necessary precautions to prevent its spread. The uncontrolled removal put at risk all persons who visited the site as well as the persons working on the site.

Protostar Construction Limited of Crawford Street, London pleaded guilty to breaching

Regulation 11(1) of the Control of Asbestos Regulations 2012 and has been fined £14,000 and ordered to pay £3,672.88 in costs.

This prosecution comes at a time when HSE inspectors are currently out visiting construction sites across the London area to see if companies are effectively managing the risks associated with asbestos.

Speaking after the hearing, inspector Ian Shearing said: “This sentencing serves as a timely reminder for construction companies that a failure to effectively manage asbestos can and will lead to enforcement action.

“Inspectors like myself are currently visiting sites right across London for evidence of companies knowing the risks associated with asbestos, planning their work and using the right controls. We want to see all construction workers, and members of the public, protected from the risks of exposure to asbestos.

“All workers must be protected and not made ill or killed by their work. Everyone should be able to leave work and go home healthy to their families.”

Fulham Company fined for failing to undertake asbestos assessment

A

residential property development company has today been sentenced after failing to carry out an asbestos survey prior to undertaking extensive refurbishment works.

Westminster Magistrates’ Court heard how, on and before 6 December 2017, Pascal Huser Design & Build Ltd undertook construction work at a property in Fulham, London. The company failed to carry out an asbestos survey for the property which was uncovered during a routine Health and Safety Executive (HSE) inspection.

The subsequent HSE investigation found the company removed a boarded asbestos ceiling without taking any precautions to prevent workers being exposed to the health risk. This happened because the company failed in its duty to carry out an asbestos survey for the property.

Pascal Huser Design & Build Ltd of Putney Bridge Road, London pleaded guilty to breaching Regulation 5 of Control of Asbestos Regulations 2012 and has been fined £16,000 and ordered to pay costs of £4,940.40.

Speaking after the hearing, HSE inspector Jenny Morris said: “The risk of exposure to asbestos could so easily have been avoided if the company had carried out a suitable and sufficient asbestos assessment to identify the presence of asbestos within the property prior to commencing refurbishment work”.

“Companies should be aware HSE will not hesitate to take appropriate enforcement action against those that fall below the required standards.”

Two sentenced following asbestos breach

A

landlord and building contractor have been fined after large quantities of asbestos fibres were released from the demolition of a conservatory at a rented property.

Birmingham Magistrates’ Court heard how the landlord commissioned a building contractor to replace a conservatory containing asbestos panels at a property in Selly Oak, Birmingham between Friday 18 August and Tuesday 29 August 2017. Asbestos was spread as the panels were removed in a haphazard and uncontained way.

An investigation by the Health and Safety Executive (HSE) found that the landlord should have had an asbestos survey carried out prior to work beginning, and the building contractor should not have started work without one. The building contractor took no precautions and asbestos was spread to the home, contents and next door.

Wah Kei Dany Ng of Penns Lane, Sutton Coldfield pleaded guilty to breaching Regulation 4 of the Construction (Design and Management) Regulations 2015 and has been fined £1,200 and ordered to pay costs of £607.21.

Jasvir Singh Sangha of Tunnel Road, West Bromwich pleaded guilty to breaching Regulations 5 and 16 of the Control of Asbestos Regulations 2012 and has been sentenced to 150 hours unpaid work and ordered to pay costs of £596.61.

Speaking after the hearing HSE inspector Gareth Langston said “Asbestos surveys need to be carried out prior to any construction work which disturbs the fabric of a structure.”

Company fined for poor condition of asbestos containing materials

A

furniture manufacturing company, Godfrey-Syrett Limited (in administration), was sentenced today for failing to prevent exposure to asbestos at its factory in Killingworth, Newcastle upon Tyne.

North Tyneside Magistrates heard how during a 14-year period, following an asbestos survey carried out in 2003 which identified the presence of asbestos containing materials, the company failed to introduce an adequate management plan or carry out remedial work to prevent potential exposure to asbestos fibres. In 2017 an employee raised a concern to the Health and Safety Executive.

An investigation by the Health and Safety Executive (HSE) found the company had failed to take measures necessary to protect employees from exposure to asbestos. It also failed to ensure that maintenance workers were made aware of the location of the

asbestos to ensure they didn’t disturb it.

Godfrey-Syrett Limited (in administration) of Planet Place, Killingworth, Newcastle upon Tyne was found guilty in its absence of breaching Section 2 (1) of the Health and Safety at Work Act 1974 and regulation 4(8) of the Control of Asbestos Regulations 2012. The District Judge said the fine would have been £800,000 but that this was reduced to £1 due to the company being in administration.

Speaking after the hearing, HSE inspector Ashfaq Ali said: “Asbestos remains in many buildings where people work. If it is managed and in good condition, there is nothing to worry about. Unfortunately, the company didn’t do what the law required and the asbestos in the building was not managed or maintained. This is a real risk and a clear breach of the law which required HSE to prosecute even though the company is in administration.”

Plan for your licence renewal application

s ARCA Members are aware the HSE has changed the process for asbestos licence renewal applications, so now an application (new form) is made electronically and supporting documentation sent by email at the same time.

So instead of an initial assessment meeting a licensing decision may be made based on the information submitted and the contractors’ history.

That is, the HSE grants a licence without further intervention where there is enough evidence to support this, and where significant matters arising during the past licence period and past assessments have been effectively addressed.

The other outcomes could be that the evidence submitted is insufficient, but in a limited number of areas, therefore HSE will contact the applicant and carry out a targeted assessment meeting.

However, if there is clearly insufficient evidence sent electronically the application may be refused without an assessment meeting.

So licensed asbestos removal contractors need to be completely prepared, with all the required evidence ready to email to the HSE. As the initial assessment is now not a meeting, there is no opportunity for a contractor to say, ‘oh yes I’ll just go and get that document for you to see’.

“With this new electronic application process, being fully prepared is now even more important. In fact, I cannot emphasise that enough. Any shortfalls regarding the renewal application documents would delay licence renewal,” commented Geoff Silver, Membership Compliance Manager.

Asbestos Management – Clients Legal Duties

wners and managers of a premises, whether an office, shop, factory or school, must understand their legal duties as a duty holder under Regulation 4 of the Control of Asbestos Regulations 2012, as the failure to effectively manage asbestos can and does lead to enforcement action from the Health and Safety Executive (HSE).

If the premises you manage or own was constructed prior to the year 2000, you need to know if asbestos is present and manage the associated risks, as you are responsible for ensuring that employees and non-employees are not exposed to health risks as a result of the presence of asbestos.

Asbestos is a hidden danger as asbestos containing materials could be found in numerous places within a building, such as pipe lagging, insulation board, vinyl floor tiles and cement products. Being aware of where asbestos can be found, and how to manage the risks, is vital to reducing the health risks faced by workers and the public.

Legal duties are covered in the Health and Safety at Work Act etc. 1974., Control of Asbestos Regulations 2012 (CAR 2012) and Construction (Design and Management) Regulations 2015 (CDM 2015).

To meet these responsibilities duty holders need to understand; asbestos survey to locate asbestos containing materials, asbestos register and management plan, appointing a competent removal contractor and after asbestos removal what needs to happen before re-occupation of a premises.

WHAT MEMBERS AGREE TO A trade association without any rules will lack credibility, direction and consistency in their provision.

So at ARCA, Members* are required to submit an annual written declaration that they will comply with the Association’s Rules of Membership. Whether referred to as rules, terms and conditions, or any other similar phrase, such documents set out the membership agreement between both parties.

Rules of Membership The ARCA Rules of Membership (the Rules) set out the objectives, expectations, procedures and boundaries of membership, and ensure that all members and applicants for membership are treated equally, fairly, and with transparency. ARCA established the Rules of Membership shortly after it was formed in 1980, with the current version available on the ARCA and ATaC websites. These are regularly reviewed and updated to reflect changes and progression within the asbestos management industry, as well as when the Association makes any policy changes affecting its members.

The Rules also form part of ARCA’s ISO9001:2015 certified Quality Management System, relevant to the Association’s purpose and strategic direction. Any amendments to the Rules are approved by the ARCA Governing Council, who are all directors of member companies and elected by the membership, reaffirming one of the key features of ARCA – that it is run by the industry for the industry.

Full Contracting Membership To gain Full Contracting Membership requires the licensed contractor to submit their application and supporting documentation, including a sample Plan of Work for assessment, and references. Then they need to undertake an office audit of their health and safety management systems, procedures and record keeping arrangements pertinent to licensed asbestos work. If considered satisfactory, the office audit will then be followed up with a site audit to determine how well the management arrangements are implemented in practice. This site audit also has to be of a satisfactory standard for membership to be approved.

The Rules also set out the requirements of the ARCA Site Audit Accreditation Scheme, which has been established as a requirement of Full Contracting Membership for over 18 years. These audits are conducted in England, Scotland and Wales on an unannounced basis, meaning that the member company has ‘no prior notice’ of the impending audit.

Should the Association receive a complaint (in writing) regarding the conduct of a Member*, it will investigate, following the procedure included in the Rules and ARCA’s ISO9001 quality management system.

While ARCA is very proud of exemplary standards demonstrated by its members, the Rules also make clear the process to be followed should a company fail to demonstrate the level of standards expected of members. This process is not meant to be seen as a deterrent or a punishment (there are greater reasons for compliance; protecting the health of employees and other interested parties being a primary reason), but sets out the support mechanism for assisting a company to quickly get back on track. The investigative process would include detailed analysis of underlying causes and recommendations for remedial actions, together with monitoring of the effectiveness of those actions. Membership will be terminated should a member company fail to

What does the logo mean?

One of the benefits of ARCA and ATaC membership is the use of the relevant logos, which are widely regarded as being synonymous with consistently reliable and professional asbestos services.

For example, licensed asbestos removal members don’t just pay to join ARCA, they have to continually demonstrate that they can use the logo.

These logos distinguish the goods and services of members of the Association (proprietor of the logos), so the Rules detail the circumstances and manner in which the ARCA and ATaC logos may be used. Legal action is taken against non-members who are found to be using or displaying the ARCA or ATaC logos.

The Rules are not just for the benefit of ARCA or ATaC members. Clients can be reassured that their work is closely monitored against the standards that the Rules set out to establish.

Not only are the Rules in place, but they are actively applied by the Association as a means of operational control, and of reassurance to interested parties.

Each annual declaration provides a written commitment from top management of that member to comply with the Rules, in turn providing an effective mechanism for the Association to assist companies in achieving and maintaining the standards of work expected of them. This aligns with the Health and Safety Executive (HSE) view, that when working with asbestos, being part of a permissioning regime, exemplary standards of work are the expectation.

What does membership of NFDC and ARCA mean to you?

To me it means ……. the confidence that we are undertaking our projects to a high safety standard, with experienced, well trained staff.

On a recent project we not only had an unannounced visit from our client’s health & safety manager and their clients’ health & safety manager (a local authority) … but also from the HSE, all on the same day!

The site was slightly outside of our usual area, and involved both demolition and licensed asbestos removal, so ‘a visit’ was probably expected.

A few years back this would have meant a couple of hours of worrying about what news the next phone call could bring – although bad news never materialised, it would still be nerve racking.

However, when I was informed by one of my mangers of the ‘visits’ onsite that day, my response was simply “let me know when they have gone” and I never really gave it a second thought.

This isn’t complacency.

I knew I had a couple of great supervisors onsite - one a NFDC gold card supervisor and one an ARCA trained asbestos supervisor.

Selection, Use, Care and Maintenance of RPE W

hen carrying out asbestos removal wearing Respiratory Protective Equipment (RPE) is of prime importance to the health and safety of the worker. Therefore, this article provides practical advice and guidance on the selection, use, care and maintenance of RPE used in asbestos removal operations.

Employers are responsible for providing employees with adequate RPE. Before wearing RPE all users must receive instruction in the use, fitting and cleaning, together with the daily maintenance and inspection procedures, for each type of respirator being used.

Power Assisted Respirators There are many forms of RPE available but previous experience has shown that the most suitable equipment for the majority of asbestos removal operations is the power assisted respirator with a full face-mask, to which filtered air is supplied by a battery driven fan. This has the advantage of being totally self-contained and gives suitable protection, consistent with convenience and mobility.

Powered facemask respirators are specified in European Standard EN12942, or the earlier EN147. These standards have three classes of protection, however for asbestos removal work,

only power assisted respirators marked as approved to the highest class (TM3) should be used.

There are two main designs of power assisted respirator: w Mounted - the fan/motor assembly (usually with the filter) is mounted directly on the face-mask w Waist Mounted - the fan/motor assembly is carried on the waist and air is delivered via a flexible hose to the wearer’s face-mask.

The power assisted respirator has four basic components: Face-mask (and hose if fitted), filter(s) and pre-filters, fan/motor assembly (blower) and battery.

Powered respirators are designed, tested and approved as complete assemblies which include the filters.

Some manufacturers use similar threads for filter and hose connectors but these components from different manufacturers should never be mixed together to make complete equipment.

This will invalidate the CE marking approval and may reduce the level of respiratory protection provided. It is also important to note that replacement parts should only be used if they are issued by, or approved by the respirator manufacturer.

Note: Powered respirators are electrical equipment capable of generating sparks. Only powered respirators, which have been certified as intrinsically safe to EN50020, should be used in potentially explosive atmospheres.

Negative Pressure Respirators While power assisted respirators are most suitable for asbestos removal work, a risk assessment may allow the use of non-powered, or ‘Negative Pressure’ respirators during support operations such as dismantling an enclosure, or taking sealed asbestos waste to the waste container.

Negative pressure respirators are available as single use (disposable) half masks, or re-usable half masks and full face-masks, where only the filter is discarded and replaced, and the mask is cleaned and maintained for re-use.

As with power assisted respirators, only the most efficient filtration should be used. Before wearing a respirator, each user must, as a mandatory requirement, receive adequate instruction in the use, fitting, cleaning and daily maintenance and inspection procedures for each type of respirator that will be used. It is the employer’s duty to ensure this is done, and that suitable and sufficient records are kept.

The Cleaning of RPE Before leaving the work area, the asbestos removal operative will be required to go through a decontamination procedure. As part of preliminary decontamination, the RPE should be cleaned in the ‘dirty’ end of the airlock prior to moving to the main decontamination facilities.

Decontamination within the main hygiene unit will involve taking a shower while still wearing their respirator, with the motor running. However, wetting of the filter should be avoided, if the filter becomes wet, it should be discarded and replaced, as the efficiency of powered respirators will be reduced if the filters are allowed to become wet.

There is clearly a conflict between removing the contamination from the outside of the respirator and preventing the shower water entering the inlet of the filter.

In general terms, the following procedures should be used: a. Without switching the respirator off, remove any pre-filter(s) and discard, fit a new pre-filter(s) or a filter shower cap if available.

Note: Pre-filters should not be removed if this action disturbs the main filter seal. b. Remove all clothing, and with the respirator still switched on, enter the shower. With waist mounted blower systems, the blower can be held out of the shower stream during the initial removal of contamination from the face-mask and wearer’s person. Contamination should then be washed off the outer surface of the remaining hose and blower without directing the shower stream into the inlet of the filter.

With mask mounted systems, every effort should be made to shower with the air inlet pointing away from the shower stream to avoid wetting the filter. c. With the blower still turned on, carefully remove the face-mask and place the complete respirator to one side away from the shower stream and complete showering. d. A blank filter cap should then be placed over the filter inlet and then the blower should be turned off. Note: if the main filter seat is disturbed during the above procedure, the filter should be removed. e. The face-mask (and hose assembly) can now be detached from the blower as described in the manufacturer’s instructions and the mask should be thoroughly washed both inside and out.

All respirator face pieces must be cleaned inside and out every time they have been used, and a suitable disinfectant should be used in accordance

with the manufacturer’s instructions. This should then be rinsed off, the face pieces dried, inspected and stored away from contamination. Note, that the respirator filters cannot be cleaned.

Maintenance of any sort, from replacing a filter to major parts replacement, should only be performed by personnel trained for the purpose, which may include the user.

If a filter has been used, it must not be removed from the blowers or masks and stored for re-use unless the inlet can be sufficiently sealed to prevent the escape of fibres. Battery packs, if separate from blowers, should be wiped with a damp cloth or ‘tack cloth’ and should not be immersed in water. Blowers and masks with sealed filters attached, and all other component parts, should be cleaned in accordance with the manufacturer’s instructions and stored away from contamination.

Proprietary spare parts need to be used in maintaining RPE as the use of non-original parts may invalidate approvals and can compromise the health and safety of the wearer. A sufficient stock of spare filters, head harness straps and batteries are needed, so that the wearer can replace parts as and when they are required. However, the complete kit should then be checked by a competent person.

Care, Inspection and Servicing of RPE The test procedures given in test instructions are usually for daily or pre-use checks to ensure minimum performance is being met. In addition, it is a requirement to carry out a more comprehensive monthly inspection for which records must be kept with a note of any parts replaced.

If any major or safety critical parts require replacement, e.g. valves, batteries, visors, motors, the equipment may subsequently need a full performance test, (depending on manufacturer’s recommendations), which is recommended at a minimum of six-monthly intervals.

Pre-Use Examination In order to check that RPE is in good working condition, it should always be examined before it is worn.

The pre-use examination should include checks on: w The condition of the head harness and face piece including seal and visor and whether the RPE is complete and correctly assembled. w The condition of the inhalation and exhalation valves if fitted. For example; dirty, curled up or cracked valves will not perform properly and will severely compromise the protection provided. w The condition of any threaded connectors and seals. w The type and condition of the filter(s) and that they are ‘in date’ and fitted properly. w The battery charge and condition. w Air flow rate for power assisted and powered respirators compared with the manufacturer’s specification. w Any additional tests in accordance with the manufacturer’s recommendations.

RPE needs to be inspected and cleaned after each use, and disinfected whenever the equipment is transferred from one person to another.

Thorough Examination and Test As well as a pre-use examination, RPE should be thoroughly examined and tested to make sure that it is in working order to its designed specification, at least monthly.

Individuals carrying out these examinations and tests should be competent and have adequate knowledge, training and experience in examination methods and techniques.

Powered respirators should be tested by fully charging the battery and running the equipment for the maximum time, specified by the manufacturers. The airflow rate should then be checked using equipment supplied by the manufacturers and if the output is not up to specification the test must be repeated using a new battery, to determine whether the equipment or the battery is at fault, then appropriate action should be taken.

Record Keeping In accordance with Regulation 13 (3) of the Control of Asbestos Regulations 2012 (CAR 2012), a record and identification number of each major component part of a respirator (detailing all defects and repairs), should be kept for a minimum of five years for inspection by the enforcing authorities and any others. This includes records of both the pre-use checks every time the wearer puts on the RPE, and the thorough examination and test carried out at least monthly.

Face Fit Testing It is a requirement to incorporate a quantitative test into the RPE selection for asbestos work. This means that before any tight-fitting respirator is issued to an operative, a test must be carried out to confirm that the model and size of the mask can provide an adequate seal to the face. The test may either be a full ‘Total Inward Leakage’ test to

guidance the appropriate EN norm, or alternatively, an ambient particle portable device can be used.

If the ambient particle type of fit test is used the following pass/fail levels apply: w Disposable filtering face piece; 100 w Half mask respirator; 100 w Full face-mask respirator, including power assisted and air supplied types; 2000 Power assisted and airline face-masks should be tested with the power off, and new respirators should be used for testing. A satisfactory fit test result means that the operative may use any well-maintained example of the respirator model tested, provided it is the mask size tested, and there have been no significant facial changes since the test (e.g. weight loss, scarring or dental work).

It is good practice to have a system in place to ensure repeat fit testing of RPE is carried out on a regular basis, and that records detailing which employees have been successfully tested on each model and size are kept. Any further details required on fit testing should be obtained from the RPE manufacturer, supplier or from the HSE. There are two possible fit testing methods that can be undertaken, these are known as Quantitative and Qualitative tests.

Beacon’s New Smart Ventilation Controller (“Controller”) is the first multi-functional computerised system to be used to manage airflow within asbestos removal enclosures. It optimises the airflow through the enclosure to keep the aerosol fibre levels to a minimum.

Beacon’s New Smart Negative Pressure Unit Beacon’s New Smart Negative Pressure Unit is the only machine that is compatible with the Controller. It has two modes, manual and automatic. When in manual mode it functions as an intelligent NPU, displaying the live data onboard and in automatic mode, it is controlled by a wireless signal transmitted by the Controller. This Smart machine adjusts the speed of the fan motors to increase or decrease the unit’s airflow output according to the negative pressure requirement. It is fitted with an optimum blocked filter warning.

The Smart NPU airflow range is from 1000 to 5160m3/h. This can be achieved by using either Beacon units NPU2000 or NPU5000.

Any combination or number of Smart NPUs can be used.

The intelligent Smart NPU will revert to manual control if no Wi-Fi signal is available, a critical function in maintaining an enclosure’s negative pressure.

Research into current enclosure ventilation airflow The prevailing enclosure ventilation process is designed to capture fibre settlement from above the occupational zone (1.8m above floor level). This airflow design relies on the fibres settling into the unidirectional airstream.

This gravitational settlement method is seriously problematic given colloidal fibres can remain in suspension for a very long time after the NPUs are switched off. On a hot summer’s day or when stripping in a boiler house, the rising heat will cause asbestos fibres to become buoyant and they can remain above the airstream indefinitely.

Tracer gas flow cannot be relied upon to provide evidence that the fibres will follow the same flow path - there must be sufficient energy in the airflow to move these fibres, which is simply not possible with low-pressure free flow air.

Using existing UK procedures of enclosure airflow management, it is not possible to reduce the overall aerosol particle/fibre levels, as the velocity of the free flow air is too low. This is partly due to the introduction of external particle-laden air into the enclosure.

The particle-laden air is drawn into the

enclosure through the transit and material airlocks, which are fitted with vertical flaps.

It is almost impossible to maintain a swing distance of 200-250mm. Currently, makeup vents are used to balance the airflow to give a minimum airflow of 1000m3 at –5Pascals negative pressure. This equates to a minimum of 8 complete air changes per hour (ACPH).

These airflow make up vents are not usually filtered.

Beacon’s recycled exhaust airflow ventilation By using the Controller and recycling filtered exhaust air, the airflow velocity is increased to a level that will dislodge the colloidal aerosol asbestos fibres, producing a more efficient and safer method of enclosure airflow management.

The use of this system is radical and revolutionary when used in the ventilation of asbestos removal enclosures. Recycled exhaust air is commonly used in static clean air conditioning systems, it is used to recover latent heat and therefore reduce the energy consumed. In an air recycling system, worker occupancy levels increase the volume of carbon dioxide and so a constant source of filtered fresh clean air must be introduced to prevent a carbon dioxide build-up.

Beacon’s Smart Fresh Air Vent has been designed by calculating the maximum hourly level of carbon dioxide expired by a hardworking asbestos removal operative.

A single vent will function with up to ten asbestos removal operatives and an enclosure volume up to 2000m3. Where there are in excess of ten asbestos removal operatives, a second vent will be required. To ensure optimal safety, the recycled exhaust air return system should only be used in conjunctions with the Controller and its associated warning alarms.

An overpressure safety vent must be fitted to avoid enclosure implosion - the flow volume of this filtered vent is rated up to a 1000m3 enclosure.

Using this recycled return system, up to 40 ACPH can be achieved using a single NPU5000.

Beacon’s enclosure airstream management sytem The management of the airstream needs to ensure that all stagnant and inert spaces are eliminated. Diffusion is used to create a laminar flow with a larger face area. This larger face area will overcome both heat rise ascent and gravitational descent. All colloidal turbulence where possible, inside the enclosure, must be reduced or eliminated.

The airflow behaves in two ways as it passes through the diffuser, laterally. It uses the Coanda effect to air scrub the internal surfaces of the enclosure.

The diffusers create a laminar flow with a larger face area and direct the airstream system to cover a wider area. They are instrumental and very effective in reducing airborne fibres & particles by reducing settlement.

What needs to happen after asbestos removal and before re-occupation

Clean - Test - Re-occupy It is vital that property owners and managers – commercial properties, NHS, schools, housing groups - take the risks from asbestos seriously and deal with asbestos in a controlled and safe manner. Still today it is the greatest cause of work-related deaths in the UK, with currently approx. 5,000 asbestos related cancer deaths per year.

n the last two issues of ARCA News we covered locating, assessing and managing asbestos containing materials, and also included an article covering clients’ legal duty to appoint a competent asbestos removal contractor, and asbestos removal Plans of Work.

To complete this series of articles, we will now cover the testing procedure prior to re-occupation.

That is what needs to happen before the building or area where asbestos removal took place, can be allowed to be re-occupied.

There are a number of tests/stages in this process, known as the ‘4-stage re-occupation test’, and is a legal requirement under the Control of Asbestos Regulations 2012 (CAR 2012). Therefore, when licensed asbestos removal work is planned by both the end-client and the licensed asbestos removal contractor, sufficient time has to be allowed for the ‘4-stage re-occupation test’ to be completed by an accredited analytical company.

Overview Tests must be carried out after licensed asbestos removal, and before the building/area of building is handed back to the client for re-occupation. The purpose is to ensure all proposed asbestos removal work has been carried out as per the agreed Plan of Work, and that the area is clean, dry and dust free, as far as is reasonably practicable, and therefore fit for re-occupation.

This is known as the ‘4-stage re-occupation test’, which is a legal requirement as detailed in the CAR 2012, and the test can only be undertaken by a United Kingdom Accreditation Service (UKAS) accredited testing laboratory accredited to ISO 17025.

Clients should note that the Health and Safety Executive (HSE) has long held the view that the analytical company contracted to carry out the ‘4-stage reoccupation test’ should be employed independently by the end-client.

Handover Form Licensed asbestos removal contractors should ensure that the asbestos enclosure and/or work area has been thoroughly cleaned by the contractor, and that a thorough visual inspection has been completed by the contractor to confirm this.

Following this the contractor should complete a ‘Handover Form’ to give to the analyst, and the analyst should not start the clearance until this form is satisfactory, at which time the analyst should sign and date the form.

In summary, the contractor should not arrange for the 4-stage clearance procedure to start until satisfied that: w All the asbestos has been removed as detailed in the Plan of Work w The area inside the enclosure and airlocks is both clean and dry, and has already passed their own thorough visual inspection w A Handover Form has been prepared for the analyst w Sealant has not been applied

4-stage re-occupation test The ‘4-stage re-occupation test’, as the name suggests, is made up of four separate tests or stages, which are carried out by a qualified analyst. These are: Stage 1 - Preliminary check of site condition and job completeness.

The areas examined are: w The Plan of Work (method statement) w The transit and waste route (the route to and from waste skips and decontamination unit) w The decontamination unit (the mobile unit used for decontamination including showering)

w Ensure the airborne fibre concentration is below 0.010 fibres per cubic centimetre All surfaces are brushed vigorously for a minimum of 1.5 minutes per sampling location. When the air test has been carried out and the fibre concentration deemed to be less than 0.010 fibres per cubic centimetre the enclosure can be dismantled.

Stage 4 - Final assessment post-enclosure / work area dismantling After the enclosure/work area has been carefully removed the analyst will undertake the final assessment: w Check the area for any asbestos containing materials that may have been hidden when Stage 2 was undertaken* w Ensure that all materials used for erecting the enclosure have been removed and disposed of correctly *If during this inspection any residual asbestos is identified from the removal works the enclosure may have to be re-built and the asbestos residue removed.

Re-occupation certificate Once the test is completed and approved, a reoccupation certificate will be issued by the analyst to both the licensed asbestos removal contractor and the end-client. Photographic evidence of each stage should be provided to support this final re-occupation certification.

This certificate confirms that the building, or a specific part of the building, is fit for re-occupation.

hodar was commissioned by Amey Defence to undertake the removal of sprayed coating insulation residues and debris from within the large curved internal steel roofing structure of Hangar 209.

Rhodar removes asbestos at MOD Lyneham This enormous military structure (4,090m²), located at the MOD Lyneham facility, is due to be fully refurbished as a training facility for the base that will include the installation of new hangar doors.

This 12-week asbestos removal and cleaning project dealt with asbestos residues and debris left in-situ historically.

Following the all clear by the ecologists the site team of 14 security-vetted staff then began the complex process of constructing the large enclosure walls. The sheer size and design of the hangar presented a number of challenges for the team.

The vast size of the hangar, 90m long by 44m wide (with the apex up to 15m tall) meant that Rhodar broke the removal process down into 3 equally-spaced, sequential zones and adopted a 180-degree flip approach to re-use one in-situ enclosure wall structure for each zone – saving time and materials.

Each enclosure consisted of two bespokepanelled walls and the vast cubic area required in excess of 184,800cmh of negative pressure to be generated. To produce this Rhodar utilised a total of 27 Negative Pressure Units, comprising of both 5,000 and 10,000cmh units, and to ensure adequate

air management affixed up to 20 intake filters to designated areas of the opposite enclosure wall.

ast year ARCA staff and members raised £10,000 for Mesothelioma UK by taking part in various activities and events.

The Association supports Mesothelioma UK to help and support people diagnosed with Mesothelioma, a cancer caused by exposure to asbestos. Still over 2,700 new cases of Mesothelioma are diagnosed each year in the UK; nurse specialists, centres of excellence, research, information and support for health care professionals, patients and families is vital.

“I’m delighted to be able to present the charity with a donation of £10,000,” commented Steve Sadley, Chief Executive

of ARCA. “Again this year, it was great to see the Association staff and members support Mesothelioma UK, especially during the Charity Week in September where they undertook bike challenges, muddy fun runs and lots of baking.”

Rilmac share plans for the future W

hen planning for the future it is important to know where the starting point is. Rilmac Insulation and Asbestos have recently begun a new fiveyear plan which will see the company grow, increase its relevance, and protect its future.

As part of this process Rilmac wanted to meet with key clients, give an overview of their plans for the future and gain feedback on recent performance.

The event was held at the International Bomber Command Centre in Lincoln and over 40 representatives from 21 customer businesses were in attendance. Having been founded in Lincolnshire and with the nationwide Group HQ in Lincoln itself, Rilmac have a special attachment to ‘Bomber County’.

The IBCC is an ideal venue as it allowed the

company to showcase key regional history while supporting a regional resource and charity.

As well as being shown a brief presentation regarding the five-year plan, and asked to complete customer surveys, attendees also experienced two guided tours of the International Bomber Command Centre.

DKF Marathon Challenge Key members of the DKF team are preparing to run, to support Mesothelioma UK, as part of an ambitious marathon relay event, while Director Katy Fagan will endure the full 26.2miles.

Seasoned runner Katy is leading the initiative and has signed up to the Manchester Marathon which takes place on Sunday 7th April. Fellow team members, Dom, Alex and Cari, will be running alongside Katy as part of a relay team, completing 12.2 km, 10.7km and 7.8km respectively.

ARCA delivers bespoke asbestos training course

A

RCA recently delivered a bespoke training course for site management staff at MIC Group, after they recognised that it would be beneficial to gain further knowledge on personal air monitoring and air management within an asbestos removal enclosure.

Following the initial enquiry, ARCA delivered the training course within three weeks. The course content included; the legal requirement and purpose of personal air monitoring, relationship with analyst (ref Nov 2018 PoW guidance from HSE) and recording/collating data. Air management was covered in the practical training area, using a pre-built enclosure and NPU, so elements such as, air flow

and movement, and flap deflection were easily demonstrated.

“The course content proposed by ARCA was just what we needed,” commented Dean Hickin, Director of MIC Group.

“After my phone call to ARCA we were soon in the classroom, and having practical demonstration at their training facility was a definite benefit. A well

delivered course.”

Beacon introduce latest product to ARCA I

n January Beacon International took the opportunity to discuss and demonstrate their latest product development at the ARCA standardisation meeting.

The new recirculation air management system was set up using an asbestos removal enclosure at ARCA’s Burton training centre. The demonstration showed how the system utilises a combination of natural and recycled airflow streams to increase the air changes per hour in the enclosure, and thereby reducing the airborne particle levels. Supported by a multi-functional computerised ventilation controller to monitor and maintain the negative pressure, and control the airflow.

“My thanks to Andy and Ray for taking the time to come over to Burton to discuss this new air management system with our team, even before it was launched to the market,” commented Satish Patel, Training Manager for ARCA. “To be able to see the system working

and discuss how it was operating was a great benefit to the team (managers, trainers and auditors) in expanding our knowledge.”

add greater impact to your

toolbox talk or safety briefing

Inductions, tool box talks and safety briefings, are an important method of getting the message across about health, safety, processes, and any other issues that impact on the working patterns of you and your team on-site.

Many of us have attended tool box talks, inductions and/or safety briefings in our working careers. Can you recall the last briefing you gave that engaged your team and you knew they understood what was expected when leaving the briefing?

With a little planning and consideration for the following elements you could add greater impact to your briefing, delivering focussed and clear messages to your team.

First impressions count: Don’t start your session with, “OK let’s get through this so we can get back to work”. As this statement tells your team that the information to follow is not important. The first image this gives them is that we’re doing this just to say we’ve done it. Be enthusiastic and deliver a clear message. This will show the importance of health and safety standards on-site, and that you value their safety.

Know your audience: It’s important to have it clear in your mind to whom these messages are for. Do they have any needs to enable them to better understand messages you are delivering? For example, if English is not your workers’ first language then think carefully about how to get your message across. Also, the relevance of the message to the audience is important, briefing the workers who may be new to the team will be different to those who already know the key safety protocols.

Keep it simple and be consistent with your messages! It is so important to use short, straightforward, simple words and phrases. Avoid slang words, jargon and acronyms’, these add nothing to your

message and can become distracting. Have one or two clear points, anymore than three and the message can be lost and your team’s recall of key points will be poorer.

Demonstrate respect: Listen to what your workers have to say, and show them that you are listening through your body language. Obvious examples are, don’t have your arms crossed and look the team in the eyes. Consider, if you are sitting down, is it behind a desk? Does this put another barrier between you and your team, does it make them think that you are just giving them information and the formality of the setting impacts on the message? Listen actively, if you are asked a question but it is not clear, ask them to give you an example and relay it back to them to show that you’ve understood.

Think about the tone of your voice: It’s an old adage, you’ll have heard before, “It’s not what you say but how you say it”, speaking in a quiet voice will switch the audience off to your message as it’s too difficult to hear. Furthermore, a quiet voice may give the impression that you are not confident in what you are saying. Conversely,

training a booming voice is as distracting and intimidating to the audience closest to you.

Your audience are more likely to listen if you vary the tone of your voice.

Think about the pace of your delivery: It’s natural to rush, however it is important to slow down, take your time. The pace of your delivery directly impacts on how the audience is taking the information in. Too quick a delivery and the audience will switch off and not listen. Too slow and it’s distracting and the audience will again switch off. Also remember to keep your head up, talking to the floor only makes you look nervous, and your voice will not be heard well. Finally, take pauses; a constant stream of words from you doesn’t help your audience.

Pausing allows them to catch up, digest the information and give them the opening to ask questions.

Use open questions to check understanding: Ask your listeners to run through their understanding of what you have said. If you ask ‘Do you understand?’ people tend to say ‘yes’ even

when they mean ‘no’. A good example of an open question to ask is, “Explain back to me how we’re going to….... ”, this checks their understanding and gives you a chance to correct any misunderstandings.

Some people may need more explanation than others: If the message doesn’t seem to be getting through to some of your team, don’t keep trying the same method of delivery. Some team members may understand better if you deliver the briefing in the context of the actual work environment. ‘Show and tell’ is a tried and tested method. Check understanding by using other audience members to relay the information back, ask open questions of the audience members that haven’t grasped the information. Give yourself plenty of time. If you rush you may come across as impatient or not interested, and listeners may not feel able to ask you any questions.

Keep it positive. Remember the first point mentioned, “OK let’s get through this so we can get back to work” – that is not being positive. The way

you come across, that is your body language and your delivery of a message, all needs to be in a positive manner. This will enthuse and give permission to the team to think of that message as a positive, and important. Also, focus on what workers can do to create a healthy and safe working environment instead of what can go wrong.

Act on feedback. If your audience tell you they are confused about something, or you failed to catch their attention, use this to help you see what you can do differently.

Remember, at every tool box talk or safety briefing, it is important to make sure your workers know that if at any time they consider they are working in an unsafe way, that puts themselves or others at risk, they can STOP, report and seek advice!

Saturday SATUROAY Training A

RCA has made available asbestos removal operative and supervisor refresher training courses on selected Saturdays throughout 2019, at both ARCA’s Burton and Rayleigh training centres.

Members can also block book these courses for their teams if required, and training credits can be used against any Saturday course.

“As Members requested Saturday training, we reviewed our calendars and commitments, and I’m now pleased to be able to offer this service to our members,” stated Satish Patel, Training Manager for ARCA. “Already some members are interested in block booking Saturday courses for their teams.”

Over the next months the following Saturday dates are: 27 April, 25 May and 27 July at the Burton training centre, and 11 May, 8 June and 13 July at the Rayleigh training centre.
